Special area of conservation of the Natura 2000 Pakoslaw includes peat bog (about 400 ha) and forest fragment on a neighboring hill nature reserve (28.55 ha). There are 4 species of plants: <em>Adenophora liliifolia, Ligularia sibirica, Liparis loeselii, Ostericum palustre</em> and several types of natural habitats, among others: wet meadows, transitional peat-bog, thermophilous oak forest, which requires the protection of the European Union Habitats Directive. In the peat bog flora, numbering 296 species, are present glacial relicts. The aim of study was to investigate the current status of flora and vegetation and the direction and pace of change as the basis for the active protection. This paper describes the geological, hydrological and anthropogenic environmental factors and their impact on the flora and plant communities. Particular attention was paid to accelerate the process of secondary and progressive ecological succession during the last 50 years, resulting in displacement of grasses and sedges communities willow thickets and later by alder swamp forest. Species and natural habitats of the site are threatened and need to improve their conservation status.

Estatu kideek zuzentarauaren 6. artikuluan xedatutako lan batzuk egin behar dituzte. Arau hori funtsezkoa da, Natura 2000 Sareko eremuen kudeaketari dagokionez. Lan honetan, ez zaio heltzen eremu horietan eragina izan dezaketen planen eta proiektuen ebaluazioa egiteko betebeharra aztertzeari, oso espezifikoa baita. RESUMEN: La Directiva Hábitats crea la Red Natura 2000, una red ecológica europea coherente de Zonas Especiales de Conservación existente en la Unión para la conservación de especies de fauna y flora silvestres y de hábitats naturales de importancia comunitaria. Los Estados miembros tienen que acometer unas tareas contempladas en el artículo 6 de la Directiva, precepto fundamental en cuanto a la gestión de los lugares Natura 2000 concierne. En este trabajo, sin abordar, por su especifidad, la obligación de evaluar planes y proyectos que puedan afectar a estos lugares, y analizando documentación de referencia de la Comisión y la jurisprudencia del TJUE, se intenta explicar en qué consisten esas medidas de conservación necesarias que respondan a las exigencias ecológicas de los hábitats y especies a proteger, así como las medidas apropiadas para evitar, en esos hábitats y especies, deterioros y alteraciones con efectos apreciables en los objetivos de la Directiva. ABSTRACT: The Habitats Directive established the Natura 2000 network, a coherent European ecological network of special areas of conservation that exists in the European Union for the conservation of species of wild fauna and flora and natural habitats of Community interest. Member states have to undertake some tasks contemplated in article 6 of the Directive, an essential provision as far as the management of Natura 2000 sites is concerned. This work, without tackling the duty to assess plans and projects that might affect these sites because of their specifity, and analyzing the documentation of reference of Commission and the caselaw of the European Court of Justice, tries to explain those necessary measures of conservation that meet the ecological requirements of habitats and species to protect together with the appropriate measures to avoid in those habitats and species, deteriorations and alterations in so far as such disturbance could be significant in relation to the objectives of the Directive.

Abstract Soft water lakes, or so-called lobelia lakes, which are inhabited by a specific vegetation composed of isoetids, have been subjected to intense research aimed at evaluating their condition and conservation status for many years in Poland. At the time of Poland’s accession to the European Union and the implementation of the EU Habitats Directive, these lakes were classified as natural habitat 3110. In accordance with the provision of the Habitat Directive a comprehensive methodology for monitoring and classification of the state of this habitat has been developed. Using this methodology, two monitoring trials (in 2009–2010 and again in 2016–2017) were carried out at 45 and 43 sites of the 3110 natural habitat, respectively. These studies confirm the high sensitivity of these poorly buffered aquatic ecosystems to all external influences, both natural and anthropogenic. The overall conservation status of the 3110 habitat in Poland showed a relatively high stability, with similar proportions of sites classified as favourable (FV), unfavourable inadequate (U1) and unfavourable bad (U2) between 2009–2010 (35%, 49% and 16%, respectively) and 2016–2017 (33%, 56% and 11%, respectively). Out of 43 sites examined in 2016–2017, 29 remained unchanged compared with the results of the previous survey concerning their overall status. Results of the monitoring research also allow for the observation and evaluation of mechanisms and directions of changes in the functioning of these ecosystems. Based on the experiences from two series of monitoring conducted so far, the methodology has been assessed as appropriate for the assessment of the conservation status of the 3110 natural habitat, however, some modifications and additions have been suggested.

Since the beginning of the 1990s, monitoring of habitats has been a widespread tool to record and assess changes in habitat quality, for example due to land use change. Thus, Article 11 of the Habitats Directive (92/43/EEC) requires, inter alia, monitoring of the conservation status of habitat types listed in Annex I of the Habitats Directive, carried out by the Member States of the European Union (EU). This monitoring provides the foundation for the National Reports on the measures implemented and their effectiveness (Art. 17 Habitats Directive), which Member States have to submit to the European Commission every six years. Based on these requirements, Member States have developed different monitoring programmes or have adapted previously existing monitoring schemes to include relevant aspects of the Habitats Directive. The parameter ‘structure and functions’ is a key parameter for the assessment of the conservation status of habitat types as it provides information on the quality of the habitats. A standardised questionnaire was developed and sent to the competent authorities of Member States to compare and analyse the assessment methods of the quality of habitat types. Responses were received from 13 of the 28 Member States, while it was possible to include another Member State in the analysis by evaluating appropriate literature. The analysis revealed very different approaches and progress amongst the Member States in the development and implementation of monitoring programmes tailored to the reporting obligations of Article 17 of the Habitats Directive. Some Member States established a special standardised monitoring programme for Article 11 of the Habitats Directive, while others used data from already existing programmes (e.g. habitat mapping, large-scale forest inventories, landscape monitoring). Most Member States responding to the questionnaire use monitoring based on samples but the data collection, sample sizes and level of statistical certainty differ considerably. The same applies to the aggregation of data and the methods for the assessment of the parameter ‘structure and functions’. In contrast to the assessment of conservation status as part of the reporting obligations according to Article 17 of the Habitats Directive, no standardised EU guidelines exist for monitoring. The present study discusses differences in the monitoring programmes and evaluates them with regard to the objectives of comparable assessments of conservation status of habitat types in the National Reports of Member States or at a biogeographical level.

According to the Habitats Directive at European level there was constituted an ecological network entitled “Natura 2000” consisting of Special Areas of Conservation and Special Protection Areas. The “Natura 2000” is composed of sites which include natural habitats of community interest and community interest species habitats. The Special Areas of Conservation has been declared during two stages. During the first stage these were nominated as Sites of Community Importance. In the 6th North – Western Region there were identified 57 Sites of Community Importance (SCI) and 8 Special Protection Areas (SPA). Among the 6 counties of the 6th North – Western Region, the SCI are best represented in Maramureş county, and the SPA in Cluj county.

A pilot study, using the dataset from the research network ‘FLT Med Net’, which regularly monitors transborder regions in the Mediterranean Sea using ferries as platform for systematic surveys, was undertaken to assess common bottlenose dolphin range and population trends within the Natura 2000 EU marine site “Tutela del Tursiops truncatus”. The site was recently designated by the Tuscany Region (Italy) within the requirement of the EU Habitats Directive. In order to evaluate the conservation status of bottlenose dolphin according to the surveillance scheme of the Directive, two six-year periods (2007-2012; 2013-2018) were compared to assess trends in distribution-occurrence (range); Sightings Per Unit of Effort and Density (population). In total, 18146 NM were surveyed along two fixed transects, recording 90 sightings of Tursiops truncatus and a total of 268 specimens. Between the two periods, slight but not statistically significant differences were assessed, with decreasing trend in range and population  of the species; no variation was detected in mean group sizes. Travelling was the most common behaviour, and juveniles were present in 20% of the sightings, concentrated during spring and summer. The consistent FLT Med Net dataset was found to be appropriate to evaluate important parameters for the assessment of trends in the conservation status of Tursiops truncatus at the Natura2000 site scale.

ABSTRACT The Natura 2000 concept and wetlands protection are relatively new for Romania and Bulgaria, because they are former communist countries and, after the 1990s, had too little value placed on nature conservation in favour of infrastructure development and agriculture. The development of the European ecological network Natura 2000 on these territories has come as an obligation for accession of these countries to The European Union on 01.01.2007. During the period 2006-2009 I made an analysis for the management of protected areas along the Danube Green Corridor, between Romania and Bulgaria, especially for wetlands, similar to the results of the WWF Germany project “Lower Danube - Green Corridor (LDGC): Freshwater protected area management and freshwater restoration in Bulgaria, Romania and trans-boundary conservation along the Lower Danube”. To have a complete view of the situation of the protected areas management between Romania and Bulgaria, along the Lower Danube Green Corridor, and the perspectives for the next years, I carried out some evaluation for more than 20 Natura 2000 sites, which are alike in many ways, such as: the object of protection (Sites of Community Importance, SCI, under the Habitats Directive; Special Protection Areas for birds, SPAs, under the Birds Directive; natural protected areas of national importance for these two countries, or other natural and semi natural areas with the potential to be protected), human activities, pressures and threats, and other aspects. Later, I used these results to make a comparative analysis of the Cernica area (Ilfov County, Romania), to add another argument to include it in the Natura 2000 Network from Romania, as ROSPA0122 Cernica Lake and Forest. This analysis showed that Cernica faces approximately the same pressures and threats as other protected areas and has almost the same efficiency in management planning as the highest assessed Natura 2000 SPAs, respectively Iezer-Călăraşi in Romania and Srebarna of Bulgaria, which is an argument to establish this area as a Natura 2000 site.

Abstract The Euro-Siberian Scarce Fritillary Euphydryas maturna is considered a vulnerable species in the European Union and is listed in Annexes II and IV of the Habitats Directive. The butterfly shows a complex pattern of larval plant use throughout its range. In central Europe females oviposit on some trees and bushes, especially Fraxinus spp., on which hatched larvae spend their pre-diapause phase of development feeding gregariously in conspicuous webs. However, some herbal plants are also reported in the north and east. During a study performed in the Natura 2000 area “Dolina Biebrzy” (Biebrza Valley) in NE Poland we recorded populations showing a unique mixture of ecological characteristics. Both Fraxinus excelsior and Veronica longifolia were used as larval food plants before hibernation, and some local populations seemed to be completely dependent on the latter plant. Moreover, in the spring, at one site, we observed larvae feeding on Salix rosmarinifolia - the first host record for this plant species. The importance of our findings for conservation, as well as for the monitoring of the butterfly, is discussed.

<p>The existence of strong potential synergies between the Water Framework Directive (WFD) and the Habitats Directive (HD) is widely acknowledged. Indeed, ensuring favourable conservation conditions for aquatic habitats and species of conservation concern is closely related to the achievement of a good ecological status in water bodies. However, since these two sets of European laws are generally applied without any coordination, an inefficient use of resources may adversely affect their goals. The main negative outcome is an increase in the cost of monitoring programs for collecting data in nature (<em>i.e.</em>, physical and chemical parameters, species and habitats, plant communities). The use of macrophytes as a bioindicator, as imposed by the WFD, may instead help to integrate data on aquatic EU habitats and enhance knowledge of such habitats outside the Natura 2000 network. The aim of present study was to evaluate the usefulness of data collected in WFD monitoring surveys as a means of inferring the occurrence and the distribution of lacustrine aquatic habitats in countries belonging to the European Union (EU). The main aim of the analysis was to identify the depth gradient distribution of diagnostic macrophyte <em>taxa</em> in two EU habitats (3140, <em>i.e.</em>, <em>Chara</em>-dominated benthic communities, and 3150, <em>i.e.</em>, natural eutrophic lakes) using data collected in lakes in Lombardy (northern Italy), some of which are included in the Natura 2000 network (10 out 16). While recognizing the limitations of the data collected within the two frameworks, the results confirmed the marked usefulness of WFD data as a means of enhancing the knowledge available on lacustrine aquatic habitats in the EU. WFD data can actively help to improve the basic information on aquatic habitats, thereby more effectively supporting regional strategies for biodiversity conservation as well as recovery programs.</p><p> </p>

The European Union (EU) ensures the conservation of biodiversity through the Natura 2000 Network, which establishes the classification and selection of protected areas at European level. Unfortunately, member countries cannot make the best zoning decisions for biodiversity conservation because there are no clear and uniform parameters to designate Natura 2000 sites. Due to this, it is convenient to evaluate the importance of the criteria for biodiversity conservation through a general assessment, which could establish relevant criteria that can be analysed through geostatistical methods combined in multicriteria analysis. This paper aims to consider biodiversity importance values taking into account land use, so that it is possible to develop a zoning proposal which verifies or corrects the suitability of the designated areas for the Natura 2000 Network in Castilla y León, Andalucía and Madrid (Spain). The choice of these regions allows us to compare areas with a high variability of population density, making possible to compare the potential protected areas with respect to the population living in each area. This assessment has been performed using basic and easily adaptable criteria of biodiversity conservation, so it could be applied in other European territories. In this way, clear and uniform parameters for zoning will be used, being possible to detect the best protected areas. One of the most important purposes of the Natura 2000 Network is to increase connectivity between territories; our work proposes new areas that could be linked to currently protected territories, to favour the achievement of this purpose of the Natura 2000 Network.
