With a goal of achieving net-zero emissions by developing Smart Cities (SCs) and industrial decarbonization, there is a growing desire to decarbonize the renewable energy sector by accelerating green buildings (GBs) construction, electric vehicles (EVs), and ensuring long-term stability, with the expectation that emissions will need to be reduced by at least two thirds by 2035 and by at least 90% by 2050. Implementing GBs in urban areas and encouraging the use of EVs are cornerstones of transition towards SCs, and practical actions that governments can consider to help with improving the environment and develop SCs. This paper investigates different aspects of smart cities development and introduces new feasible indicators related to GBs and EVs in designing SCs, presenting existing barriers to smart cities development, and solutions to overcome them. The results demonstrate that feasible and achievable policies such as the development of the zero-energy, attention to design parameters, implementation of effective indicators for GBs and EVs, implementing strategies to reduce the cost of production of EVs whilst maintaining good quality standards, load management, and integrating EVs successfully into the electricity system, are important in smart cities development. Therefore, strategies to governments should consider the full dynamics and potential of socio-economic and climate change by implementing new energy policies on increasing investment in EVs, and GBs development by considering energy, energy, techno-economic, and environmental benefits.

Without decarbonizing cities energy and climate objectives cannot be achieved as cities account for approximately two thirds of energy consumption and emissions. This goal of decarbonizing cities has to be facilitated by promoting net-zero/positive energy buildings and districts and replicating them, driving cities towards sustainability goals. Many projects in smart cities demonstrate novel and groundbreaking low-carbon solutions in demonstration and lighthouse projects. However, as the historical, geographic, political, social and economic context of urban areas vary greatly, it is not always easy to repeat the solution in another city or even district. It is therefore important to look for the opportunities to scale up or repeat successful pilots. The purpose of this paper is to explore common trends in technologies and replication strategies for positive energy buildings or districts in smart city projects, based on the practical experience from a case study in Leipzig—one of the lighthouse cities in the project SPARCS. One of the key findings the paper has proven is the necessity of a profound replication modelling to deepen the understanding of upscaling processes. Three models analyzed in this article are able to provide a multidimensional representation of the solution to be replicated.

ABSTRACTThis paper addresses the process towards the integration of subsurface knowledge into urban planning for three cities – Rotterdam, Glasgow and Oslo – participating in the European Cooperation in Science and Technology (COST) Action TU1206 Sub-Urban. These cities each have unique challenges in managing conflicts and opportunities in the subsurface in the planning process. The COST Sub-Urban Action has enabled a unique interaction between subsurface specialists and urban planners across over 20 European cities, and has laid the foundations for a new understanding between experts who develop subsurface knowledge and those who can benefit most from it – urban planners and decision makers. Common challenges identified include: improving planning policies, enhancing the level of awareness of the subsurface in city development and the modification of legislation to include the subsurface. The paper provides a review of the current status of subsurface planning in the three cities, each of whom are aiming to adapt their urban planning practice and legislation in light of emerging subsurface knowledge, and the current major knowledge gaps. In our opinion, there are two main routes to raise awareness that lead to improved understanding and the use of subsurface information in urban planning processes: (1) the development of a subsurface policy and (2) providing subsurface information. These measures should enable subsurface knowledge to be widely disseminated in order to manage risks and opportunities, and maximise the economic, social and environmental benefits of the urban subsurface and its services on which cities depend.

Green buildings are constructed mainly using sustainable materials which create healthy environment inside the building by reduced product emissions. The introduction of the translucent concrete into green buildings created a new innovation in sustainable construction. The ability to introduce refined natural lighting whereas maintaining privacy provides large environmental benefits additionally to its aesthetic ones, as well as reducing the cost of heating and lighting. The aim of the paper is a detailed study on the current status and past studies in the area of translucent concrete. Anyway, this new building material is in its developing stage and it has a wide scope in the future. Over the past decade, the process of urbanization in Vietnam has taken place rapidly, leading to strong social disturbances and causing cities to face many problems. All these challenges have put pressure on urban planning and governance to make adjustments to allow cities to become livable. Moreover, the quality of urbanization is reflected not only in growth but also in harmonious development in all aspects. The urban development process must accordingly be handled by more smart solutions. Smart city development is becoming a trend not only in urban areas all over the world but also in Vietnam. The paper aims to assess the initial phases of the smart city development process in Dalat City. It first evaluated a four-dimensional smart city’s strategic elements of city vision and transformation known as Strengths-Weaknesses-Opportunities-Threats. Then, based on these analytical characteristics, an adaptive model for development is suggested. This paper extends the previous research on smart cities and draws attention to further study on smart city development in Vietnam.

Ubiquity, heterogeneity and dense deployment of sensors have yielded the Internet of Things (IoT) concept, which is an integral component of various smart spaces including smart cities. Applications and services in a smart city ecosystem aim at minimizing the cost and maximizing the quality of living. Among these services, waste management is a unique service that covers both aspects. To this end, in this paper, we propose a WSN-driven system for smart waste management in urban areas. In our proposed framework, the waste bins are equipped with sensors that continuously monitor the waste level and trigger alarms that are wirelessly communicated to a cloud platform to actuate the municipal agents, i.e., waste collection trucks. We formulate an Integer Linear Programming (ILP) model to find the best set of trajectory-truck with the objectives of minimum cost or minimum delay. In order for the trajectory assistance to work in real time, we propose three heuristics, one of which is a greedy one. Through simulations, we show that the ILP formulation can provide a baseline reference to the heuristics, whereas the non-greedy heuristics can significantly outperform the greedy approach regarding cost and delay under moderate waste accumulation scenarios.

The term “Smart City” denotes a comprehensive concept to alleviate pending problems of modern urban areas which have developed into an important work field for practitioners and scholars alike. However, the question remains as to how cities can become “smart”. The application of information technology is generally considered a key driver in the “smartization” of cities. Detailed frameworks and procedures are therefore needed to guide, operationalize, and measure the implementation process as well as the impact of the respective technologies. In this paper, we discuss blockchain technology, a novel driver of technological transformation that comprises a multitude of underlying technologies and protocols, and its potential impact on smart cities. We specifically address the question of how blockchain technology may benefit the development of urban areas. Based on a comprehensive literature review, we present a framework and research propositions. We identify nine application fields of blockchain technology in the smartization of cities: (1) healthcare, (2) logistics and supply chains, (3) mobility, (4) energy, (5) administration and services, (6) e-voting, (7) factory, (8) home and (9) education. We discuss current developments in these fields, illustrate how they are affected by blockchain technology and derive propositions to guide future research endeavors.

Urban trees are both an asset and a cost to municipalities. Past research has focused largely on the asset—quantifying and valuing the social, economic, and environmental benefits provided by trees in urban areas. Relatively fewer studies have focused on defining the appropriate level of tree care (costs or inputs) for efficiently maintaining tree health and structural integrity, and potential resulting liabilities. On 18–20 March 2015, the International Society of Arboriculture assembled a panel of research and industry experts for a research symposium and summit titled, The Costs of Not Maintaining Trees. In the weeks leading up to the summit, the Delphi technique was initiated to help build consensus on key research questions related to the economics of trees and their care. After three iterations of questions and discussion, the panel identified 14 research topics that were deemed “very important” or “important” by at least 12 of the 14 expert panelists (80% being a commonly used threshold for consensus). Results of this work are intended to help focus future research and funding efforts in arboriculture and urban forestry.

Freight transportation can impact the effectiveness of smart city development if it is not well planned. Commodities with international flows such as soy can cause traffic in urban areas where ports are installed, negatively influencing economic (e.g. delays and fines), social (e.g. population quality of life) and environmental (e.g. intensification of pollutant and greenhouse gases emissions) dimensions. Thus, this paper aims to apply a location-allocation mathematical model to determine the ideal location of logistics integration centers - LICs dedicated to soybean transportation. We believe that, by properly locating structures that allow intermodality, the use of road transport would decrease by replacing it with intermodal alternatives with less environmental impact, reducing road congestion in urban centers under port influence. In addition, the total costs of the network would be optimized, promoting positive economic impacts on the soybean logistics chains. Therefore, eight scenarios were established varying the model's input parameters (such as investment and minimum volume of soybean moved through a LIC). The model was implemented in the Mosel language using the Xpress IVE solver version 1.24.24. The costs of each scenario were investigated, and the benefits related to the currently configuration (with no LIC) were pointed out. In the end, it was observed that the applied model might support government strategic planning (including, here, the design of smart cities).

From earliest cities to the present, spatial division into residential zones and neighbourhoods is the universal feature of urban areas. This study explored issue of measuring neighbourhoods through spatial autocorrelation method based on Moran's I index in respect of achieving to best neighbourhoods' model for forming cities smarter. The research carried out by selection of 35 neighbourhoods only within central part of traditional city of Kerman in Iran. The results illustrate, 75% of neighbourhoods' area in the inner city of Kerman had clustered pattern, and it shows reduction in Moran's index is associated with disproportional distribution of density and increasing in Moran's I and Z-score have monotonic relation with more dense areas and clustered pattern. It may be more efficient for urban planner to focus on spatial autocorrelation to foster neighbourhood cohesion rather than emphasis on suburban area. It is recommended characteristics of historic neighbourhoods can be successfully linked to redevelopment plans toward making city smarter, and also people's quality of life can be related to the way that neighbourhoods' patterns are defined.
