The article is devoted to the study of theoretical and methodological aspects of public-private partnership in the field of capital construction. In the context of globalization and the development of European integration processes, the need to improve the quality of life of the population and the introduction of European and world standards of life support makes the actual problem of improving the efficiency of housing and communal services and capital construction. The article defines that public-private partnership in today's conditions is one of the most progressive mechanisms of effective cooperation between the state (territorial community) and private business, which is carried out in order to increase the effectiveness of their functions by state and municipal authorities. Thus, based on the analysis of domestic practice of public-private partnership, the promising experience in implementing partnership projects of local governments and the private sector on the example of Ivano-Frankivsk is separated. In particular, the main aspects of cooperation between the local authorities of Ivano-Frankivsk and NEFCO in the implementation of energy saving programs are presented. It is noted that the basis of public-private partnership, as a rule, is the financial relationship between public authorities and representatives of private business. That is, it is about investing private capital in the development of state and communal property, necessarily on mutually beneficial terms. It is obvious that in the current conditions the implementation of projects in the field of capital construction by local authorities is practically impossible without the involvement of private partners in this process. At the same time, there are a number of factors and obstacles that in practice significantly complicate the process of establishing effective cooperation between the state and business. It is substantiated that public-private partnership is a kind of mechanism that provides certain benefits simultaneously for all its participants: the state, private business and the community. However, it has been proven that, as in any other economic relationship, there are some risks in a public-private partnership that are likely to create a threat to each party to the partnership.

The article considers the tendencies of applying the successful experience of EU countries to increase the efficiency of public-private partnership projects, solving the main problems of their development in socio-economic spheres, as well as to upgrade the infrastructure of countries. Emphasis is placed on the main features that characterize public-private partnership projects, in accordance with the provisions of the Green Paper of the European Union. It is substantiated that the leading countries in the implementation of large-scale public-private partnership projects are the United Kingdom, Germany and France, and the most common areas of application of these mechanisms are transport and social infrastructure. According to the results of 2019, the total value of public-private partnership transactions in the European market was almost 10 billion euros. It is determined that one of the forms of cooperation between public authorities and representatives of private business in developed countries is the mechanisms of public-private partnership, which contribute to more efficient and rational implementation of large-scale projects of national importance. It is substantiated that one of the most common forms of partnership, interaction between public authorities and private business representatives is the private finance initiative, which is actively used by the British government. There is no legal framework in this area, so in practice, the regulation of the implementation of private finance initiative projects is based on internal directives of the UK Ministries of Finance. The essence of the mechanism of private financial initiative is to combine the state procurement program, when the authorities purchase capital construction projects from representatives of private business with the conclusion of an external contract for the provision of public services.

Development of the Russian economy causes the growth of public requirements and structural changes connected with it directed to an increase in the efficiency of social and economic tasks solution. Need of partnership of the state and private business development for the solution of problems in the social and economic sphere predetermines by the insufficiency of opportunities of the public (budgetary) financing of investment projects, large-scale and significant for society. The public-private partnership (PPP) acts as one of the modern economic mechanisms allowing realizing the interaction of the state and business. The PPP, on the one side, represents a special form of influence of state authorities and management for the purpose of stimulation of business activity, and with another, acts as the economic mechanism of the solution of social and economic tasks. The article is devoted to the consideration of the public-private partnership mechanism as one of the most modern methods of economic activity state regulation which basis the basic coordination principle of the parties interests and allowing to combine interests and technologies of business. Need and the prospects of further development of mechanisms of state-private partnership on the basis of the state strategic planning are proved. Special attention is paid to the interrelation of development of public-private partnership and need of theoretical scientific research in the field of improvement of institutional, ensuring its realization. It is shown that the role of the mechanism of public-private partnership in the economy is defined, first of all, by its elements as subjects and objects of public-private partnership, priority spheres of realization. Authors allocate and describe a number of aspects of the mechanism of functioning of public-private partnership, namely: organizational and legal, financial and investment, technical and organizational, regional. In the article, the main problems connected with the development of the mechanism of PPP, including with lack of the description of concrete mechanisms of use of the majority of forms of PPP and lack of regulation of questions of division of powers between public authorities and business are allocated and proved.

Abstract. An integral condition for the effective functioning of the economic system of the state is the constructive interaction of the state and business in order to solve common financial, economic and social problems. At the same time, an important task of the state is to create conditions for the development of corporate financing of public-private partnership. Given the importance of private financing of public-private partnership projects, the purpose of the study is to determine the activity of such investments in certain areas of social or economic infrastructure in domestic and foreign practice, as well as to investigate the financial capacity of business entities due to high capital projects, a long period of their implementation. The relevance of the study is to identify existing problems and risks that arise in the process of corporate financing of public-private partnership projects. Systematization of literature sources and approaches to solving the problem of corporate financing of public-private partnership indicates the need for further research in this area to improve the implementation of forms of partnership between government and business with the establishment of guarantees to private partners on risks associated with exchange rates, lending, parity liability of partnership participants for breach of contractual obligations. The research findings can be useful for public authorities, which should encourage private partner participation in long-term projects. However, such support should be provided in order to implement the most necessary public-private partnership projects to significantly improve the living conditions of the population in a given region, as such projects are unprofitable in the case of purely commercial funding. The research may be of interest to business entities that are potential investors in public-private partnership projects. Introduction. To ensure the proper functioning of the financial mechanism of public-private partnership, it is necessary to create an organizational and institutional environment. Without it, it is impossible to determine the most important vectors of development of this mechanism, as well as the benchmarks by which the formation and selection of the most effective economic and social institutions. The purpose of the paper is to study the organizational and institutional aspects of the development of the financial mechanism of public-private partnership, to identify the main problems, as well as to justify measures to address them. Results. The structure of the organizational and institutional environment of the financial mechanism of public-private partnership in Ukraine is outlined, which consists of: organizational and managerial, financial, scientific-expert and public environment. The first includes public authorities and local governments that form state and local policies in the field of public-private partnership, as well as monitor its implementation. The second includes financial institutions that facilitate the financing of investment projects that are not attractive enough for private business in terms of profitability and risk. The third includes research institutions, expert and consulting organizations, the purpose of which is to provide information and consulting services. The fourth includes civil society institutions, which should participate in the formation of the components of the financial mechanism of public-private partnership, as well as control the process of its functioning and the achievement of planned tasks by partners. It is argued that the development of the institutional environment of the financial mechanism of public-private partnership needs state support. Conclusion. It is substantiated that the effectiveness of the financial mechanism of public-private partnership depends on the organizational and institutional environment, which clearly regulates the rights, responsibilities, sequence of actions reflected in coordinated legislation and allows to take into account the specific regional or sectoral characteristics of the country.

Expanding the sphere of interaction between the state and the medical business is one of the priorities for the development of the medical services market in the Russian Federation. The healthcare reform, based on the principles of evidence-based medicine, digital healthcare, and high medical technologies, is primarily aimed at improving the quality of medical services and the availability of highly qualified medical care for all segments of the population. Accessibility, quality and timeliness of medical care are the main postulates of the daily activities of a private medical institution. during the period of increasing crisis phenomena in the economy and social sphere, private medicine can provide significant assistance to the state health service, become the “lifesaver” for the domestic health protection system, which today is mostly represented by the public sector. One of the most effective mechanisms of interaction between the state and private business, adopted all over the world, is the system of public-private partnership. The purpose of the study is to analyze possible forms and mechanisms of interaction between the medical business and the state within the framework of public-private partnership. M a t e r i a l s a n d m e t h o d s . The assessment of the current regulatory framework was carried out, a significant volume of domestic and foreign literary publications was analyzed, the main theoretical hypothesis was formulated on the basis of the systematic scientific method and a research plan was built. R e s u l t s . In the course of the conducted research, objective main cause-and-effect factors affecting the development of an adequate system of public-private partnership in the field of medicine and healthcare have been identified and analyzed, in terms of the distribution of benefits, costs and risks carried out on the principles of long-term, voluntary, manageability, legal validity between a private medical organization and federal and/or municipal executive authorities. The main causal factors include insufficient funding, an unfavorable demographic situation, low efficiency of using the resource base, a reduction in the bed fund under the guise of “optimization”, a decrease in the social level of the population and the redistribution of the medical and diagnostic structure due to the COVID‑19 infection pandemic. It should be recognized that the state system of medical care is not always able to fully meet the needs of societies for high-quality qualified medical care. The analysis of foreign literature has shown that medical services abroad successfully use the principle of public-private partnership, redistributing efforts to form the necessary institutional environment in healthcare between private business and the state. Such a form of interaction as concession, leasing, franchise, outsourcing, aufstaffing allows us to optimally balance the interests of the medical business and public health, significantly optimize the budget costs for health protection, especially in a difficult epidemiological period. The result of the research was the development of a conceptual and theoretical model of various forms of interaction between private medical business and government agencies within the framework of public-private partnership programs. C o n c l u s i o n s . Thus, public-private partnership is an effective economic tool that ensures the coincidence of the interests of private medical business and the state, allowing to make a profit for both subjects of medical activity, with a reduction in state budget expenditures for healthcare purposes, but with the preservation of high quality medical services and resource provision.

Public-private partnership is the instrument of cooperation between state and business. It has many forms and functions but the only purpose to improve welfare of the territories. In relations between state and business the partnership can play dominant, subsidiary or supervisory role, regulate the institutional mechanism of financial cooperation, develop strategies, solve conflicts and provide social, communal and infrastructure services. Currently implementation of the public-private partnership mechanism in Ukraine is complicated because of shortcomings and gaps in legislation, deficit of different levels budgets, institutional inability of local governments to plan and implement partnership projects and low efficiency of economic activity of business entities. Concerning implementation of the mechanism on rural areas it should be substantially enhanced at the national level for many reasons. Firstly economic situation in most rural areas in Ukraine is depressed and community budgets lack funds. It proves the necessity to intensify economic cooperation and introduce other forms of cooperation. On the other hand, many negative socio-demographic trends (migration, depopulation, social exclusion and marginalization) are inherent in rural areas. It makes difficult for local governments to cooperate with communities members. Capability of the state to support partnerships is also complicated major because of underdeveloped organizational and economic support mechanism. Lack of annual plans to finance partnership projects, funds, technical support to implement projects, and no ways to get state guarantees are the evidence. Taking into account rural territories have no much capacity for development, the mechanism of public-private partnership should include the following key steps: identifying priority areas for PPP application, considering socio-economic potential of different types of the territories and social relevance of a project for a community; improving the qualification level of project management personnel; involvement of the private sector into infrastructural projects; state support for pilot projects; ensuring more transparency in decision making and use of budget resources and simplifying project selection requirements. Implementation of the PPP mechanism on rural areas will improve their infrastructure and satisfy social needs of residents. In order to improve the mechanism of state support for the implementation of PPP projects at the local level it is needed to establish a national specialized agency, define clearly powers of the state authorities, local self-government authorities and members of communities involved into PPP implementation. The other task is to create an informational framework. The purpose of the article is to substantiate how the public-private partnership’s mechanism can work on rural areas.

The article analyzes the current state of legal support for the introduction and implementation of the mechanism of public-private partnership in the development of nature reserves of Ukraine, as well as identifies ways to improve it. It is determined that the formation of the legal mechanism of public-private partnership in the development of nature reserves should take into account the positive experience of such mechanisms in leading countries and adapt it to the national model of public-private partnership, improve domestic legislation in this area, and also a management mechanism in ensuring the development of such a partnership, to form a methodological and methodological basis for public-private partnership in the development of nature reserves, etc. It is concluded that it is necessary to develop and approve the Concept of implementation and implementation of public-private partnership in the development of nature reserves, the purpose of which should be to define a common approach to developing a mechanism for effective interaction between public authorities, local governments, private sector and civil society institutions on the basis of public-private partnership to ensure the successful implementation of projects aimed at the development of nature reserves of Ukraine. In the modern economy, there are problems associated with investing in infrastructure development. Its facilities are public goods. Therefore, private business is not interested in their creation and development. And the state does not have sufficient resources to solve the problems of infrastructure development. Therefore, the mechanism of interaction between the state and business on the basis of public-private partnership (PPP) has spread in this sphere. The analysis shows that the forms of PPP depend on the country (region) and industry. Therefore, increasing the effectiveness of PPP, as the authors have shown, should be based on the specificity of projects. The article analyzes the experience and perspectives of PPP development in the Russian transport industry. The authors concluded that the interaction of power and private capital is the most effective mechanism in modern conditions for the creation and development of transport infrastructure in Russia. At the same time, the article focuses on the financial component of PPP in transport.

The interaction of state and entrepreneurs in a modern economy is a necessary measure for the effective implementation of the activities of both parties. This article explores some of the mechanisms of interaction between government bodies and the business sector of the economy in terms of project activities and project management. Public-private partnership issues are increasingly being discussed in the world political arena as an effective mechanism for interaction between the state and business. The need for effective communications in the chain power-business-society is emphasized by many authors. Communication between the public and commercial sectors is a process that reflects the levers and methods they use to mutually influence and promote their interests. The partnership between government, business and society is closely correlated with the successful functioning of the commercial sector and public administration, which is expressed in the successful establishment of the processes of socio-economic development of the state. The successful functioning of public-private partnership is one of the indicators of the correct implementation of the mechanism for supporting entrepreneurship by public authorities, and also reflects the level of development of the state in general and its subjects, in particular. The development of public-private partnerships plays an important role in building a long-term development strategy for the regions of the Russian Federation.
