On the eve of the Spring Festival in 2020, the coronavirus disease 2019 (COVID-19) was reported. Subsequently, the Chinese government at all levels took emergency measures to control the spread of COVID-19 among people. Guangdong and Hunan are large population floating provinces. The spread of COVID-19 is affected by population migration. Before the Spring Festival, Guangdong and Hunan Provinces dominated population export and import, respectively; after the Spring Festival, the trend of population flow was reversed by the resumption of work. Taking Guangdong and Hunan as examples, we establish a three-stage dynamical model to study the impact of population migration on the spread of COVID-19. The result reveals that Guangdong Province mainly emigrated the population and the scale of infection was reduced before the Spring Festival. However, the situation in Hunan Province was just the opposite. After the Spring Festival, work resumption was taking place across China and the migration of Guangdong may cause a second outbreak of the epidemic. While people in Hunan leave the province to work, the migration of population will have little effect on the spread of COVID-19.

AbstractIn order to improve the effectiveness of redistributive policies, in 2002 the Chinese government increased fiscal transfers and imposed more stringent regulations on the use of earmarked funds. This article evaluates the impact this had on K county in a north-western province. The case study finds that the misappropriation of earmarked transfers did decrease but this did not necessarily indicate an improvement in the local government's compliance in the usage of transfers. Instead, the county governments found ways to sabotage central policies by exporting fiscal burdens to the subordinate bureaus that received the earmarked subsidies. In some bureaus this was done by reducing the amount of funds allocated for operating expenses. In others it involved increasing staff numbers. These findings provide a basis for evaluating the effectiveness of using earmarked funds and internal supervisory mechanisms to achieve policy objectives in an authoritarian regime.

Background: The COVID-19 epidemic not only brings challenges to the health of people all over the world, but also impacts the global economy, and employment. Therefore, promoting industry and business to resume work safely has become an important step to be taken by all countries in overcoming the economic recession and restarting growth.Objective: This study aims to elaborate on epidemic prevention measures a Chinese company (Company C) took during work resumption.Methods: In this study, we used a case study design, with field research method applied to data collection and analysis.Results: It has been identified that Company C took a range of measures to prevent the outbreak of COVID-19 inside the company, which involve work resumption preparation (information survey, health training, work resumption plan, epidemic prevention plan), facilities management, materials management, employee activity management, and so on.Conclusion: When the COVID-19 epidemic was initially controlled in February, the Chinese government allowed enterprises to resume work voluntarily, which did not bring about a rebound in the epidemic. One important reason is that Chinese enterprises have taken multiple measures to prevent the spread of the COVID-19 virus. Company C's practices could shed some light on how companies in Western countries resume their work during the COVID-19 pandemic.

The COVID-19 pandemic has hit the world hard, costing more than three and half million lives. Governments around the globe are not in a consensus position on the most appropriate response to the pandemic. This study utilizes an economic model to assess choices and compare outcome of public health policies using China as a case study. A lax policy could have costed the country up to 97% of inbound tourism revenue; reduced real gross domestic product by 11% and decreased employment by 15%. Analysis shows that the appropriate prevention and control policy of the Chinese Government have mitigated the impact of COVID-19 significantly for both tourism and non-tourism sectors. Importantly, the article highlights that the substantial negative impact on investment in tourism will slow down the sector’s recovery. The article calls for strong tourism-focused response policies for a speedy recovery.

In recent years, urban waterlogging problems have become more and more serious, which has led to flood disasters in some cities. The Chinese government launched the sponge city pilot construction in 2015 to mitigate the risk of urban flooding and control the runoff in source areas. Rain-runoff control is one of the main indices of a sponge city, thus, evaluating its control effect is essential for sponge city construction. This paper chose Fenghuang city, located in the west of Hunan province, as a case study area to assess the rainwater control effect by using the MIKE FLOOD model. The results showed that: (1) the total annual runoff control rate (TARCR) of sponge city design was a reasonable indicator for daily rainwater control; (2) the goal of Fenghuang Sponge City was close to the 1-year rainfall event; and (3) infiltration and storage measures could reduce but not eliminate urban waterlogging. The capacity of the drainage system should be fundamentally improved to enhance the prevention standards of urban waterlogging.

In order to respond to climate change, the Chinese government has committed to reduce the intensity of its national GHG emissions by 2020. In contrast to expectations, this year has seen an unexpected tragedy in the form of the corona virus epidemic. This virus, which belongs to the SARS-COV-2 family, has created a global turmoil and led to a record number of infections and deaths. In this situation, China took refuge as the first country to announce the appearance of the virus, resorted to quarantine in the absence of a vaccine against the virus, declared a state of emergency and then led to the shutdown of the Chinese economy. With the increase in the number of infections and deaths several study had analyzing the connection between economic growth and covid-19 or public health and covid-19, while this paper focuses on the impact of COVID-19 on air quality, specifically the concentration of GHGs in the air resulting from industrial activities by comparing GHGs emissions in 2020 and previous years on the one hand, on the other hand, by analyzing the difference between the annual number of deaths caused by pollution and those caused by the virus. This mini review highlights the effect of long-term exposure to pollutants and the high risk of infection by the virus, China is taken as a case study, which evaluates the impact of COVID-19 on the environment.

Wealth transfers are key to the “how” and “why” of contemporary global population migration. For example, remittances are much-analyzed and fiercely-debated transfers of wealth from migrant populations to their home countries. Yet wealth can be transferred in the opposite direction – from homeland to hostland – and in various different forms. Using an ethnographic approach to understanding the impact of migrant’s (micro) decisions on wider (macro) global practices, this paper records, compares and contextualizes the global movement of things carried, left behind, pined for, and (re-)created by transmigrants. It seeks to nuance our understandings of the “who” of contemporary migration by tracing the role and cross-cutting paths of traditional wealth from the Kingdom of Tonga between groups of Tongan migrants who live in, and move between New Zealand, Australia, the United States and Hawai‘i. The case study illuminates Tongan women’s choices about carrying and creating objects of value that reify homeland gender and labor practices, while also affording them a role in impacting global wealth transfers that both entwine and eschew cash remittances. <strong></strong>

AbstractThis article combines the moral resources and political capital perspective with the theoretical arguments of guanxi and resource dependence theory to explore the strengths and weaknesses of both the Chinese government-organized and the grassroots environmental protection organizations (ENPOs). Qualitative methods were applied in this study, and the impact of these two entities on environmental protection was also analyzed. The findings mainly include: First, the ascribed political capital can ensure good guanxi with governmental departments, and thus improve an NPO’s opportunities to receive resources. Second, although the ascribed political capital enables government-organized ENPOs to run smoothly, their transparency and management need to be improved. Third, though grassroots ENPOs have little of political capital, they possess advantages in terms of the self-chosen moral resource, which can help them become relatively independent from the government and assume responsibility for monitoring the environment. The article concludes with a discussion of implications for policy highlighted by the findings.

Authorities in the People’s Republic of China communicate with citizens using an estimated 600,000 Sina Weibo microblogs. This study reports on a study of Chinese citizens’ adoption of microblogs to interact with the government. Adoption results from trust and peer pressure in smaller-network ties (densely knit, pervasive social networks surrounding individual citizens). Larger-network ties (trust in institutions at large, such as the Chinese Communist Party, executive organizations, the judicial system, the media, etc.) are not associated with the adoption of microblogging. Furthermore, higher levels of anxiety are correlated with lower levels of use intention, and this finding underlines the impact of the Chinese authority’s surveillance and control activities on the lives of individual Chinese citizens. Based on these findings, we outline a theory of why citizens use microblogs to interact with the government and suggest avenues for further research into microblogs, state–citizen communication patterns and technology adoption. Points for practitioners Our research identifies trust in individual civil servants, citizens’ anxiety and peer pressure as drivers of Chinese citizens’ intentions to use the Weibo microblogging platform to interact with the Chinese government. This insight allows practitioners to better understand citizens’ drivers and obstacles in the use of social media in state–citizen relations in China.
