The article defines the essence of the quality management system of higher education, in particular the structure and functions. The author notes that it is the system of higher education that shapes human potential. It is determined that the development of the higher education system and improving its quality is a priority, a strategic goal of each state, as this development is associated with the development of the economy and society as a whole. It is proved that the modernization of the education system is aimed at ensuring its quality in accordance with the latest advances in science, culture and social practice. The quality of education is a national priority and a prerequisite for the national security of the state, compliance with international norms and requirements of the legislation of Ukraine on the implementation of the right of citizens to education. In addition, it is explained that the number of requirements for higher education is growing every year, which leads to the need to create and implement a quality management system that is compatible with the existing ISO standard for free economic zones. The components of the quality assurance system of higher education according to this standard are given and the procedures that are implemented to improve it are indicated. It is noted that the state standard of higher education determines the list of qualifications of the relevant educational and qualification levels, the list of areas and specialties for which specialists are trained in the free educational and qualification levels, as well as requirements for educational levels of higher education. Seven principles of implementation of the Bologna system in Ukraine are given, and it is proved that the means of ensuring the quality of higher education are enshrined in the Bologna Declaration. It is determined that in order to control and improve affairs in the field of higher education, a state body was established — the National Agency for Quality Assurance in Higher Education, whose goals are to guarantee the quality of services, recognize the quality of scientific results, ensure systemic impact. It is emphasized that quality education should be seen by the state and society as an instrument of social, cultural harmony and economic growth to build a competitive and strong state, and therefore the quality of higher education should be the subject of constant attention of researchers and reformers.

The article analyses the incentives of the Russian higher education institutions to provide quality education which develop as a result of the competition and signals from labor market. The mechanism of a quality assurance of training of specialists in higher education institution is the quality management system. The experience of formation of a quality management system is presented. The structure and interrelation of components of quality of education is considered. Criteria and indicators of quality of educational process, which can be applied in estimation of quality in the educational organization, are offered. Besides, backbone components of quality — satisfaction of consumers with educational services are considered.

In article ways of maintenance of quality of higher education in Belarus are considered. It is shown that they are the result of interaction of two tendencies. The first is inheritance and development of traditions of the Soviet education system. Belarus system tries to conserve fundamentality and scientific character of the contents of education, to keep in basis the orientation on Five years' term of training. The second one is use the consequences of world processes, such as mass character of higher education, its practical orienta-tion, Influence of market relations on education, etc. All establishments of education of an education system of Belarus are subjected to the state control. Irrespective of subordination and patterns of ownership of establishments of education the state con-trol is carried out as: – Self-checking which is carried out by establishments as the procedure which is carried out for an internal estimation of quality of education under the program worked out by establishment education or as a necessary stage of the certification which are carried out in the order, developed by department of quality assurance of education; – Inspections of establishments spent by department of quality assurance of education and other competent bodies; – Inspections by department of quality assurance of education of committees, departments of educa-tion of local executive and administrative bodies. Monitoring of quality of education at a level of universities is carried out in the form of the current and final certification of students for the certain period of training (a semester, a rate, all period of training). Oral, written and practical forms are used. Forms of certification of students are determined by educational standards of specialities. For the first time standards of specialties of higher education in republic have been developed in 1998-1999. In 2008 standards of new generation (361 specialities) have been created. In standards results of modernization of system of the higher school are reflected: two-level preparation of the graduate (the special-ist, the master); the differentiated terms of preparation of the graduate at the first level (from 4 till 6 years of training on a speciality); competent approach to formation of model of the specialist; increasing of controlled independent work of students in total amount training hours; orientation to innovative techniques and tech-nologies of teaching. The problem which is necessary to solve is to update of the training courses content from scientific and practical point of view. It is difficult because this step may lead to including more information that stu-dent is able to get. In this case it is important to emphasize that methodology of education is opposite to methodology of development of knowledge in science. In a science, as it is known, speaking computer language, change of operational system occurs from time to time. It allows to state information of past periods simply and briefly. There is reconsideration and re-structuring of all volume of the scientific information from the point of view of a new scientific paradigm. Changes of scientific knowledge in the content of training courses also should be nonlinear both on time and on intensity of the response to changes occurring in a science. During normal (extensive) develop-ment of a science the new knowledge can quite take root into educational process in an additive mode. Intro-duction of the knowledge which has arisen during change of a scientific paradigm demands radical transfor-mation of forms and methods of training and even phase transition of all education system. Differently, the content and methodology of education, following by the changes in a science and practice, should vary peri-odically to provide quality of preparation of specialists according to modern social and culture realities. This paper attempts to address the problem of how to manage the State Islamic Religious College (PTKIN) based on ISO 9001: 2008. Problems become important because in the era of the Industrial Revolution 4.0, quality human resources (HR) cannot be bargained again. The only way to improve the quality of human resources is through education, especially higher education institutions, including the State Islamic Religious College (PTKIN). So that the quality of PTKIN is not less competitive with other universities in Indonesia, the management of PTKIN must be based on ISO 9001: 2008 as one of the principled quality management of TQM in detailed and systematic application. The ISO 9001: 2008 system is a means or tool of PTKIN to achieve the expected quality objectives and is able to answer the challenges of the current Industrial Revolution 4.0 era. In addition, there is a periodic internal quality audit requirement. At present ISO 9001: 2008 is the main choice for higher education institutions, PTKIN to implement a quality management system consistently and systematically to achieve effectiveness and efficiency. The application of ISO 9001: 2008 at PTKIN is very important as a step to realize and provide good governance, achieve excellent education practices, improve customer satisfaction and provide a better response to industry needs. PTKIN's main motive for implementing ISO 9001: 2008 is as a promotional step to provide an overview that PTKIN has high quality, high visibility and credibility, response to external factors and to develop an overall quality management system, so as to provide services and output the best that can guarantee the satisfaction of all customers and stakeholders.

The quality of higher education is the main feature of HEI. There are several approaches to assessing the performance of educational institutions. One of the leading process approaches is based on the principles of TQM (Total Quality Management) and the requirements for quality management systems of the International Organization for Standardization ISO. The basis for assessing the quality of higher education and training, as well as the quality of HEI’s activities are educational standards. The Ukrainian standards include: state standard, industry standards, HEI’s standards. The international standards of ENQA education quality guarantees include: standards for internal quality assurance of HEI, standards for external quality assurance of HEI, the European standards for external agencies of quality assurance. There are several models of education quality management systems: model of quality management system according to the international standard ISO 9001:2000 (DSTU ISO 9001:2001); the model of the European Foundation for Quality Management (EFQM) and its modifications for HE; the model of the Center for Higher Education Policy Studies (CHEPS) of the University of Twente (Netherlands); model of the Association of Universities in the Netherlands (VSNU); Belgian-Dutch model (Expertgroep HBO); Malcolm Baldrige National Quality Award in the field of education; benchmarking model for Australian universities and others. According to most researchers, there are some advantages in creating a quality management system of higher education institution in the context of the TQM ideology, which involves the application of process and systemic principles. The comparative characterization of factors influencing the quality of education in comparison with the principles of TQM, EFQM’s criteria and the requirements of the international standard ISO 9001:2000 and interdependent business processes. In the universities of the USA, France, Great Britain and other developed countries, the problems of general process quality management are considered in three planes. The study of the positive experience of developed countries, HEIs of which are included in the world rankings, and graduates are in demand in the labor market, allows to form a mechanism for implementing the TQM principles both at the state and regional levels.

As the competition for products and services continues to grow, with customer satisfaction playing an integral part in this process, organizations are faced with the task of ensuring quality in all of their activities. Since many organizations do not necessarily produce the entire product or deliver the service by themselves, they are dependent on other vital sources, for example, suppliers, that impact quality of the finished product/service. This necessitates development and implementation of a quality management system which can integrate information from the various entities to facilitate decision making in a timely manner. Additionally, it is desirable for such a quality management system to be responsive to the existing quality environment at the various sources that contribute to the manufacture of the product or delivery of the service. This chapter provides a foundation for accomplishing such quality management objectives.

The strategic goal of the state policy of the Russian Federation concerning education is to ensure the quality of functioning of additional professional education (APE) as means of social development, and in this regard, the creation of a modern system of continuous education, i.e. the implementation of the concept of lifelong learning. The solution of this problem is possible on the basis of the development and integration into the overall management system of the educational organization of the quality management system (QMS) of additional professional education, taking into account the specifics of this type of activity. The paper is proposed to develop the QMS of APE of higher education on the basis of a standard model of quality system proposed in 2006 by a consortium of representatives of educational institutions of secondary vocational and higher education of the Russian Federation. The creation of quality systems of educational organizations on the basis of the model of QMS of OO considered in the article, adapted to the specifics of APE will contribute to the creation of conditions for ensuring the quality of training of students of professional educational programs.

Quality has become an increasingly important and critical success factor at higher education institutions, particularly universities. Numerous discussions have been held about education quality in the context of sustainable development. However, the quality of that education strongly depends on the overall quality of the management system which operates at schools. The principal aim of this article is to present the approaches to the quality management systems’ development and their assessment at universities, and share some lessons learned from this area of research. Some possibilities of the ISO 9001 standard’s implementation, as well as the application of excellence models as a response to community demands, will be discussed, especially in the context of the recently-introduced Act No. 111/1998 Coll on Higher Education Institutions, which requires quality assurance and quality evaluation. A case study from The VSB-Technical University of Ostrava shows approaches, results and effects of the quality management system implementation.

Quality assurance in public health presents one of the key factors in the quality of health service. Accordingly, there is increasing awareness of the need to integrate quality systems and their principles into the healthcare system. Their role is important in the context of quality assurance in accordance with patient requirements as well as in the process of improving the quality of health care service. They are essential for the successful implementation of a quality management system and refer to customer focus, leadership, engagement of people, process approach, improvement, evidence–based decision making, and relationship management. This paper presents the results of a study among Croatian Institutes of Public Health with regard to the level of implementation of quality principles related to employee engagement, improvement and internal customer focus. Analysis focused on the relationship between focus on internal customer (employees) and improvements as well as the employee engagement and improvement respectively. Results show there is a strong positive relationship between employee engagement and improvements, while between internal customer focus and improvement the relationship has not been verified. In the context of standardization of quality of public health services, the paper aims to expand theoretical knowledge about TQM principles, with the emphasis on the employee engagement, internal customer focus (employees) and process improvement. The results can serve as a basis for improving the existing practice of quality management system implementation in the public health sector, with emphasis on employees.

At the present stage, Kazakhstan is in new socio-political, economic and international conditions caused by growing globalization. This determines, on the one hand, a significant impact on the development of the education system of Kazakhstan of world educational trends, on the other hand, the market nature of the national economy determines the inevitability of the impact of education in general, and educational services, in particular, on the country's economy and its development through the capitalization of knowledge. Currently, Kazakhstan's universities are developing in accordance with the trends that have developed in the world and domestic economy, among which globalization stands out. The modern Kazakh higher education is characterized by the desire to integrate into the world educational space. The purpose of this article is to study the international experience in managing the quality of higher education on the example of some European countries and the United States of America. The modern two models of quality management of higher education in the global educational space are characterized and the model of assessing the quality of higher education in Kazakhstan is determined. The article analyzes the Kazakh legislation in the field of state control and assessment of the quality of higher education. The best approaches to assessing the quality of higher education for the Kazakh higher education system have been identified, following the example of the foreign countries under consideration. To write the article such methods of research as analysis of legal acts and documents, case study, deduction and generalization were used.

In recent years, the system of higher education has undergone significant changes affecting the most important spheres of university activities: management of the educational process, its organization, which significantly changes the attitudes, incentives, motives and value system of the academic staff. In a number of cases, as a result of reforming the management system there are created special conditions that affect the quality of educational services. The task of investigating the consequences of the ongoing reforms is being actualized in order to identify the main factors that restrain the growth of quality. To solve this problem there has been made comparative analysis of the quality of higher education in Russia and abroad. Significant reserves of its growth in Russia have been revealed. There had been proposed a classification based on the scope of action: factors that operate within the educational system, but are external to the higher education; factors that are external to the educational system as a whole; factors acting within the system of higher education. The most significant external factor for the educational system is the low innovative potential of the economy, underestimation of the quality of education by business, which determines the aim of the majority of students not to build up human capital, but to obtain a diploma with minimal expenses. The factors intrinsic to the educational system, but external to the higher education system, include the lack of interest and unpreparedness of school teachers for working with gifted students, which is primarily due to the use of the results of the General State Examination and Unified State Examination for evaluating their work . The main negative factor operating within the higher education system is the distortion of teachers' incentives, the increase of their opportunistic behavior caused by the transition to a new management system for higher education organizations.
