The Government through the National Railway Master Plan has launched the development of the Airport Railway Network and Services to facilitate passenger mobility, one of which is the construction of the Adi Soemarmo Airport train. In April 2017 a groundbreaking project for the development of the Adi Soemarmo Airport, Boyolali District by the President of the Republic of Indonesia was scheduled to be operational in 2019. This study uses a discrete choice model to express the opportunities of each passenger to use the airport train. The research instruments were prepared using predictor variables developed from service dimensions according to Gaspers. The sample used was 200 respondents with random sampling techniques. The data collected is processed using a binary logical regression model because the response variable is in the form of a dichotomy. The results showed the accuracy of the train schedule and affordability of train fares affect the willingness to use airport trains.

Natural ecosystems, including forest ecosystems, continue to be degraded or converted at an alarming rate. To complement or substitute regulatory approaches to ecosystem management, market-based instruments such as "payments for ecosystem services" (PES) have been introduced and are gaining popularity. One of the prominent PES schemes in the world is the Bolsa Floresta Program (BFP) in the State of Amazonas, Brazil. The BFP was established by the Government of the State of Amazonas through its Secretariat for Environment and Sustainable Development in 2006 and is implemented by the Amazonas Sustainable Foundation. The BFP, which is a voluntary program to reduce deforestation and promote sustainable development by rewarding the communities for changing their land use practices, has four main components: the Bolsa Floresta Income; Bolsa Floresta Social; Bolsa Floresta Family; and Bolsa Floresta Association. A study was conducted to assess the preferences of the participating households in three reserves, namely: Rio Negro, Juma, and Uatumã, for different payment packages with varying combinations of the bolsas relative to the status quo option. The discrete choice method and an open ended question format were used to elicit the preferences of the participant households. The discrete choice model results showed that the majority of the respondents (about 80 per cent) in the three reserves chose an alternative which offered a 20 per cent increase in direct cash payments to households as their most preferred alternative. On the other hand, the majority of respondents who were subjected to open question stated that they would like to see an increase in benefits that fall under the Bolsa Floresta Social category.

The regional head as the organizer of the government in the region is also an extension of the central government, has a pretty heavy task, therefore in order for the State's goals to be achieved, regional heads must be chosen that are truly credible, qualified and qualified, so that it can bring success to regional development in carrying out government affairs as mandated by the Act, which will ultimately have a positive impact, in the form of support for national development. This research is intended to examine, criticize and analyze which are expected to provide solutions related to the development of the authority to form laws in the constitutional system of the Republic of Indonesia. The formulation of the problem in this study are the dynamics of regional elections in Indonesia in the reformation era and the implications of the dynamics of regional elections in the Indonesian constitutional system. The method of approach used in this study is normative juridical, which is an approach that uses the positivist concept which states that law is identical with written norms created and enacted by authorized institutions or officials. The dynamics of regional head elections in Indonesia in the Reformation era include the conditions for pairs of candidates for regional head elections and the mechanism for regional head elections. Pairs of regional head candidates must be proposed by political parties or a combination of eligible political parties.

Since its publication in 2013, Park Yuha’s book Comfort Women of the Empire (Cheguk ŭi wianbu) has become a major point of contention for those concerned with the “comfort women” issue. However, while this book has been frequently cited amidst the recent maelstrom of Japan–Korea relations, the actual content of the book has received insufficient scrutiny. The aim of this article is to concretely examine the content and problematic aspects of Park’s book, building on research that has been carried out since the 1990s into the ‘comfort women’ issue and the question of post-war reparations. Based on the assumption that the Japanese government does not have any legal responsibilities, Park’s book claims that: 1) the “comfort women” victims do not have any right to claim compensation for damages from the Japanese government; 2) even if they did have such a right, the government of the Republic of Korea gave up all rights of claim at the Japan–Korea negotiations that concluded with the Treaty of 1965; and 3) the “economic cooperation” funds that the ROK received as a result of this Treaty were in fact a form of post-war reparations related to the Sino–Japanese War. However, Park has been unable to provide satisfactory grounds for these claims, due to the fact that her book Comfort Women of the Empire does not have an accurate understanding of the preceding research it uses. I argue that Park’s work contains serious methodological flaws, including a failure to define core concepts, such as reparations; the existence of mutually contradictory passages; the arbitrary selection of evidence to support her arguments; and the misuse of previous research. As a result, the book has critical flaws from the standpoint of its fundamental stated aim of promoting historical reconciliation.

Based on a review of most recent data analyses on resource selection by animals as well as on recent suggestions that indicate the lack of an unified statistical theory that shows how resource selection can be detected and measured, the authors suggest that the concept of resource selection function (RSF) can be the base for the development of a theory. The revision of discrete choice models (DCM) is suggested as an approximation to estimate the RSF when the choice of animal or groups of animals involves different sets of available resource units. The definition of RSF requires that the resource which is being studied consists of discrete units. The statistical method often used to estimate the RSF is the logistic regression but DCM can also be used. The theory of DCM has been well developed for the analysis of data sets involving choices of products by humans, but it can also be applicable to the choice of habitat by animals, with some modifications. The comparison of the logistic regression with the DCM for one choice is made because the coefficient estimates of the logistic regression model include an intercept, which are not presented by the DCM. The objective of this work was to compare the estimates of the RSF obtained by applying the logistic regression and the DCM to the data set on habitat selection of the spotted owl (Strix occidentalis) in the north west of the United States.

The government is currently implementing an e-government system to provide services to the community using technology. E-government or electronic government is the use of information technology by the government to provide information and services to its citizens. Presidential Instruction No. 3 of 2003 concerning national policies and strategies for e-government development and Presidential Regulation of the Republic of Indonesia Number 95 of 2018 concerning Electronic-Based Government Systems are the legal basis for designing SPBE in Indonesia. The application of e-government at the Directorate General of Immigration can be seen in its centralized services using SIMKIM. This research uses a qualitative approach with descriptive analysis method. In the discussion this research has been based on the selection of research problems related to the suitability of e-government design in SIMKIM at the Directorate General of Immigration based on Presidential Instruction No. 3 of 2003 and Presidential Decree No. 95 of 2018 and the implementation of e-government at the Directorate General of Immigration according to the stages of the Deloitte and Touche framework. The results of the discussion stated that the implementation of e-government at the Directorate General of Immigration was in accordance with the two regulations and the Director General had entered the second stage based on the Deloitte and Touche framework. It is hoped that this research can be used for further research development.

Indonesia's population with a Muslim majority (87.18%) makes the need for halal products very large. There is a need for halal product guarantees for products entering or circulating in Indonesia. Halal guarantee in Indonesia is regulated by the Government through legislation. The halalness of a product can be determined by conducting halal certification by inspecting the product from the selection of raw materials, the production process, to the final product. The halal certification process in Indonesia has been developing. This study aims to describe the history, development, and implementation of halal certification in Indonesia, one of which is before and after the issuance of law on Halal Product Guarantee (Halal Law). Initially, halal certification in Indonesia was taken over by the Majelis Ulama Indonesia (MUI) which is a civil society movement that has the support of the state. But after the issuance of the Halal Law, the authority for halal certification was transferred to the Badan Penyelenggara Jaminan Produk Halal (BPJPH) which is an independent state institution under the Ministry of Religion of the Republic of Indonesia. This was also followed by several changes in several policies related to halal certification. Halal certification which was initially voluntary and does not yet have strong legal legitimacy has now become mandatory for business actors. Implementation of the Halal Law began on October 17, 2019, and will be carried out in stages. In the implementation effort, there needs to be a good collaboration between the government, business actors, and the community.

The renewed Biafran agitation headed by Indigenous People of Biafra (IPOB) has been in the news since 2016. This is surprising when one considers that the Nigerian-Biafran war was fought over 50 years ago with no victor and no vanquished stance. This research examines how selected newspapers framed the Biafran agitation from January, 2016 to December, 2017 – a period which recorded a spike in the activities of Biafran agitators who called for a referendum to carve out the Republic of Biafra. Framing theory is employed as the theoretical frame work for this research. Four hundred and twenty-one (421) issues of selected newspapers were sampled through purposive and critical case sampling techniques. The data were analysed through qualitative and quantitate content analysis. Findings of this research showed that selected newspapers framed the agitation from politi- cal, economic, separatist, human rights, conflict and hate speech frames. Findings also show that media correspondents were the primary frame source for stories on the renewed Biafran agitation. The print media perceived the agitation mainly from human rights crisis where the agitators are deprived of the free- dom to protest and are dehumanised by the Nigerian security operatives; and questioned the government over human rights abuses.
