Over the past decade, the process of urbanization in Vietnam has taken place rapidly, leading to strong social disturbances and causing cities to face many problems. All these challenges have put pressure on urban planning and governance to make adjustments to allow cities to become livable. Moreover, the quality of urbanization is reflected not only in growth but also in harmonious development in all aspects. The urban development process must accordingly be handled by more smart solutions. Smart city development is becoming a trend not only in urban areas all over the world but also in Vietnam. The paper aims to assess the initial phases of the smart city development process in Dalat City. It first evaluated a four-dimensional smart city’s strategic elements of city vision and transformation known as Strengths-Weaknesses-Opportunities-Threats. Then, based on these analytical characteristics, an adaptive model for development is suggested. This paper extends the previous research on smart cities and draws attention to further study on smart city development in Vietnam.

Global change, including population growth, economic development and climate change constitute urgent challenges for the smart cities of the 21st century. Cities need to effectively manage their development and meet challenges that have a significant impact on their economic activity, as well as health and quality of life for their citizens. In the context of continuous change, city decision-makers are constantly looking for new smart tools to tackle it. This article addresses this gap, indicating foresight as an effective tool that anticipates the future of a smart city. Its aim is to develop a methodology for planning and implementing a vision of smart city development based on foresight research. The proposed methodology consists of five stages and was developed with the use of methodology for designing hybrid systems. It is an organised, transparent and flexible process which can facilitate the development of sustainable and smart future visions of smart city development by virtue of the involvement, knowledge and experience of a large number of urban stakeholders at all stages of its creation. The article discusses in detail the operationalisation of each stage of the methodology in which the following main methods were used: megatrend analysis, factors analysis: social (S), technological (T), economic (E), ecological (E), political (P), relating to values (V) and legal (L) (STEEPVL), structural analysis, Delphi, creative visioning, scenarios and identifying actions related to the development of a smart city, divided into four categories: new, so far not undertaken (N); implemented so far, to be continued (C); redundant, to be discontinued (R); actions that have been implemented in the past and to be restored (R) (NCRR). The summary enumerates the benefits that foresight implementation can bring to the smart city.

Without decarbonizing cities energy and climate objectives cannot be achieved as cities account for approximately two thirds of energy consumption and emissions. This goal of decarbonizing cities has to be facilitated by promoting net-zero/positive energy buildings and districts and replicating them, driving cities towards sustainability goals. Many projects in smart cities demonstrate novel and groundbreaking low-carbon solutions in demonstration and lighthouse projects. However, as the historical, geographic, political, social and economic context of urban areas vary greatly, it is not always easy to repeat the solution in another city or even district. It is therefore important to look for the opportunities to scale up or repeat successful pilots. The purpose of this paper is to explore common trends in technologies and replication strategies for positive energy buildings or districts in smart city projects, based on the practical experience from a case study in Leipzig—one of the lighthouse cities in the project SPARCS. One of the key findings the paper has proven is the necessity of a profound replication modelling to deepen the understanding of upscaling processes. Three models analyzed in this article are able to provide a multidimensional representation of the solution to be replicated.

Abstract Smart cities have a huge potential to increase the everyday efficiency of cities, but also to increase preparation and resilience in case of natural disasters. Especially for disasters which are somewhat predicable like floods, sensor data can be used to provide citizens with up-to-date, personalized and location-specific information (street or even house level resolution). This information allows citizens to better prepare to avert water damage to their property, reduce the needed government support, and — by connecting citizens locally — improve mutual support among neighbors. But how can a smart city application be designed that is both usable and able to function during disaster conditions? Which smart city information can be used? How can the likelihood of mutual, local support be increased? In this practice report, we present the human-centered development process of an app to use Smart City data to better prepare citizens for floods and improve their mutual support during disasters as a case study to answer these questions.

PurposeThis study presents a fuzzy synthetic evaluation of the challenges of smart city realisation in developing countries, using Nigeria as a case study. By defining and delineating the problems faced by the country, more viable directions to attaining smart city development can be achieved.Design/methodology/approachThe study adopted a post-positivist philosophical stance with a deductive approach. A structured questionnaire was used to gather data from built environment professionals involved in the delivery of Nigerian public infrastructures. Six dimensions of the challenges of smart cities were identified from literature and explored. They are governance, economic, social, technological, environmental and legal issues. Data gathered were analysed using Cronbach alpha test for reliability, Shapiro-Wilks test for normality, Kruskal-Wallis H-test for consistency and fuzzy synthetic evaluation test for the synthetic evaluation of the challenges of smart city attainment.FindingsThe findings revealed that all six assessed dimensions have a significant impact on the attainment of smart cities in Nigeria. More specifically, issues relating to environmental, technological, social and legal challenges are more prominent.Originality/valueThe fuzzy synthetic approach adopted provides a clear, practical insight on the issues that need to be addressed before the smart city development can be attained within developing countries.

This study elaborates the elements which are important in the development of the smart city strategy, both at national and local level. They should provide a good foundation for the development of a longterm sustainable and comprehensive smart city concept. When developing the strategy itself, it is necessary to follow the examples of the smart cities in Europe, Region and based on their experience, to identify advantages and disadvantages in order to form clear goals and vision. This study also gives the proposal for defining the elements necessary for establishing the smart cities development strategy as a solution for improving the quality of life in cities, and therewith overall social and economic sustainable development of a country. Montenegro and the city of Budva have been developed as a case study. Montenegro is keeping pace with technological development and therewith the need to define a development strategy for its smart cities. This study emphasizes the role of state bodies, institutions and citizens themselves in that process.

Resumen: El crecimiento de la población en las zonas urbanas es una dificultad que se genera a nivel mundial y que requiere de tácticas que permitan contrarrestar sus efectos. Las ciudades inteligentes son vistas como una excelente solución a esta problemática ya que genera soluciones viables al apoyarse en la tecnología para gestionar diversos aspectos dentro de los que se incluye el entorno urbano. Este trabajo presenta una revisión de investigaciones que involucran la gestión urbana dentro de las ciudades inteligentes. Analizando el papel que cumple la gestión urbana dentro las ciudades inteligentes, lo que nos muestra que la gestión urbana apoyada de las TIC coopera visiblemente en la conformación de las ciudades inteligentes logrando mejorar la calidad de vida de sus habitantes. ___Palabras clave: ciudad inteligente, gestión urbana, planificación urbana, TIC. ___Abstract: Population growth in urban areas is a wordwide-generated difficulty and requires of tactics to counteract its effects. This paper presents a review of research involving urban management in smart cities. Cities are the engines of growth for a nation. Smart technologies can help address the urban challenges and improve quality of life, economic opportunity, and liveability for citizens. Cities benefit from a transparent overview of best practice solutions to become smarter and from identifying best-suited solution providers. Companies that make cities smarter benefit from becoming more visible to cities around the globe with their newly developed or proven solutions. Innovative business models help accelerate the adoption of smart technologies. Various funding mechanisms have been used by cities to develop smart city projects. However, it has been revealed that the literature does not provide enough thoughts on these concepts. This paper provides an insight to the concept of innovative business models and the adoption of these in smart cities. Further the paper advances the understanding on the evolving business models and city procurement policies that could be used to accelerate smart city development. The paper seeks to address the question: What are the challenges faced by organisations and smart cities to develop a successful innovative business model? Cities have designed well defined strategies and are in the process of developing strategies for smart city. The paper address the challenges and functions of an innovative business model for development of smart cities.

PurposeThis study examined a tourism destination, Macao, a fast-progressing smart city under development, vis-à-vis a set of smart city quality of life (SCQOL) domains and verified their effects on citizens' attitudes, perceptions and support for citizen-centric smart city development (SCD).Design/methodology/approachThis study adopted a quantitative approach. In particular, a questionnaire survey was used to collect data from Macao citizens. Factor analysis was used to identify SCQOL domains, while multiple linear regression and cluster analysis were used to achieve the research objectives.FindingsThis study identified five SCQOL domains: smart environment, smart people, smart livelihood, smart economy and economic policy, and smart mobility. Each of the domains had a different influence on citizens' attitudes and support for SCD. Three citizen segments (passive, neutral and enthusiastic supporters) were identified.Practical implicationsThe five SCQOL domains, their effects on citizens' support for SCD and the three citizen segments identified can help implement the appropriate measures to enhance the target groups' SCD. The findings are also of practical value in evaluating the citizen-centric approaches on smart progress in other contexts.Originality/valueThe concept of smart technology has been widely applied to all aspects of city development. The main goal of SCD is to enhance citizens' quality of life. However, most studies have only explored smart cities and quality of life in isolation. Grounded on citizen centrality, this study contributes to the literature on SCD by proposing a new concept of SCQOL, identifying the domains constituting SCQOL and their influence on citizens' support for SCD.

Kampung Kota is the beginning of the city development with all important aspects and has a special regional characteristic. The sustainability of Kampung Kota is affected by physical development around it. The concept of Semarang city development is in line with the concept of smart cities that trending now. One aspect that a city considers being a Smart City is the quality of life. The study of QoL (Quality of Life) has been increasing and has greatly developed in recent years, especially in large cities throughout the country. But it is not yet reviewed for the indicator concept that used as a measure of the quality of life in Kampung Kota communities. In fact, the problems related to the quality of life of the community is so complex. The research aims to study the indicator to measure the quality of life of the community. The method used in this study is quantitative deductive. The study consists of several stages: (1) content validity study, (2) face validity, (3) test reliability and validity; (4) analysis and conclusions. The results show 5 indicators that can be used as a measure of the quality of life of the people of Kampung Kota in Semarang. The indicators of the physic environmental aspects are safety, comfort, and the roles of the Neighborhood Association (RT/ RW). The indicators of the socio-economic and health aspects are income, environmental health, and availability of public spaces.
