Many factors influence the efficiency and quality of transport works. In particular, consultants and construction contractors of these works play important roles, and critical factors directly affect the quality of traffic works. If the quality of consultancy and construction is good, the project will reduce the total investment; if the contractor is good, the completion time of the new project is guaranteed, thus reducing construction costs. The longer the construction time is, the higher the cost of the project. In this study, the authors used optimal algorithms to evaluate past, present, and future contractors’ technical, technological, and performance effectiveness. Research results show that bidders are divided into three groups: highly effective bidders, stable contractors, and inefficient groups. Research results for this subject will help the government, regulatory agencies, and investors select good contractors as the basis for developing strategies and policies for the development of transport infrastructure.

The quality of the software can be measured by its return on investment. Factors which may affect the return on investment (ROI) is the tangible factors (such as the cost) dan intangible factors (such as the impact of software to the users or stakeholder). The factor of the software itself are assessed through reviewing, testing, process audit, and performance of software. This paper discusses the consideration of return on investment (ROI) assessment criteria derived from the software and its users. These criteria indicate that the approach may support a rational consideration of all relevant criteria when evaluating software, and shows examples of actual return on investment models. Conducted an analysis of the assessment criteria that affect the return on investment if these criteria have a disproportionate effort that resulted in a return on investment of a software decreased. This research begins with the development of MSMEs (Micro, Small and Medium Enterprises) which is an illustration of strengthening regional potential. Developing MSMEs can improve services to consumers in order to create buying interest. The benchmarks that are assessed through the level of confidence in a product directly aim to analyze customer interest. In this study, it is explained that customer interest is product quality, service quality, price, and cost which are closely related to meeting the service needs of the Tebing Tinggi Business Clinic (KLIBI) assisted them. The method used is the canonical analysis method which is a multivariate model that studies the relationship between the dependent variable set varied from the independent variable set. The data characteristics for canonical correlation are metric data, namely interval or ratio data. The research result gained that responsiveness and concern give the significant effect on the cost so that customers want to buy continuously. For the recommendation, The Government needs to improve the quality of product endorsement among Tebing Tinggi and Indonesian consumers by making the program business promotion and international exhibitions through KLIBI.

The purpose of this research is to know the amount of cost, acceptance, profit, profitability, and R / C Ratio from home industry crackers rambak in Sembon Village Satreyan District Kanigoro Blitar District. The result of this research shows that the total variable cost at rambak cracker agroindustry center is equal to Total variable cost Rp 1,139,783, - per day, total fixed cost Rp 4,953, - per day. So the total total cost of production is Rp 1,144,076, - per month. The breakeven point or BEP unit is 3 units. BEP Rp for RP 16,017, -. BEP revenue of Rp 16,017, - per day. Received revenue of Rp 1.650.000, - so the profit earned by employers is amounted to Rp 505,924, -. While the profitability of business is 44% which means this business is profitable. Home industry that run during this efficiency has been shown with R / C ratio of more than 1 that is equal to 1.44. Based on the criteria used, this business has been efficient because the efficiency value of more than 1. This means that every Rp 1.00 issued by the entrepreneur at the beginning of the business activities will get 1.44 times revenue from the cost incurred at the end of the business activity. This can be interpreted that home industry crackers rambak said Eligible to run. From this research it is suggested that entrepreneurs do creations by adding a sense of the product, so that the quality of the product can be increased and not less competitive with similar entrepreneurs from other regions. For the government, the Government of Blitar Regency through the Department of Industry and Trade and other related agencies should try to help develop the business crackers rambak by providing low-interest capital loans to entrepreneurs agro-industry crackers rambak.

The role of prerequisites in the development of the transport infrastructure of the capital of Ukraine is revealed. The author formulated methodological approaches to them. A comprehensive geographical description of the prerequisites for the development of the transport infrastructure of the Kyiv city agglomeration was carried out. It has been established that the main limitations are economic factors, which is caused by the highest cost of land resources in Ukraine precisely within this urban agglomeration. Natural factors continue to play a significant role only when carrying out specific prospecting for laying various types of infrastructure objects within it. There are new factors in the functioning and development of transport infrastructure. These include, first of all, the formation of united territorial communities. Their boundaries should be brought to life and their socio-economic development plans and spatial schemes should be developed. Thus, it is necessary to take into account local needs in the development of transport infrastructure with the general needs of the entire Kyiv city agglomeration. A significant role is played by the ownership of land. The concentration of land ownership in the hands of speculators and large developers leads to a sharp rise in the cost of the robot to acquire the necessary land for the construction of a new infrastructure. As a result, many new large residential areas do not have the necessary access roads and they are not connected to the citywide communications system. This leads to significant new problems for the solution of which it is necessary to coordinate new large-scale housing construction with the laying infrastructure. The main problem remains transport accessibility. Laying of highways to new buildings should be carried out at the expense of local budgets. However, there is often a conflict of interest between developers and local authorities. The latter do not want to invest substantial funds in the construction of roads and other types of infrastructure due to the fact that the cost of new relevant construction is much higher than the cost of housing built at the expense of borrowed funds. Thus, the existing suburban transport infrastructure takes on an ever-increasing stream of new daily commuter migrants. As a result, the quality of services provided drops sharply. This leads to a deterioration in the quality of life throughout the urban agglomeration.

ABSTRACTBudgeting is an important tool used by the management in carrying out the functions of planning and control, no exception to public sector organizations and government. The Indonesian government continues to implement the best practices of budgeting, one of which is through the implementation of performance-based budgeting. In a performance-based budgeting, the budget is prepared by formulating outputs or outcomes to be achieved. This formulation is done by the respective ministries/agencies in accordance with the functions of their respective organizations. All information related to the performance of then integrated into a document Work Plan and Budget-Ministry/Agency (RKA-K/L) as the basis of discussion of the budget document by the legislative board. However, in practice, ministries/agencies have not been able to compile performance information appropriately. The quality of outputs and outcomes compiled considered not in accordance with the strategic objectives and functions of the ministries/agencies concerned. Another problem related to budgeting is improper planning which led to the absorption of current year's budget to less than optimal. Through this paper, researchers will present problems related to the issue of the budget that comes from the weakness of the architecture and performance information on the ministries/agencies. Responding to the challenges of the need of better budgeting, the government began compiling Arsitektur dan Informasi Kinerja (ADIK) to improve the application of performance-based budgeting approach before. ADIK implementation on Financial Training Center of Makassar gives an overview effort of applying this new architecture. It is expected the new budgeting architecture implemented during Fiscal Year 2016 increases the optimum benefits. Keywords: budgeting, performance-based budgeting, performance information, ADIK.

Designers are encountering greater issues with residential projects, which are increasing in complexity, scale, and performance requirements. Despite significant advancements in technology and the AEC industry, large-scale residential developments are still designed and built at scale as if they were singular projects. Variable and increased construction time, cost, and material waste at scale are all issues with existing design and construction methodologies for construction at scale. Prefabrication and generative design tools have the potential to significantly reduce these issues.

This paper investigates how collaborative, human-generative design tools can optimise building performance and make prefabricated housing at scale feasible, whilst still encouraging design variance. In this context, collaborative human-generative tools refer to a partially algorithmic design tool that facilitates an open-box approach to design. Using a mixture of research-based design and design-based research, a new tool (PARAMTR) was created to improve feasibility whilst reducing time, complexity, and cost of designing and building residential projects using prefabrication at scale.

The research demonstrates eight unique designs produced using the new human-generative tool. Despite their individuality, these designs have 8-10 times fewer unique components when compared to existing residential projects. Designs produced using PARAMTR could reduce construction/design time by up to 50%, reduce construction costs by up to 26% and share no design commonality, enabling unique designs across an entire development. This research paper could therefore fundamentally change how the AEC industry builds at scale, using algorithms and human-generative design tools.

An efficient transport system is not only a pre-requisite for economic development but is also important to achieve the objective of economic integration in the world economy. Insufficient transport infrastructure results in congestion, delay delivery time, fuel waste, pollution and accident1 which built inefficiencies in the economy and costs the economy 4 to 6 percent of GDP each year [Shah (2006)and World Bank (2007)], which can be saved by investing in transport services. Realising its importance, the government of Pakistan has initiated National Trade Corridor Improvement Programme (NTCIP) in 2005 to improve logistic and transport infrastructure so that it can fulfill the demand of economy more efficiently. This five years programme includes all sectors that improve performance of corridor-high way namely, road transport, railways, airports, and ships etc. The objective of the programme is to reduce the cost of doing business and improve quality of services. The study quantifies the efficiency of transport sector by evaluating the impact of public investment to improve transport services on the economy in general and on cost of land transportation in particular; i.e., cost of freight and passenger movement and cost of externalities such as congestion, air pollution and accident. The outcome of the study depends on how improved facility is achieved, i.e., who bears the cost and who benefits etc. This paper assumes tax financed public investment that not only change domestic price and demand, but also welfare and poverty. The issue is analysed in computable general equilibrium framework taking into account inter linkages of transport sector with rest of the economy. First, a social accounting matrix (SAM) is developed with a detailed transport module. Then, a dynamic CGE model is developed around this SAM and simulations are conducted for short run and long run analysis of public investment in trans port sector.

Today, in most large and small project-based organizations, senior managers, especially project managers, face many challenges in terms of resource allocation. Therefore, to reduce the cost and execution time as well as improve the quality of the project, the approach should be shifted from traditional management to scientific management to optimize the efficiency and performance of a project over its lifetime. To achieve this, an organized system for project management and planning will be needed. This study examines whether Iranian companies are familiar with project management in terms of cost, budget, and risk management. A questionnaire was designed to investigate how project funding (initial and during a project) is funded and how they manage risks throughout the project and are distributed to companies. Another reason is the severe international sanctions that have cast a heavy shadow over the Iranian economy and, unfortunately, cannot be ignored. No matter how economically self-sufficient a country is, the need for cooperation and exchange in neighboring or non-neighboring countries cannot be ignored. Therefore, this paper firstly reviews the theoretical framework of previous research on project management in Iran. Then the research methodology and how to collect and analyze the data are considered. The following is an overview of the problems encountered in the project management process in Iran. Finally, recommendations and suggestions will be provided.
