Coastal sand dunes are complex transitional systems hosting high levels of biodiversity and providing important benefits to society. In this paper we aimed to evaluate the multi-service nature of ecosystem services (ES) supply in the dunes of the Italian Adriatic coastwithin Natura 2000 (N2K) sites. We i) identified ES indicators and assessed the supply capacity (Climate regulation, Protection fromwind and aerosol, Erosion regulation, Recreation and Tourismand Existence value of biodiversity) of natural dune ecosystems of European conservation concern; ii) upscaled this data to create an inventory of ES supply for all dune N2K sites in the study area; iii) explored the trade-offs among ES; and iv) summarized and spatially compared the overall multi-service value of the N2K sites.The study provides a method for quantifying the role of N2K sites in supplying benefits for our society. We found that the multi-service capacity of coastal dunes is uneven within sites and within administrative regions. This variability is related to both ecological (e.g. distribution, ecological integrity, extent and conservation status of dune habitats) and administrative (e.g. local implementation of the Habitats Directive) characteristics of the analysed area. ES are not coupled as several sites with high values for one ES show very low values for others. The results suggest that conservation actions should favour restoration of the natural dune zonation, since this underpins multi-service ES supply. The approach can distinguish regions with high ES values and regions where the paucity of protected areas represents a gap in ES supply, fact that offers an incentive to enhance the protection strategy butalso suggests an urgent need to improve the N2K network by enlarging existent sites and including new ones.

Coastal dunes are among habitats with the worst conservation status on a global, European and national scale. Monitoring and reporting are of strategic importance to determine the effectiveness of the implementation of Habitats Directive and to preserve the unique biodiversity heritage of the Italian dunes. In this study we show main results of the 4th National Report with specific reference to the macro-habitat “Coastal Sand Dunes and Inland Dunes”, highlighting its updated current conservation status at the national and Biogeographical level. A comprehensive Working Group of territorial experts collected, updated, validated and integrated the data available for 11 Annex I Habitats, distributed in the Alpine, Continental and Mediterranean Biogeographical Regions. The conservation status was evaluated through the following criteria: geographic range, surface area, structure, functions, pressures, threats, conservation measures and prospects. Results highlighted the dramatically bad conservation status of Italian dune Habitats: the overall assessment reported 88% of habitats in bad conservation status and the remaining 12% is in inadequate conditions. Results showed a generalised threat and a worrying conservation status both on herbaceous and wooded communities, in particular in some relevant habitats, such as the shifting dunes. Main pressures and threats were linked to residential, commercial and industrial activities, as well as alien species. Although some of the changes in distribution and trends are probably deriving from more accurate and updated data, the alarming conservation status of Italian sand dunes requires a better knowledge of pressures and threats for further management actions and monitoring plans, inside and outside protected areas.

A pilot study, using the dataset from the research network ‘FLT Med Net’, which regularly monitors transborder regions in the Mediterranean Sea using ferries as platform for systematic surveys, was undertaken to assess common bottlenose dolphin range and population trends within the Natura 2000 EU marine site “Tutela del Tursiops truncatus”. The site was recently designated by the Tuscany Region (Italy) within the requirement of the EU Habitats Directive. In order to evaluate the conservation status of bottlenose dolphin according to the surveillance scheme of the Directive, two six-year periods (2007-2012; 2013-2018) were compared to assess trends in distribution-occurrence (range); Sightings Per Unit of Effort and Density (population). In total, 18146 NM were surveyed along two fixed transects, recording 90 sightings of Tursiops truncatus and a total of 268 specimens. Between the two periods, slight but not statistically significant differences were assessed, with decreasing trend in range and population  of the species; no variation was detected in mean group sizes. Travelling was the most common behaviour, and juveniles were present in 20% of the sightings, concentrated during spring and summer. The consistent FLT Med Net dataset was found to be appropriate to evaluate important parameters for the assessment of trends in the conservation status of Tursiops truncatus at the Natura2000 site scale.

Land-Use Cover Changes (LUCCs) are one of the main problems for the preservation of landscapes and natural biodiversity. Protected Areas (PAs) do not escape this threat. Poland is among the European leaders in terms of the variety of landscapes and the share of an area designated as a protected area. However, as many as 78% of the habitats have poor or bad conservation status based on EEA reports. This article analyzes the LUCCs between 2000 and 2018 in various types of the Polish legal forms of nature protection areas and the European Natura 2000 network within the country. The research material was: the data of Corine Land Cover (CLC), the Central Register of Nature Protection Forms, and high-resolution layers, such as HRL and orthophotos. The results were compiled according to the CLC class and forms of protection. The matrix of transformations showed that the most frequently transformed CLC class was 312 (coniferous forest). It was transformed into class 324 (transitional woodland shrubs). The changes in PAs were usually smaller than in the surrounding buffer zones, which may indicate their effectiveness. The exception was the areas of the European Natura 2000 network. The scale of land-cover flows (LCFs) changed within particular forms of protected areas, though afforestation and deforestation predominating in all area types. National reserves and parks were the most stable in terms of land cover structures. However, human settlements increased around the protected areas, potentially increasing threats to their ecological integrity.

Special area of conservation of the Natura 2000 Pakoslaw includes peat bog (about 400 ha) and forest fragment on a neighboring hill nature reserve (28.55 ha). There are 4 species of plants: <em>Adenophora liliifolia, Ligularia sibirica, Liparis loeselii, Ostericum palustre</em> and several types of natural habitats, among others: wet meadows, transitional peat-bog, thermophilous oak forest, which requires the protection of the European Union Habitats Directive. In the peat bog flora, numbering 296 species, are present glacial relicts. The aim of study was to investigate the current status of flora and vegetation and the direction and pace of change as the basis for the active protection. This paper describes the geological, hydrological and anthropogenic environmental factors and their impact on the flora and plant communities. Particular attention was paid to accelerate the process of secondary and progressive ecological succession during the last 50 years, resulting in displacement of grasses and sedges communities willow thickets and later by alder swamp forest. Species and natural habitats of the site are threatened and need to improve their conservation status.

The recent figures on the conservation status of EU protected habitats and species underscore the obvious need for a more stringent application of the protection rules included in Article 6 of the Habitats Directive on ongoing activities, such as dredging, recreation and forestry, with adverse effects on Natura 2000-sites. However, all too often the Member States refrain from scrutinizing harmful forms of existing use in already heavily degraded Natura 2000-sites. The economic concerns tied to the continuation of existing use often prevail over restoration considerations. This paper showcases that, despite submissions to the contrary, legitimate interests and legal certainty cannot, as such, preclude the application of the protection rules contained in Article 6 of the Habitats Directive in relation to ongoing activities. Whilst granting the Member States some leeway as to the application of the ex ante assessment rules to ongoing activities, the Court of Justice puts forward the protection duty enshrined in Article 6(2) of the Habitats Directive as bottom-line in relation to all possible ongoing activities which could lead to deterioration and/or significant disturbance of a Natura 2000-site. However, the recent case-law illustrates that many Member States are struggling with the effective implementation of the latter obligation.

Abstract In this paper, we discuss the threats to freshwater habitats that are highly important to the European Community in the Continental Biogeographical Region of Europe, specifically in Poland. The study covers nine freshwater habitat types distinguished in Natura 2000, Annex I of the Habitats Directive, which is a network of nature protection areas in the territory: standing water bodies (3110, 3130, 3140, 3150, and 3160) and running water (3260, 3220, 3240, and 3270), occurring in 806 Special Areas of Conservation in Poland. Of the 72,673 km2 total area of freshwater habitat covered by Natura 2000 in Poland, only 25.70% was classified, from the period 2006‒2018, as favourable status, whereas 68.72% was classified as unfavourable inadequate or unfavourable bad status. Based on a multivariate analysis, we found that significant differences in the conservation status of freshwater habitats resulted from a variety of threats, pressures, and activities, among which the most significant are urbanization and residential and commercial development; transportation and service corridors; decreased and unstable water resources; fishing and harvesting of aquatic resources; agricultural pollution; improper management and use of the agricultural catchment and forest catchment; changes in biocenotic evolution, invasive species succession, and more intense touristic exploration. The changes in conservation status of habitats 3110, 3130, 3140, 3160, and 3260 are also associated with climate change. Taking into account the threats identified, a list of recommended practices for the freshwater habitat types is presented, to be considered in habitat conservation programmes.

Abstract Soft water lakes, or so-called lobelia lakes, which are inhabited by a specific vegetation composed of isoetids, have been subjected to intense research aimed at evaluating their condition and conservation status for many years in Poland. At the time of Poland’s accession to the European Union and the implementation of the EU Habitats Directive, these lakes were classified as natural habitat 3110. In accordance with the provision of the Habitat Directive a comprehensive methodology for monitoring and classification of the state of this habitat has been developed. Using this methodology, two monitoring trials (in 2009–2010 and again in 2016–2017) were carried out at 45 and 43 sites of the 3110 natural habitat, respectively. These studies confirm the high sensitivity of these poorly buffered aquatic ecosystems to all external influences, both natural and anthropogenic. The overall conservation status of the 3110 habitat in Poland showed a relatively high stability, with similar proportions of sites classified as favourable (FV), unfavourable inadequate (U1) and unfavourable bad (U2) between 2009–2010 (35%, 49% and 16%, respectively) and 2016–2017 (33%, 56% and 11%, respectively). Out of 43 sites examined in 2016–2017, 29 remained unchanged compared with the results of the previous survey concerning their overall status. Results of the monitoring research also allow for the observation and evaluation of mechanisms and directions of changes in the functioning of these ecosystems. Based on the experiences from two series of monitoring conducted so far, the methodology has been assessed as appropriate for the assessment of the conservation status of the 3110 natural habitat, however, some modifications and additions have been suggested.

The small-sized gametophytes and sporophytes of the green shield-moss Buxbaumia viridis (Moug.) Brid. make it difficult to study. However, in Europe, there has been increasing interest in this species in the past few years, mostly as a result of the implementation of the Natura 2000 network. In Poland, B. viridis has only been reported in isolated studies that have been limited in terms of area and the number of participating workers. One of the Polish regions where B. viridis was recently recorded is the Bieszczady Mountains, but there have been no large-scale surveys of that region to date. The objective of the current work was to describe the B. viridis population in the Bieszczady Mountains in terms of its spatial distribution and abundance, investigate its selected microhabitat preferences, and evaluate the conservation status of this moss species within the Natura 2000 site Bieszczady PLC180001. The studied region encompassed 93,490.44 ha, including 69,056.23 ha of managed forests and 24,434.21 ha of forests belonging to the Bieszczady National Park. A preliminary survey was conducted in the Cisna Forest District (forest area of 19,555.82 ha) on 15–17 November 2017, while the main survey was performed in selected forest subcompartments of four forest districts—Baligród, Komańcza, Lutowiska, and Stuposiany—as well as the Bieszczady National Park from 5 to 16 November 2018. The field work consisted of searching for B. viridis sporophytes and setae and recording selected population and locality characteristics. The study led to the discovery of 353 new B. viridis localities in 202 study areas, with 9197 diploid individuals (sporophytes or setae only) growing in 545 microhabitats. The number of B. viridis localities discovered in the Bieszczady Mountains during 17 days of survey in 2017 and 2018 was two times higher than the combined number of localities previously found in Poland over more than 150 years (159 localities). Additionally, the number of sporophytes and setae identified was two times greater than their overall number in previous records. In addition, this study provides information about selected microhabitat preferences and the conservation status of this moss in the Bieszczady Natura 2000 site.

Since alluvial meadows of river valleys of the Cnidion dubii are protected by the EU Habitats Directive, reconciling farmers’ demands for forage quality with the objective of maintaining them in good conservation status is an important issue in grassland research. In a long-term experiment from 2010 to 2018, we investigated the impact of fertilizing on forage quality and species assembly on a species-rich and twice-mown alluvial grassland in the Dessau Elbe floodplain (Germany). The experiment was composed of an unfertilized control, PK, N60, N60PK and N120PK applications. A significant improvement in forage quality was achieved by nitrogen fertilization only for crude protein, with higher feeding requirements for sheep met only in individual years. The legume cycle was inhibited by the application of nitrogen and high grass cover was maintained, but not increased, at the highest nitrogen application after an exceptional summer flood. The target forbs persisted in numbers over the study period in all treatments. For cover, the low-competitive target forbs responded neutrally to nitrogen fertilization, whereas detrimental effects were demonstrated for the competitive ones. Thus, we recommend not applying more than 60 kg year−1 of nitrogen and only in combination with phosphorus and potassium.

The principal objective of sites selected as part of Natura 2000 is to achieve or maintain a favourable conservation status of habitats and species named in the EU Birds and Habitats directives. In the German exclusive economic zone, the habitat types protected by this legislation are sandbanks and reefs; protected species include marine mammals, seabirds, and specific migratory fish species. The ICES project Environmentally Sound Fishery Management in Protected Areas (EMPAS) aims to answer two questions: (i) To what extent do specific fishing activities significantly threaten attainment of the conservation objectives of the Natura 2000 sites? (ii) What management measures would reduce these conflicts and how effective would they be at helping to ensure the favourable condition of these sites? Assessments of fishing impacts on Natura 2000 sites require basic data on the conservation status of individual habitats and species, as well as data for fine-scale distributions of ongoing fishing activities. This paper describes and discusses the process used by the EMPAS project in developing fishery-management plans for each Natura 2000 site in German offshore waters.
