The strategic documents on the socio-economic development of Russia in the long term constantly emphasizes the importance of the PPP as an important mechanism for public investment policy, which allows to attract private funds for the implementation of priority projects to improve governance of industrial and social infrastructure, encourage innovation, create conditions for realization of business projects, which have nation-wide strategic importance. The forms, in which public-private partnership is implemented in specific regions, depend on the institutional environment, the investment attractiveness and the specific competitive advantages of the region. The article deals with the process of formation in the field of PPP legislation, describes the experience of and activities in the region in the implementation of PPP projects. The experience of PPP development in Tula region based on program-target method of management, which has received in the implementation of the cluster approach, the creation of special economic zones, the determination of priority investment projects, the mechanisms of cooperation of state and municipal authorities and private business.

The article discloses the essence of the public-private partnership mechanism, various approaches to its definition, both at the level of legislative acts of the Russian Federation and international organizations (UN). Different forms of PPP projects, their peculiarities and distinctive features are described in accordance with federal laws on public-private partnership and concession agreements. Instruments are being considered to support investors implementing investment projects of social infrastructure on the basis of PPPs, from federal and regional development institutions, as well as state authorities. An analysis of the level of PPP development in the Udmurt Republic is carried out, concrete examples of successful cooperation between private and public parties on the organization of financing and implementation of the project on the basis of public-private or municipal-private partnership are given. The use of this mechanism allows to obtain a significant economic effect due to the fact that there is a personal interest of a private person in obtaining income from a built or modernized facility. In addition, the social component plays an important role, PPP allows you to direct funds to those industries that are initially considered not promising enough to conduct business, but are often of key importance for the development of the region and ensuring a comfortable urban environment for the population.

Introduction. To ensure the proper functioning of the financial mechanism of public-private partnership, it is necessary to create an organizational and institutional environment. Without it, it is impossible to determine the most important vectors of development of this mechanism, as well as the benchmarks by which the formation and selection of the most effective economic and social institutions. The purpose of the paper is to study the organizational and institutional aspects of the development of the financial mechanism of public-private partnership, to identify the main problems, as well as to justify measures to address them. Results. The structure of the organizational and institutional environment of the financial mechanism of public-private partnership in Ukraine is outlined, which consists of: organizational and managerial, financial, scientific-expert and public environment. The first includes public authorities and local governments that form state and local policies in the field of public-private partnership, as well as monitor its implementation. The second includes financial institutions that facilitate the financing of investment projects that are not attractive enough for private business in terms of profitability and risk. The third includes research institutions, expert and consulting organizations, the purpose of which is to provide information and consulting services. The fourth includes civil society institutions, which should participate in the formation of the components of the financial mechanism of public-private partnership, as well as control the process of its functioning and the achievement of planned tasks by partners. It is argued that the development of the institutional environment of the financial mechanism of public-private partnership needs state support. Conclusion. It is substantiated that the effectiveness of the financial mechanism of public-private partnership depends on the organizational and institutional environment, which clearly regulates the rights, responsibilities, sequence of actions reflected in coordinated legislation and allows to take into account the specific regional or sectoral characteristics of the country.

In the current crisis economic conditions, the public-private partnership (PPP) mechanism can be used as one of the key ways to attract extra-budgetary sources of funds for the implementation of investment projects at the regional level. Despite the growing number of PPP projects in Russia, the presence of significant institutional constraints at the regional level hinder the further development of this mechanism. In particular, there is a lack of interconnection of PPP projects with long-term investment and state development programs at the regional level, low sectoral diversity of projects, high dependence of PPP projects on state financial institutions, and insufficient information support of regional PPP practices. The situation is aggravated by the lack of long-term money in the economy against the backdrop of limited private partners’ funds for the implementation of long-term PPP projects, as well as by existing legal restrictions. The practical purpose and scientific value of this article lie in the construction of a holistic and logical vision of solving the identified institutional problems of PPP development at the regional level.

The tendencies of state regulation of the labor potential of rural territories are revealed, which prove the lack of effective mechanisms of its reproduction. Mechanisms to increase the efficiency of state regulation of the labor potential on rural areas, aimed primarily at creating jobs and the number of people employed in the segment of small and medium-sized business are proposed. Thanks to public-private partnership in this area, it is possible to reduce budget expenditures on the development of social infrastructure.

The essence and significance of public-private partnership (PPP) are disclosed, its forms and role as the key tool for solving important problems of balanced economic development are highlighted due to the involvement in the implementation of strategies of private operators. Defined forms of cooperation aimed at organizing interaction under the «business-government-community» scheme, the classification of PPP types is described, its forms and significance are analyzed in the system of providing of natural and technological and environmental safety on the basis of preventive safety. The promotion of the partnership mechanism in preserving and developing the ecological infrastructure is disclosed. The use of PPP as a mechanism for attracting investment projects to financial resources, redistributing risks and strengthening the responsibility of PPP parties for the implementation of investment projects is shown.

Theoretic aspects of the formation and development of public-private partnership (PPP) are studied. By using a systemic approach, it is determined that the most important factor in improving the efficiency of public-private partnership is its institutional support. It is substantiated that globally, the PPP is mostly initiated by public authorities, which can be explained by a number of reasons. Firstly, public authorities are responsible for the country's strategic development. Secondly, public authorities formulate "rules of the game" for businesses and individuals, plan capital investments, and select PPP entities that are a priority in terms of public interest. In fact, it is the state that undertakes to address objectives facing society. Therefore, nowadays the importance of creating a favorable institutional environment to develop PPPs is recognized at all the levels of economic management and is emphasized in the scientific community. It is proved that the interests of public authorities, private businesses and the community are reconciled through the complementation of political, legal, and socio-economic norms and rules of conduct. The functions of public authorities at the national and regional levels of government are systematized.

Background: This article is based on a multidimensional empirical research study investigating aspects of the suitability of the public–private partnership environment of Uganda for road infrastructure development. The foundation of the article is the implementation of the relationship between existing legal and regulatory frameworks on the ground in Uganda.Aim: Key aspects and realities of the legal and policy frameworks that support public–private partnership, road investment projects and programmes in Uganda are examined from the perspective of a transparent, effective and efficient service delivery.Setting: A brief exposition of Uganda’s historical realities and present challenges, especially in terms of road infrastructure, an introduction of key aspects of the legal and regulatory frameworks is presented.Methods: The research is based on an exploratory research design methodology founded on a thorough literature review, exhaustive documentary analysis of primary and secondary sources and 30 interviews with senior and middle managers in the public and private sectors in Uganda. A semi-structured questionnaire was utilised.Results: The analysis of data was based on a dissection of the policies and systems as foundations of solid implementation, existing legal violations, the local private sector’s present conundrum and capacity gaps, the realities of integrity and corruption and the existing approach of citizens towards the problems and challenges.Conclusion: The lack of integrity in both the private and public sector has serious negative effects on the processes, functions, planning, designing, outputs and outcomes of infrastructure initiatives undertaken.

Using the Heckman procedure with the data of the European Investment Bank on investment projects implemented on the principles of PPP, the paper identifies factors that are significant for the development of PPP. In particular, the use of PPP turned out to be most sensitive to the maturity of economic development, as well as to the state’s budgetary constraints, which do not allow building all the necessary infrastructure for providing public goods at the expense of the budget. At the same time, there has been found no statistically stable relationship between the institutional environment and the implementation of PPP projects, which may be so due to the quality of the sample — for developing countries, the importance of institutional environment factors, as well as macroeconomic stability, would most likely be more obvious.
