Basic Competency Selection Candidates for Civil Servants in 2018 have the following problems: First, the passing-grade information of SKD-CPNS which was stated based on the regulation of MENPANRB No. 37/2018 but in fact not everything is based on that regulation. The reasons are: (1) SKD passing-grade score is the minimum score that must be fulfilled by each CPNS selection participant, not exceeding the passing grade score; (2) SKD-CPNS passing grade scores of athletes who excel are not stated in the SKD-CPNS passing-grade information, even though they should be determined, the lowest score of the CPNS selection participants who excel is the passing grade of SKD results; (3) Scores of the General Intelligence Test (TIU) formation of specialist doctors and pilot instructors who are required to work with very low error standards but are equated with TIU scores of general paths of at least 80. This means that the TIU scores below the cumlaude and diaspora lines are at least 85. Second, the graduation of the 2018 SKD-CPNS participants nationally is very small, only 3%. Most participants did not meet the passing grade score of 143 Personal Characteristics Test (TKP) which was too high, in contrast to the score of Nationality Insights Test (TWK) 75 and lower TIU 80. The SKD-CPNS issue requires recommendations because after a week of selection, the government agency has not yet announced the graduation of SKD-CPNS participants. Need to review SKD-CPNS passing-grade information so that it is in accordance with the regulation of MENPANRB No. 37/2018. The TKP passing grade score is too high (143), when compared with TWK scores (75) and TIU (80) which are much lower. Therefore the TKP score should be lowered and the determination of graduation based on the best ranking needs to be applied.

Personal reception represents a way of submitting citizens’ complaints and one of the forms of implementation of the constitutional right of citizens to appeal (complain). However, the legislative regulation of the issue under consideration seems insufficient, which has given rise to adverse law enforcement practice.The article determines signs of personal reception that allow us to distinguish it from other types of citizen’s communication with officials. The paper makes a thorough analysis of the duty of officials to conduct personal reception. Two models of performing the reception are highlighted: 1) personal reception is carried out only by chairpersons (of the government agency as a whole, its deputies or heads of structural divisions); 2) personal reception is carried out not only by chairpersons, but also by other authorized officials or specialized units. Moreover, the paper focuses on the problem of delegation of the obligation to perform personal reception to other officials.The paper investigates the procedure of personal reception that includes four stages: registration for personal reception (optional stage); arrival of a citizen at the place and time provided for personal reception, identification and determination of the order of personal reception; personal intercourse with the official, including a statement of the essence of the oral request or submission of a written application; registration of a personal reception card. Special attention is paid to the issue of registration of a personal reception, which allowed to formulate conclusions about the most relevant content of a personal reception card. The procedure of holding the all- Russian day of personal reception and experience of introduction of regional uniform days of personal reception in constituent entitities of the Russian Federation is analyzed.Also, the author scrutinizes the experience of organizing personal receptions in various governmental bodies and authorities in order to generalize additional guarantees of the rights of citizens during personal reception, as well as to develop an approximate list of feasible constrains.

Halal product assurance is a global concern, especially in some Southeast Asian countries. The Government of Indonesia through law No. 33 of 2014 requires food and beverage products circulating in Indonesia to have halal certificates. Responding to the central government program, the Government of Bangka Belitung has issued a Regional Regulation on the Implementation of Safe and Halal Food Guarantees. The purpose of the Community Partnership Program (CPP) is to realize Balunijuk Village as Halal Village. The determination of these objectives is the result of an agreement between the village officials and food and beverage business people in Balunijuk Village. The method of implementation in this activity is in the form of direct guidance to six fostered partners to obtain a Sanitation Hygiene (HS) certificate, and socialization on halal lifestyle targeting the community, village officials and six fostered businesses. Six fostered businesses in the village of Balunijuk have received Sanitation Hygiene (HS) Eligible Certificates. The issuance of HS certificates in the foster stalls shows the seriousness of partners in maintaining the cleanliness of the production process, raw materials and sanitation of production sites. HS Certificate as a requirement for business actors to apply for a Halal Certificate LPPOM MUI in Bangka Belitung. As many as 90% of participants understood about halal lifestyle material, besides that participants felt the need to apply halal lifestyle, especially in the selection of food and drinks to be consumed because it had an impact on physical and spiritual health. The results of this activity are the initiators to realize Balunijuk Village as Halal Village.

Test for civil servant candidates (CPNS) have become paradigm for governments to recruit employes who work in various installations within the government. In 2018, the government also held a civil servant recruitment test test again. In talking issue the threshold value or passing grade on the decision usually the government passes the basic competency test (TKD). From the calculation of passing grade that fulfills the number of percentages, the CPNS test said to have passed the test. The CPNS test it self is held thoroughly to all region of Indonesia so it is only natural that the number of CPNS test participants who make so much data processing becomes completed. Not to mention the calculation of the passing grade of each participant. The passing grade algoritm uses the codeblocks based C++ langue in calculating the passing therhold value of the CPNS 2018 test so that in calculating the passing grade of each participant it self become more time efficient and guaranteed. In addition the passing grade algoritm program uses the evectivenees of the calculation result. The ceit langue based on codeblocks in calculating this there threshold value can be a reference in conducting CPNS test exercise to find out about self-forgivenes

The decision taken in the selection of scholarship recipients for students is one of the responsibilities held by the stakeholders at the high school leadership level. The decision-making stage consists of compliance with the terms or criteria set by the government as the scholarship provider. Implementation of decision support methods for selection of scholarship recipients is required. This can help the leadership to make the selection better. Many methods in decision support systems can solve and make decisions better, including preference selection index. The use of preference selection index applied in the decision support system will result in a more effective decision.

Land acquisition is done by way of release or transfer of land rights of the holders of rights over land to government agencies that require ground. As a form of respect for the rights of holders of land rights, which require land-party in this case is the government agency, provide appropriate compensation on the basis of agreement between both parties through consultation. Form of legal protection given to holders of land rights is the determination of compensation based on the deliberations, the proper compensation that can provide a better survival than the level of socio-economic life before the affected land acquisition, and submission of objections to the amount of indemnification. Custody compensation cannot be the basis for taking land holders of land rights by Government agencies that require ground.Key Words : land acquisition, legal protection, custody compensation.

Nitrite is one of the food preservatives that the government permits, but on the use of over limits can cause endanger health, so it is necessary to control the content of nitrite in the food. Modification of electrodes on a screen printed carbon electrode (SPCE) with Fe3O4 has been successfully done for determination of nitrite. Modification of the electrode has been done by electrodeposition with cyclic voltammetry. Electrodeposition successfully performed with an electrolyte solution of FeCl3 in ethanol. Selection of the optimum drying temperature modified electrode obtained based on the respond of the solution of nitrite in Britton Robinson buffer pH 8. The result of the modification electrode used for the determination of nitrite with squarewave voltammetry method. Reaction between Fe3+ with nitrite a basis for determining nitric indirectly measured so that the peak current is the peak current of Fe3+ of about 0,55 V vs Ag/AgCl. The results showed nitrite measurements with this method has a detection limit of 1.3 x 10-8 M.

Recruitment and selection of civil servant is an effort of the Government of Indonesia to get a competent civil servants. The 2018 recruitment and selection of civil servant process was using merit system that is conducted online. But in its implementation, there are still many problems found at the Ministries / Institutions and Regional Government levels. This article discusses the issues in the 2018 recruitment and selection of civil servant process, and how ideally the process is supposed to be carried out. The method used in this article is literature review, both from journal articles, news articles, and other data that support research. The findings of the study show that the implementation of the 2018 recruitment and selection of civil servant still leaves some problems. But in this article, authors focuses on problems that are not getting much attention from many parties, such as the lack of attention from government to the needs of employees with future potential, and the subjectivity of the selectors in the interview process. The researcher recommends that the government needs to apply the concept of future potential skills in recruiting prospective civil servants and blind interviews to recruit a competent candidates. This article has limitations because it only uses literature review methods so it is necessary to do an actual research in order to produce research that is closer to the actual reality.

Introduction. The article explores the problems of the civil service in Ukraine, in particular in the context of significant amendments to the Law “On Civil Service” that were introduced in September 2019 and stipulated by the “reset of power”. The analysis focuses on the possible impact of such innovations as the possibility of dismissal without justification (grounds) of senior civil servants from positions of the category "A"(actually, based on a change of the Government), leveling of competitive procedures for selection on civil service, whereby the subject of appointment is offered for arbitrary selection of “up to 5 candidates” according to results of a competition, introduction of “contracts” in the civil service of Ukraine, simplification of procedures on recruitment and dismissal of civil servants and their approximation to relations in private (commercial) sector. Aim of the article. The aim of the article is to draw attention to the risks posed by the aforementioned changes in the civil service legislation, since such key principles of the civil service as professionalism, stability and public-law regulation of civil service relations are undermined. Results. The results of the research suggest that without protection by the law, civil servants cannot perform their functions properly, as they become vulnerable to pressure. And as a result of instability and arbitrary dismissals, the evolutionary professionalization of the civil service and its political neutrality (impartiality) are destroyed. Conclusions. Therefore, the amendments to the Law “On Civil Service” of September 2019 are extremely threatening to the Ukrainian civil service system. In the case of their negative impact confirmation, it is recommended to correct the errors as soon as possible and to return to building a civil service system on the European principles of good governance and public administration. Ukraine also needs to form a culture not only of the "transfer" of power from "outgoing" politicians, but also of "acceptance" of this power by new political leaders.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.
