In view of the coordination of economy, society, and environment in the process of the rapid development of the regional economy, this study proposes the evaluation method of sustainable development of a regional economy on the basis of emergy. The study also constructed an evaluation index system of sustainable development of regional ecological economy from four aspects, namely, structural, functional, and ecological efficiency, and sustainable development index. The objective was to comprehensively evaluate the quality and environmental friendliness of regional economic development. On this basis, this study measured and evaluated the sustainable development of the ecological economy in Anhui Province by using emergy to analyze the statistical data of the economic development of Anhui Province, China, from 2010 to 2018. The study also provides targeted decision-making suggestions for the sustainable and high-quality development of the Anhui economy. Furthermore, this study provides a measure and evaluation method for the sustainable development of the regional economy and effective policy recommendations, which have important theoretical and practical significance.

With the rapid development of Chinese economy, China has entered industrialization metaphase, heavy industry stage. The high consumption, high pollution and poor efficiency economic growth mode which the pattern of extensive growth has taken a leading position has never changed while industrial products are improving human living quality and offering convenient for humans. It has become a chief culprit in resources waste and environmental disruption. Therefore, advocating sustainable design in field of design of industrial products and taking energy saving and emission reduction concept as the key point of sustainable design will has distinctly important practical significance for the sustainable development of the whole society.

The world economy as an integrated system has limited growth limits, natural resources are limited, so a new concept of sustainable economic development has emerged, based on a balance of the economy, social goals and ecology. Sustainable development is the development of the country's economy and the global system in which current needs are met without compromising future opportunities. The rapid development of transport infrastructure creates the prerequisites for the sustainable development of centers of macro and microeconomic growth and helps to reveal their potential in the future. The article considers the role of transport as an additional priority for sustainable development at the macro level and the types / functions of connectivity of economic growth centers in the sectoral and regional aspects. In turn, the concept of sustainable development of the transport system involves taking into account the features of the transport system as an object of increased danger and a high degree of influence on the main priorities of sustainable development (economic growth, social system and ecology) of the macroeconomics. It was noted that, on the one hand, the transport system, being part of the country's macroeconomic system, affects the priorities of its sustainable development, and on the other hand, has independent priorities for sustainable development in the field of economic growth and efficiency, social potential and environmental aspects, including issues of ensuring security.

The purpose of the article is is to determine strategic guidelines and priority directions of sustainable socio-economic development of rural communities and territories in the conditions of power decentralization and self-government reform in Ukraine. Research methods. The techniques of the abstract-logical method, analysis and synthesis, induction and deduction, analogy and comparison were used to generalise the study's theoretical and methodological aspects. In analytical studies, some economic and statistical methods were used to diagnose the trends in the development of rural communities and territories in the context of decentralization of power (comparative analysis, averages and relative values, statistical groupings, trend analysis, graphical method, index analysis, etc.)—some forms of abstract-logical tools allowed to formulate intermediate and final conclusions and proposals. Research results. It is proved that the sustainable development of rural communities and territories presupposes the unity and balance of its four components: economic, social, ecological and institutional. The economic component should be based on obtaining the maximum aggregate income while maintaining and increasing the working aggregate capital and production volumes of competitive products; social - on creating the optimal social conditions and improving the quality of human life as the primary value of the society; ecological - on the balance of biological and natural systems, the integrity of the biosphere and ecosystem and their ability to self-reproduction; institutional - on strengthening the institution's role in ensuring sustainable socio-economic development of rural communities and territories. Together, they constitute strategic guidelines for sustainable socio-economic development of rural communities and territories and provide specific priority directions. Scientific novelty. In the article, the complex of strategic guidelines and priority directions of sustainable socio-economic development of rural communities and territories in power decentralization and self-government reform at the primary level on four components have been improved (economic, social, ecological and institutional). This will substantiate the methods and mechanisms of implementation of state policy to ensure its. Practical significance. The defined and substantiated strategic guidelines and priority directions set out in the article can be taken into account in developing effective targeted government policy aimed at sustainable socio-economic development of rural communities and territories in Ukraine. Ecological and economic indicators are a kind of indicator of the economic state of the regions, the ongoing processes, trends in the regional economy, the quality of life of population and characterize the sustainable development of the regions. These indicators should take into account the regional power structures that make management decisions for regional development. Often, these indicators are formed in isolation from each other, and the analysis of statistical reports does not allow the data to be formed up-to-date. The study identifies the reasons associated with the problems of sustainable development of the region’s economy, and notes the connection of these problems with the quality of life of the population. It is noted that ensuring a high level of economic development in the regions is often at the expense of the state and quality of the environment. It is noted that Russia is following the path of international trends in the development of the regional economy – compliance with the Sustainable Development Goals (SDGs). This is due to the support of the global strategy of economic development within the framework of the “green economy”. The article examines the components of the environmental quality indicators of the Russian regions, and also establishes a correlation between them and the criteria for evaluating the effectiveness of the work of the heads of regions and regional executive authorities, which ultimately reflects the level of development of the region as a whole. In the work, using the National Environmental Rating for 2020 of the subjects of the Russian Federation, leaders and outsiders among the regions of the Russian Federation are identified by the level of their environmental condition. According to the results of the ecological and economic assessment, the authors ranked the complex indicator of the state of environmental indicators in the regions, which include a list of six indicators: the level of emissions of harmful substances, the discharge of polluted wastewater, production and consumption waste, water consumption, energy consumption, and environmental protection costs. The researchers analyzed the positions of the Voronezh Region in terms of the quality of life in the region and finding a position in the environmental rating of the subjects of the Russian Federation. The authors propose a grouping of regions by the value of a complex indicator, study the indicators of the ecological state of the regions, and correlate between sustainable development and the quality of life of the population of the regions

On the one hand, resource-based cities have played a great role to the economic growth of our country. On the other hand, they have also caused great destruction to China's economic development. The sustainable development evaluation of resource-based cities is a new topic, and its theory and method system remain to be discussed. Taking Pingdingshan City , Henan Province as an example, this paper discusses the evaluation method of sustainable development of resource-based cities. Combining the methods of scientific and practical, typical and comparable, dynamic and operable, comprehensive and hierarchical, taking AHP comprehensive evaluation as the foundation, from resource support ability, environment support ability, social support ability, and economic support ability, this evaluation method choose 47 index to evaluate the sustainable development of resource-based cities. The comprehensive evaluation index system of this paper strives to comprehensive reflect the process of sustainable development of resource-based cities, and hopes to provide some reference for policy making for the sustainable development of resource-based cities.

In the last three decades of rapid economic growth since the reform and opening-up, the traditional manufacturing mode of “high investment, high consumption, high pollution” along with unilateral pursuit of fast-growth of GDP makes resources and environmental problems emerged. Via high-tech, remanufacturing industry which is based on circular economy revitalizes waste products, dramatically improves the efficiency of resources utilization and reduces pollution in the manufacturing process, leading the transformation of economic development pattern. It is a kind of promising strategical industry in the sustainable development of regional economy. With the guidance of industrial cluster theory, it will create a new growth pole for regional economic development through vigorously developing remanufacturing industry, forming industrial clusters and remanufacturing industrial zones with regional and industrial characteristics and perfecting relevant laws and regulations and strengthening the industrial chain.

The sustainable development evaluation of reservoir resettlement has great significance to future planning and implementation of water conservancy and hydropower projects. Based on the analysis of the current condition of reservoir resettlement, this paper established a comprehensive evaluation index system for sustainable development of reservoir resettlement, with the consideration of economic, social, cultural and environmental factors. The Analytic Hierarchy Process method is proposed to determine the weight of each index. The case of the Three Gorges reservoir resettlement in Tianchang, Anhui is analyzed, and the feasibility of the proposed method is verified.

To improve the sustainable development ability of logistics parks, this study constructs a sustainability evaluation method of logistics parks based on emergy; analyzes the input (energy, land, investment, equipment, information technology, and human resources) and output (income and waste) of logistics parks from the perspective of emergy; studies the characteristics of the emergy flow of logistics parks; and constructs the function, structure, ecological efficiency, and sustainable development indexes of logistics parks. The basic situation, resource efficiency, and environmental friendliness of the logistics parks are comprehensively evaluated from the emergy point of view. On this basis, targeted decision suggestions are provided for the sustainable development of logistics parks. Finally, the feasibility and effectiveness of the method are verified by an example. This study reveals the internal relationship among economic, environmental, and social benefits of logistics parks through emergy and provides theoretical and methodological support for the sustainable development of logistics parks.

Purpose. The aim of the article is defining theoretical approaches and conceptual bases to the concept of inclusiveness in the economy in order to form new methodological approaches to the study of economic processes at the meso and micro levels. Methodology of research. The methods generally accepted in economics were used in the course of the research, in particular: monographic, system and structural (to determine the meaning of the concept of economic inclusion in the context of cyclical economic development). Findings. The analysis and systematization of theoretical approaches to the definition of the category “inclusion” in the economy are carried out. It is established that the process of inclusion in the economy is a tool to increase people`s participation in the creation, distribution, and consumption of economic goods. The necessity of distinguishing between the concepts of “inclusive growth” and “inclusive development” on the basis of the theory of economic cycles is substantiated. It is determined that economic inclusion is a tool for achieving the priorities of sustainable economic development. It is proved that the use of inclusion as an operational tool of the sustainable development paradigm is aimed at ensuring long-term and sustainable results of economic development at the micro and meso levels. Originality. The necessity of deepening the scientific discourse of economic inclusion, which requires localization and application of the principles of descending governance, is substantiated. For the first time, it is proposed to make a clear distinction between the processes of inclusive growth and inclusive development, which, in contrast to existing approaches, expands the theoretical and methodological basis for the study of economic inclusion at different levels of the economy. Practical value. The practical significance of the obtained results lies in the possibility of integrating inclusive approaches to development strategies and forming practical tools for inclusive development and supporting inclusive growth of micro and meso economic entities by government agencies and representatives of business structures. In recent years, due to the rapid development of rural tourism, rural tourism has lost its unique rurality, which has led to a certain impact on the sustainable development of rural tourism. Primarily, based on the rural characteristics, the social environment development, population development, and economic development are taken as the research indexes, and the evaluation index system of rural tourism destination is constructed. Afterward, an empirical study on the spatial pattern of rural tourism is carried out with examples, and the model is simulated and analyzed by MATLAB software. Finally, the spatial autocorrelation method is used to analyze the evolution characteristics of the rural tourism spatial pattern. The results show that through the analysis of the evaluation error curve of the Back Propagation Neural Network (BPNN), the evaluation error and the actual error range are within 0.08%, which proves that the BPNN algorithm has good calculation accuracy. The BPNN rural tourism destination rurality evaluation model established here can make an effective evaluation of rural tourism space. The results show that the proportion of employees in the primary industry and the penetration rate of mobile phones are the decisive factors in the adjustment of industrial structure and social environmental factors, respectively. Rural per capita tourism income and the proportion of primary industry output value will also have a certain impact on rural evolution. Certain guiding significance is provided for the sustainable development of rural tourism.
