A priority for the United Steelworkers the last several years has been its work with the Sierra Club as part of the Blue Green Alliance. By working with our unconventional allies, we impacted the most important general election in any of our lifetimes. Now, smart investments in renewable energy and fuel-efficient cars are cornerstones of the Obama administration's economic recovery plan. The other priority issue when we began the Blue Green Alliance was fair trade. It still is a priority.

A taxonomic review of species and intraspecific taxa of the Astragalus L. section Helmia Bunge is presented. We treat the section Helmia in a traditional, narrow scope, including only 9 species and subspecies: A. helmii Fisch. ex DC., A. tergeminus (Knjaz., Kulikov et E. G. Philippov) Knjaz., A. permiensis C. A. Mey. ex Rupr., A. depauperatus Ledeb. (= A. chakassiensis Polozhij), A. kasachstanicus Golosk. subsp. kasachstanicus, A. kasachstanicus subsp. coloratus Knjaz., A. gregorii B. Fedtsch. et Basil. (= A. tuvinicus Timokhina), A. heptapotamicus Sumnev., A. ionae Palib. ex Gontsch. et Popov. With regard to the other 16 species of sect. Helmia in its widest sense, as accepted in the monograph by D. Podlech and Sh. Zarre (2013), we believe it more correct to attribute them to other sections. The rank of A. helmii var. tergeminus Knjaz., Kulikov et E. G. Philippov is raised to the species, A. tergeminus (Knjaz., Kulikov et E. G. Philippov) Knjaz. It is shown that A. gregorii is a priority name of A. tuvinicus. The epitype of A. permiensis C. A. Mey. ex Rupr. is designated. An identification key and a map of distribution for all species and subspecies of Astragalus sect. Helmia are presented.

The use of formal methods and artificial intelligence has made it possible to automatically design outdoor lighting. Quick design for large cities, in a matter of hours instead of weeks, and analysis of various optimization criteria enables to save energy and tune profit stream from lighting retrofit. Since outdoor lighting is of a large scale, having luminaires on every street in urban areas, and since it needs to be retrofitted every 10 to 15 years, choosing proper parameters and light sources leads to significant energy savings. This paper presents the concept and calculations of Levelized Cost of Electricity for outdoor lighting retrofit. It is understood as cost of energy savings, it is in the range from 23.06 to 54.64 EUR/MWh, based on real-world cases. This makes street and road lighting modernization process the best green “energy source” if compared with the 2018 Fraunhofer Institute cost of electricity renewable energy technologies ranking. This indicates that investment in lighting retrofit is more economically and ecologically viable than investment in new renewable energy sources.

ABSTRACT While many nations are struggling to slow the transmission rate of the coronavirus disease 2019 (COVID-19), Vietnam has seen no new locally acquired cases since April 16. After implementing 22 d of nationwide social distancing, on April 23, the government of Vietnam announced the easing of social distancing measures. This allows the country to restart its socio-economic activities in a gradual, prudent manner. Domestic tourism and exports of agricultural and anti-COVID-19 medical products take priority over the other sectors in this postpandemic economic recovery. Importantly, the country needs to stay vigilant on the fight against the disease to prevent a possibility of another outbreak.

In their article ‘Constituency Characteristics, Individual Characteristics and Tactical Voting in the 1987 British General Election’, Niemi, Whitten and Franklin claim that in the 1987 general election ‘about one in every six voters … had tactical considerations in mind in deciding whom to vote for’. As they point out, this figure is far higher than Heath et al.'s estimate of 6.5 per cent of major party voters having ‘a tactical motivation for their vote’. It is also far higher than estimates obtained by other analyses of the 1987 election using aggregate data. In this Note we point to methodological weaknesses in Niemi, Whitten and Franklin's article which indicate that their estimate is unlikely to be a valid measure of tactical voting, at least of the concept as customarily understood by political scientists. Indeed, when looked at carefully, the evidence they present to support their expanded estimate of tactical voting serves only to re-affirm the original claims of Heath and his colleagues and the other conservative estimates of the prevalence of tactical voting.


Significance The closing of internal and external borders in response to COVID-19 has heightened a longstanding skills deficit in key industries, with implications for wage levels, prices and broader economic growth. However, a general increase in immigrant numbers may not provide the skills that are needed. Impacts Labour shortfalls may delay government infrastructure projects that were designed to lead the post-pandemic economic recovery. Foreign investment may be affected by skills shortages in key areas such as mining and metallurgy. Debate on immigration levels could influence voting in the general election that is now likely to be held in April.

Energy is now seen as a significant resource that develops abundant on the world economy, with short supply and development. A study found that renewable energy systems are needed to prevent shortages. Hence, all the focus in this study to decrease electricity consumption and reduce the overall completion times for a regular console in green technology networks was an efficient and scalable production genomic solution. A Renewable green energy resources smart city (RGER-SC) framework is proposed that used a multi-target evolutionary algorithm was hybridized to be effective and calculated arithmetically in this study. This work deals with fostering renewable energy incorporation by adjusting federal charges to increase the energy accounting practitioners. Besides, this report analyses the timely generation of delay-tolerant demands and the maintenance of district heating at network infrastructure. In comparison, capacity differentials between consumers and information centres are considered and evaluated using the Renewable green energy resources smart city (RGER-SC) framework for energy conservation and controlled task management at an industrial level.

In investment and trading, different CSR moral ethical firms, categorized in a number of groups, may be suitable for different financial instruments (i.e. USA sector ETFs) and different market volatility situations. For the purpose of this article we first (i) analyze the trading return performance of four CSR categories (in particular: activism, community development, corporate governance, and environment); and then (ii) examine and comment the correlation between the market performance of a number of firms belonging in these four CSR categories and historical ETF market volatility. Finally, we (iii) suggest CSR firms as trading tools according to dominant market volatility. Other CSR categories (like: fair trade & supply chain, green building, philanthropy & corporate contributions, etc.) would be examined in future research by following the introduced by this paper approach. Paper concludes that, in relatively less volatile markets the Environment CSR ethical firms display better results. On the other hand, in strong market volatile situations it is better to trade Community Development CSR and Corporate Governance CSR ethical firms. Finally, the Activism CSR ethical firms are uncorrelated with the market volatility, as well as their performance is poor in all market cases.
