The strategic design of organizations in an environment where complexity is constantly increasing, as in the cyber-physical systems typical of Industry 4.0, is a process full of uncertainties. Leaders are forced to make decisions that affect other organizational units without being sure that their decisions are the right ones. Previously to this work, genetic algorithms were able to calculate the state of alignment of industrial processes that were measured through certain key performance indicators (KPIs) to ensure that the leaders of the Industry 4.0 make decisions that are aligned with the strategic objectives of the organization. However, the computational cost of these algorithms increases exponentially with the number of KPIs. That is why this work makes use of the principles of quantum computing to present the strategic design of organizations from a novel point of view: Quantum Strategic Organizational Design (QSOD). The effectiveness of the application of these principles is shown with a real case study, in which the computing time is reduced from hundreds of hours to seconds. This has very powerful practical applications for industry leaders, since, with this new approach, they can potentially allow a better understanding of the complex processes underlying the strategic design of organizations and, above all, make decisions in real-time.

The analysis of the problem field is a serious problem from the methodological and methodical point of view. The solution of this problem becomes particularly difficult in cases when the object under study is characterized by a high level of structural and process diversity, has a dynamic character, i. e. it is constantly evolving, and exists in many variants with the presence of the invariant enshrined in international acts and legislation of most states. The end of the last century was a period of rethinking of many concepts that define the complex processes of political and social interaction of various levels and elements of the system of power and public administration in Russia. The adoption of the Constitution of the Russian Federation in 1993 put forward fundamental problems that needed to be solved to move the country along the path of democratization, build a market economy and form an effective governing system. Article 12 of the first chapter establishes the autonomy of local self-government as an institution, guarantees its protection from excessive state influence. This provision reflects the global trend of consolidating the right to local self-government in democratic states. However, the European Charter of Local Self-Government includes a provision on the independence of local self-government in resolving issues of local significance only within the framework of state legislation, i. e. it establishes its subordinate nature. The latter provision automatically makes local self-government part of the unified system of public power and public administration, which is reflected in the corresponding amendment to Ch. 8 of the Constitution of the Russian Federation “Local self-government” in 2020. This makes t relevant he problem of the local authorities ‘ own powers, the division of functions between them and state authorities to achieve the fundamental goal of the modern state — to ensure an optimal uniform quality of life throughout the territory. The purpose of the article is to characterize the problem field in which the concepts of “public power” and “public administration” are defined and analysed in the context of considering local self-government as a key actor of both systems. The objectives of the research are to determine the boundaries of this problem field, its structure, as well as the difference in approaches to this problem in the works of Russian and foreign authors, including scientists from Central Asian countries.

In this work we explore how the relationship between one subordinate reporting to two leaders influences the alignment of the latter with the company’s strategic objectives in an Industry 4.0 environment. We do this through the implementation of quantum circuits that represent decision networks. This is done for two cases: One in which the leaders do not communicate with each other, and one in which they do. Through the quantum simulation of strategic organizational design configurations (QSOD) through 500 quantum circuit simulations, we conclude that in the first case both leaders are not simultaneously in alignment, and in the second case that both reporting nodes need to have an alignment probability higher than 90% to support the leader node.

The goal of this work is to explore how the relationship between two subordinates reporting to a leader influences the alignment of the latter with the company’s strategic objectives in an Industry 4.0 environment. We do this through the implementation of quantum circuits that represent decision networks. In fact, through the quantum simulation of strategic organizational design configurations (QSOD) through five hundred quantum circuit simulations. We conclude that the alignment probability of the leader is never higher than the average alignment value of his subordinates, i.e., the leader never has a better alignment than his subordinates. In other words, the leader cannot present asymptotic stability better than that of his subordinates. The most relevant conclusion of this work is the clear recommendation to the leaders of Industry 4.0 not to add hierarchical levels to their organization if they have not achieved high levels of stability in the lower levels.

Today the performance measurement of Muhammadiyah Luwuk uUniversity’s performance has not formulated yet based on University’s vision and mission. It will affect the strategic steps needed and performance improvement efforts in the future.  Human resource scorecard is the right system to be applied in Muhammadiyah Luwuk University. The purpose of this study is to designed a performance measurement system at Muhammadiyah Luwuk University using the Human Resource Scorecard with four perspectives: stakeholder, academic management and kemuhammadiyaan, operational and innovation, as well as and learning. Data was analyzed by analytical hierarchy process method. This research was conducted by distributing questionnaires, focus group discussions and in-depth interview with stakeholders at Muhammadiyah Luwuk University. The results showed that there were 14 strategic objectives and 33 key performance indicators to be achieved by the priority objectives, which are: empowerment and development of faculty, increased administrative process quality, improved sound budget performance and, improvement of the relationship with stakeholders.

El actual trabajo afronta una de las problemáticas más apremiantes de los actuales momentos como es el alto índice de dispendio de drogas en las Instituciones Educativas, que afectan considerablemente a la sociedad ecuatoriana. Su objetivo es analizar los lineamientos que permitan mejorar la orientación familiar, y desarrollar relaciones interpersonales apropiadas que fomenten la unión familiar, practicar principios, fomentar valores morales, y que los jóvenes aprendan a decir “no” ante una eventual propuesta de consumir compuestos prohibidos, que lo único que se consigue es materializarse en un estado no idóneo ante la comunidad, considerar que las consecuencias para la salud son devastadoras, personas que a temprana edad padecen de enfermedades que en muchas ocasiones son gravísimas, causando malestar no solamente propio sino a la familia. Puedo mencionar como aporte de este artículo; y en base a resultados establecidos que resulta primordial e importante mantener la asistencia de un profesional especializado en psicología, diálogos científicos y motivadores, conjuntamente con atención médica provocarán en la persona afectada la erradicación del consumo de drogas. Constan muchos factores que causan gran influencia negativa en las familias, partiendo de que actualmente el mundo vive la tendencia del consumismo lo que influye en sobremanera que exista menos dialogo en el hogar, la aparición de la tecnología es otra de las situaciones adversas. Los profesionales encargados de brindar orientación familiar deben considerar siempre, que el comportamiento del ser humano debe ser comprendido desde el punto de vista de su forma de pensar, solo así se desarrollara una cultura que permita a las familias tomar las decisiones acertadas al momento de formar a sus hijos, lo que en un futuro se evidenciará como seres útiles a la sociedad. PALABRAS CLAVE: Consumo de drogas; orientación familiar; valores morales.  FAMILY COUNSELING, FOR THE PREVENTION OF DRUG USE IN THIRDYEAR HIGH SCHOOL STUDENTS  ABSTRACT  The current work addresses one of the most pressing issues of current times such as the high rate of drug use in educational institutions, which greatly affect Ecuadorian society. Its objective is to analyze the guidelines for improving family orientation, and develop appropriate interpersonal relationships that promote family unity, value the principles, and that young people learn to say "no" to a possible proposal to use prohibited drugs, that the only thing that is achieved is to materialize in an unsuitable state before the community, to consider that the consequences for health are devastating, people who at an early age suffer from diseases that in many occasions are very serious, causing discomfort not only their own but also the family. I can mention as contribution of this article; and based on established results that it is essential and important to maintain the assistance of a professional specialized in psychology, scientific and motivational dialogues, together with medical care, will cause the affected person to eradicate drug use. There are many factors that cause great negative influence on families, based on the fact that the world currently lives the trend of consumerism which greatly influences that there is less dialogue at home, the emergence of technology is another of the adverse situations. The professionals responsible for providing family counseling should always consider that the behavior of the human being should be understood from the point of view of their way of thinking, only in this way will a culture be developed that allows families to make the right decisions when forming to their children, which in the future will be evident as useful beings to society. Different types of active materials have been used to actuate origami-inspired self-folding structures. To model the highly nonlinear deformation and material responses, as well as the coupled field equations and boundary conditions of such structures, high-fidelity models such as finite element (FE) models are needed but usually computationally expensive, which makes optimization intractable. In this paper, a computationally efficient two-stage optimization framework is developed as a systematic method for the multi-objective designs of such multifield self-folding structures where the deformations are concentrated in crease-like areas, active and passive materials are assumed to behave linearly, and low- and high-fidelity models of the structures can be developed. In Stage 1, low-fidelity models are used to determine the topology of the structure. At the end of Stage 1, a distance measure [Formula: see text] is applied as the metric to determine the best design, which then serves as the baseline design in Stage 2. In Stage 2, designs are further optimized from the baseline design with greatly reduced computing time compared to a full FEA-based topology optimization. The design framework is first described in a general formulation. To demonstrate its efficacy, this framework is implemented in two case studies, namely, a three-finger soft gripper actuated using a PVDF-based terpolymer, and a 3D multifield example actuated using both the terpolymer and a magneto-active elastomer, where the key steps are elaborated in detail, including the variable filter, metrics to select the best design, determination of design domains, and material conversion methods from low- to high-fidelity models. In this paper, analytical models and rigid body dynamic models are developed as the low-fidelity models for the terpolymer- and MAE-based actuations, respectively, and the FE model of the MAE-based actuation is generalized from previous work. Additional generalizable techniques to further reduce the computational cost are elaborated. As a result, designs with better overall performance than the baseline design were achieved at the end of Stage 2 with computing times of 15 days for the gripper and 9 days for the multifield example, which would rather be over 3 and 2 months for full FEA-based optimizations, respectively. Tradeoffs between the competing design objectives were achieved. In both case studies, the efficacy and computational efficiency of the two-stage optimization framework are successfully demonstrated.

Industry 4.0 revolution, with its cutting-edge technologies, is an enabler for businesses, particularly in reducing the cost and improving the productivity. However, a large number of organizations are still too in their infancy to leverage the true potential of Industry 4.0 and its technologies. This paper takes a quantitative approach to reveal key insights from the companies that have implemented Industry 4.0 technologies. For this purpose, 238 technology companies in Malaysia were studied through a survey questionnaire. As technology companies are usually the first in line to adopt new technologies, they can be studied better as leaders in adopting the latest technologies. The findings of this descriptive study surfaced an array of insights in terms of Industry 4.0 readiness, Industry 4.0 technologies, leadership, strategy, and innovation. This research paper contributes by providing 10 key empirical insights on Industry 4.0 that can be utilized by managers to pace up their efforts towards digital transformation, and can help the policymakers in drafting the right policy to drive the digital revolution.

AbstractThe high average-utility itemset mining (HAUIM) was established to provide a fair measure instead of genetic high-utility itemset mining (HUIM) for revealing the satisfied and interesting patterns. In practical applications, the database is dynamically changed when insertion/deletion operations are performed on databases. Several works were designed to handle the insertion process but fewer studies focused on processing the deletion process for knowledge maintenance. In this paper, we then develop a PRE-HAUI-DEL algorithm that utilizes the pre-large concept on HAUIM for handling transaction deletion in the dynamic databases. The pre-large concept is served as the buffer on HAUIM that reduces the number of database scans while the database is updated particularly in transaction deletion. Two upper-bound values are also established here to reduce the unpromising candidates early which can speed up the computational cost. From the experimental results, the designed PRE-HAUI-DEL algorithm is well performed compared to the Apriori-like model in terms of runtime, memory, and scalability in dynamic databases.

Abstract:The microbiome is proving to be increasingly important for human brain functioning. A series of recent studies have shown that the microbiome influences the central nervous system in various ways, and consequently acts on the psychological well-being of the individual by mediating, among others, the reactions of stress and anxiety. From a specifically neuroethical point of view, according to some scholars, the particular composition of the microbiome—qua microbial community—can have consequences on the traditional idea of human individuality. Another neuroethical aspect concerns the reception of this new knowledge in relation to clinical applications. In fact, attention to the balance of the microbiome—which includes eating behavior, the use of psychobiotics and, in the treatment of certain diseases, the use of fecal microbiota transplantation—may be limited or even prevented by a biased negative attitude. This attitude derives from a prejudice related to everything that has to do with the organic processing of food and, in general, with the human stomach and intestine: the latter have traditionally been regarded as low, dirty, contaminated and opposed to what belongs to the mind and the brain. This biased attitude can lead one to fail to adequately consider the new anthropological conceptions related to the microbiome, resulting in a state of health, both physical and psychological, inferior to what one might have by paying the right attention to the knowledge available today. Shifting from the ubiquitous high-low metaphor (which is synonymous with superior-inferior) to an inside-outside metaphor can thus be a neuroethical strategy to achieve a new and unbiased reception of the discoveries related to the microbiome.

In this paper, we consider a simulation technique for stochastic trees. One of the most important areas in computational genetics is the calculation and subsequent maximization of the likelihood function associated with such models. This typically consists of using importance sampling and sequential Monte Carlo techniques. The approach proceeds by simulating the tree, backward in time from observed data, to a most recent common ancestor. However, in many cases, the computational time and variance of estimators are often too high to make standard approaches useful. In this paper, we propose to stop the simulation, subsequently yielding biased estimates of the likelihood surface. The bias is investigated from a theoretical point of view. Results from simulation studies are also given to investigate the balance between loss of accuracy, saving in computing time and variance reduction.
