Higher education is criticized for failing to be nimble and flexible in meeting student professional development needs in a cost-effective and timely manner. This assessment is advanced through conservative policy agendas in which elected and social decision-makers argue the primary mission of higher education should be narrowly focused on workforce development to propel the American economy. Yet, many influencers misunderstand the efficiency and effectiveness of higher education in providing broad access to a quality education that meets students where they are at. An excellent illustration of this is the dramatic growth of institutions offering online academic programs. However, this highly popular delivery mechanism is still emerging in the higher education competitive marketplace. These trends already illustrate that the substantial fiscal risks require that institutions have absolute clarity in what and how they will invest in costly start-up programs.

This case study outlines the partnership between the Minnesota Department of Corrections and St. Cloud State University. As higher education underwent significant changes in technology and distance education delivery during the 1990s, the print-based correspondence course was rapidly being converted to online delivery, leaving offender students without higher education access or options. The university-corrections partnership created an innovative and unique program through reverse-engineering online general education courses into print-based materials. The inability to use technology to provide cost effective education to many geographically dispersed students indicates that as a society, available technologies cannot yet be trusted to provide offender access to family, education and jobs while providing safety and security for citizens. What will make programs and partnerships like this successful in the future is the openness of corrections, education, and innovative technology partners to reexamine technology’s role and allow for changes in operational procedures that can satisfy the needs of all societal stakeholders.

The internationalisation of higher education has become increasingly important for many higher education institutions (HEIs) globally. To recruit national and international students, HEIs must invest in effective digital marketing and recruitment strategies. This study investigated the development of a strategic university of choice model that can assist universities in the recruitment of international students. A survey was completed by 306 international students studying at a South African university. The factors identified in this study included academic programme and quality, visa requirements, country/city attractiveness, lectures in English, costs, student life, safety and security, university location, university reputation, and assistance from the international office. The strategic university of choice model could assist university marketing personnel to develop a focused, targeted, and cost-effective digital marketing and recruitment strategy to recruit international students.

This chapter will examine the organizational and technological challenges encountered by the highly successful Great Plains Interactive Distance Education Alliance (Great Plains IDEA) since its members began offering multi-university online academic programs in 2000. Members include the following universities: Colorado State, Iowa State, Kansas State, Texas Tech, Michigan State, Missouri, Montana State, Nebraska, North Dakota State, Oklahoma State, and South Dakota State. Inter-institutional online academic programs are a cost-effective means of rapidly increasing access and addressing emerging educational needs. The chapter explains how the Great Plains IDEA began, operates and has evolved, as well as the mistakes made, lessons learned, and upcoming challenges. A major technological challenge was identifying a secure multi-institution enrollment system for sharing student data between enrolling and teaching institutions the award-winning ExpanSIS system. The authors hope that higher education leaders will be convinced that inter-institutional collaboration is a viable solution to many higher education challenges.

Cloud computing has become a major talking point in recent times. An innovation such as cloud computing for higher education institutions (HEI) can be a cost effective means to operate their IT systems effectively without having to spend vast amounts of money on developing their IT infrastructure. HEIs also face the burden of several challenges e.g. limited infrastructure resources and IT budget, as well as limited teaching staff, technical experts, and IT skilled personnel. With support from a systematic literature review approach, this article identifies the key determinants of cloud adoption from a technological, organisational, environmental and personal perspectives. A total of 17 cloud adoption studies in the HEI context and their respected models from the period of 2012 to 2017 are reviewed and discussed. The findings suggest a lack of cloud adoption studies in the HEI domain from multiple perspectives, particularly in relation to the wider socio-technical concerns related to cloud adoption and future studies related to this research gap are deliberated.

One aim of higher education is to develop professional identities in students to equip them for future working life. Health professional students will work under financial pressures in a market-based environment, which can lead to conflicts with professional ethical values. This study explores how Swedish dental students perceive economic aspects of dentistry. The article is based on a study of undergraduate research projects. In the analysis of the projects, two themes were identified: (1) cost-effective organizing of dentistry and (2) costs and benefits of interventions. The students displayed socially responsible values by emphasizing the need for dentists to utilize resources effectively, which implies that professional education can support the development of the perception that economic values can be compatible with professional ethical values. Abstract Background: While controlling the outbreak of communicable diseases (CDs) remained a priority, non-communicable diseases (NCDs) are placing an unavoidable burden on the health and social security system. India, a developing nation in South Asia, has seen an unprecedented economic growth in the past few years; however, it struggled to fight the burden of communicable and non-communicable diseases. Therefore, this study aimed at examining the burden of CDs and NCDs among elderly in India.Methods: Data from Longitudinal Ageing Study in India (LASI Wave-I, 2017-18) were drawn to conduct this study. Response variables were the occurrence of CDs and NCDs. The bi-variate and binary logistic regression were used to predict the association between communicable and non-communicable diseases by various socio-demographic and health parameters. Furthermore, to understand the inequalities of communicable and non-communicable diseases in urban and rural areas, the Fairlie decomposition technique was used to predict the contribution toward rural-urban inequalities in CDs and NCDs.Results: Prevalence of communicable diseases was higher among uneducated elderly than those with higher education (31.9% vs. 17.3%); however, the prevalence of non-communicable diseases was higher among those with higher education (67.4% vs. 47.1%) than uneducated elderly. The odds of NCDs were higher among female elderly (OR=1.13; C.I. = 1-1.27) than their male counterparts. Similarly, the odds of CDs were lower among urban elderly (OR=0.70; C.I. = 0.62-0.81) than rural elderly, and odds of NCDs were higher among urban elderly (OR=1.85; C.I. = 1.62-2.10) than their rural counterparts. Results found that education (50%) contributes nearly half of the rural-urban inequality in the prevalence of CDs among the elderly. Education status and current working status were the two significant predictors of widening rural-urban inequality in the prevalence of NCDs among the elderly.Conclusion: The burden of both CD and NCD among the elderly population requires immediate intervention. The needs of men and women and urban and rural elderly must be addressed through appropriate effort. In a developing country like India, preventive measures, rather than curative measures of communicable diseases, will be cost-effective and helpful.

Abstract Background Insufficient physical activity is one of the leading mortality risks worldwide for cardiovascular and pulmonary diseases. Physiotherapists (PT) are core healthcare professionals who play a major role in the prevention of disease complications and in inspiring a healthy lifestyle. To identify challenges in the promotion of cardiopulmonary rehabilitation (CR) in Lebanon, a survey was conducted among PT and physiotherapy students. The aim was to assess the knowledge, attitudes, and practices of CR in Lebanon. Results The response rate was 46.1% (N = 322). Results show that 24.5% of respondents have good to excellent knowledge about CR. More than 60% of the respondents indicate possible barriers to starting a CR program, and one of two respondents identify the absence of skills as a main barrier. Findings highlight the importance of the role of PT as a mediator to increase a healthy lifestyle among patients and to promote the prevention of cardiovascular diseases and pulmonary diseases in the country. Conclusions and recommendations Our results support the evidence and clinical guidelines that PT play a major role by increasing the participation of patients in CR. A cost-effective CR program needs to be covered by the private and public system in Lebanon.
