The relevance of this topic is due to the creative nature of investment attraction activities in order to ensure the development of the country and regions. The importance of the problem is in the presence of obstacles in the way of building an attractive economic system in terms of investment inflows, creating conditions that encourage investors to invest in Russia. The purpose of research based on the generalization of theoretical material of various sources and analysis of Rosstat database, to characterize the development of investment processes in Russia, to determine the patterns of changes in the dynamics of investment indicators and the factors causing the activity of participants in investment activities in Russian regions. The research was conducted using scientific methods: abstraction, analysis and synthesis, induction and deduction. The result showed that the activity of the Russian regions in the investment area is characterized by dependence on the level of overall economic development, although this relationship is a two-way. In conclusion, it was concluded that the creation of favorable conditions for the development of investment activities and its active support by the federal and regional authorities is necessary. It is advisable to offer to continuously improve legislation in the field of investment activity, to pursue a more flexible policy of financing investment and innovative projects, especially at the early stages of their development. This is the key to successful planning and implementation of projects aimed at strengthening the sovereignty of the state and improving the quality of life of citizens in new Russia.

Research of features of financial and legal incentives of investment activities in the regions. Methodological basis of the study raised issues were the following: general scientific methods of cognition generalization, analogy, analysis and synthesis, elaboration, comparison, logical method, etc. Conducted interdisciplinary analysis of literature and sources on stimulating investment activities, with particular emphasis given to the Institute financial and legal incentives. Formed the author's definition of the term ʼfinancial and legal stimulus of investment activity of regionsʼ. Studied types of financial and legal incentives of investment activities of the regions. Analyzed regional legislation and judicial practice on the subject of study places financial incentives in the legal field of regional legislation. Identified conflicts in the system of financial and legal incentives of investment activities of the regions. A proposal to optimize the preliminary control of the Prosecutor's offices of the legality of the investment legislation, in particular, the structure of which has different financial and legal incentives of investment activities in Russian regions.

Subject. The article reviews the way strategic threats to energy security influence the quality of people's life. Objectives. The study unfolds the theory of analyzing strategic threats to energy security by covering the matter of quality of people's life. Methods. To analyze the way strategic threats to energy security spread across cross-sectoral commodity and production chains and influences quality of people's living, I applied the factor analysis and general scientific methods of analysis and synthesis. Results. I suggest interpreting strategic threats to energy security as risks of people's quality of life due to a reduction in the volume of energy supply. I identified mechanisms reflecting how the fuel and energy complex and its development influence the quality of people's life. The article sets out the method to assess such quality-of-life risks arising from strategic threats to energy security. Conclusions and Relevance. In the current geopolitical situation, strategic threats to energy security cause long-standing adverse consequences for the quality of people's life. If strategic threats to energy security are further construed as risk of quality of people's life, this will facilitate the preparation and performance of a more effective governmental policy on energy, which will subsequently raise the economic well-being of people.

Since the Republic of Croatia is one of the most popular European and world tourist destinations, the aim of this paper is, from the user’s (n = 596) point of view, to research the importance of stationary traffic in tourist destinations. The purpose of this paper is to point out the possibilities of improving the tourist destination quality and sustainability through an adequate parking service. In order to corroborate constructed scientific hypotheses, a larger number of scientific methods were used from which a polling method, analysis and synthesis method, descriptive statistics method, t-test, and analysis of variance (ANOVA) should be singled out. The major finding of this paper indicates a relatively big importance of stationary traffic (M = 6.51; SD = 2.21) as an element of tourist destination quality. Moreover, regarding the quality of tourist destination, the results of this paper suggest that the parking space availability is more important than the way parking or parking payment are organized. Between the experienced parking problem in a tourist destination and age on one side and evaluation of the importance of stationary traffic as an element of tourist destination quality on the other side, a statistically important connection was established. Gained knowledge can be particularly helpful to hotel industry managers but also to traffic managers whose duty is to provide an adequate number of parking spaces in tourist destinations.

The growing investment activity of banking sector organisations is an important condition for securing diversification of assets and obtaining additional sources of income, as well as maintaining the required level of liquidity. Economic crises and instability of stock markets affect the investment policy of a bank, the quality of its investment portfolio, and the scope of investment transactions with securities. The purpose of the research is to carry out a comprehensive analysis of the investment mechanism of the Russian banking sector and its organisation, to characterise the investment policy and risks connected with investment activities, to determine the criteria for financial instruments included in the structure of investment portfolios of Russian credit institutions. The authors used the analytical, regulatory, comparative, and statistical methods of research to define the dynamics, composition, and structure of investment portfolios and risks involved in the business of financial and credit institutions, in the course of the formation of investment policy. It was concluded, as a result of the research, that enhanced performance, stability, and liquidity of credit institutions were conditioned by the structure and quality of portfolio investments. Improving the efficiency of the banking investment mechanism is a priority area of development, for strengthening the competitive positions of credit institutions in the national banking system. The article presents conclusions regarding the quality of investment operations and transactions with securities effectuated by banks at the present stage. The authors undertook a comparative analysis of indicators characterising the structure of investment assets of the banking sector, grouped by types of investment portfolio. Proceeding from the above, particular directions were developed for practical use, that allow for efficient selection of stock market instruments for inclusion in the investment portfolio of credit institutions in the conditions of high volatility and uncertainty of the financial market.

Investments are the driving force behind the development of any territory, and their impact on the socio-economic situation of the region and its competitiveness cannot be overestimated. Krasnodar region is one of the most attractive regions for investment (including foreign ones) in the Russian Federation with a very low investment risk, which is currently experiencing a reduction in investment activity. Although it is clear that the development of investment activity is now limited to a greater extent by macroeconomic factors, regional authorities should make every effort to create favorable conditions for the revival of investment activity.

The article covers the issues concerning the development of a framework concept for the system of management. The authors prove that the problem of socio-economic development of a region is to be considered from the perspective of a systemic approach principles and methods, viewing regions as an integral socio-economic system, whose subsystems include the state subsystem (with regions regarded as constituent entities of the federation), municipal formations, and a range of private and legal entities. The authors identify the major objectives of region management and consider ways of aligning the social and economic development of regions by overcoming the existing inter-regional disproportions. The framework concept, as proposed by the authors, is to recognize the economic development of a region, the development of the major constituents of the regional complex, and the region´s social development. Special attention is paid to the issues of implementing the investment policy and substantiating the staged of its implementation. Planning the investment activity, involving the rationale for long-term and medium-term goals of the investment process, as well as ways to achieve the goals, is seen as a vital element of investment policy.

This paper analyzes the legislation related to concessions on maritime domains and indicates the need to adjust certain legal provisions to improve the quality of the concession granting procedure. The object of this paper is to indicate the issues in determining the real value of a concession fee in the process of preparing a feasibility study for granting the concession, and to give a scientific contribution by proposing procedures and measures, which can enable setting more precise concession fee values. Using the methods of comparison, analysis, and synthesis, authors prove that in the process of preparing a feasibility study for granting the concession it is not possible to assess the real value of the concession and concession fee with certainty, as it is necessary to estimate economic sizes in the long term. Each concession contract, lasting longer than five years, should be subject to a peer review owing to changes in economic, political, demographic, and other indicators, and if necessary, the value of concession fee should be adjusted accordingly. The authors explain the stated imprecision in the estimate of economic indicators by the index of uncertainty of economic policies, and with the inability of long-term forecasting of potential economic crises.

The article examines the theoretical and methodological, and methodical approaches to the definition and measurement of poverty, proposed by international organizations and Russian and foreign experts, and shows their evolution. The paper reveals the relationship between socio-economic crises leading to a worsening employment situation and the level of poverty. The subject of the research is poverty in Russian regions and regional programs contributing to its reduction. The aim of the study is to monitor and analyze regional data on poverty reduction in Russian regions. Methods of work: dialectical method of cognition, systems approach, structural analysis, comparative approach, methods of statistical information processing, general scientific methods of cognition (analysis and synthesis, induction and deduction, abstraction and concretization, etc.), analysis of the materials provided by Russian regions. Research results: the reasons and specific features of the regional poverty in Russia are determined, considering the multifactorial territorial differentiation; based on the monitoring of regional programs, existing measures to reduce poverty were systematized and classified, and the most promising instruments for reducing poverty were substantiated both in the area of employment and wage policies and in the area of increasing efficiency of social support measures. The scope of application: the results of the analysis and monitoring of regional programs to reduce the share of the population with incomes below the subsistence level and the proposals and recommendations formulated on their basis, can be used by federal executive bodies, executive bodies of the Russian regions in the development of poverty reduction mechanisms both at the territorial and federal levels.

The purpose of the article is to study the current problems of investment processes in the conditions of transformation of the Ukrainian economy. The relevance of the research was due to significant changes in political, economic and social processes of Ukraine. The research was conducted using general scientific and special methods and methods of research, such as theoretical analysis and synthesis, methods of grouping, modeling, comparison, as well as methods of systematization and scientific synthesis, in particular on materials: Ministry of Economic Development and Trade of Ukraine, research conducted by the Doing Business Group of the World Bank, rating of Moody’s Investors Service, rating of Global Competitiveness Index 2017/2018 and of European Business Association. The most actual factors of influence of political, economic, criminal and legislative processes on investment potential of Ukraine were analyzed. It was defined that the economic of Ukraine is characterized by the deficiency of capital, progressive technologies, mutual integration of scientific and industrial spheres, developed management and high-tech production and the recommendations to create favorable conditions for investment were made. Positive changes were noted in creating a legal framework for the promotion, protection of investments and intensification of investment activity in Ukraine.
