La reutilización de la información del sector público se presenta como una oportunidad para que los ciudadanos y las empresas contribuyan a la toma de decisiones, el seguimiento y control de las instituciones públicas y a mejorar la calidad de vida. Este documento presenta las generalidades de los datos abiertos, el marco legal y las iniciativas existentes en Colombia. AbstractMonitoring and control of our decision process are key ingredients of adept decision-making. Such metacognitive abilities allow us to adjust ongoing behavior and modify future decisions in the absence of external feedback. Although metacognition is critical in many daily life settings, it remains unclear what information is actually being monitored and what kind of information is being used for metacognitive decisions. In the present study, we investigated whether response information connected to perceptual events contribute to metacognitive decision-making. Therefore, we recorded EEG signals during a perceptual color discrimination task while participants were asked to provide an estimate about the quality of their decision on each trial. Critically, the moment participants provided second-order decisions varied across conditions, thereby changing the amount of action information (e.g., response competition or response fluency) available for metacognitive decisions.Results from three experiments demonstrate that metacognitive performance improved when first-order action information was available at the moment metacognitive decisions about the perceptual task had to be provided. This behavioral effect was accompanied by enhanced functional connectivity (beta phase synchrony) between motor areas and prefrontal regions, exclusively observed during metacognitive decision-making. Our findings demonstrate that action information contributes to metacognitive decision-making, thereby painting a picture of metacognition as a second-order process, integrating sensory evidence and the state of the decider during decision-making.SignificanceMonitoring and control of our decision process is a critical part of every day decision-making. When feedback is not available, metacognitive skills enable us to modify current behavior and adapt prospective decision-making. Here, we investigated what kind information is being used to compute an estimate about the quality of our decisions. Results demonstrate that during perceptual decision-making, information about one’s actions towards perceptual events is being used to evaluate the quality of one’s decisions. EEG results indicate that functional connectivity between motor regions and prefrontal cortex could serve as a mechanism to convey action information during metacognitive decision-making. Considered together, our results demonstrate that post-decisional information contributes to metacognition, thereby evaluating not only what one perceives (e.g., strength of perceptual evidence) but also how one responds towards perceptual events.

ResumenEsta investigación aporta bases científicas y metodológicas de diagnóstico territorial, relacionadas al efecto causal de las autopistas elevadas sobre su entorno inmediato. Para lograrlo se utilizan antecedentes históricos y normativos, pero también, el procesamiento de datos abiertos y la utilización de herramientas econométricas que dimensionan impacto. Los resultados identifican 11.893 hogares afectados por contaminación sonora, reducción en la edificabilidad, reducción en el valor de las propiedades y aumento en la probabilidad de robo o hurto. La Ciudad de Buenos Aires es la principal centralidad de la región en términos de empleo, producción y servicios del país. Esta condición sustenta la utilidad de las autopistas en términos económicos y de movilidad; sin embargo, enfrenta desafíos de impacto ambiental y calidad de vida, que deben ser priorizados en el marco de la agenda de cambio climático y vulnerabilidad de las poblaciones. En el documento se analiza además la evolución del modelo de ciudad con autopistas, sus transformaciones y las posibilidades futuras de estas infraestructuras en los entornos urbanos. Optimizarlas, reemplazarlas por túneles o derribarlas, son las principales acciones que las ciudades vienen desarrollando, específicamente para la recualificación de zonas céntricas, frentes costeros y entornos barriales.AbstractThis research provides scientific and methodological bases for territorial diagnostics, related to the causal effect of elevated expressways on their immediate surroundings. To achieve this, historical and normative background is used, but also, the open data processing and the use of econometric tools that measure impact. The results identify 11.893 households affected by noise pollution, reduction in buildability, reduction in property value and increase in the probability of larceny or robbery. The city of Buenos Aires is the main centrality of the region in terms of employment, production and services of the country. This condition underpins the usefulness of expressways in terms of economics and mobility; however, it faces challenges of environmental impact and quality of life, which must be prioritized within the framework of climate change and the vulnerability agenda of populations. This document also analyses the evolution of the city model with motorways, their transformations and the future possibilities of these infrastructures in urban environments. Optimizing them, replacing them with tunnels or demolishing them, are the main actions that cities are developing, specifically for the re-qualification of central areas, coastal fronts and neighborhood environments.

The success of government data platforms and systems do not depend only on technology. There are other issues that affect this progress. Some of these are very essential to the continuity and not only the implementation, such as leadership. Other issues are the absence of a clear well adopted policy and legal framework that governs its data, security of data, cyber legislation and laws. The government-provided ICT resources and the infrastructure would also be an important issue that would affect government data. Financing is also another critical issue. For developing countries, sustainability of development is a necessity for best impact of development projects. As it is adopted by the United Nations, sustainable development goals (SDG's for the agenda of 2030) have substantial dependency on information and communications technology. All goals practically require government data in one way or another, and hence sustainable development is directly related to government data should successful development is sought. Other issues include open data, open government. This chapter discusses such issues and sheds light on ways of handing them.

The review sets out the opinion of a French lawyer with respect to the fundamental research prepared by a team of scientists from the Institute of Legislation and Comparative Law under the Government of Russian Federation. It is noted that the monograph contains not only a detailed analysis of the legal framework but also proposals aimed at improving the quality of the Russian legal system. The publication is also aimed at solving problems in the context of the reform of the Russian law and is a doctrinal contribution to the renewal of the Russian legislation. It is emphasized that the study reflects changes in the administrative law and process in Russia which are very similar to the events in Western Europe. Emphasis is laid on the Russian legal approaches which are not used in the Western European legal tradition, but deserve more attention on the part of foreign colleagues.

Project aims to develop a system that allows to provide to the People with Special Needs (PSN) a relief to the level of the sensitive perception of discomfort, assuring greater independence, welfare, quality of life, prevention of illnesses/wounds, through the development of textile and polymers applications (cushions, mattresses and mattresses overlays) with functions of monitoring and control of pressure in the body's areas in contact with the support surfaces. In this group of PSN will be enclosed the people with serious motor limitations conditioning their mobility/deambulation, such as bed rest people, patients under effect of sedatives or anaesthesia during long surgeries (intra and post operative), patients and users in general of wheelchairs. These people have, for the most part of the cases, a commitment of sensitivity in the body's areas in contact with the support surfaces, or its motor capacity does not allow them to move regularly of position autonomously, as it would do a healthy person unconsciously. Then, insufficient sanguineous irrigation occurs as result of pressure exceeding too long the tissue capillary pressure depriving tissues of oxygen and essential nutrients, owing to ischemia and hypoxia, which then causes the pressure ulcers (PU) development.

The objectives of this study are to find out the role of the Ambon City’s Population and Civil Registration Office in Controlling Incoming Migration and to find out the obstacles faced by the Ambon City's Population and Civil Registration Office in Controlling Incoming Migration. This study used a qualitative descriptive research method. Data Collection was obtained through observation, interview, and documentation. Data were analyzed using data reduction, display data, and verification. Primary and secondary data were used as the sources for analysis. The informants in this study were the chief of the Population and Civil Registration Office Ambon City and the Population Monitoring and Control Division, as well as the migrants. Ambon City’s Government, through the Population and Civil Registration Office, has carried out its duties as regulated by the Mayor of Ambon Regulation No. 17/ 2009 article 14 paragraph 2, namely: Coordinating the monitoring of urbanization of population and supervising the registration of population mobility flows. The constraints faced by the Ambon City population and civil registration office, namely: Most of the population who migrated to Ambon City did not report themselves so the authorities had difficulty monitoring the flow of urbanization and monitoring population mobility; inspected and supervised residents, who have not lived in Ambon city for six months, have moved to other areas; there is no effort and awareness of people who have been examined and under supervision to change by reporting personal data to the government.

<p>Organ transplantation and biotechnological research depend on the availability of body parts, which necessitates the willing involvement of the public. The rapid development of biotechnology has led to a search for an adequate decision-making framework for the acquisition, retention and utilisation of body parts. It has also lead to disquiet about the commercialisation of research with the source being the only participant who is unable to benefit financially. In developing such a framework it is necessary to conceptualise the nature of the interest that individuals have in their bodies. The principle of autonomy may form a basis for structuring decision-making and weighing conflicting principles. As a society we value autonomy in the sense that a competent adult may make decisions about his or her own health care. The concept is that of an individual separated from others by a wall of rights. This may be of assistance as a basis for formulating competing rights, but this must then be mediated with reference to other principles. In this context this thesis applies the concepts of property interests to the human body. The purpose of this research is to consider selected bioethical issues in an attempt to formulate a principled approach to issues of consent and control over the body and its component parts. It argues that a living person should have a property interest in excised body parts during life. There should also be a property interest in the cadaver that arises at the point of death, which can be passed to the deceased's personal representative, who would be required to deal with the cadaver in accord with the previous instructions of the deceased. However, it does not argue that there are property interests in entire living persons. It does not suggest that property alone is adequate to resolve the issues, but that it should operate alongside existing concepts such as autonomy, informed consent and privacy. It proposes draft legislation to illustrate the operation of the suggested medico-legal framework. It recognises that any framework should be respectful of Maori cultural values, in light of the special position of Maori as tangata whenua, as expressed in the Treaty of Waitangi. It argues that the framework allows Maori the freedom to choose collective or individualistic decision-making, in recognition of the diversity of values within the Maori population. In addition, it considers areas where public policy might determine that the free disposition of this property interest should be restricted to protect vulnerable persons, such as incompetent persons and living organ donors.</p>

The article considers the problem of determining and assessing the quality of the vulnerability validation mechanism of the information systems and networks. Based on the practical analysis of the vulnerability validation process and the analytical dependencies of the basic characteristics of the vulnerability validation quality obtained using the Bernstein polynomials, additional key indicators were identified and characterised, which make it possible to assert with high reliability about the positive progress or consequences of the vulnerability validation of the target corporate network. The intervals of these indicators were experimentally determined at which the vulnerability validation mechanism is of high quality. In addition, during the calculations, a single integral indicator was also derived to quantitatively assess the quality of the vulnerability validation mechanism of the corporate networks, and an experimental study was carried out, as well as the assessment of the quality of the automatic vulnerability validation mechanism of the db_autopwn plugin designed to automate the Metasploit framework vulnerability exploitation tool. As a result, it was proposed the methodology for analysing the quality of the vulnerability validation mechanism in the corporate networks, which allows one to quantify the quality of the validation mechanism under study, which in turn will allow real-time monitoring and control of the validation progress of the identified vulnerabilities. Also, in the study, the dependences of previously determined key performance indicators of the vulnerability validation mechanism on the rational cycle time were obtained, which makes it possible to build the membership functions for the fuzzy sets. The construction of these sets, in particular, allows making decisions with minimal risks for an active analysis of the security of corporate networks.
