The monograph was prepared following the results of the XIX All-Russian Conference and the XXIX All-Russian school-seminar "Integration of Russian universities into the world educational and scientific space, taking into account regional peculiarities" and a regional scientific and practical conference "National interests and issues of regional development in the system of priorities of international activities of Russian universities". The conferences were organized to discuss the system of priorities in the development of international activities of Russian educational and scientific organizations; best practices and new solutions for attracting foreign students to study at universities of the Russian Federation, ensuring their education and stay, as well as employment of the best graduates; regulatory and legal support for the processes of internationalization and development of mobility of intellectual resources of Russia; analysis of the features of the development of intellectual migration processes in modern conditions, the place and role of the Russian language and culture in them; issues of adaptation and integration of educational and labor migration. Introduction. Recent trends in the sphere of internationalisation of higher education expand theoretical insights into the dialectical nature of correlation between pedagogical science and educational practice, as well as the relationship between the general direc tions of the development of higher education, its national and regional specifics. An analysis of the experience of internationalisation of universities is required for the development of various models to modernise higher education, including legal education, and to substantiate practical recommendations for reforming the Russian higher education system. To date, an understanding has been reached of the need to internationalise higher education in the context of globalization to increase the competitiveness of the Russian higher education system, as evidenced by the Federal project to maximise the competitive position of Russian universities among the world’s leading scientific and educational centres (The Russian Academic Excellence Project 5-100). Internationalisation, being the key to optimising the export potential of Russian higher education, is essential for the modernisation of legal education.Aim. The research aimed to evaluate the productivity of actual instruments of international cooperation between universities and to outline optimal approaches to the usage of successful practices of international and Russian educational space to enhance the attractiveness of Russian legal education, and, as a consequence, the creation of a sustainable competitive advantage of a higher education institution.Methodology and research methods. Complex, interdisciplinary goals and tasks of the present research predetermined the application of gnoseological and synergetic approaches to the selection of research tools. The gnoseological approach facilitated a more profound analysis of the nature of internationalisation and integration of education in the current international processes. The synergetic approach resulted in the integration of pedagogical and legal research methods to define an optimal internationalisation strategy for the training of multiskilled legal professionals.Results. The authors assessed the effectiveness of the existing ways of internationalization of Russian legal education according to foreign student demand. A comprehensive analysis of the legal, political and social aspects of the current state of attractiveness of the Russian market of educational services and the need to identify the specifics of the internationalization of higher legal education was carried out. The experience monitoring of inter-university international cooperation allowed the authors to determine the conditions for the effectiveness of joint legal programmes (creation of an innovative educational environment, project activities and a flexible management system); to analyse modern pedagogical technologies applicable to legal disciplines; to determine the best schemes used by Russian and European universities for external mobility of students and teachers; to develop the proposals for the introduction of disciplines (for Russian students) provided in foreign languages by Russian and foreign teachers; to propose measures to improve the state policy in the field of interest, aimed at stimulating Russian universities to develop international joint educational programmes.Scientific novelty. The article presented the analysis of positive and negative experiences of Russian universities in application of internationalisation key tools in legal higher education. The acknowledged internationalisation methods of higher education were systematised in general. The additional ways for the integration of Russian legal education, in particular, to the international educational space, were identified.Practical significance consists in the approbation of new methods based on competency and practice-oriented approaches. The authors developed the guidelines for the implementation of internationalisation to enhance university competitive advantage and to increase the demand for graduates in labour market.

Приведены основные направления трансформации образовательной деятельности Российской Федерации, приведшие к разработке национального проекта «Образование». Проведен анализ изменения управлением системой образования на государственном и региональном уровнях. Выявлено соответствие трендов развития российского образования общемировым и европейским процессам. Осуществлено исследование влияния внешних и внутренних факторов на отдельные процессы развития российского высшего образования. В исследовании использованы возможности системного и структурно-функционального подходов к изучению взаимодействия субъектов образовательного пространства. Раскрывается проблема выравнивания образовательного уровня регионов РФ в сторону большей сбалансированности и предотвращения падения молодежных рынков труда в региональную квалификационную яму. The main trends of education transformation in the Russian Federation leading to development of the National project “Education” are detected. Changes in education system management at national and regional levels are analyzed. Correspondence of trends in Russian education to global and European processes are revealed. External and internal factors impact on various processes in Russian higher education development are analyzed. Current research is based on system and structural-functional approaches in study of interaction between subjects of the education system. Problem of regional educational levels adjustment is addressed in respect of its better balancing and preventing of youth labor markets fall into regional “qualification gap”.

The development of international cooperation along with the growing number of the participants of academic mobility are among the attributes of internationalization of education. Its positive effects are universally acknowledged, however take effort to be achieved. Based on the example of national research universities, the article examines the peculiarities of international activity and opportunities for the Russian universities to participate in the international academic mobility. Primary focus is given to the student international internships, which are considered as highly effective educational and mentoring practices. The theoretical framework for this research is comprised of a set of provisions that characterize international academic exchange as mutually beneficial interaction of different values, cultures, experience, knowledge, interests, and goals. The scientific novelty lies in introduction of the new empirical self-examination reports of the universities, use of various statistical data and rating results. The conclusion is made that international academic mobility has its own structure, pronounced geographical focus, and industry characteristics. Cooperation with individual foreign universities and enterprises, as well as with international university associations and branch associations is well developed and creates favorable environment for the advancement of international academic mobility. However, these opportunities are not used to the fullest, as testified by relatively low number of the Russian participants, prevalence of incoming flow vs outgoing, and unequal conditions for the capital and regional universities.

The relations between Russia and Africa today go to a new level. This was successfully demonstrated by the first Russia-Africa Summit. The «soft power» that is capable of creating an atmosphere of trust and mutual understanding and supporting the further development of political, economic, and cultural relations between the Russian and African peoples is of great importance for the further advancement of Russia’s interests, which is considered in this article. Currently, the «soft power» of Russia in Africa is represented by the activities of the Russian centers of science and culture, the «Russkiy Mir» Foundation, schools at the Russian Embassies in African countries, the education of Africans in Russian universities and more. However, the author concludes that Russia does not fully use «soft power» on the continent. It is necessary to increase the number of Africans studying the Russian language, to more actively promote Russian education, to involve compatriots and graduates of Soviet / Russian universities to joint projects, which will undoubtedly contribute to the further development of mutually beneficial Russian-African ties.

The article studies the necessity and features of transformation of the educational system under conditions of accelerated development in the digital economy. Particular attention in the context of this transformation is given to significance and possibilities of digital literacy, which forms the whole complex of fundamentally new requirements for all participants in the education system. The authors argue that the current stage of development of the digital economy requires the education system not only to digitalize its individual elements and links, but to apply a fundamentally new integrated approach that would transform the education system while taking into account new goals, structure and content of the educational process. The authors define digital literacy as the ability to form and apply educational content through digital technologies. The article gives particular emphasis on the significance and potential of individualizing the educational trajectory and the concept of continuing education. The authors consider the main factors in the development and achievement of the level of digital literacy, considering the requirements that the digital economy is currently imposing on the educational system.
