Among forested parks and reserves of the Pacific Coast of the United States, the restoration of late-successional conditions to second-growth stands is a management priority. Some traditional silvicultural treatments may help achieve this objective. We evaluated early-stage thinning as a restoration treatment to facilitate the growth and development of young (33- to 45-year old), homogeneous, and second-growth stands of coast redwood (Sequoia sempervirens) and Douglas-fir (Pseudotsuga menziesii). Targeting both stand-level responses and dominant (focal) tree responses for analysis, we compared structural attributes of adjacent thinned and unthinned stands, 12–17 years after thinning. Thinned stands displayed enhanced metrics of tree vigor, growth, and mechanical stability, thereby improving response to future restoration treatments and broadening the range of potential stand conditions. We conclude that early-stage thinning has been successful as a preliminary restoration treatment because it accomplished many initial goals of forest restoration, while retaining sufficient tree numbers to buffer against possible attrition from future disturbances.

Forest fertilization is common in coastal British Columbia as a means to increase wood production and potentially enhance carbon sequestration. Generally, the effects of fertilization are determined by measuring sample plots pre- and post-treatment, resulting in fertilization effects being determined for a limited portion of the treatment area. Applications of remote sensing-based enhanced forest inventories have allowed for estimations to expand to the wider forested area. However, these applications have not focused on monitoring the effects of silvicultural treatments. The objective of this research was to examine if a multi-temporal application of the LiDAR area-based method can be used to detect the fertilization effects on volume, biomass, and height in a second-growth Douglas-fir (Pseudotsuga menziesii) stand. The study area on Vancouver Island was fertilized in January 2007, and sample plots were established in 2011. LiDAR acquisitions were made in 2004, prior to fertilization, and in 2008, 2011, and 2016, covering both treated and untreated areas. A total of 29 paired LiDAR blocks, comprised of four 20 m resolution raster cells, were selected on either side of the fertilization boundary for analysis of the effects across several different stand types differing in the percentage of Douglas-fir, site index, and age. Random forest (RF) plot-level models were developed to estimate total stem volume and total stem biomass for each year of LiDAR acquisition using an area-based approach. Plot level results showed an increase in stem volume by 13% fertilized over control from 2005 to 2011, which was similar to a 14% increase in above-ground carbon stocks estimated using a tree-ring stand reconstruction approach. Plot-level RF models showed R2 values of 0.86 (volume) and 0.92 (biomass) with relative cross-validated root mean square errors of 12.5% (volume) and 11.9% (biomass). For both the sample plots and LiDAR blocks, statistical results indicated no significant differences in volume or biomass between treatments. However, significant differences in height increments were detected between treatments in LiDAR blocks. The results from this research highlight the promising potential for the use of enhanced forest inventory methods to rapidly expand the assessment of treatment effects beyond sample plots to the stand, block, or landscape level.

Abstract A growing interest in the restoration of young second-growth forests by managers of reserves in the redwood region has led to a need to evaluate restoration-based silvicultural strategies. This case study assessed the effectiveness of low thinning as a forest restoration tool via analysis of stand structure at Redwood National Park's Whiskey Forty Forest Restoration Study. The second-growth stand had more than 5,500 trees ha−1 and 57.0 m2 ha−1 basal area and consisted chiefly of three species: Douglas-fir (the dominant species), redwood, and tanoak. Low thinning reduced stand density but also reduced species richness by eliminating scarce species. Seven years after thinning, growth was enhanced (33.6% gain in basal area), and mortality was minor (3% of all stems); however, Douglas-fir remained competitive in the upper canopy. Its average basal area increment was less than redwood's, but its radial growth was equal and its rate of basal area growth was greater in the years following thinning. We conclude that the thinning improved stand conditions but did not fully satisfy restoration goals and that other thinning methods, such as variable-density thinning, are likely to be more effective at promoting redwood dominance.

The report by Titian Ramsay Peale on birds encountered during the Wilkes Expedition was withdrawn for inaccuracy when few copies had been distributed, and re-written by John Cassin. A survey of the accounts of the petrels shows that this was not an improvement. Two important type localities for Procellaria brevipes and Thalassidroma lineata are probably wrong, and could be exchanged.

Abstract Aims The use of mechanical restraint is a challenging area for psychiatry. Although mechanical restraint remains accepted as standard practice in some regions, there are ethical, legal and medical reasons to minimise or abolish its use. These concerns have intensified following the Convention on the Rights of Persons with Disabilities. Despite national policies to reduce use, the reporting of mechanical restraint has been poor, hampering a reasonable understanding of the epidemiology of restraint. This paper aims to develop a consistent measure of mechanical restraint and compare the measure within and across countries in the Pacific Rim. Methods We used the publicly available data from four Pacific Rim countries (Australia, New Zealand, Japan and the United States) to compare and contrast the reported rates of mechanical restraint. Summary measures were computed so as to enable international comparisons. Variation within each jurisdiction was also analysed. Results International rates of mechanical restraint in 2017 varied from 0.03 (New Zealand) to 98.9 (Japan) restraint events per million population per day, a variation greater than 3000-fold. Restraint in Australia (0.17 events per million) and the United States (0.37 events per million) fell between these two extremes. Variation as measured by restraint events per 1000 bed-days was less extreme but still substantial. Within all four countries there was also significant variation in restraint across districts. Variation across time did not show a steady reduction in restraint in any country during the period for which data were available (starting from 2003 at the earliest). Conclusions Policies to reduce or abolish mechanical restraint do not appear to be effecting change. It is improbable that the variation in restraint within the four examined Pacific Rim countries is accountable for by psychopathology. Greater efforts at reporting, monitoring and carrying out interventions to achieve the stated aim of reducing restraint are urgently needed.

Here we report on an EHV-1 outbreak investigation caused by a novel genotype H752 (histidine in amino acid position 752 of the ORF 30 gene). The outbreak involved 31 performance horses. Horses were monitored over a period of 35 days for clinical signs, therapeutic outcome and qPCR results of EHV-1 in blood and nasal secretions. The morbidity of the EHV-1 outbreak was 84% with 26 clinically infected horses displaying fever and less frequently anorexia and distal limb edema. Four horses showed mild transient neurological deficits. Clinically diseased horses experienced high viral load of EHV-1 in blood and/or nasal secretions via qPCR, while subclinically infected horses had detectable EHV-1 mainly in nasal secretions. The majority of infected horses showed a rise in antibody titers to EHV-1 during the outbreak. All 31 horses were treated with valacyclovir, while clinically infected horses further received flunixin meglumine and sodium heparin. This investigation highlights various relevant aspects of an EHV-1 outbreak caused by a new H752 genotype: (i) importance of early detection of EHV-1 infection; (ii) diagnostic challenge to assess H752 genotype; (iii) apparent benefit of valacyclovir use in the early stage of the outbreak; and (iv) weekly testing of blood and nasal secretions by qPCR in order to monitor individual infection status and lift quarantine.

Abstract Background Learning health systems have been gaining traction over the past decade. The purpose of this study was to understand the spread of learning health systems in primary care, including where they have been implemented, how they are operating, and potential challenges and solutions. Methods We completed a scoping review by systematically searching OVID Medline®, Embase®, IEEE Xplore®, and reviewing specific journals from 2007 to 2020. We also completed a Google search to identify gray literature. Results We reviewed 1924 articles through our database search and 51 articles from other sources, from which we identified 21 unique learning health systems based on 62 data sources. Only one of these learning health systems was implemented exclusively in a primary care setting, where all others were integrated health systems or networks that also included other care settings. Eighteen of the 21 were in the United States. Examples of how these learning health systems were being used included real-time clinical surveillance, quality improvement initiatives, pragmatic trials at the point of care, and decision support. Many challenges and potential solutions were identified regarding data, sustainability, promoting a learning culture, prioritization processes, involvement of community, and balancing quality improvement versus research. Conclusions We identified 21 learning health systems, which all appear at an early stage of development, and only one was primary care only. We summarized and provided examples of integrated health systems and data networks that can be considered early models in the growing global movement to advance learning health systems in primary care.
