This paper examines the evolution of the entrepreneurial function of Russia's leading universities: the study is based on a conceptualization of a university's entrepreneurial development pathway developed by the OECD in 2009. The data on entrepreneurship development were collected in 2012 through a survey of technology transfer and innovation development managers of 18 National Research Universities. The primary data were complemented by desktop analysis of the strategy development documents of the universities surveyed. The results suggest that in the period studied, 2008–2012, a new type of university, the entrepreneurial university, has emerged in Russia. However, these entrepreneurial universities are facing serious challenges in the implementation of an entrepreneurial, innovation-oriented mission due to the lack of managerial competencies and inadequate infrastructure development. The paper has significant theoretical and practical implications in shedding light on the development of the entrepreneurial university in Russia, where the process is still in its infancy. The authors depict a trajectory of entrepreneurial transformation in and barriers to this process that, it is argued, university executives and policy makers should take into consideration.

The past ten years (2010- 2020), an overwhelming number of buildings (forty-eight) have collapsed in Nigerian urban cities, with about 77% rise from the previous decade. To address this menace, the study aimed at exploring major causes of building collapse in Nigeria as perceived by building industry professionals, policy makers and the public; with a view of establishing effective ways for mitigation. The primary data were obtained from Questionnaires and field observations while secondary data were obtained from textbooks, Journal articles and newspapers.   The results revealed that factors such as change of use for building without following professional protocols is a major cause of building collapse. Poor supervision or lack of supervision by qualified professionals; substandard materials, structural failure; government controlling agency not monitoring projects and standards are compromised, a significant amount (27.7%) of collapse cases recorded during constructions. Other factors include faulty architectural and engineering designs; clients not ready to pay for quality jobs and contractors cut corners for profit. The study recommends use of Building Information Modelling to predict behaviour of buildings under various loading and environmental conditions. Also, only certified professionals should carry out design and supervision of projects. Further research should evaluate the role of technology on existing buildings to check the level of safety for occupants’ in such buildings.

The opinion of development professionals at home and abroad has converged on the point that bad governance lies at the root of the loss of the momentum of economic growth, increasing poverty and failed investment in social sectors. Early concern of development economists with market failure brought in the arguments for the role of government. Government failure was the dominant issue of the eighties. The last decade of the twentieth century is witnessing a focus on governance failure, a broader concept in that the government is not viewed as the only governing entity. This paper addresses an issue which has been there during the reigns of all these “failure” paradigms. It arises from the inability of governments, organised traditionally into the vertically operating line departments, to deal effectively with multisectoral or cross-sectoral problems and cross-cutting issues. The paper traces the evolution of multisectoral issues and looks at the standard approach of treating multisectoral initiatives as a horizontally fathomed coordination problem to show that it has been an unmitigated disaster. It argues that the multisectoral issues can be better addressed by internalising the elements of coordination, particularly in social sectors, though there have been situations which raise questions about this approach as well

This research was carried out in Kumpai Batu Atas Village, South Arut District, Kotawaringin Barat Regency. This study aims to determine the influence of the role of agricultural extension agents on the socio-economic conditions of farmers. Data analysis method uses Likert scale, descriptive analysis, multiple linear regression analysis, f-test and determination coefficient. The data collected in this study are primary data and secondary data. The socio-economic conditions of farmers in "ngawi" farmer groups consist of the age of farmers 30-40 years (12%), 41-50 years (24%), 51-60 years (48%); education consists of elementary school (64%), junior high school (32%), S1 (4%); income level range <Rp. 1,500,000 (34%), Rp. 1,500,000 - Rp. 2,500,000 (64%),> Rp. 2,500,000 - Rp. 3,000,000 (12%) and the work of the farmer respondent all (100%) earns a living as farmer.                 The results showed the hypothesis testing together had a fcount of 0.087 smaller than the value of ftabel of 3.44 which means that Ha was rejected and H0 was accepted, this indicates that the independent variable includes the factors of instructor as educator, facilitator and supervisor together- the same does not affect the dependent variable, namely the socio-economic conditions of the farmers. Based on the results of multiple linear regression analysis obtained equation Y = 1.64 + 0.35 X1 + 0.13 X2 + 0.05 X3 + e which indicates a positive influence between the instructor factors as educators, facilitators and supervisors on the social economic conditions of farmers. The coefficient of determination (R2) obtained shows that 11.1% of socioeconomic conditions can be influenced by the extension factor as an educator, facilitator and supervisor.
