The global pandemic caused by COVID-19 led to a global crisis in the tourism industry, but at the same time created conditions for the development of domestic tourism in Ukraine. The post-conflict territories of Donbass, where quarantine has deepened the depressed socio-economic situation, especially need this chance. There is a question of finding measures to restore the profitability of tourism entities in the region. The aim of the research: to determine ways to increase the profitability of the tourism industry in the post-conflict areas of eastern Ukraine, taking into account the current features of their socio-economic development. The subject of the research: theoretical and practical aspects of increasing the profitability of tourism enterprises in Luhansk and Donetsk regions to restore the regional tourism industry and obtain a multiplier effect and the development of the socio-economic system of the region. The methods of the research: systems approach, structural-logical and statistical analysis, synthesis, generalization. The hypothesis of the research: involves the approach for tourism enterprises in the post-conflict eastern territory of the country to review systematically and change outdated patterns of work to overcome the break-even point and the general systemic crisis after a long quarantine. The statement of basic materials. According to the results of the analysis, it is determined that for tourist enterprises of Luhansk and Donetsk regions are especially relevant: overcoming the negative impact of external factors, creating an innovative product and diversification of activities, integration into other industries. The main ways that will best help achieve the required level of profitability are digitalization and implementation of modern methods of personnel management, comprehensive marketing and advertising activities, as well as mandatory analysis of financial and economic performance. The originality and practical significance of the research: presented results and proposed recommendations are based on a comprehensive comparative analysis of the current situation of the tourism industry at the regional level, presented proposals are interested for practitioners and relevant for implementation in most tourism organizations in Donbass. Conclusions and prospects for further research. The main requirements for the success of the proposed areas - getting rid of outdated patterns, validity and systematization in all processes and at all stages of work.

The article is devoted to the principles of functioning and development of economic security in the tourism industry in Ukraine. The urgency of creating an effective system of economic security in tourism is considered and the necessity of applying a multi-element system of economic security in the tourism industry of Ukraine is substantiated. Economic security is considered as one of the priority areas for the development of the tourism industry, which has a significant impact on the development of the country's economy. The purpose of the article is to determine the essence of economic security of the enterprises of the tourist industry, taking into account the specifics of their activity and the peculiarities of development in modern conditions. In this study, one of the key aspects of the development of the national tourism industry is the analysis of the basic elements of economic security and the assessment of their impact on the development of tourism enterprises. Economic security of the tourism industry is a universal category, showing the level of security of the subjects of socio-economic relations at all levels, which combines a complex system of means that ensure the economic stability of tourism industry. The economic security of each enterprise of the tourism industry is individual, its completeness and effectiveness depend on many factors, namely, an important influence is exercised by the state regulatory and legislative framework; the total amount of logistical and financial resources allocated by the heads of enterprises; understanding of the importance of guaranteeing economic security for each of the employees, as well as the practical experience of the heads of enterprise security services. Effective economic security of the tourism industry is possible only through a comprehensive and systematic approach to its organization. Economic security provides an opportunity to evaluate the prospects of the enterprise, to develop a tactical and strategic system of development, to reduce the effects of financial crises and the negative impact of possible new threats and dangers. The practical significance of this article is that the results obtained can be used to develop scientific and practical approaches to the organization of an effective economic security system in the tourism industry, as well as conclusions and recommendations can be the basis for the formation of state strategic directions for the rational management of tourism enterprises, which will help to solve economic and social problems and ensure a functional work in the tourism industry. Formulation of the problem. World history contains many sad facts related to political conflicts, which over time turn into open armed confrontation within individual regions of different countries. Reintegration of such territories into the socio-economic system of the country may remain an impossible task, so determining the prospects for the development of the region with the help of leading sectors of the economy, in particular tourism, is an urgent problem. The aim of the research: analysis of existing international experience, determination of economic and social prerequisites for the development of post-conflict territories by tourism means on the example of eastern Ukraine. The subject of the research: theoretical and applied aspects of using tourism industry tools for the development of post-conflict territories. The methods of the research: systematic approach, structural-logical and statistical analysis, synthesis, generalization. The hypothesis of the research: involves the use of an approach whereby tourism development is considered as an alternative strategy for restoring socio-economic well-being for the region's inhabitants. The statement of basic materials: review of previous research and current historical facts about solving the problems of post-conflict territories revealed four negative and four positive prerequisites, the existence of which substantiates the expediency of using tourism industry tools for the development of such problem regions. The originality and practical significance of the research: the results of this study, conducted according to the data of Lugansk and Donetsk region, prove that tourism will not become a leading sector of economy for these regions, but its intra-regional development will be a catalyst for recovery of other economy branches. Conclusions and prospects for further research: given the existing skepticism about tourism development opportunities in the Donbas, the following studies will focus on the reasonable feasibility of developing certain tourism types in this region of our country.

The main purpose of the study is to develop methodological basis and practical recommendations in respect of the formation of a system of strategic marketing management of enterprises in conditions of market uncertainty. The urgency of solving this scientific problem consists in the fact that the construction of the market structure of the modern economy requires to solve many strategic managerial tasks on different levels. Within this context, one of the important tasks is to elaborate strategic approaches to advance enterprises in the tourism industry, which allow to use the opportunities of the external and internal environment effectively, to minimize the negative impact of environmental factors, to sustain and to develop competitive advantages in the long run.

Purpose: the article aims at substantiating the applicability of project management methodology and tools to the tactical and strategic development of the tourism industry at both the global and national levels of economic development. The author sees the possibility of sustainable development of the tourism industry on the basis of a systems approach to improving the functioning of tourism enterprises using the tools and methods of project management. Taking into account the current contribution of tourism to the global economy and the national economies of many countries, the problem of sustainability of tourism enterprises and national tourism industries in general seems to be one of the foundations for solving the problems of sustainable development included in the 2030 Agenda for Sustainable Development.Methods: the study was conducted on the basis of a systematic approach with the use of logical and comparative analysis of various types of project management methodology potentially applied to tourism projects both for solving operational tourism problems and for the strategic development of tourism industries, as well as the method of structural-functional modeling aimed at laying the foundation for the tourism project management methodology.Results: the problem of sustainability of the tourism industry – the leading sector of the national economies of many countries and the global economy as a whole – has been considered using a systematic approach. An attempt was made to prove the applicability of the project management methodology and tools to the tourism industry and the dependence of the sustainable development of the tourism industry, both at the local and national levels, on more effective management of processes, programs and portfolios based on a systems approach and project management as a method to improve tourism firms’ operations. The methodology of project management in tourism as a driving force for social, economic and cultural change is considered as the basis for successful implementation of projects to ensure benefits for all stakeholders: tour operators, consumers of tourism projects, local communities and all companies involved in tourism projects.Conclusions and Relevance: currently, the tourism industry faces a situation in which tourism projects are implemented in the context of reactive risk and change management with the almost complete absence of proactive change management, which adversely affects the quality of tourism projects and greatly hinders the development of national tourism industries in general. The proposed concept of applying the project methodology based on the author’s model of project management in tourism, the model of the tourism project and the model of TMBOK (tourism management body of knowledge) provides for a system of measures necessary for integrating the project management methodology into the practice of tour operators for the further sustainable development of all tourism business stakeholders.

In the context of global quarantine and uncertainty, an important aspect is the development of the economic spheres of the post-pandemic world and its new standards. The measures taken to combat the spread of COVID-19 have a particular impact on the tourism industry, which has become one of the most affected during this period. The study focuses on the prospects and emergence of new standards of living and doing business in countries with a significant weight of tourism in their GDP and the impact of post-pandemic features on countries that are beginning to develop in the tourism industry. During the preparation of the article, the dependence of the service sector on the stable situation in the world and the challenges posed by this pandemic to this branch of the tertiary sector of the economy were analyzed. Emphasis is placed on the study of the interaction of social and economic factors that affect the development of the tourism industry in the context of globalization. The relevance of the article lies in the need to predict ways to adapt countries to global change based on the experience of governments in combating the negative impact of coronavirus on the tourism industry. The purpose of the study is to reveal the impact of new norms of the post-pandemic world on the development of tourism. Methodology and scientific approaches: analysis of scientific works in the fields of economics, finance, sociology and medicine. An analysis of statistics for the COVID-19 pandemic, collected by global health and safety structures; reports of government agencies and analysis of the impact of quarantine restrictions on the state of their economy. The ability and pace of adaptation of the post-pandemic world to global changes and in particular to the tourism industry have been predicted. The result of the research is to reveal the scale of the pandemic effect on the world economy and forecast the vectors of tourism business development in the new realities. The practical significance of the article is determined in the analysis of the necessary transformation of the world in order to overcome further economic crises. The social consequences of compulsory vaccinations and non-violation of existing quarantine restrictions are positive in terms of improving the world economy.

Purpose: scientific substantiation of new ways to improve personalized interaction with tourist companies' clients based on the use of modern Internet technologies. Methods. A theoretical synthesis of scientific sources concerning of usage of Internet technologies in the framework of relations with clients (I. Reshetnikova, S. Ilyashenko, E. Pan, P. Gumble, R. Johnson and D. Ford, S. Melnichenko, M. Boyko, V. Lukyanov, G. Munin, Yu. Pravyk). An analysis of the activities of domestic and foreign tourist enterprises regarding the personalization of relations with clients shows that at the present stage there is a tendency to switch from a strategy of concentrated marketing to a strategy of personalization, where each client is offered an individualized service complex. Results. Personalizing relationships with clients for the tourism industry is an extremely important factor in the development and profit making, since communication in tourism involves close interaction with consumers and their individual requests and wishes. Ukrainian companies that implement the principles of personalization often face the lack of scientifically based methods for preparing and adopting managerial decisions using modern information technologies. As a result of the scientific search, there have been offered various innovative ways and means of optimizing the work of tourism company managers for personalized interaction with customers through Internet technologies, which include modern analytics services, information collection and processing, as well as tools that allow the creation of personalized emails, promotional advertisement, content, etc. The scientific novelty lies in the complexed integrated differentiated assessment of the use of IT-technologies for the formation of personalized relations of a tourism enterprise with customers. The practical significance. The integrated implementation of modern personalized marketing tools ensures effective and long-lasting relationships with customers, which is the key to the successful operation of the company's tour in the market.

Goal. The purpose of the paper is to provide a theoretical and methodological study of the experience of Georgia in the development of tourism in the period from 2009 to this time. Method. The methodological basis of the research is the basis of scientific dialectics. Expeditionary, historical, comparative-geographical, statistical methods of research have been applied. Results. The role of the public sector in the development of tourism in Georgia and the activities of the National Tourism Administration are analyzed. The current state of tourism of Georgia is highlighted, which has considerably improved after the conflict. The role of tourist information centers in the development of tourism of the country in the post-conflict period is determined. The strategic goals of development of tourism of Georgia were grounded, due to the implementation of which they managed to reach growth in the industry. It has been established that the development of infrastructure, marketers' efforts and attracting new investments has been the driving force behind the growth and progress in the tourism industry in Georgia. Scientific novelty. Scientific novelty is to begin systematizing the experience of various countries affected by the conflict, in the development of tourism. It is stressed that the experience of Georgia will be useful for Ukraine in this direction. Practical significance. The results of the study can be the basis for further analysis of the possibilities of developing tourism in the post-conflict period in other countries. Ukraine has many similarities with Georgia, especially in terms of overcoming the conflicts in the tourism industry. It is suggested to use the positive experience of Georgia in Ukraine in order to achieve high indicators of the level of tourism organization.

The article discusses the methodological foundations of the classification of investments in enterprises of the tourism industry of the Russian Federation. Considered the need for implementation and identified key factors of innovation in the tourism sector. The most important and significant factors directly influencing the intensity of innovation in the functioning of subjects of the tourism sector include the following: the increase in the level of competition in modern tourism is a direct consequence of the transition of subjects of the tourism sector from aggressive price competition to the principles of competition as part of increasing the quality level and optimal ratio quality and price indicators; The rapidly growing needs of modern society are forcing tourism enterprises to form more sophisticated, rich and diverse products and offer the most unified and, at the same time, extraordinary services; the active development of information, technical and communication technologies stimulate the subjects of the tourism sector to introduce and apply the latest achievements of science and technology to improve performance indicators and meet the needs of tourists; the intensification of globalization processes is the reason for the diversification of the production of tourism services and the unification of tourism enterprises at the national and international levels. It has been established that innovation in the field of tourism needs to be understood as a qualitatively new product that comprehensively allows to meet the existing and potential needs of tourists and get the maximum effect (socio-economic, financial, etc.). It is determined that the state and development of the industry determine the possibilities for implementing innovation and investment activities of a separate tourism enterprise, based on its internal needs and available resources. It was found that the generalization and complex systematization of classification elements and features, as well as the formation of a scientifically based list of innovations used in the operation of companies in the tourism sector, has significant practical significance, since it determines the potential ability to give a detailed idea of the characteristics of a particular innovation.

The article covers the problem of international tourism development in the conditions of COVID-19, as well as identifies the main trends of its potential development in the long run. Tourism contributes not only to the economic development of countries, but is the cause of geographical diversification, which dramatically changes the structure of international tourism, so the relevance of the study is indisputable. The purpose of this study is to trace the development trends of such a powerful industry as international tourism during the pandemic period and to develop a strategy for further social growth in this area at the international level. During the research the method of statistical research, the method of comparison, analysis and synthesis, the method of generalization were used. The state of tourism in 2020 in comparison with 2019 is studied. The characteristic features of the current economic situation after the regression in the field of international tourism are formed: the contribution of this link to the world GDP and employment is generalized. The importance of this industry and related industries in the world economic arena is statistically substantiated. The article considers the tendencies of development of the tourist sphere of Europe in modern conditions. The analysis of expenses for internal European tourism is carried out. Prospects for tourism development in Europe during the COVID-19 pandemic have been identified. The conclusions of scientific research are formed. As for the possibility of using the results of the study, they are primarily necessary for the formation of an effective policy of international tourism by state regulators at the national and international levels. The practical significance of scientific research lies in the formation of an effective practical mechanism for implementing the strategies of international tourism in the world in terms of COVID-19. The social consequences in the languages ​​of the global COVID-19 pandemic may be a decline in travel services of tour operators as a result of falling profits of companies in the tourism industry and their closure, job losses, reduced taxes to the budget due to the closure of tourism enterprises.

Purposes.The article aims to conduct an in-depth analysis of the situation in the world and Ukraine during the pandemic, as well as to develop practical measures to rehabilitate the tourism sector from the effects of the economic crisis caused by the Covid-19 pandemic. The authors suggest that the reduction of the negative effects of COVID-19 on the tourism industry is possible through the support of state institutions of the tourism industry and the development of the domestic tourism and recreation sector with elements of rehabilitation measures after coronavirus. Design/methodology/approach. To achieve the goals, objectives in the article the authors used a set of scientific methods that ensured the conceptual integrity of the study, in particular: methods of statistical and comparative analysis, which allowed to objectively assess the level and dynamics of the impact of quarantine measures on the world economy; tabular method - to illustrate the results of empirical research to study negative trends. Comparative research methods were also used to study the world experience of eliminating the effects of Covid-19 on the tourism industry; abstract-logical and system-structural - during the proof of the hypothesis. Conclusions. Tourism is a sector of the economy that is highly profitable and has made a significant contribution to filling local budgets and increasing annual GDP in general. It should also be noted that the tourism industry is closely intertwined with various industries and the negative impact of quarantine restrictions, as well as negatively reflected on them. The statistics analyzed in the paper indicate that this industry has suffered the most due to the introduction of quarantine measures, which has prompted the tourism company to quickly join the new conditions and reorient its activities. So, to support the tourism and related sectors of the economy, expanding pandemics and reducing its effects, the authors, first of all, propose to develop an internal tourism and recreation market, create conditions for the formation of a new innovative rehabilitation direction in the recreation complex and psycho-emotional state after coronavirus disease, which is carried out with important consequences. Originality/value. The authors have put forward a benefit and now need an idea for the rehabilitation of patients after coronavirus, as a result of which the consequences of the disease are sometimes important and require an appropriate rehabilitation period. The articles substantiate the need for support from state institutions of the tourism industry during pandemics and the authors propose to compile a tourist and recreational area of responsibility for the organization of rehabilitation conditions after treatment of coronavirus. Practical implications. The fact that the issue addressed by the article is necessary and adaptation in quarantine is important for every enterprise, especially for tourism enterprises, and the problem is not fully explored. Thus, the research and analysis conducted in the articles are relevant and requires detailed study and formation of new areas of tourism development, the formation of complex aspects of improvement and adaptation of tourism in a pandemic. Responsibly important support from government agencies in the tourism industry will promote the intensive development of the domestic tourism and recreation sector with elements of rehabilitation measures after coronavirus disease.
