Universities are no-longer isolated places where the intellectually or socially advantaged undertake research and contemplation. Universities are central to social and economic policy and can be used to meet the social and economic requirements of the new globalised environment. This paper explores the role of the internationalisation of universities in Australia, facing the challenge of globalisation, in light of declining government support of higher education institutions. A large part of internationalisation involves an increase in international student numbers, and this alongside changes in internal governance, is changing the role of academics within universities. This paper examines the new demands for an international educational literacy, examining the effect of these demands on academic professionals.

The article deals with the complex and multistage system of higher education of the French Republic. The structural features of higher education in France, its complex and multi-stage system has been considered. Attention is drawn to the role of the state in the field of higher education in France. The importance of the development of education for the national development of the country and civilization as a whole has been stressed. A strong centralized presence and role of the state in the field of education in France has been noted, in particular in the organization of the educational process and in financing the education sector, as well as in determining the fundamental principles of the educational process, the details of the curriculum at all levels of education, the organization of the procedure for receiving teachers, determining the content, recruitment teachers who become public officers, ensuring their continuing education; recruiting and training inspectors responsible for quality control of the education system; funding public education and subsidizing “private schools under contract”. The article focuses on the constant attention of the state to the problems of education. It highlights the openness of the French system of higher education and its accessibility for most of the population. The features of France’s higher education management system and the specifics of its legislative framework have been disclosed. Four Legislative Acts of the Ministry of Education are characterized, played an important role in its functioning. A more democratic and collegial management of universities for today has been noted. The relevance of the study of the structure and legislative framework of university education in France has been grounded. The types of higher education institutions in France and their features in the context of development trends have been investigated. The current stage of development of the system of French university education and the features of structural transformations have been considered. The features of the functioning of universities, “grand schools” and private higher education institutions have been disclosed. The article draws attention to the achievement of the French system of higher education and its uniqueness. The role and place of large schools in the system of higher education in France have been highlighted. Leading elite schools and universities have been mentioned, as well as the conditions for entering them. Attention was paid to the almost equal quality of education in the capital and in the province.

The article defines the priorities of the social policy of Ukraine at the present stage. The socio-economic problems of Ukraine are analyzed, their causes and solutions are identified. It is shown that the main reason for the failures of the socio-economic policy of independent Ukraine is the uncritical attitude of Ukrainian reformers to the consequences of neoliberal policies in other countries, as a result of which foreign experience of socio-economic reforms began to be introduced without taking into account domestic specifics. The decline in the role of the state in socio-economic policy, the increase in the role of private business, the privatization of "everything and everyone" led to a sharp social stratification, an economic crisis, which became a trigger for crises in all spheres of Ukrainian society. One of the fundamental principles of neoliberal economics, deregulation, has also collapsed. It turned out that the market is not efficient in areas in which the business cannot make quick and large profits. The so-called "market failures" demonstrated the need for state regulation in the spheres of education, health care, ecology, etc. Conclusions of the study and prospects for further research in this direction. Thus, if the new government really wants to build a successful country of happy people, it must make social and economic policy its top priority. Its primary tasks at the present stage should be: reduction of tariffs for utilities by eliminating from them the corruption component and excess profits of suppliers; revision of the principles of granting subsidies for utility bills. Exclusion from the number of subsidies of those who do not need state aid, but have a formal right to receive it (they work unofficially); the fight against the shadow economy, with the concealment of income from taxation; reforming the system of wages and pensions; creation of jobs with decent wages; establishing interaction between the state and private business in order to increase the social responsibility of the latter.

Atualmente, os processos de inovação configuram-se em um importante agente para o desenvolvimento social e econômico de regiões e de países. Assim, no âmbito do que se convencionou chamar de “paradigma heterogêneo da Geografia Econômica”, as capacidades específicas regionais são fundamentais para tais empreendimentos de desenvolvimento, dos quais uma tem sido cada vez mais valorizada: a do conhecimento proveniente das instituições de Ensino Superior (IESs) locais. O artigo tem o objetivo de debater o papel das IESs nesse contexto, em termos gerais, e de analisar a situação do Estado do Rio Grande do Sul, entre 2000 e 2010, por meio de sua estrutura de pós-graduação, em termos específicos. Ao final são delineadas algumas considerações a respeito de uma agenda de pesquisa para os municípios de Pelotas e Rio Grande sobre seu desenvolvimento territorial na perspectiva heterogênea. Os resultados ressaltam a fortaleza do quadro de pós-graduação gaúcho e, consequentemente, do Ensino Superior em geral, enfatizando também as potencialidades do Estado para o progresso científico, tecnológico e de inovações.Palavras-chave: instituições de ensino superior; pós-graduação; ciência, tecnologia e inovação (C&T&I); desenvolvimento territorial; Pelotas; Rio Grande. The Role of Higher Education Institutions to the Territorial Development: Analyses of the Postgraduate Community from Rio Grande do Sul and the Case of the Cities of Pelotas and Rio GrandeABSTRACTNowadays, the process of innovation has become an important agent to social and economic development of regions and countries. Thus, within the context of the “heterodox paradigm of economic geography”, the region-specific capacities are fundamental for such activities of development, which one has been more and more appraised: the knowledge from the higher education institutions (HEIs). This article analyses the role of HEIs in general and the situation in the State of Rio Grande do Sul (Brazil) in particular, in the period of 2000 through 2010, by means of the postgraduate structure. The paper ends with some considerations about a regional agenda of research to the municipalities of Pelotas and Rio Grande in the sense of their territorial development within the heterodox perspective. The results highlight the strength of postgraduate structure of the region and, consequently, higher education in general, also stressing the State potentialities for scientific, technological and of innovative progress.Key-words: higher education institutions; postgraduate; science, technology and innovation (S&T&I); territorial development; Pelotas; Rio Grande.

Entrepreneurship has impacts on countries, generating jobs and socioeconomic development. In Mexico, from the 1980s, Higher Education Institutions develop entrepreneurship and self-employment promotion programs, to promote entrepreneurial philosophy among their students. In the State of Veracruz, since 2015 the Higher Technological Institute of Zongolica has developed the Social Entrepreneur and Self-Employment (SES) program. The objective of this research is to conduct a study of the perception of university entrepreneurs on the impact of the SES school program on their companies, in the municipality of Tehuipango, Veracruz. For which a questionnaire was designed, applied and validated to a population of 32 graduates of the entrepreneur program. It is concluded that the respondents agree with being entrepreneurs, consider having influenced socioeconomically in their municipality and perceive that the social entrepreneur and self-employment program influenced their level of entrepreneurship. Finally, it was identified the need to create a program of accompaniment to companies, as support so that they continue operating in the market.

Some implementatation tools of the state’s budget policy due to the typification of financial relations in higher education are determined in the article. The acceptability of the type of relations of the higher education institutions (paternalism, solidarity, subsidiarity) regarding the effectiveness of the state‘s financial policy is clarified. The economic responsibility of the state and higher education insrtitutions as a basic condition of subsidiary relations is revealed.Quantitative parameters of subsidiary relations of the state as a customer of educational services and higher education institution as a service provider are determined. Financial relations in the field of higher education are characterized by antagonism between the paternalism of the state and the principle of market relations. Partnership relations are based on the principles according to which market subjects are partners in achieving their goals. The hierarchy of higher education makes partnership relations impossible due to the subordination of the goals of the institutions. Solidarity as a type of relationship implies mutual responsibility and mutual assistance based on the unity of interests of the institutions. The solidarity of the state and higher education institutions is manifested in two aspects. The first one is the relationship concerning granting permission by the state to an institution for educational activities. The second aspect consists in the relationship concerning purchasing the educational services of the institution by the state. The aspects of solidarity are a reflection of the regulatory and commercial powers of the state. The mutual responsibility of the institutions of the different levels creates a subsidiary type of relationship. The establishment of subsidiary relations means the introduction of economic feasibility of providing educational services. The object of subsidiarity between the state and institutions is the minimum break-even point of demand for educational services (in the specialty of a certain level of education and form of education). A necessary condition for determining the amount is to establish the value of costs for an academic year per student who receives the service. In case of impossibility to form the minimum amount of demand the enrolment to a specialty is canceled. According to market principles, the amount of demand for specialties is of interest to HEI in the case when the tuition fee covers the cost of providing the service. Thus, the range of educational services of the institution may change annually. Solidarity-subsidiary relations regulate the obligations of the state and higher Д. М. Загірняк, О. А. Кратт, М. В. Загірняк 26 education institutions as to financing the forecasted demand for educational services. Relations among higher education institutions are the methodological basis of public funding. Solidarity-subsidiary type of relations means a combination of individual and collective responsibilities. The state simultaneously acts as a regulator and customer of educational services. The role of the regulator is to focus consumers of educational services on the needs of the labor market, and higher education institutions – on financial autonomy. The role of the customer is to share the responsibility for financing higher education with higher education institutions, which should involve other sources of funding for educational services. A conceptual approach is linked to the determination by higher education institutions of the minimum possible break-even point of the amount of services that they undertake to sell to the state as a regulator. The state as a customer undertakes to share responsibility with institutions through the purchase of part of the services subject to the sale of a minimum amount. The conceptual approach allows achieving the unity of regulatory and commercial components in the activities of the state in the field of higher education.

The significance of an entrepreneurial culture of a country in alleviating its social and economic issues is accepted by policymakers and emphasized by academics. The role of government in shaping entrepreneurial culture is little understood in the literature. This is especially true for emerging economies like Pakistan. Furthermore, the role of educational institutions in supporting such a culture has also not been adequately understood by the extant literature. This raises issues for policymakers in a country like Pakistan when it comes to taking entrepreneurial decisions. This study intends to examine the effect of government support on establishing an entrepreneurial culture along with the role of education institutions support acting as moderator. Data was gathered through a self-structured questionnaire from 1200 final year students of higher education institutions in Khyber Pakhtunkhwa (Pakistan) using the proportional allocation method. Simple regression and Process approach were used for data analysis. The findings reveal that government support has a significant positive effect on the entrepreneurial culture of Pakistan. Moreover, the educational institutions support significantly moderates the relationship between government support and entrepreneurial culture, thereby highlighting one of the underlying mechanisms through which the government may extend its influence for enabling an entrepreneurial culture. This research holds if the government and higher education institutions play their role in promoting an entrepreneurial culture, it will lead students towards a business-oriented approach to become entrepreneurs and job creators rather than job seekers.

The purpose of this study is to investigate the role of the RM approach in the experience of international students in business schools within the UK Higher Education Institutions (HEIs). The Relationship Marketing (RM) strategy has gained recognition over the years, especially within the last decade, which can be seen in the Higher Education (HE) sector. The HE sector has in recent times been highly competitive, especially in the global market. Despite this growth in competition, there has been little or no effort in the application of RM strategy by HE Institutions competing in the global marketplace for international students. The growing competition has been driven by the goal HEI’s have to internationalise and attract, recruit and retain the best international students. Higher Education Institutions have become aware of the contributions that international students bring to these institutions. Hence, efforts are geared towards retaining international students. This study considers the role of using RM with international students. The relevant data was collected from face-to-face semi-structured interviews and focus groups, which were conducted with university managers and international students across four universities in the UK. The study identifies several impacts of using RM on international students’ overall experience. It further highlights aspects of the RM approach that are more significant to international students’ experience. The study concluded that the RM approach positively affects international student experience if effectively developed and implemented.

A responsabilidade socioambiental é um conceito complementar e crescente em discussões, tanto no âmbito organizacional quanto educacional. A pesquisa é de caráter bibliográfico, cuja coleta de dados foi realizada por meio de revisão da literatura corrente sobre o tema estudado em periódicos como Google Acadêmico, Scielo e Capes, bem como em sites das próprias instituições de ensino objeto do estudo: Universidade Federal do Maranhão (UFMA), Universidade Estadual do Maranhão (UEMA), Faculdade Pitágoras, Centro Universitário do Maranhão (CEUMA), Faculdade ISL WYDEN, Universidade Dom Bosco (UNDB). O objetivo geral buscou identificar o impacto das ações de responsabilidade socioambiental para as comunidades circunvizinhas das respectivas instituições de ensino superior analisadas e os objetivos específicos visavam explorar ainda mais a problemática, por meio dos seguintes pontos: identificar as ações realizadas e fomentadas pelas instituições de ensino superior no âmbito da responsabilidade socioambiental; verificar a participação dos discentes nas ações realizadas e analisar os efeitos gerados nas comunidades beneficiadas. Foram identificadas ações sociais e projetos voltados para o tema de responsabilidade social e ambiental em todas as universidades comparadas, porém em algumas o grau de envolvimento dos discentes e da comunidade externa é mínimo, como no caso das universidades públicas analisadas, enquanto nas faculdades particulares o envolvimento da comunidade acadêmica e externa, em geral, é muito maior e contínuo. O impacto gerado nas comunidades é perceptível por meio das ações de responsabilidade social desenvolvidas pelas instituições, especialmente pela Universidade CEUMA, ISL Wyden e Faculdade Pitágoras, que englobam a participação ativa de seus discentes nas ações promovidas, maximizando o papel da aprendizagem prática e formação cívica.AbstractSocio-environmental responsibility is a complementary and growing concept indiscussions, both in the organizational and educational spheres. The general objective sought to identify the impact of social and environmental responsibility actions for the surrounding communities of the respective higher education institutions analyzed and the specific objectives aimed to further explore the problem, through the following points: to identify the actions carried out and promoted by educational institutions superior in the scope of socio-environmental responsibility; verify the participation of students in the actions carried out and analyze the effects generated in the benefited communities. Social actions and projects focused on the theme of social and environmental responsibility were identified in all the universities compared, howeverin some the degree of involvement of students and the external community isminimal, as in the case of the public universities analyzed, while in private colleges the The involvement of the academic and external community, in general, is much greater and continuous. The impact generated in the communities is noticeable through the social responsibility actions developed by the institutions, especially by the CEUMA University, ISL Wyden and Faculdade Pitágoras, which include the active participation of their students in the actions promoted, maximizing the role of practical learning and civic training.

The paper intends to investigate the social role of higher education institutions (HEIs) under knowledge society. As knowledge becomes the main asset and driver of social-economic transformations in the 21st century, HEIs are positioned as centres where knowledge is generated, accumulated, disseminated and applied. With emergence of knowledge society, university mission “to contribute to the public good” is becoming more visible and tangible in HEIs’ operations. Responding to community needs or societal demand, HEIs will liaise and/or compete domestically and internationally with other state and non-state actors: non-governmental organizations (NGOs), authorities, interest groups, local communities. Both competition and cooperation may produce win-win effect, or end up with win-lose or lose-lose result.Case study method will be used to research different cooperation patterns between HEIs and other actors. In more detail, relationship between HEIs and NGOs will be explored to test the hypothesis that NGOs, who have been leaders in societal change over the last three - four decades, are losing primacy to HEIs. We will examine the social role of HEIs and their cooperation with civil society in situation of emergency, when societal demand for knowledge, expertise and response to crisis is high. In detail, we intend to look at Mariupol State University – a HEI with strong community ties and reputation of a civic university – in order to examine its community service and interaction with municipal knowledge hubs during hybrid war unleashed in 2014. Therefore, the aim of this research paper is to investigate whether and how under knowledge society the social role of HEIs changes in emergency situations and outline their possible contribution to problem-solving in cooperation with other partners, first of all NGOs.
