Introduction. To ensure the proper functioning of the financial mechanism of public-private partnership, it is necessary to create an organizational and institutional environment. Without it, it is impossible to determine the most important vectors of development of this mechanism, as well as the benchmarks by which the formation and selection of the most effective economic and social institutions. The purpose of the paper is to study the organizational and institutional aspects of the development of the financial mechanism of public-private partnership, to identify the main problems, as well as to justify measures to address them. Results. The structure of the organizational and institutional environment of the financial mechanism of public-private partnership in Ukraine is outlined, which consists of: organizational and managerial, financial, scientific-expert and public environment. The first includes public authorities and local governments that form state and local policies in the field of public-private partnership, as well as monitor its implementation. The second includes financial institutions that facilitate the financing of investment projects that are not attractive enough for private business in terms of profitability and risk. The third includes research institutions, expert and consulting organizations, the purpose of which is to provide information and consulting services. The fourth includes civil society institutions, which should participate in the formation of the components of the financial mechanism of public-private partnership, as well as control the process of its functioning and the achievement of planned tasks by partners. It is argued that the development of the institutional environment of the financial mechanism of public-private partnership needs state support. Conclusion. It is substantiated that the effectiveness of the financial mechanism of public-private partnership depends on the organizational and institutional environment, which clearly regulates the rights, responsibilities, sequence of actions reflected in coordinated legislation and allows to take into account the specific regional or sectoral characteristics of the country.

Theoretic aspects of the formation and development of public-private partnership (PPP) are studied. By using a systemic approach, it is determined that the most important factor in improving the efficiency of public-private partnership is its institutional support. It is substantiated that globally, the PPP is mostly initiated by public authorities, which can be explained by a number of reasons. Firstly, public authorities are responsible for the country's strategic development. Secondly, public authorities formulate "rules of the game" for businesses and individuals, plan capital investments, and select PPP entities that are a priority in terms of public interest. In fact, it is the state that undertakes to address objectives facing society. Therefore, nowadays the importance of creating a favorable institutional environment to develop PPPs is recognized at all the levels of economic management and is emphasized in the scientific community. It is proved that the interests of public authorities, private businesses and the community are reconciled through the complementation of political, legal, and socio-economic norms and rules of conduct. The functions of public authorities at the national and regional levels of government are systematized.

Development of the Russian economy causes the growth of public requirements and structural changes connected with it directed to an increase in the efficiency of social and economic tasks solution. Need of partnership of the state and private business development for the solution of problems in the social and economic sphere predetermines by the insufficiency of opportunities of the public (budgetary) financing of investment projects, large-scale and significant for society. The public-private partnership (PPP) acts as one of the modern economic mechanisms allowing realizing the interaction of the state and business. The PPP, on the one side, represents a special form of influence of state authorities and management for the purpose of stimulation of business activity, and with another, acts as the economic mechanism of the solution of social and economic tasks. The article is devoted to the consideration of the public-private partnership mechanism as one of the most modern methods of economic activity state regulation which basis the basic coordination principle of the parties interests and allowing to combine interests and technologies of business. Need and the prospects of further development of mechanisms of state-private partnership on the basis of the state strategic planning are proved. Special attention is paid to the interrelation of development of public-private partnership and need of theoretical scientific research in the field of improvement of institutional, ensuring its realization. It is shown that the role of the mechanism of public-private partnership in the economy is defined, first of all, by its elements as subjects and objects of public-private partnership, priority spheres of realization. Authors allocate and describe a number of aspects of the mechanism of functioning of public-private partnership, namely: organizational and legal, financial and investment, technical and organizational, regional. In the article, the main problems connected with the development of the mechanism of PPP, including with lack of the description of concrete mechanisms of use of the majority of forms of PPP and lack of regulation of questions of division of powers between public authorities and business are allocated and proved.

The strategic documents on the socio-economic development of Russia in the long term constantly emphasizes the importance of the PPP as an important mechanism for public investment policy, which allows to attract private funds for the implementation of priority projects to improve governance of industrial and social infrastructure, encourage innovation, create conditions for realization of business projects, which have nation-wide strategic importance. The forms, in which public-private partnership is implemented in specific regions, depend on the institutional environment, the investment attractiveness and the specific competitive advantages of the region. The article deals with the process of formation in the field of PPP legislation, describes the experience of and activities in the region in the implementation of PPP projects. The experience of PPP development in Tula region based on program-target method of management, which has received in the implementation of the cluster approach, the creation of special economic zones, the determination of priority investment projects, the mechanisms of cooperation of state and municipal authorities and private business.

The article analyzes the current state of legal support for the introduction and implementation of the mechanism of public-private partnership in the development of nature reserves of Ukraine, as well as identifies ways to improve it. It is determined that the formation of the legal mechanism of public-private partnership in the development of nature reserves should take into account the positive experience of such mechanisms in leading countries and adapt it to the national model of public-private partnership, improve domestic legislation in this area, and also a management mechanism in ensuring the development of such a partnership, to form a methodological and methodological basis for public-private partnership in the development of nature reserves, etc. It is concluded that it is necessary to develop and approve the Concept of implementation and implementation of public-private partnership in the development of nature reserves, the purpose of which should be to define a common approach to developing a mechanism for effective interaction between public authorities, local governments, private sector and civil society institutions on the basis of public-private partnership to ensure the successful implementation of projects aimed at the development of nature reserves of Ukraine. The article studies the problematic issues of scientific understanding and the correlation of the notions of public-private/public-private partnership in a categorical series of concepts that reveal the essence and mechanisms of the functioning of a social state in the theory of public administration. Is done semantic analysis a family of related scientific categories ‘social partnership’, ‘public-private partnership’, ‘intersectoral partnership’, ‘state-private partnership’ and ‘municipal-private partnership’, which mean the same process and are different only the definition of the range of subjects of social action in the application of public dialogue and the implementation of social policies aimed at building a social state in Ukraine. It is argued that in the course of state-private partnership, the satisfaction of the society with the activities of state and local authorities, which, in turn, forms the trust of the people in power, stimulates them to fulfil their duties better. And this is a prerequisite for ensuring well-being in the country as a whole. Thus, the mechanism of public-private partnership is one of the key elements of a public (social) dialogue in the discursive space of state social policy that brings Ukraine closer to Europe, promotes the formation of a socially oriented economy and socially responsible governance as crucial elements for the development of a social state. Meanwhile, there is still no steady practices of partnership between public administration and civil society institutions in areas such as the formation of public policy, its monitoring, public control over the activities of central executive authorities, local governments, and budget financing agencies, etc. at present. The article reveals the importance of public-private partnership as a key mechanism of the state’s social policy aimed at achieving the Sustainable Development Goals for Ukraine.

The article is devoted to the study of theoretical and methodological aspects of public-private partnership in the field of capital construction. In the context of globalization and the development of European integration processes, the need to improve the quality of life of the population and the introduction of European and world standards of life support makes the actual problem of improving the efficiency of housing and communal services and capital construction. The article defines that public-private partnership in today's conditions is one of the most progressive mechanisms of effective cooperation between the state (territorial community) and private business, which is carried out in order to increase the effectiveness of their functions by state and municipal authorities. Thus, based on the analysis of domestic practice of public-private partnership, the promising experience in implementing partnership projects of local governments and the private sector on the example of Ivano-Frankivsk is separated. In particular, the main aspects of cooperation between the local authorities of Ivano-Frankivsk and NEFCO in the implementation of energy saving programs are presented. It is noted that the basis of public-private partnership, as a rule, is the financial relationship between public authorities and representatives of private business. That is, it is about investing private capital in the development of state and communal property, necessarily on mutually beneficial terms. It is obvious that in the current conditions the implementation of projects in the field of capital construction by local authorities is practically impossible without the involvement of private partners in this process. At the same time, there are a number of factors and obstacles that in practice significantly complicate the process of establishing effective cooperation between the state and business. It is substantiated that public-private partnership is a kind of mechanism that provides certain benefits simultaneously for all its participants: the state, private business and the community. However, it has been proven that, as in any other economic relationship, there are some risks in a public-private partnership that are likely to create a threat to each party to the partnership.

In the current crisis economic conditions, the public-private partnership (PPP) mechanism can be used as one of the key ways to attract extra-budgetary sources of funds for the implementation of investment projects at the regional level. Despite the growing number of PPP projects in Russia, the presence of significant institutional constraints at the regional level hinder the further development of this mechanism. In particular, there is a lack of interconnection of PPP projects with long-term investment and state development programs at the regional level, low sectoral diversity of projects, high dependence of PPP projects on state financial institutions, and insufficient information support of regional PPP practices. The situation is aggravated by the lack of long-term money in the economy against the backdrop of limited private partners’ funds for the implementation of long-term PPP projects, as well as by existing legal restrictions. The practical purpose and scientific value of this article lie in the construction of a holistic and logical vision of solving the identified institutional problems of PPP development at the regional level.

The international experience of implementation and successful realizationimplementation of existing forms of public-private partnership in the field of health care and prospects for their implementation in Ukraine are studied. The aim of the article is to resercher the international experience of implementation and successful implementation of existing forms of public-private partnership in the field of health care and prospects for their implementation in Ukraine. The reserch used statistical methods of analysis (to assess the state of public-private partnership in Ukraine and international experience with its implementation) and structural-logical modeling method (to highlight the stages of public-private partnership in other countries and ensure effective management of public property). The article analyzes the international experience of implementing public-private partnership models in the field of health care and the need to implement them in Ukraine. The practical significance of the obtained results is that the results of the research presented in the article can be used by representatives of public authorities and local governments in forming the program of strategic development of public-private partnership and implementation of the concept of public-private partnership in Ukraine.

The essence and significance of public-private partnership (PPP) are disclosed, its forms and role as the key tool for solving important problems of balanced economic development are highlighted due to the involvement in the implementation of strategies of private operators. Defined forms of cooperation aimed at organizing interaction under the «business-government-community» scheme, the classification of PPP types is described, its forms and significance are analyzed in the system of providing of natural and technological and environmental safety on the basis of preventive safety. The promotion of the partnership mechanism in preserving and developing the ecological infrastructure is disclosed. The use of PPP as a mechanism for attracting investment projects to financial resources, redistributing risks and strengthening the responsibility of PPP parties for the implementation of investment projects is shown.
