The article considered the constructive and geographical aspects of the development of international hotel chains in Ukraine with an emphasis on the strategic prospects of strengthening the presence of Hilton Worldwide in the hospitality industry of Ukraine. The hotel chain is a form of association of hotel companies to ensure economic efficiency and competitiveness in the market through quality services. A brief digression into the company’s history was made. The principles and fundamental standards of Hilton Worldwide were outlined. The geography of Hilton’s establishments at the beginning of 2019 numbered 6,100 hotels and was represented in 114 countries. The Hilton hotel chain ranks fourth in the world among international hotel chains in terms of number of rooms and fifth in number of hotels. Hilton Worldwide Holdings Inc. operates as a holding company and provides services through subsidiaries. The article describes the 17 well-known Hilton brands. This company entered the national market of Ukraine with the appearance of the Hilton Kyiv hotel in the capital. Today Hilton Kyiv is one of the leaders in the hotel market of Kyiv and Ukraine as a whole. Hilton Kyiv provides guests with the necessary conditions for business trips and comfortable rest, providing quality service. Based on the SWOT analysis, the most appropriate type of Hilton Worldwide strategy in the current competitive environment of Ukraine has been identified. However, competition takes place not only at the level of individual hotels, but also at the level of international hotel chains. Some of them have ambitious plans to expand their presence in the Ukrainian market. This fact has complicated the competitive environment. And this factor should be taken into account when developing a strategy for the development of the Hilton chain in Ukraine. We offer a strategy to expand the Hilton chain in Ukraine by effusion as a result of bringing such brands to the hotel business market: Canopy by Hilton, Signia by Hilton, Hilton Garden Inn, Home2 Suites By Hilton, Motto by Hilton. Proposals were also made for a set of strategies to ensure the competitiveness and sustainability of Hilton Kyiv.

The tourism industry in Ukraine is currently actively developing. This industry meets the tourist needs of the population and is one of the important factors in the receipt of funds in the country's budget and employment. The main component of the tourism industry is the hotel industry. According to statistics, the cost of hotel services is from 30% to 50% of all tourist costs. The national market of the hotel industry of Ukraine includes international hotel chains. The analysis of the development of the hotel industry of Ukraine shows that the competitiveness of domestic hotel enterprises with European and Asian enterprises is not at the proper level. This requires increasing the efficiency of their economic activities. Therefore, to ensure efficiency, the task of the national hotel chain is to increase the competitiveness of hospitality enterprises. One of the ways to solve this problem is personnel management, including through the introduction of staff motivation. According to statistics, only 5% of staff always work in the hotel business with high efficiency. Other people need constant supervision, regular monitoring of tasks. Based on this, the hospitality companies had a small number of employees who aim at high efficiency of the entire enterprise. This is an important issue. Currently, hospitality companies use two types of motivation: - material motivation; - intangible motivation. The methods of material motivation include material rewards: - at full load of the enterprise, - at overfulfillment of the plan of sale of hotel services, - in the form of the annual premium, etc. Types of material motivation do not exclude punishment of staff, such as fines. The types of intangible motivation currently used in hospitality enterprises include: - organization of corporate holidays, - congratulations to employees on anniversaries, - introduction of additional days off, etc. Such types of motivation are used, for example, in the network of HELIOPARK Hotels & Resorts, Holiday Inn. This problem can be solved by organizing certain methods of motivation into a single system. Such a system must be adaptive.

Personnel management is recognized as one of the most important ways to improve the competitiveness of the organization in the local and national market. In the modern world, the life cycle of knowledge is becoming shorter, which requires regular updating of professional knowledge and abilities. Continuous updating of knowledge and improvement of skills are obligatory conditions for success. The most important task of enterprises of different forms of ownership is to increase the attractiveness of jobs in the regions for highly skilled professionals, to achieve high efficiency of employees through the improvement of personnel management systems. Management innovation is a universal tool for modernizing management. SWOT-analysis of the personnel management system of the Department of Property and Land Relations of the Voronezh Region made it possible to identify its strengths and weaknesses. The proposed innovative forms of management: career maps, employee development maps and scoring system are estimated using the models of D. Kirkpatrick and D. Phillips. Based on the analysis of trajectories of innovative development, the optimal moment for introducing changes and changing the development trajectory is determined. Assessment of the socio-economic impact of the implementation of measures confirmed their necessity and inevitability in the real economy.


The article deals with the issue of improving marketing communications in a hotel from the international hotel chain. The topic of the article in modern conditions is relevant and important in the development of effective marketing communications for many hotels that have opened in Russia recently. It is particularly relevant in connection with the fact that opened hotels representatives of international hotel chains operating in Russia on a franchise basis. The authors see the purpose of the article in formation of proposals to improve the current system of marketing communications. The authors analyzed the theoretical and methodological foundations of the formation of marketing communications in the organization; analyzed the existing system of marketing communications in the Hotel “ibis” in Nizhny Novgorod. The analysis devoted to the research of the theoretical and methodological foundations of the formation of marketing communications in the organization allowed us to conclude that marketing communications in the organization are a concept according to which the organization carefully thinks and coordinates the work of its many communication channels to develop a clear, consistent and convincing presentation about the organization and its goods (products, services). The main purpose of such communications is to demonstrate to contact groups the most important characteristics of the goods (services). The basis for the formation of an effective complex of marketing communications in the organization is segmentation, which allows obtaining the necessary information socio-economic and psychological characteristics of target audiences. The authors proposed the necessary list of communication activities, which does not violate the requirements of the franchise to the implementation of marketing activities. This confirms the practical significance of this article. The proposed measures will allow effective use of marketing tools for promoting the hotel. Companies will receive competitive advantages, attract more guests, and increase the economic efficiency of their activities with the proposed set of measures.

Air transport is developing at a rapid pace globally and is of particular importance for the mobility of people and goods. Through its flexibility, it responds to the ever-changing situation in commodity markets and provides the necessary conditions for transport services’ supply and demand in shortening the delivery times. The main subject of analysis in the presented article is the development of air freight transport over the last 12 years. The main results of the analysis of the volumes and changes of freight traffic to and from Bulgarian airports, as well as carried by the main carriers, give the grounds for SWOT analysis and is used to outline the main prospects for the future of air freight transport. The main objective of the survey presented is to outline trends for the development of air freight transport in the country and in particular to clarify the various factors influencing the demand for freight transport by identifying a system of indicators measuring the freight volumes and the loading work carried out, which can be analyzed regularly, and which allows the forecasting of changes in freight volumes during certain periods of time.

In the literature, controversies have arisen concerning the link between accounting and fiscal evasion, which are the object of debates among specialists from different specialized organizations from many countries. Under the term of “creative accounting”, the American and European tax systems have made up an ensemble of accounting mechanisms and also of fiscal manipulation which increased the interest and involvement of the states in the mitigation of such fraud risks and fiscal subterfuges whose percentage in the countries’ GDP varies from 8 to 80%. Starting from the SWOT analysis of tax evasion in the real and underground economy, the specialists of the liberal trades are called to join the fight against fiscal fraud and share their professionalism in creating a real competitive environment characterized by fair play.

The decentralization of power and administration, which began in Ukraine in 2015, has made some changes in the territorial organization of power and administrative-territorial organization. united territorial communities (UTC) were formed, which included rural and urban populations. Their administrative centers became not only towns and settlements, but also villages. In addition to the basic level of administrative and territorial organization of the country, its district level has also been transformed. There was a significant reduction of districts and their consolidation. As a result of these transformations, rural and urban agglomerations were formed, thus creating the preconditions for overcoming social and economic inequality and improving the quality of life of the rural and urban population. The solution to this important social problem has brought to the fore the problem of finding economic entities capable of transforming these socio-spatial entities into an space of inclusive well-being. The scientific and practical relevance of this problem has determined the purpose of the study, which is to reveal the essence of rural agglomerations and to justify the feasibility of consideration as drivers of their inclusive development of agricultural holdings. To achieve the goal of the study used systemic and synergetic approaches, the concept of spatial organization of society, the author's method of sampling and classification of UTC and new districts, methods of comparison, SWOT-analysis, deduction and induction, synthesis and analysis. The results of the study are characterized by scientific novelty, which consists in the identification of rural agglomerations as socio-spatial formations of the continuous type, substantiation of the directions of evolution of agricultural holdings into inclusive associations. The conclusions and recommendations made based on the results of the study correspond to its purpose and objectives, are characterized by applied orientation and targeting and can be used by public authorities, UTC, business entities for implementation in social practice.

В статье рассматриваются актуальные проблемы применения огнестрельного оружия сотрудниками подразделений охраны Федеральной службы исполнения наказаний. Обозначены нормативно-правовые акты, которые наделяют сотрудников правом применять различные меры принуждения к правонарушителям и освещают ситуации, в которых возможно использование и применение огнестрельного оружия. Юридическим основанием возникновения обязанности своевременно и правомерно использовать огнестрельное оружие в целях устранить источники опасности для сотрудников определяется реальная угроза. В статье рассматриваются вопросы, касающиеся особенностей несения службы: сложности, напряженности, экстремальности, динамичности, непредсказуемости оперативной обстановки. При этом акцентируется внимание на готовности сотрудников к качественному несению службы, способности применить оружие в необходимых условиях - условиях реальной угрозы, исходящей от исчерпывающего перечня источников опасности, непосредственно угрожающих жизни и здоровью. Основными проблемами применения огнестрельного оружия сотрудниками подразделений охраны представлены: превышение пределов правомерного применения; необходимость доказывания законности применения оружия в следственных органах и судах; страх применения огнестрельного оружия; неготовность сотрудников к применению оружия в отношении людей; дефицит времени, связанный с принятием решения о применении оружия; профессионально значимые качества сотрудников и др. Предложены меры и мероприятия по повышению надежности и эффективности служебной деятельности, четкого выполнения поставленных задач, правовой защищенности сотрудников, несущих службу с оружием. The article deals with the actual problems of using firearms by employees of security units of the Federal penitentiary service of Russia. The authors of the article indicate the legal acts that give employees the right to apply various coercive measures to offenders and highlight the situations in which the use and use of firearms is possible. The legal basis for the obligation to use firearms in a timely and lawful manner in order to eliminate sources of danger for employees is determined by the real threat. The article deals with issues related to the peculiarities of service: complexity, tension, extremity, dynamism, and unpredictability of the operational situation. At the same time, attention is focused on the readiness of employees for high - quality service, the ability to use weapons in the necessary conditions-conditions of a real threat emanating from an exhaustive list of sources of danger that directly threaten life and health. The main problems with the use of firearms by employees of security units are: exceeding the limits of lawful use; the need to prove the legality of the use of weapons in investigative bodies and courts; fear of the use of firearms; lack of readiness of employees to use weapons against people; lack of time associated with making a decision on the use of weapons; professionally significant qualities of employees, etc.the Authors suggest measures and measures to improve the reliability and efficiency of official activities, clear performance of tasks, legal protection of employees serving with weapons.

Reforming the system of public finances and administrative- territorial organization of Ukraine affects the formation of effective mechanisms for financial support of the functioning of territorial communities for their full involvement in the processes of socio-economic growth of the state. In this context, the theoretical principles of the need to analyze the financial condition of territorial communities in Ukraine are considered. In accordance with modern domestic transformation processes, local self- government bodies are gradually becoming influential subjects of financing the development of territorial communities in Ukraine. In addition to them, today the important subjects in these processes are public authorities that provide funding for the development of territorial communities. The author of the study analyzed the financial work of Novostrilishchanskaya TG during 2019-2020. As a result, the amount of budget allocations increased by UAH 442082. Revenues from the provision of services also increased by UAH 6,668. The amount of income from exchange transactions increased by UAH 448,750,000. Tax revenues of the budget decreased by UAH 35,642. However, the total budget revenues increased by UAH 492,853. As for expenditures, there was a significant increase in expenditures for the implementation of budget programs by UAH 424,473. Based on the SWOT analysis, problems were identified and priority areas of community development were selected. The community has significant prospects for economic and social development, associated with a favorable geographical location, good transport links and hard work of community residents. It is substantiated that the financial support of territorial communities should be understood as the process of formation, distribution and use of financial resources in order to meet the needs and interests of citizens in all spheres of life in the territory. In this context, the main priority areas of financial development of the community for the next 3-5 years are proposed. Effective methods of analysis of financial work for construction of strategy of development of territorial communities are defined.

Purpose Hotel development in Africa is at an all-time high, as entrepreneurs and institutional investors recognise and understand the opportunities, and as the international brands identify the gaps in their system coverage. The purpose of this paper is to quantify the chains’ future development pipelines and the requirement for human capital in those hotels. Design/methodology/approach Information was obtained from the international and regional (African) hotel chains that are signing deals to manage and brand new hotels in Africa, including location, number of rooms, brand and expected opening date. From this, a calculation was made regarding the number of jobs that will be created at different levels. Findings The findings show the number of hotels in the chains’ development pipeline in Nigeria and the human capital requirement in those hotels. Practical implications Governments, investors, operators and educators can benefit from the findings presented and develop relevant policies that will impact positively on human capital in Africa. Originality/value This paper outlines the impact of hotel growth on human capital needs in Africa.
