Introduction. A concession is often used in the international practice of public-private partnerships. This partnership model is popular and widespread in the field of cooperation between higher education institutions and building enterprises. In general, the concession covers a wide range of relations, starting with the design and construction of a concession object completing ownership and management with the transfer of such an object to a state-owned partner after a certain period of time or without it. The purpose of the research is to outline the peculiarities of applying concessions in public-private partnership of state higher educational institution and construction enterprises. To achieve this goal, it is necessary to use methods of research of economic phenomena and processes, in particular: comparison, historical and logical methods, system approach. Results. According to the Law of concessions, concession is a form of public-private partnership, which envisages granting concessionaire the right to create and/or construct (new construction, reconstruction, restoration, overhaul and technical Re-equipment), and/or management (use, operation, maintenance), the object of concession and/or the provision of socially important services in the manner and on the conditions defined by the concession agreement, and provides the transfer of concessionaire The majority of operational risk covering risk of demand and/or risk of supply. Construction companies can both design and build a new object, and reconstruct, repair or restore existing. Funding for these activities can be made at the expense of a private or public partner as well as jointly. Often the private partner maintains, exploits and manages the specified object in accordance with certain revenues. The completion of partnerships may be accompanied by the transfer of the object to the state partner or without it. Conclusion. Thus, adopting a new law, which regulates the concession of business, on our point of view, it will extend the scope of the economic life of the concession to others, and give an advanced postal development of the system of public-private partnership.

Introduction. The global financial crisis of the previous decade, the downturn of the economies of the leading developed countries of the world, the terrorist and military threat in different parts of our planet against the background of serious environmental problems and the depletion of natural resources make the need for comprehensive reforms in many countries of the world. Participation in social projects, stimulation and support of innovations, charity and charitable activity allows to protect vulnerable sections of the population and to promote welfare of the people as a whole. A state-business partnership is a simple and effective way to solve current problems. The purpose of the study is to outline the features of public-private partnerships in higher education. In order to achieve this goal, it is necessary to use methods of studying economic phenomena and processes, in particular: comparison, historical and logical methods, systematic approach. Results. Public-private partnership is defined as an agreement made by the government with a private service provider to obtain a service of a certain quality and quantity at a fixed price for a certain period of time. Public-private partnerships may also involve the creation of a joint venture, that is, a consortium, to carry out large-scale projects. The Law of Ukraine “On Higher Education”, passed in 2014, opens up such an opportunity for higher education institutions. Thus, in Article 27 of the enacted normative legal act, the right of a higher education institution to declare the right of a higher educational institution to be the founder (co-founder) of other legal entities that conduct their activity in accordance with the directions of the educational-scientific-production, innovative activity of a higher educational institution and / or ensure the fulfillment of its statutory tasks. Higher education institutions may also form educational, scientific and research facilities, scientific parks and be part of a consortium. All participants of the complex, the consortium maintain the status of legal entity and financial independence. Conclusion. Summarizing the above, we can conclude that public-private partnership between the state and the private sector is a promising way of implementing large-scale projects in the field of higher education, solving current problems and a way to achieve economic development and intellectual potential of our country. Current problems do not seem to be beyond their control. In the process of implementing new PPP projects, ways will be found to solve existing problems, because cognition is seen as development, and in development - cognition of new, unknown and perspective.

Ways of interaction between the state and business in the training of specialists with higher education are discussed in the article. A reduction in the budgetary financing of the activities of universities is observed in the Republic of Belarus. The need to find alternative sources of funding arises. In particular, the mechanism of public-private partnership is proposed to be used for financing. Tasks of higher education institutions and business in the field of higher education are presented. Forms of public-private partnership for the educational sphere are considered: partnership, non-profit organization (partnership, foundation), use of contracts as administrative contracts.

The economic transition from a market to a social model requires a review of the role of the state and representatives of business structures in the economic system. Various forms of their interaction are becoming increasingly important, the main of which are public-private partnerships aimed at financing, formation, and implementing socially important projects. The purpose of the study is to analyze and evaluate the parameters of interaction between the state and the private sector in terms of improving the socio-economic partnership based on the provisions of the concept of public-private partnership (PPP). To achieve the goal were used such methods: analysis and synthesis; formalization and grouping; systematization and logical abstraction. The practice of the Public-Private Partnership Center of the Republic of the Philippines shows that the rational use of social partnership financial instruments will allow the state to reduce the budget burden, ensure infrastructure development, increase employment, develop private enterprises and improve the quality of goods and services. It is noted that the level of public-private partnership use in the world differs significantly, and therefore requires further intensification of efforts to stimulate its use, including due to the wide range of significant benefits of its use for the economy and the population in particular. Public-private partnerships are becoming increasingly popular as they provide many important benefits. In particular, the opportunity to obtain additional financial resources, including through additional investments, quality projects involving professional companies, open access to innovative technologies, and priority opportunities for the state to direct funds to specific areas. Thus, the direction of further research may be to determine the details of the functioning of projects in the framework of public-private partnerships. It is also important to conduct a pre-investment analysis, check the effectiveness of financing, prepare appropriate recommendations for each project stage.

In modern science and practice, public-private partnership is the interaction of the public and private sectors: in a broader sense, any cooperation in various spheres of public life, supporting society with entrepreneurship and strengthening its social role. The intensification of the process of public-private partnership development is due to the steady growth of demand for public services and increased attention of a wide range of people to optimise their provision. Today, public-private partnership has become an important tool for attracting investment to create a modern public service infrastructure. The purpose of this study is to examine possible strategies for the development of public-private partnerships in the context of decentralisation. The methodological basis of the presented research is a combination of theoretical methods: information synthesis and analysis, classification, systematisation. In addition, an analysis of the scientific literature on the research subject was conducted during the study. In particular, articles on public-private partnerships were analysed. As a result of the study, the general trend towards decentralisation of power and reform of local self-government was established, which means transferring more powers to local state structures, where the state, represented by a territorial community, becomes one of the main subjects. It is proved that partnerships between local communities and business structures, including foreign ones, considerably expand the competence of local authorities, in particular, attract investment in the development of urban infrastructure. Based on the analysis of European experience and considering the specific features of Ukrainian legislation, the most acceptable forms of cooperation between the state and companies were identified: private partnership investment agreements, asset management agreements, leases, concessions, and joint venture agreements. The practical value of the study is that the highlighted results will be useful for public and private sector managers

The article reveals the essence and role of promotional activities of higher education institutions for improving their competitiveness in the market of educational services. In particular, it drew attention to the lack of scientific development of the given problem, on the one hand, and to the obvious importance to provide competitiveness of universities in the today’s socio-cultural environment, on the other hand. The essence and peculiarities of competition and competitiveness of the universities are given, the methods of increasing competitiveness of educational services, implementation of which means implementation of advertising activities by a higher educational institution are represented. It was identified that in the field of educational services the promotional activities should be built in accordance with the principles of flexibility, complexity and adaptability, and its basis should be the quest for more high quality, than the competitor does, in meeting of needs of different target audiences through promotion of a wide range of programs. It is noted that promotional activities related to material production becomes a sphere of promotional images production (images). It is concluded that in organizing promotional activities of the university the unity of purpose and objectives of promotional activities of the university should be provided, that stipulates development and implementation of the strategy of its promotional activities, which will maintain and develop its single educational space in accordance with requirements of the present development stage of the country.

The research involves determination of the extent to which the public-private partnership model can contribute to the improvement and enhancement of the healthcare services in Macedonia. To achieve this purpose, the research embraces comprehension of the common advantages and disadvantages of this model, encompassed with a case study of the public-private partnership in the specialized-consultative health protection for the health activity-dialysis, together with other efforts to ensure high quality health protection. It also reflects the attitudes of the public authorities and private sector entities regarding the significance of the public-private partnership model, consideration of the advantages and disadvantages before entering public-private partnerships and the ways public-private partnerships affect the employees and employments.The study outlines planned and realised efforts to implement this model to ensure better and more efficient healthcare system.Generally, the results from the survey and the outlined case study present this model as good solution for many healthcare challenges, since public-private partnerships offer different services to the citizens that neither the public nor the private sector could separately achieve. The public-private partnership model leads to new employment opportunities according to the opinion of the public authorities, while the private sector entities consider that public-private partnerships increase the responsibility of the employees in such partnership in comparison to the public sector. The outlined case study is an example of successful public-private partnership model in the field of healthcare and can serve as motivation for further implementation of this model to ensure better, enhanced and modern health system.

Objective: Public-private partnerships (PPP) have been used recently in many countries for reforming the structural health sector. The purpose of this study was to investigate the impact of PPP models in hospitals on raising the awareness of health policy makers, managers, and authorities to make sound decisions and planning. Information sources and selection methods for the study: This review was conducted in 2019 by searching the databases of Scopus, ProQuest, PubMed, and Google Scholar. The following keywords were used for the search: public private partnership, PPP, public hospital, public private partnership in hospital, and partnership model. Furthermore, Persian equivalents of these key words were searched in databases of Scientific Information Database and Irandoc from 1990 to 2017. A total of 954 articles were studied in a step-by-step manner. Results: Finally, 21 articles related to the study objectives entered the research. Based on the results collected from reviewing the selected papers, PPP in hospitals were categorized into 9 different categories of Service Purchase, Outsourcing, Management Contract, (Design, Build, Finance, Operate), (Build, Own, Operate), (Build, Own, Operate, Transfer), (Buy, Own, Lease back), Alzira model and Privatization. So, PPP influenced the performance of hospitals. Conclusion: Overall, PPP can be a good solution for the hospital sector that can improve the hospital performance in the case of providing the necessary contexts. However, these models are not generalizable to all parts of the health system and may face numerous challenges in implementation.

The article analyzes public-private partnership as a mechanism for improving the quality of higher education. It was noted that today business is actively promoting the development of social investments in the field of higher education. The author draws attention to the fact that the main content of companies' social responsibility is their interaction with educational institutions, their structural units, educational and research teams, expanding the presence of companies both in the educational process itself and in governing bodies. If earlier the private sector was limited only to charitable assistance, sponsorship or simply donations, today it is focused on active participation in the life of a higher institution in its development, improving the material base, including within the framework of public-private partnerships. A characteristic feature of recent times is the creation of corporate universities, both in companies themselves and in institutions of higher education. It is noted that public-private partnership in the field of higher education is becoming a strategic alliance that regulates the integration interaction of participants: the state, companies, non-governmental organizations and higher educational institutions at different stages of the life cycle of educational services. The benefits of the state are transformed with the help of the mechanism of publicprivate partnership, it turns out to be in the development of the commercial sector for the supply of public goods to improve the quality and innovation of educational services. For the private sector, the benefits of public-private partnerships are manifested in the development of a "public" component in the supply of private goods based on corporate social responsibility, the ability to assess and attract knowledge to a specific business, concerns higher education institutions, then the benefits of public-private partnerships are manifested in extra-budgetary financing the educational process, bringing the effectiveness of educational services and scientific development to the commercial level of implementation in order to obtain new competitive advantages in educational services, as well as public-private partnership can be considered as a tool for solving such problems of modern higher education as; pooling and raising funds to improve the quality of educational programs. It has been proved that the mechanisms of public-private partnership in the foreseeable future can become one of the main directions of financing the development of infrastructure and campuses of higher education institutions.

In the last fifty years world tourism and hospitality industry experienced a phenomenal growth of international tourist arrivals, overnights and receipts. It is widely recognized that the tourism became one of the most dominating socio-economic activities at the beginning of the 21st Century. The example of Croatia speaks in favour of that statement. Tourism is the most prosperous industry and the essential development factor in Croatia. The great share of tourism results refers to family business that is of high importance to development strategy of Croatian tourism. Family business in Croatian tourism is based on households and family hotels. Family hotels are recognized on the tourism market by its original and identifiable service imbued with indigenous values and cultural heritage, diversity and individuality. Moreover, they are the most sound and prosperous segment of Croatian tourism and their top-level quality and high professionalism are basic elements of tourism development. Croatian strategic tourism development documents highlight the participation of private sector in tourism development. One of the possible ways of such participation is through public-private partnership (PPP). There are many examples of public-private partnerships in tourism around the world. According to world experiences, marketing and promotions and product development are the main areas where public-private partnership has developed. Despite the fact that tourism is very important economy generator, Croatian experiences with integral implementation of public-private partnerships in tourism are only at the beginning. The aim of this paper is to examine how Croatian family hotels could take a part in establishing public-private partnerships in tourism. Considering the world best practices on publicprivate partnership in tourism investment, the paper also suggests two acceptable partnership models. The first is related to existing tourism clusters while the second is more innovative and is related to the development of a new tourist complex. This article is devoted to the problem of forming qualified specialists in the labor market during the process of their education in university. This article presents the mechanisms of integration of education and business on the basis of a public-private partnership with the identification of strategic objectives, directions, and expected results of interaction between the educational institution and employers' enterprises in the training of qualified specialists. The expected results of the interaction between the subjects of the public-private partnership based on the results of the implementation of organizational and educational support for the personality of the student, teacher, employer and the state as a whole are revealed. A scheme for organizing a resource center for the interaction between an educational institution and employers' enterprises, as well as the effectiveness of its creation. The new mechanism for the sustainable development of the higher education system should solve the following strategic tasks: expansion of educational and research activities of universities and other organizations of the higher education system on the basis of the development of scientific schools and practice; interaction of fundamental scientific research and university vocational education; strengthening of the connection between the practice-oriented and research components of the university; the introduction of a competence approach that allows the linking of professional competencies that meet modern realities and market requirements in order to achieve the goald of higher education; increasing the level of preparation of competitive human resources in demand for students of universities in the domestic labor market.
