After the cascading disaster—earthquake, tsunami, and nuclear accident—in Fukushima on 11 March 2011, the Fukushima region is facing a significant reconstruction challenge. Contamination, economic downturn, depopulation, labor shortage, a damaged reputation, and public distrust must be overcome in order to ensure the future economic recovery of Fukushima. Based on field surveys of the affected areas and unstructured interviews with key informants such as local residents, government officials, and local businesses, this study analyses economic recovery in Fukushima. By exploring four key “pillar” areas of Fukushima’s economic recovery—renewable energy, manufacturing, agriculture, and tourism—this paper gives an overview of how to rebuild industry in the shadow of nuclear pollution. The results show how the economic recovery in Fukushima has required adaptation and innovation by the local people, and the economic downturn has been reversed and subsequently improved. Across the pillar industries, innovative reconstruction projects have been pioneered and led by local residents and businesses. Fukushima’s industrial recovery has been facilitated by the efforts to make the livelihoods of local residents sustainable. It is argued that creative and sustainable economic recovery makes full use of people’s and businesses’ existing resources to transform the disadvantages caused by disasters into opportunities.

Background: This fact-finding study aimed to attain an overall idea and knowledge about medicine disposal practices in Dhaka Metropolitan households. Methods: This mixed study (both quantitative and qualitative) was orchestrated to inspect the household leftover medicine disposal pattern’s governing status. A cross-sectional survey was conducted following a structured questionnaire and key informant interview with a household person and in-depth interviews with the top pharmaceutical and government officials. Results: Findings disclose that, for most of the key informants, the terms “drug disposal” and “drug pollution” were unknown; more precisely, 67% and 74% of key informants even did not hear these two terms. Almost all (87%) households faced undesired incidents due to the insecure storage of medicines. People disposed of excess and expired medication in regular dustbins (47%), threw out of the window (19%), flushed within commode (4%), burnt in fire (2%), and reused (4%). A good percentage of people (21%) returned unexpired drugs to the pharmacy and bought other medicines on a need basis. A total of 72% wanted a medicine take-back program, and 100% agreed on mass education on this issue. Officials of pharmaceuticals conferred mixed opinion: top-ranked pharmaceuticals will adopt leftover medicine disposal practices; middle and low-ranked pharmaceutical companies are reluctant, merely denied mentioning the less important issue. Conclusions: The absence of mass awareness and standard laws and policies may explain these existing aberrant practices.

After an earthquake occurs, field surveys are conducted by relevant authorities to assess the damage suffered by buildings. The field survey is essential as it ensures the safety of residents and provides the necessary information to local authorities for post-disaster recovery. In Japan, a primary (mandatory) exterior survey is conducted first, and a secondary (voluntary) interior survey is performed subsequently if the residents request a reinvestigation. However, a major challenge associated with field surveys is the substantial time cost of determining the damage grades. Moreover, an interior survey is performed only after receiving the reinvestigation request from occupants, which further delays the decision-making process. In addition, the risk of incorrect damage estimation during the exterior survey must be considered because underestimating the damage can endanger the residents. Therefore, in this study, a three-part analysis (Parts I–III), where each part corresponds to a distinct stage of the standard damage assessment procedure, was performed to characterize the relationship between the building parameters and damage grades at different stages. To further explore the possibility of accelerating decision-making, predictive modeling was performed in each part. The Part I results indicate that estimating the final damage grade for all buildings immediately after the exterior survey is similar to treating the exterior survey results as the final ones. The Part II results show that buildings that potentially require an interior survey can be predicted with reasonable accuracy after the exterior survey. In buildings for which reinvestigations have been requested, Part III demonstrates that the risk of underestimation in the exterior survey can be predicted reliably.

AbstractSmall unmanned aerial vehicles have been seeing increased deployment in field surveys in recent years. Their portability, maneuverability, and high-resolution imaging are useful in mapping surface features that satellite- and plane-mounted imaging systems could not access. In this study, we develop and apply a workplan for implementing UAV surveys in post-disaster settings to optimize the flights for the needs of the scientific team and first responders. Three disasters caused by geophysical hazards and their associated surface deformation impacts were studied implementing this workplan and was optimized based on the target features and environmental conditions. An earthquake that caused lateral spreading and damaged houses and roads near riverine areas were observed in drone images to have lengths of up to 40 m and vertical displacements of 60 cm. Drone surveys captured 2D aerial raster images and 3D point clouds leading to the preservation of these features in soft-sedimentary ground which were found to be tilled over after only 3 months. The point cloud provided a stored 3D environment where further analysis of the mechanisms leading to these fissures is possible. In another earthquake-devastated locale, areas hypothesized to contain the suspected source fault zone necessitated low-altitude UAV imaging below the treeline capturing Riedel shears with centimetric accuracy that supported the existence of extensional surface deformation due to fault movement. In the aftermath of a phreatomagmatic eruption and the formation of sub-metric fissures in nearby towns, high-altitude flights allowed for the identification of the location and dominant NE–SW trend of these fissures suggesting horst-and-graben structures. The workplan implemented and refined during these deployments will prove useful in surveying other post-disaster settings around the world, optimizing data collection while minimizing risk to the drone and the drone operators.

Starting in 1964, the U.S. federal government under President Lyndon Johnson passed an ambitious reform program that included social security, urban renewal, anti-poverty initiatives, and civil rights legislation. In cities like Los Angeles, these reforms fueled urban revitalization efforts in communities affected by economic decline. These reforms closed the gap between local residents and government officials in California and even subsequently brought the city’s African American and Mexican American population into greater political proximity. Looking closely at the impact of the Chicano Movement on the Model Cities Program, a federal initiative designed specifically for urban development and renewal, this article brings the role of U.S. government policy in shaping social justice priorities in Los Angeles, and the U.S. Southwest more broadly, into sharper view.

A priority for the United Steelworkers the last several years has been its work with the Sierra Club as part of the Blue Green Alliance. By working with our unconventional allies, we impacted the most important general election in any of our lifetimes. Now, smart investments in renewable energy and fuel-efficient cars are cornerstones of the Obama administration's economic recovery plan. The other priority issue when we began the Blue Green Alliance was fair trade. It still is a priority.

PurposeThe purpose of this paper is to explore the concept of build back better (BBB) in contexts affected by depopulation and shrinking economies discussing how and if its principles are able to drive the recovery pattern toward a sustainability re-development path.Design/methodology/approachBBB principles’ usefulness in driving toward a sustainable post-disaster recovery has been tested in L’Aquila’s area (Italy) – severely affected by an earthquake in 2009 – through interviews and analyses of reconstruction plans and policies.FindingsAlthough most of the BBB principles can be recognized within the intentions of plans and policies, the recovery process highlights a major fallacy in addressing the pre-disaster socio-economic stresses inducing to shrinkage and depopulation development lock-ins.Practical implicationsAlthough most of the principles can be recognized in the intentions of plans and policies, the recovery process highlights a main fallacy of the “BBB paradigm”: the need of addressing pre-disaster socio-economic stresses while recovering from the shocks was not explicitly nor implicitly addressed.Originality/valueShrinkage as a process of territorial transformation has been little explored in relation to natural hazards and post-disaster contexts. Indeed, while from one side BBB concept and principles drive toward a potential mitigation of the main risks while re-building, it results challenging to overcome the built environment re-building priorities to question whether, what and how to re-build while investing in socio-economic recovery. Reverting, or accepting, shrinkage could indeed implies to not build back part of the urban fabric, while investing in skills and capacity building, which, in turn, would be difficult to justify through the reconstruction budget. The tension between re-building (better, the built environment) and re-development (skills and networks, at the expense of re-building) is critical when BBB faces disasters happening in shrinking territories.

AbstractIllegal hunting is a widespread problem, with motivations varying across regions. We investigated the patterns and reasons for hunting in Afghanistan, where it is generally illegal but pervasive in the wake of decades of civil war. To assess motivations for hunting, firstly we conducted a systematic review of the literature, extracting information from 32 studies that discuss the relative importance of various reasons for hunting in Afghanistan; we analysed findings from these studies using the meta-analytic method of vote-counting. Secondly, using face-to-face interviews or a web-based questionnaire, we surveyed key informants in Afghanistan about the motivations identified in the literature. We obtained responses from 57 people familiar with hunting, including government officials, vendors in wildlife markets, and hunters. Findings from the meta-analysis and the survey were broadly consistent, both identifying the market for fur and other by-products as one of the most important motivations for hunting. However, much of the published literature focuses on hunting of carnivores, and emphasizes retaliation as a motivation for hunting. Key informants were more likely to cite subsistence consumption and to suggest that providing education and livelihood alternatives would reduce hunting. Our results highlight the importance of a multi-pronged policy response that recognizes variation in motivations for hunting different species.

Pisco was the area most damaged by the 2007 Peru earthquake. The purpose of this research is to develop possibilities of using satellite imagery to monitor postdisaster urban recovery processes, focusing on the urban change in Pisco between 2007 and 2011. To this end, the authors carried out field surveys in the city in 2012 and 2013 and also examined previous surveys to determine that building reconstruction peaked between 2008 and 2009. After analyzing the five-year recovery process, the authors compared its reconstruction conditions by visual interpretation with those by image analysis using satellite image. An accuracy of 71.2% was achieved for the visual interpretation results in congested urban areas, and that for developed districts was about 60%. The result shows that satellite imagery can be a useful tool for monitoring and understanding post-disaster urban recovery processes in the areas in which conducting long-term field survey is difficult.
