Information Modelling and Management (IMM) methods for Most Economically Advantageous Tender (MEAT) can promote the adoption of environmentally sustainable practices. Despite the wide regulatory framework and existing drivers, Construction and Demolition Waste (CDW) trends are still growing. The literature review analyzed IMM and CDW management implementation during design phases although few studies focused on Green Public Procurement (GPP) and CDW management integration from the Public Client’s point of view. This research aims at investigating the integration and efficiency of MEAT and IMM to promote the application of sustainable strategies focused on waste reduction and resource valorization. The study investigates the Public Client’s role in promoting sustainable practices, introducing digital material inventory and BIM during the design phases, and including environmental award criteria in the call for tender documents. A Design Build (DB) procurement model was considered in the case study of a brownfield renovation and the construction of a new school in northern Italy. The methodology provided the Public Client and included a method to evaluate the environmental impact of the bids, allowing for proper selective demolition planning, CDW decrease, and organization while promoting their integration in companies’ expertise and procedures. The replicability of the methodology is demonstrated by positive results of present and previous case studies.

The research aims at analyzing the integration of Waste Management (WM) strategies and Information management in the construction procurement process. The application of Building information modelling (BIM) methodologies for a Most Economically Advantageous Tender could address the digital transition in order to adopt environmentally sustainable practices. Despite the wide regulation regarding waste minimization, an overview of which is provided, AECO is still one of the most polluting industrialized sector. Drivers and barriers to the method, and a literature review are provided: BIM approaches to enable WM practices have been analyzed from the designer and constructor’s point of view, but few studies investigated the role of the Client, in particular the Public Client. The goal of the study was to evaluate the efficiency of Most Economically Advantageous Tender and a BIM methodology to promote WM strategies during the tender phase. Design Built and Design Bid Built procurement models are tested through three case studies of Italian schools’ calls for proposals: the BIM model enabled to verify the bids in terms of WM strategies implementation. Blockchain and Smart contract future applications are also investigated in order to ensure transparency of the whole process. The Public Client could trigger a change in the construction sector regarding the integration of WM practices, as a central and active actor of the construction process, through the application of Green Public Procurement and BIM methodologies.

Construction and Demolition Waste come from debris generated during construction, renovation and demolition of buildings, roads, and bridges. Recycling and reuse are essential in terms of sustainability, mainly from an environmental point of view. Although the recommendation of the use of these recycled aggregates is currently included in some technical specifications, its use is still not widespread due mainly to the lack of knowledge on their technical application. This work is a compilation of the recommendations proposed in the “Catalogue of road pavements with recycled aggregates”, supported by the construction of experimental stretches. It proposes different structural sections for road pavements by using recycled aggregates.

At present, legal provisions and environmental policy regulate the possibilities of using environmental considerations in the development of award criteria, as well as in the performance clauses of procurement contracts. The first part of the chapter analyzes the concept of green procurement and product categories for which green procurement can be used. The second part of the chapter presents the benefits of using green procurement. The third part of the chapter will include assessing the progress and impact of using green procurement. The fourth part of the chapter analyzes the legal framework for public procurement in Romania, as well as the capacity of the market to offer and develop products and services that include minimum environmental requirements and criteria. In the fifth part of the chapter, the authors analyze the possibility of implementing a mechanism for the operation and implementation of the legal provisions in Romania in order to improve the quality of the services and optimize the costs of the public procurement.

The creep deformation of recycled construction and demolition waste (CDW) filler is an important factor affecting road performance. In this paper, a series of laboratory tests, including a compaction test, sieving test, California bearing ratio (CBR) test, creep test and unloading test are conducted on CDW filler. The engineering properties of different ratios of CDW mixture are systematically analyzed, the CBR value of CDW filler meets the requirements of an embankment. The creep type of CDW filler under a test load is stable creep, the results of the creep characteristics are analyzed from a microscopic point of view. The filler with a 7:2:1 ratio (brick slag: concrete: mortar) has the densest structure, which is dense and less porous, and the deformation is the smallest. Reasonable proportion control is the key to reducing embankment deformation. The improved Burgers model, which can better describe the creep characteristics of CDW filler, and the effects of load and ratio on the creep parameters are analyzed using the equivalent creep compliance. This study is of great significance for the promotion of CDW and meets the requirements of sustainable development.

This work analyzes and analyzes the application of Green Public Procurement to problems, the application of which is set out in the new Public Procurement Law and Cabinet Regulation No. 353 of 20 June 2017 Requirements for Green Public Procurement and the Procedure for their Application. The positive and negative aspects that have been identified in the practical application of the Public Procurement Law and mentioned in the Cabinet of Ministers regulations are analyzed and described.

Abstract This article aims at presenting the economic impacts of implementing the basic principles of construction demolition waste management in terms of saving construction costs. Emphasis is placed on fulfilling the 3R principle, i.e. reducing waste, reusing it, and recycling resources and products. Construction and demolition waste represents the largest mass waste flow in the EU, e.g. in 2018, it represented 36% of the total waste production in the whole EU- 27. The European Union is gradually introducing measures to reduce the production of construction waste compared to the Czech Republic, where the share of construction demolition waste on the total production was up to 42% in 2018. This value exceeds the EU-27 average. The article analyses available statistical data from the national CZSO and the European statistical office EUROSTAT on the waste production classified according to EWC-STAT, which is a classification of waste according to Directive No. 2150/2002. Items monitoring the waste produced by the construction industry are listed on the 41st to 43rd place of the EWC-STAT list of all monitored waste. The data obtained allows comparing three branches of construction production, the 41st Building construction, 42nd Civil engineering, and 43rd Specialized construction activities. Another possibility to obtain data is to use a division according to the waste producer economic activity (CZ NACE). The data obtained in this way is compared with the performance indicators of the national economy. By comparing the size of the construction demolition waste production with the performance of the national economy (especially the GDP indicator), the degree of their interdependence was determined. The aim of the analysis is to assess the relation between the country’s economic performance and the production of construction and demolition waste. The next step was to perform an analysis from the point of view of the 3R principle in order to examine the impact of measures to reduce the construction demolition waste production in connection with the already initiated processes of its possible recycling or reuse.

Abstract A number of issues faced by contracting authorities in the procedure of public procurement of services for translation of the acquis result from the lack of an overall coordination system for the translation project. One of the key elements for a well-balanced and efficient system is to properly plan the needs for translation services. Translation is an extraordinary skill. The skill to communicate reflections, feelings, facts from one language to another. If the job has been well done by a translator, the reader of the translation (prospective tenderer) must have the impression that the text of the documentation was originally written or spoken in his own language. As far as translation of tender documentation is concerned, the tenderer/reader of the translation should not have any doubts about the meaning of the message he receives. Moreover: it is not enough only to understand the message. Any message conveyed using unusual expressions, unnatural sentences, even if understood, is annoying and irritating to the prospective tenderer, who, due to this, may even be repelled by the tender documentation itself. In a good translation, in other words, the intervention of the translator should not be noticeable, and this actually constitutes the translator’s skill. Therefore, clearly defined conditions, criteria, deadlines, clear description of the job to be performed etc. are an important segment in defining the quality-based selection of the translator. The purpose of this paper is to address the most important aspects in the public procurement procedure the contracting authorities and tenderers are dealing with, in terms of the procedural aspects of procurement, which should result in a referential framework for requirements concerning the quality and supervision of the quality of translation services.

Government expenditure on public procurement accounts for a sizeable part of economic activity and demand. The annual public-sector procurement budget accounts about 20% to 30% of GDP in the developing countries, which provides the countries public sector with considerable leverage to stimulate the public-sector consumptions favoring goods, works, and services using fewer resources, and less harmful to the environment. The public sector should be more responsible for supporting environmental and broader sustainable development objectives. Green public procurement (GPP) is slowly getting recognized internationally as an effective means for public administrations to manage the balance between cost-effectiveness and sustainable development. The public fund should be used responsibly to uplift the health, environment, and social life. At the same time, the goods, services, and works procured by the government must achieve value for money. This chapter focuses on the importance of green public procurement strategies that could guide the countries to successfully plan, procure, and implement green public procurement (GPP) by outlining policies, strategies, and actions to boost green public procurement. The recommended strategies are based on the international best practices and the lessons learned from the experience by different government around the world. These strategies could be updated and customized based on the specific country context and their readiness.
