The paper features theoretical and methodical approaches to the
classification of regions from positions of modern region studies. It contains social and economic characteristics of the Republic of Crimea as an agrarian region. The author has monitored the current state of agrarian and industrial complex of the Republic of Crimea. The research has revealed that although agriculture is responsible for 17,1 % of the gross regional product, only 5,0 % of labor capacity of the region are engaged in the agrarian sphere of economy, and only 6,3 % of Crimean students major in agriculture. A complex analysis of the Crimean agrarian complex has revealed that the problem of qualified personnel deficiency is not acute for the regional economy, as there is an agricultural institute, as well as a number of minor vocational education institutions. A more relevant task is to improve the quality of training of young specialists and to attract them into rural areas; for this purpose a system and target
approach to agrarian education has been established in the region. The transformation of agricultural education in the republic should be based on the model of a wellbalanced interindustrial staffing plan of agrarian and industrial complex according to sustainable development programs of rural territories in the re gion.

According to the results of 2020, in the rating of the subjects of the Russian Federation for the production of gross agricultural output, the Republic of Bashkortostan came in 6th place and 2nd in the Volga Federal District. The long-term leadership of the republic in terms of the development of the agro-industrial complex is largely explained by the presence of large areas of agricultural land (more than 7.2 million hectares), sufficient labor resources and relatively favorable soil and climatic conditions for the development of many branches of agriculture. However, in the XXI century, without the introduction of agro-innovations and the development of high-tech agriculture, processing industry, an effective system for the sale of manufactured products, it is becoming increasingly problematic to ensure the long-term competitiveness of the agro-industrial complex of the region both at the All-Russian and global levels. Current trends in the development of agribusiness in the world and in our country clearly show the priority of using the latest achievements of scientific and technological progress and significant investments in new agricultural technologies at the regional level in order to ensure high quality products and compete with domestic and foreign companies. Within the framework of this study, the need to improve the interaction of agribusiness with the scientific and educational sphere and the formation of the regional innovation infrastructure of the agro-industrial complex in the Republic of Bashkortostan with the coordinating role of the Ufa Federal Research Center of the Russian Academy of Sciences and the Government of the Republic of Bashkortostan is actualized. The authors conducted a comprehensive analysis of the key problems in the creation of a regional agro-industrial scientific and production cluster in the Republic of Bashkortostan and outlined priorities in its development.

In the course of the study, the following methods were used: strategic planning and forecasting, foresight technologies (expert survey and expert opinions), comparative analysis. The scientific novelty of the study is determined by the formation of a set of practical recommendations on the use of foresight tools at the municipal level of management in rural areas. The systematic approach usage in combination with foresight technologies allows to develop strategic plans for the development in rural areas from the perspective of long-term improvement of their economic and social component. A brief analysis of the current state and development of foresight research in the Russian Federation is presented. It shows that the characteristic features of the rural municipal foresight are, on the one hand, the obligatory interconnection of strategic priorities for rural areas development in the long term and, on the other hand, the need to achieve the interest of key factors in regional development. Results of a research: the algorithm of strategic planning of sustainable development of rural areas of the region based on foresight technologies and the mechanism for its implementation at the municipal level are considered; strategic goals and priority areas for sustainable development of rural areas of the Republic of Bashkortostan in the sub-regional context were defined. On the basis of the foresight analysis, a three-level branding of agri-food products manufactured in the region was carried out, and brands within the considered rural municipalities were identified. It is concluded that foresight technologies should be used as the system tool for the formation and implementation of sustainable development strategy in rural areas of the Republic of Bashkortostan.

Today, sanatorium and resort institutions are undergoing a difficult period, in particular due to the spread of “Covid19” infection. It is assumed that against the backdrop of the crisis, domestic tourism will develop more, respectively, tourists will prefer to book tickets themselves, studying information on Internet resources. In this case, it is impossible to increase the efficiency of the enterprise and increase the demand for services without the use of innovative IT technologies to sanatoriums. The study showed that the activity of most sanatoriums on international online sites is very weak, as well as many of them do not conduct news feeds on official sites, ignore social networks as an effective mechanism for their promotion, as a result of which circumstances arise when the services provided by sanatoriums do not meet the expectations of vacationers. It should be recognized that the level of service in the sanatorium requires an increase, accordingly, it is necessary to carry out activities to position and qualitatively improve work on online services. The acquisition of competitive advantages and the preservation of loyalty of guests is the key functions of positioning and promoting sanatorium and resort institutions, which in turn will contribute to the management of the sustainable development of the territory of the Republic of Bashkortostan.
