In the article the authors cover a problem of formation of an effective state policy of counteraction to terrorism in the Russian Federation. Political and legal aspects of ensuring the state and public security in modern Russia are characterized. The objective reasons and factors of emergence of terrorism in the modern state are generalized. The main general directions and institutional mechanisms of realization of a state policy of counteraction to terrorism in system of ensuring national security in Russia are revealed.

Предупреждение и пресечение картелей как одной из угроз национальной безопасности является приоритетным направлением современной конку-рентной политики государства. Однако картели на товарных рынках (исключение – сговоры на торгах) имеют особую природу, о чём свидетельствуют разное отношение к картелям в отдельные периоды времени, позиции некоторых экономических учений и современные взгляды. Так, представители австрийской школы выступают за отмену борьбы с картелями в принципе. В различных научных источниках встречаются предложения о признании на законодательном уровне экономической целесообразности картельных соглашений в сфере НИОКР, инноваций, при реализации проектов, направленных на модернизацию и структурную перестройку отраслей, о необходимости изменения отношения к картелям, о смягчении государственной политики в отношении соглашений такого рода. Современная антимонопольная политика характеризуется жёстким запретом картелей, заключение которых влечёт уголовную ответственность при наличии всех признаков преступления. Между тем проведённое исследование позволяет сделать вывод о том, что при наличии определённых обстоятельств заключение картеля может быть экономически полезным, а значит юридически обоснованным и оправданным, чему должна при необходимости даваться соответствующая уголовно-правовая оценка. УК РФ содержит необходимые инструменты для учёта многих обстоятельств деяния, содержащего признаки преступления, при решении вопроса о привлечении к уголовной ответственности за картели. Prevention and suppression of cartels, as one of the threats to the national security, is a priority of the modern competitive policy of the state. However, cartels in commodity markets (with the exception of collusions at auction) have a special nature, as evidenced by different attitudes to cartels in certain periods of time, the positions of some economic doctrines and modern views. Therefore, representatives of the Austrian school are in favor of abolishing the fight against cartels in principle. In various scientific sources, there are proposals to recognize at the legislative level the economic feasibility of cartel agreements in the field of R&D, innovation, in the implementation of projects aimed at modernizing and restructuring industries, the need to change the attitude to cartels, and to soften state policy in relation to such agreements. Modern antitrust policy is characterized by a strict prohibition of cartels, the conclusion of which entails criminal liability if there are all signs of a crime. Meanwhile, the study allows us to conclude that in certain circumstances, the conclusion of a cartel can be economically useful, and therefore legally justified, which should, if necessary, be given an appropriate criminal legal assessment. The Criminal Code of the Russian Federation contains the necessary tools to take into account many circumstances of an act containing signs of a crime when deciding whether to prosecute cartels.

В статье рассмотрены формы реализации государственной политики в области обеспечения безопасности дорожного движения, направленные на предупреждение и профилактику дорожно-транспортных происшествий. В настоящее время довольно остро стоят вопросы, касающиеся безопасности дорожного движения. Несмотря на предпринимаемые меры, ситуация, которая сложилась на дорогах Российской Федерации, далека от совершенства. В связи с этим обеспечение безопасности дорожного движения выходит на первый план и становится одной из первоочередных задач страны, имеющих общенациональное значение. The article considers the forms of implementation of the state policy in the field of road safety aimed at the prevention and prevention of road accidents. Currently, there are quite acute issues related to road safety. The situation that has developed on the roads of the Russian Federation is far from perfect, despite the measures taken. In this regard, ensuring road safety comes to the fore and becomes one of the priority tasks of the country, which is of national importance.

В статье автором изучен такой общественно опасный феномен как коррупция, в частности, коррупционные правонарушения сотрудников УИС, вызывающие наибольший резонанс и создающие реальную угрозу не только пенитенциарной, но и национальной безопасности государства, поскольку именно сотрудники УИС должны являться гарантом обеспечения законности, правопорядка и справедливого исполнения наказаний. Показывается, что в борьбе с данным негативным явлением одним из эффективных средств является правовое просвещение и воспитание, поскольку причиной многих коррупционных правонарушений, совершаемых в УИС, является правовая безграмотность сотрудников. На основе проведенного анкетирования были изучены содержание, формы и методы работы сотрудниками УИС по правовому просвещению в рамках профилактической деятельности в борьбе с коррупцией в УИС. Автор приходит к выводу, что достижение реальных результатов в деле формирования атмосферы нетерпимости к коррупционным проявлениям, подрывающим авторитет государственной службы в Российской Федерации, возможно только путем консолидации всех усилий, а проводимый комплекс информационно-пропагандистских и просветительских мероприятий дает положительные результаты. In the article the author studied such socially dangerous phenomenon as corruption, in particular - corruption offenses of CES employees, causing the greatest resonance and creating a real threat not only to penitentiary, but also to national security of the state, since it is the CES employees should be the guarantor of legality, law and order and fair execution of punishment. It is shown that one of the effective means to combat this negative phenomenon is legal enlightenment and education, since the cause of many corruption offenses committed in the CES is the legal illiteracy of employees. The content, forms and methods of work on legal education as part of preventive anti-corruption work with employees of prisons have been studied on the basis of the questionnaire. The author concludes that the achievement of real results in the formation of an atmosphere of intolerance to corrupt practices that undermine the authority of public service in the Russian Federation is possible only through the consolidation of all efforts, and the ongoing set of outreach and educational activities gives positive results.

В статье рассматривается и обосновывается необходимость возобновления в уголовном праве института конфискации имущества в качестве уголовного наказания. Необходимость его возобновления обусловлена наличием ряда преступных деяний, представляющих угрозу обществу, государству, национальной безопасности Российской Федерации. В настоящее время законодательная регламентация конфискации имущества в качестве иной меры уголовноправового характера, вызванная неопределенностью его сущности, целевых установок и механизма назначения, не выполняет предупредительную задачу, установленную уголовным законодательством. The article discusses and substantiates the need to renew the institution of confiscation of property in criminal law as a criminal punishment. The need to resume it is due to the presence of a number of criminal acts that pose a threat to society, the state, and the national security of the Russian Federation. Currently, the legislative regulation of the confiscation of property as another measure of a criminal-legal nature, caused by the uncertainty of its essence, targets and the mechanism of appointment, does not fulfill the preventive task established by the criminal legislation.

One of the most important factors affecting the health of modern youth is nutrition. Taking into account the timeliness of this problem, a research aimed at improving the quality of nutrition for students of higher education institutions of various fields of study (Ufa, the Republic of Bashkortostan) was executed. A software directed at studying the nutritional composition of the diet of students was developed, registered and tested. The development and implementation of the program were carried out taking into account regional features of nutrition of the population of the Republic of Bashkortostan. The food ration of university students of various fields of study was also evaluated according to food groups. The insufficiency of the daily ration based on a number of indics was revealed (according to nutritional composition and food products. The nutritional status of students according to the level of insufficiency of daily intake of nutrients in order to identify the degree of risk of abnormalities in the state of health development was evaluated also. According to the document of the Government of the Russian Federation “Fundamentals of the state policy of the Russian Federation in the field of healthy nutrition of the population for the period until 2020”, implementation the development of a set of measures aimed at reducing the prevalence of diseases associated with nutrition is one of the main directions of the state policy in the field of healthy nutrition. In this regard, a conceptual medical-pedagogical model aimed at forming a system of values in relation to healthy lifestyle among students was developed. Currently, there was executed an evaluation of the effectiveness of this model in the educational process of the M. Akmulla Bashkir State Pedagogical University. There was also been studied content of macro- and microelements in the venous blood of the students based on the changes in the quality of nutrition. There was also conducted analysis of hygienic conditions of students’ educational environment of leading universities in Ufa (the Republic of Bashkortostan).
