The article deals with theoretical and legal issues related to the mechanisms of national security. The study shows that in order to ensure national security, it is necessary to take into account its constituent elements. One such element is energy security. Ensuring energy security should be implemented at the local, regional and Federal levels, taking into account the constitutional rights of citizens to a favorable environment, the prevention of environmental and man-made disasters, the rational use of natural resources. The author proposes to apply new approaches to the regulation of this type of relations, taking into account the systematization of normative legal acts in force in the Russian Federation, for the most effective solution of environmental and legal problems of energy security in Russia.

The subject of the article is the typology of national security, and controversial issues of the selection. The purpose of the article is to identify causes of a large number of security’s forms both in theory and in practice, also to analyze acts in this sphere. The methodology of the article includes analysis, synthesis, formal-legal and comparativelegal methods. The main results of the research. The author focuses on the problem of types of national security. The author investigates the national security and methodological, theoretical and legal aspects of the classification of national security’s forms. The reason for the diversity of types of national security should also be recognized as the lack of a clear classification of them. Author investigates the mechanism for detaching forms of national security in acts of the Russian Federation in the field of security and suggests that new forms of nation security (moral security and culture security) should appear in base document of strategic planning of the national security. Moral security includes cultural, ideological, informational, psychological, scientific, educational, and religious security. Cultural security in its most general form is the stable existence of culture, the protection of this sphere from internal and external threats, for example, such as the emasculation of spiritual and moral values and globalization. Conclusions. The identification of new types of national security is an objective process due to the very versatility of such a phenomenon as national security. At the same time, it should be recognized that the sphere of spirit and morality in the context of spiritual security does not belong to the legal science, but rather to the field of philosophy and religion. In this regard, their inclusion, even as an adjective, in the text of the strategic planning document raises doubts, so the use of the phrase "moral security" in legal acts in the near future, in our opinion, can hardly be expected.

The Russian Federation is the big biggest petrol and natural gas exporter to the European petrol market. The V4 countries are a part of this market. They have various energy potential, various foreign policy making conceptions and finally they have different opinions about UE`s role on the European petrol market. What they share is dependency on the Russian Federation in the natural gas and petroleum import, and energy security concerns. All this together overlaps with Russian “energy hegemony” strategy aimed at using the natural resources as a tool to create foreign and domestic policies and influencing ongoing events in Europe. Thus a paper entitled “Russian Federation`s energy strategy towards Visegrad Group Countries” aims to characterize relations between Russian Federation and V4 Countries within the energy policies conducted by this international relations players.

After analyzing the documents of the strategic planning of the Russian Federation, the state policy of the Russian Federation in the Arctic until 2035, the author makes an attempt to consider current legal problems in the field of environmental management and environmental protection in the region, ensuring the sustainable development of the Arctic zone of the Russian Federation. The article highlights the main threats and risks of ensuring the environmental safety, including when applying innovative, genomic technologies in the field of agriculture. In conclusion, a summary is made about the need to amend the legislation of the Russian Federation in terms of ensuring the environmental safety and sustainable development of the Arctic zone of the Russian Federation

The paper is devoted to the economic and legal aspects of environmental safety in modern conditions. It is proved that there are the necessary initial data and rationalizing materials for the introduction in accordance with the established procedure of the normative indicators of the lower threshold of environmental safety. It has been established that in the economically developed countries considerable experience in recycling household waste has been accumulated. It is determined that there are all grounds to assert that, at the present level of development of science and technology, it is technologically possible to ensure environmental safety through the rational use of natural resources, the introduction of wasteless complexes, resource and energy-saving facilities. Practice has shown that in the legislation of the Russian Federation the issues of rational use of natural resources are poorly reflected. These issues were studied in detail in the governmental plans, which in the previous period had the status of laws.

Energy security is currently one of the key components of national security of any country. The object of this research is the basic documents of strategic planning of the European Union in sphere of ensuring energy security (Roadmap of the European Union “Final 10-year ETIP SNET R&I roadmap covering 2017-26”) in the context of comparative analysis of the existing approaches towards ensuring energy security of the Russian Federation (Energy Security Doctrine of the Russian Federation). The analysis is conducted from the perspective of comparison of two documents of strategic planning for the purpose of identification of threats and risks to the economic security. The subject of this research is the threats and risks to energy security of the countries, and thus, their national security. The scientific novelty consists in examination of the documents of strategic planning in the sphere of energy security using methodology of comparative analysis developed by the authors, which is based on the dynamic semantic network. In accordance with the aforementioned methodology, analysis is carried out on the structure of documents that encompasses the processes, the manifestation of which can be observed through objective and subjective methods of monitoring. The authors developed the expert analytical apparatus of comparative analysis, as well as the methodology for assessing the objectivity of comparative analysis. The developed methodology of comparative analysis is tested on the example of strategic planning documents in the sphere of energy security of the European Union and the Russian Federation. The conclusion is made on the need for further research of the methodological foundations of comparative analysis in order to detect the risks and threats to the economic security of the Russian Federation.

Russian legislation has incorporated strategic documents in the sphere of security - the Strategy of National Security of the Russian Federation and the Concept of Public Security of the Russian Federation, - which has rendered the research of criminological security of a person, society and the state especially urgent. The interests of a person connected with ensuring his/her criminological security are often viewed in modern research through the prism of the interests of the state and the society in general. However, the authors believe that the criminological security of a person has a dual nature and combines the elements of both individual and common interests in the sphere of ensuring national security. The criminological security of a person should be given a legal form, and the authors support the idea that a person has a right to the protection of his/her vital interests against the unlawful infringements and other negative factors of criminogenic character, which should be provided through the law enforcement activities. The right of a person to criminological security, although absent from the list of constitutional rights and freedoms, has a distinct natural law, fundamental character, so the state should create such conditions that make it possible to predict, minimize, prevent and eliminate criminogenic threats, and this right should act as a legal guarantor of fulfilling other constitutional rights and freedoms. In this connection, the authors insist that it is possible and necessary to recognize the right of an individual for criminological security at the legislative level; this rights contents are unique compared to other fundamental rights and should be duly guaranteed by the state. If the criminological security of a person is given a legal form, this will make it possible to strike a balance between the interests of an individual, the society and the state in the ensurance of national security and its specific types.

At the end of January 2020, our country faced a new threat to national security, namely the infection of the population with a coronavirus infection, from which a vaccine has not yet been developed. As a result of the activity of COVID-19, there are cases of death, carriers of this virus. The main problem of the new virus is its increased level of infectivity, transmission is carried out by airborne droplets (when coughing or sneezing) and by contact (handrails in vehicles, door handles and other contaminated surfaces and objects). The epidemic, which has grown into a pandemic, does not allow maintaining the appropriate level of security of the country and the implementation of the constitutional rights and freedoms of citizens of the Russian Federation, and therefore, to restore these rights and freedoms, it is necessary to use all the state's capabilities to prevent the spread of infection and develop a medicine. The process of self-isolation of citizens of our country does not give the expected results, a huge number of people are forced to continue to carry out their work, and therefore, with the help of conscious self-isolation of citizens, it will not work to stop the spread of a new infection and it is necessary to resort to other measures that regulate the movement of citizens and social activity. To this end, legislative and executive authorities introduce new measures to prevent the spread of infection. The Federal Service of the National Guard Troops does not stand aside and directs all its efforts to preventing the spread of infection.
