EFFICIENT QUALITY MANAGEMENT OF EDUCATION THROUGH QMS IDEOLOGY

Annotation: The article discusses the current state of quality management systems in universities of Kyrgyzstan, their main characteristics, and also offers some recommendations for improving the quality management of education based on the QMS. Special emphasis is placed on the premises of the formation of a quality management system in the conditions of development of the higher education system of the Kyrgyz Republic. It is noted that until now there are no regulatory documents regulating the choice of one of the models of the quality management system in higher education. Educational institutions have the right to choose a model for the formation of a quality management system. The authorselected the main problems of the current state of education quality management in higher educational institutions of the Kyrgyz Republic. Based on the analysis, were proposed specific ways and directions of work in order to improve the quality of education based on quality management. It is emphasized that in modern conditions the introduction of a quality management system guarantees the quality of education and increases the competitiveness of universities.

Implementation of the Total Quality Management in the Learning Quality Management System in Educational Institutions. Total Quality Management is needed in institutions. To ensure the quality of an institutions, the institutions needs to pay attention better than before. Therefore the leaders of the organization must think about what efforts should be taken. Total Quality Management is one thing that really needs to be considered. It takes a lot of effort from organizational managers so that the quality of the organization really becomes a matter that is taken into account from the organization. The implementation of Total Quality Management in the field of education is also very important and cannot be abandoned by the principal as a main leader in his institution. To carry out Total Quality Management. the head master of the school don’t work o their own, but principals must work together with other parties, namely teams formed specifically to study the quality development in the school. The team must be chaired by an expert in t he field so that if there are problems it can be aeasily overcome. With the formation of the team, efforts to improve the quality of education can be immediately achieved by the school.

The strategic goal of the state policy of the Russian Federation concerning education is to ensure the quality of functioning of additional professional education (APE) as means of social development, and in this regard, the creation of a modern system of continuous education, i.e. the implementation of the concept of lifelong learning. The solution of this problem is possible on the basis of the development and integration into the overall management system of the educational organization of the quality management system (QMS) of additional professional education, taking into account the specifics of this type of activity. The paper is proposed to develop the QMS of APE of higher education on the basis of a standard model of quality system proposed in 2006 by a consortium of representatives of educational institutions of secondary vocational and higher education of the Russian Federation. The creation of quality systems of educational organizations on the basis of the model of QMS of OO considered in the article, adapted to the specifics of APE will contribute to the creation of conditions for ensuring the quality of training of students of professional educational programs.

Quality has become an increasingly important and critical success factor at higher education institutions, particularly universities. Numerous discussions have been held about education quality in the context of sustainable development. However, the quality of that education strongly depends on the overall quality of the management system which operates at schools. The principal aim of this article is to present the approaches to the quality management systems’ development and their assessment at universities, and share some lessons learned from this area of research. Some possibilities of the ISO 9001 standard’s implementation, as well as the application of excellence models as a response to community demands, will be discussed, especially in the context of the recently-introduced Act No. 111/1998 Coll on Higher Education Institutions, which requires quality assurance and quality evaluation. A case study from The VSB-Technical University of Ostrava shows approaches, results and effects of the quality management system implementation.

The article analyses the incentives of the Russian higher education institutions to provide quality education which develop as a result of the competition and signals from labor market. The mechanism of a quality assurance of training of specialists in higher education institution is the quality management system. The experience of formation of a quality management system is presented. The structure and interrelation of components of quality of education is considered. Criteria and indicators of quality of educational process, which can be applied in estimation of quality in the educational organization, are offered. Besides, backbone components of quality — satisfaction of consumers with educational services are considered.

The Russian system of the economy requires new qualities of labor resources, so the provision of high quality education continues to remain a priority of state policy. Also the quality of education in Russia is connected with the reform and modernization of the education system at the state level, with the development and improvement of scientific, educational and production potential of the University. To guarantee quality and competitiveness in schools must carry out a number of activities associated with quality assurance. The success of educational institutions depends on effective management system and implemented the quality management system. The article presents problems of higher school in the training of engineers, proposed methods of use of the quality management system, discusses statistical methods of control and analysis, quality monitoring of educational activities.

The article defines the essence of the quality management system of higher education, in particular the structure and functions. The author notes that it is the system of higher education that shapes human potential. It is determined that the development of the higher education system and improving its quality is a priority, a strategic goal of each state, as this development is associated with the development of the economy and society as a whole. It is proved that the modernization of the education system is aimed at ensuring its quality in accordance with the latest advances in science, culture and social practice. The quality of education is a national priority and a prerequisite for the national security of the state, compliance with international norms and requirements of the legislation of Ukraine on the implementation of the right of citizens to education. In addition, it is explained that the number of requirements for higher education is growing every year, which leads to the need to create and implement a quality management system that is compatible with the existing ISO standard for free economic zones. The components of the quality assurance system of higher education according to this standard are given and the procedures that are implemented to improve it are indicated. It is noted that the state standard of higher education determines the list of qualifications of the relevant educational and qualification levels, the list of areas and specialties for which specialists are trained in the free educational and qualification levels, as well as requirements for educational levels of higher education. Seven principles of implementation of the Bologna system in Ukraine are given, and it is proved that the means of ensuring the quality of higher education are enshrined in the Bologna Declaration. It is determined that in order to control and improve affairs in the field of higher education, a state body was established — the National Agency for Quality Assurance in Higher Education, whose goals are to guarantee the quality of services, recognize the quality of scientific results, ensure systemic impact. It is emphasized that quality education should be seen by the state and society as an instrument of social, cultural harmony and economic growth to build a competitive and strong state, and therefore the quality of higher education should be the subject of constant attention of researchers and reformers.

This study aims to describe the application of the principles of quality management system (SMM) ISO 9001:2008 in VOCATIONAL SCHOOL of economics. The method used in this research is descriptive qualitative approach. Data were collected using the documentation, interviews with principals, quality management representative (WMM), 2 teachers, and 3 students, and observation. The results show that the application of the principles of the ISO 9001:2008 at SMM SMK Economics Depok went well. This is evidenced by the existence of the school’s business that always maintains customers’ trust, a curriculum which is in accordance with the educational enhancement principles, the implementation of the planned program and goals, the involvement of the entire school’s members, continuous evaluation, problems resolution based on existing data and facts, and the mutual cooperation between the school and other parties. The results of this research is expected to be able to provide insight to the school’s principal to always foster a shared commitment to the various parties in the schools in regard to the implementation of the principles of the ISO SMM 9001:2008.   Keywords: The quality of education, the principles of SMM 9001:2008, ISO quality management system (SMM)

<em>Management of education by creating a conducive learning environment and successfully fulfilling commitments in fulfilling promises as educational leaders. The low quality of human resources is a fundamental problem that can hamper development and national economic development. Along with the advancement of knowledge and technology, the socio-cultural life, socio-economy is increasingly unacceptable to space and time. In order to build the quality of Indonesian people who are able to challenge it, clearly it requires human resources that can be relied upon in the face of competition. TQM is a quality management system that is related to continuous improvement in improving the quality of education from various aspects of sustainability. Educational quality that is acceptable from customer needs and satisfaction. The application of TQM in school organizations is carried out as an effort to improve the quality of education in schools, thereby improving the quality of schools by improving the quality of education of high quality. The implementation of a management system is always disrupted by balance. Two parties who are pro and contra arise, accept TQM and reject TQM. TQM's refusal because it affects changes in management, namely changing established values. With this pillar, it is expected to be able to help schools improve their educational processes. The implementation of integrated Quality Management in schools is inseparable from the efforts of the principal to provide assistance to the school.</em>

Purpose: The problem of the quality of education concerns not only Russia but also the entire world community. Many developed countries are concerned about the current state of education and are trying to improve their quality. One of the leading trends in the modernization of education in Russia is increasing attention to the problem of improving its quality, which requires the development of conceptual approaches to finding ways to solve it. Methodology: In pedagogical terms, the quality of education is considered from two positions: firstly, as the degree of compliance of the educational system with the established requirements and the quality of educational services provided by the educational institution; secondly, as the effectiveness of the educational process that meets the needs of social customers not only in terms of assimilation of a certain amount of knowledge by students, but also the development of their personality, cognitive and creative abilities. Result: The choice of an actual and effective educational program is interesting not only for the consumer but also for the educational organization (institution), as it is a quality program in many sectors of education that affects the competitiveness of the educational organization. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of the Organization of Monitoring in the Quality Management System of the Educational Process when Training of Specialists is presented in a comprehensive and complete manner.
