This study was aimed at developing a cognitive—econometric model for assessing the effectiveness of the current governmental policies to support enterprises in Russia in the context of pandemic propagation. Using the Granger test and correlation analysis, we formed a system of key indicators that characterizes the economic development of SMEs (small and medium-sized enterprises) in Russia. Based on the revealed causal relationships and correlation coefficients, a model describing the impact of public policy support instruments on SME economic development was built using cognitive modeling. By means of the additive convolution method, the correlation coefficient between the Russia Small Business Index (RSBI) and the COVID-19 prevalence rate was used to predict the 2020 year-end RSBI value. Regarding the RSBI index forecast, the effectiveness of instruments of the state support for SMEs was evaluated. It was determined how much these indicators of the anti-crisis package of measures should change to increase SMEs’ business activities. The developed cognitive model can be utilized by private and governmental institutions to continuously monitor the effectiveness of public policies that support SMEs. It can also be used as a preventive indicator to evaluate the impact of the anti-crisis measures during pandemics and in the case of other exogenous risks threatening SMEs. The originality of the research results was determined by the econometric methods applied to empirically assess the effectiveness and degree of impact of governmental measures on the operation of SMEs under conditions of uncertainty.

Introduction. The growing dependence of regional economies on innovation determines the importance of regional innovation policy, it being an integral part of regional economic policy. Within its framework, a constant assessment of mutual impact of the factors of regional development and successful startups is necessary. The goal of this study is to identify such basic factors. Materials and Methods. Regional socio-economic complexes of the Republic of Mordovia, Nizhny Novgorod Region and Samara Region are considered as the research object. Regional primary and secondary statistics on the research topic, legislative and regulatory acts of the federal and regional levels form the information basis of the study. The methods of system analysis, economic statistics, expert survey, economic and mathematical modeling as well as cognitive modeling were employed. Results. The primary and final lists of factors of mutual impact of innovative startups and the regional environment have been compiled. The features of modern startups and their interaction with the external environment have been exposed. The cause-and-effect relations between the factors have been identified. A quantitative and qualitative analysis of the factors, their grouping and classification for the subsequent modeling of innovative processes in the region has been performed. Discussion and Conclusion. The results obtained serve as the basis for correlation and regression analysis and the subsequent provision of a cognitive model of the regional innovation process that takes into account the peculiarities of the regions under consideration. The verified cognitive model makes it possible to construct prognostic scenarios of the impact of innovations on the regional growth and the influence of the regional environment on the growth of innovations, to conduct a justification, a comparative analysis and an assessment of the consequences of management decisions on development of the regional infrastructure to support entrepreneurship as well as to evaluate the adaptability of innovative startups to changes in external and internal environment factors.

The paper investigates the peculiarities of constructing a cognitive model of development for enterprises on the basis of energy efficiency. The stages of conducting cognitive modeling for managing the development of enterprises in the energy industry have been determined within the scope of work. Cognitive analysis and modeling are conceptually innovative elements within the structure of the system dedicated to generation of efficient management decisions, which further allows: to study problems with vague factors and interconnections; to account for the impact of changes in the external environment; to use the objective trends in the innovative development of the situation to company’s advantage. Such technologies are increasingly gaining trust and confidence with organizations engaged in strategic and operational planning on all levels and across all spheres of innovation management of enterprise development. Employing cognitive technologies in the economic sphere enables to develop and substantiate a strategy of innovation management of enterprise development with the consideration for the impact of changes in external and internal environment. The work examines the factors of the cognitive model of innovation management of development for enterprise of energy industry based upon four sectors: enterprises in the energy sector; energy generation business; government; ecology. A study has been conducted in relation to the impact of 16 factors of external business environment on generating adjective decisions with regard to managing the development of enterprises in the energy industry on the basis of impulse modeling. It has been proven that within the system of innovation management of enterprise development the key object-oriented factor is the «Level of enterprise development» while other factors remain controllable. It is namely due to the dynamic analysis that it becomes possible to determine stabilizing and destabilizing factors of influence on the development of enterprises. Within the scope of the paper, the ranges of change in indicator factors related to management of enterprise development in the «min-max» system have been identified. Prospects of further research lie with constructing scenarios for development of enterprises in the energy industry, particularly with the implementation of impulse modeling that would allow to elaborate development strategies, specifically concerning the use of renewable sources of energy.

This study aimed to develop an econometric model for assessing the effectiveness of economic international cooperation between Ukraine and international non-governmental organizations. Based on the cognitive modeling method, the key indicators of the model influencing the socio-economic development of Ukraine were determined. With the cognitive map's help, the links' qualitative characteristics have been identified and argued between the socio-economic indicators of the country's development and the amount of funding attracted from foreign non-governmental organizations. The direction of influence between the indicators of socio-economic development and the volume of investment was determined using economic laws and expert assessments with the involvement of 35 professional experts. The scenario analysis made it possible to analyze the changes in the country's socio-economic development due to changes in the size and structure of investment funds receiving from international non-governmental organizations.

The purpose of the paper is to substantiate the necessity for eco-innovation supporting and provide the scientific and practical recommendations for improving eco-innovation public and private financing in the globalizing conditions of sustainable development. Methodology. In the paper, eco-innovations are considered as new technologies, new ways of organizing production and social programs that ensure the movement of society in line with the principles of the theory of sustainable development and the interaction between economic development and environmental preservation, to a greater extent due to the production of additional interrelated internal and external effects.The survey is based on the modern methods of scientific research, in particular, general and special methods of analysis of economic phenomena and processes: historical-logical method; comparative analysis; structural-comparative and graphic analysis; structural-factor analysis (to analyze the impact of environmental factors on economic development and determine the relationship between environmental indices, individual factors and GDP growth rates); correlation-regression analysis (to model the impact of environmental factors on the economic development of the world); scenario approach (to substantiate the priority areas of development of greening of the global economic space); methods of logical analysis, abstract and cognitive modeling. The results of the survey showed that along with the existing problems, there is significant potential for green financing scaling up. The study identified problems that limit the development of eco-innovation financing, which include both problems typical for “green” projects (for example, the lack of a clear definition of the term “green”), and problems typical for the financial sector as a whole (for example, underdeveloped capital markets or discrepancy in financing terms). Scientific and practical recommendations for capital attraction stimulating and the development of eco-innovation financing in the context of world economy sustainable development are proposed. It is substantiated that the main condition for the mobilization of “green” investments from the private sector is a combination of public funding, regulation and participation of private market actors in an effective public-private partnership. Practical implications. The analysis of the peculiarities of the eco-innovation financing allows to determine the impact of public financial instruments on the acceleration and increase of the effect from private financing for “green” investment. The main advantages of introducing and tracking eco-innovations in the global economic system are identified. The conclusion is made about the positive impact of the use of environmental and energy efficient technologies on the level of economic development, investment attractiveness and competitiveness of the country. Value/originality. The provided theoretical bases and practical recommendations consider current trends and conditions for sustainable development of the developed and developing countries economies, may be used by the governments of countries to develop policies towards effective environmental natural resources use and formate an environmental management system in the global economic development greening process, and are the basis for the formation of an ecological and economic model of the country’s development.

Subject. Currently, the Russian economy sees the institution of non-financial reporting emerging. What it means is ambiguous. On the one hand, the country adopts the concept of public non-financial reporting and the Federal Law On Public Non-Financial Reporting is being drafted. On the other hand, experts complain about the quality and comparability of such reports. Public non-financial reporting constitutes a set of data and indicators on purposes, approaches and results of corporate performance concerning all material issues of social responsibility and sustainable development. Objectives. We determine whether the USSR methodology for setting social indicators is applicable to modern Russia. We also describe the impact of the inertia of the Soviet period in the current circumstances, compare social indicators the Soviet enterprises released after WWII with the international non-financial reporting standards, in order to understand whether they are still relevant. Methods. We investigated the way the Soviet enterprises formed and disclosed their social indicators. The article also presents the comparative analysis of the said indicators with those of Global Reporting Initiative (GRI), key indicators of the Russian Union of Industrialist and Entrepreneurs and the list of key indicators proposed by the Russian Ministry of Economic Development as part of the Public Non-Financial Reporting Concept for the Russian Federation. Results. The article provides the rationale for the Soviet methodology for setting social indicators to be used in Russia today. Conclusions. The list of relevant key indicators of non-financial reporting (as drafted by the Russian Ministry of Economic Development in 2019) is mainly comparable to those disclosed by the Soviet enterprises. The international non-financial reporting standards mostly provide for qualitative and descriptive metrics. Quantitative indicators are more comparable, verifiable and generalizable, which is important for such a stakeholder as the State.

The aim of the research is to determine the ranking of voivodships in the field of economic innovativeness and development as well as to assess the relationship between these phenomena. The article presents theoretical fundamentals of issues connected with innovation and economic development. Attention was also paid to the impact of innovation on the region's economic development. In the first stage of the analysis, rankings of voivodships in terms of innovation and economic development for 2005 and 2015 were created using the methods of taxonomic ordering of objects. Subsequently, an attempt was made to assess the correlation between the two rankings using Spearman's correlation coefficients. Basing on literature study and own research results, the thesis that at present innovativeness is one of the most significant factors of growth and economic development was confirmed. Innovations, especially the crucial ones, serve as the driving force of growth and thus of economic development.

Developments related to the devaluation of the ruble and the sanctions regime,determined the need to build and upload your own agribusiness opportunities. In recentyears the Russian government is actively supporting the agricultural sector and the wholeand its separate forms. But in a recession, not all forms of state aid can be usedsuccessfully object subsidies. The aim of the study is to analyze the dynamics of thevarious aspects of the agricultural business, as well as identifying the impact on theperformance of state support for agriculture. The author has studied indicators of thelevel of activity of subjects of agricultural businesses, such as the number of agriculturalenterprises, the volume of production industry, as well as production by types of farms.The study determined the volume of state support the various forms of entrepreneurship.In this work, an analysis was conducted periodic printed publications, statisticaldatabases, Government Decrees of the Russian Federation with use of methods of systemapproach, comparison, and statistical analytical method. The article evaluated the level ofentrepreneurial activity in the agricultural sector, which in the opinion of the authorconsists of two of the most significant figures - the number in the economy of theagricultural organizations of different forms of activity and level of production of variousorganizations. These indicators are given the opportunity to reveal that governmentfunding at this stage had a positive impact on the industry. The author noted the highimportance for the Russian economy of small agricultural enterprises, the level of statesupport in recent years has increased. Despite that, there were negative trends in theactivities of small businesses. Proposed a set of measures of state support to change thesituation. The analysis of the system of state support of agricultural business led to theconclusion of its imperfection. Known in the industry trends related to the devaluation ofthe ruble and the subsequent inability of small producers to use bank loans, not tomention allow high efficiency developed by government measures. The practicalsignificance of the study is that the results obtained and the proposed measures can be thebasis for a new public policy support for agriculture.

The relevance of the article is confirmed by the need to develop scientific and methodological support for determining the development goals system in a region.It is one of the priorities for both the scientific community and public authorities. In particular, scientific basis, which coulddesign the development goals system in a region, requires further development and improvement. It should be based onboth the traditional and non-traditional methods of system analysis. The purpose of the article is to suggest recommendations for improving the scientific and methodological support for determining the development goals system in a region through using specific tools of fuzzy cognitive modeling. It has been proved that comprehensive assessment of regional socio-economic systems is impossible without the application of systemic approach, which allows interconnecting a large number of processes occurring in the economic, social and environmental systems in a region. Such researchis successfully carried outusing a cognitive approach to study complex systems of different nature. The authors of the article have considered peculiarities of drawing fuzzy cognitive maps, the latter being used as a tool for displaying real dynamic systems in a form that corresponds to human perception of such processes. A logical patternfor carrying out structural analysis of the socio-economic development of the region has been suggested.The patterncomprises five interrelated stages and includes constructing a fuzzy cognitive model of socio-economic development in the Ukrainian regions.The systemic indicators of fuzzy cognitive models of socio-economic development in the Ukrainian regions have beensuggested, and the analysis of their influence on the development of in the Ukrainian regions has been carried out.

The article identifies the interrelation between organizational changes and the organizational development of enterprises that affect the formation of the system for substantiation of management decisions. It has been proven that within the confines of cognitive modeling there exists a possibility for determining management decisions in respect of implementation of management of organizational development of the enterprise with account for primary processes that occur both within the enterprise and in its external environment. It is determined that the baseline for the cognitive approach is comprised by the complex system model in the form of a cognitive map. It is emphasized that the indeterminacy of a reference model is manifested in the insufficient completeness of information related to parameters of broadness of the range of services rendered by enterprises, quality of their provision as well as the socio-economic situation in the regions of the country and their areas of influence. Indeterminacies in modeling the anticipated state of enterprises emerge in the process of searching for an optimum combination of organizational measures for the most efficient solution to problems pertaining to the development of the sphere. Factors of the cognitive model of management of the organizational development of enterprises are investigated within the scope of the paper. The article studies the impact of 13 factors of internal business environment upon the formation of the system of management of organizational development of enterprises on the basis of impulse modeling. It is proven that within the system of management of organizational development of enterprises the target factor is the «Level of management decision making» while other factors under scrutiny are the guided ones. Employing namely the dynamic analysis allows to determine stabilizing and destabilizing factors of impact upon the organizational development of enterprises. The range of variation for indicator factors of management of organizational development of enterprises in the «min-max» system are identified within the framework of the article. Prospects of further research consist in the studies of the formation of alternative scenarios for management of organizational development of enterprises depending on the impact of diverse factors on the basis of cognitive modeling and determining the corresponding tools of organizational changes.

We study the impact of Russian regional governors’ rotation and their affiliation with private sector firms for the quality of investment climate in Russian regions. A theoretical model presented in the paper predicts that these factors taken together improve “endogenous” property rights under authoritarian regimes. This conclusion is confirmed empirically by using Russian regional data for 2002—2010; early in that period gubernatorial elections had been canceled and replaced by federal government’s appointments. This is an indication that under certain conditions government rotation is beneficial for economic development even when democracy is suppressed.
