The purpose of the publication is to assess the world experience of post-industrial development and deindustrialization in the economies of both developed and developing countries. The importance of the crisis of the post-industrial paradigm for the development of the world economy, the application of this experience in the process of import substitution and the unfolding reindustrialization in Russia is noted. The analysis of the world experience of post-industrial development and deindustrialization of the economy, its macro-regional features is carried out in the context of maintaining and developing Russia's economic security. The author's understanding of the problems and prospects of the development of import substitution and reindustrialization processes in the world is proposed. Import substitution is considered as part of the strategy of economic development and ensuring the national security of the country. It is proposed to build recommendations for improving the policy of import substitution and reindustrialization carried out by Russia, taking into account the author's developments.

The monograph was prepared following the results of the XIX All-Russian Conference and the XXIX All-Russian school-seminar "Integration of Russian universities into the world educational and scientific space, taking into account regional peculiarities" and a regional scientific and practical conference "National interests and issues of regional development in the system of priorities of international activities of Russian universities". The authors analyse the environment and its current state of academic research in the field of economics formed in Russia. We considered the publication activity over the past six years of Russian economic, educational organisations as well as the results of the leading Russian universities in the QS and THE subject rankings. Further, we also revealed the connections between the formed conditions in which Russian economics researchers have to work and the results of universities in these rankings. The authors presume the need for expanding approaches to promote Russian economic science on the world stage. Therefore, we discussed current ways of stimulation and evaluation of the activities of Russian economic researchers and proposed that educational system governors use now need to be evaluated and perhaps improved.

The phenomenon of economic growth is studied by economists and statisticians in various aspects for a long time. Economic theory is devoted to assessing factors of growth in the tradition of R. Solow, R. Barrow, W. Easterly and others. During the last quarter of the century, however, the institutionalists, namely D. North, D. Wallis, B. Weingast as well as D. Acemoglu and J. Robinson, have shown the complexity of the problem of development on the part of socioeconomic and political institutions. As a result, solving the problem of how economic growth affects inequality between countries has proved extremely difficult. The modern world is very diverse in terms of development level, and the article offers a new approach to the formation of the idea of stylized facts using cluster analysis. The existing statistics allows to estimate on a unified basis the level of GDP production by 174 countries of the world for 1992—2016. The article presents a structured picture of the world: the distribution of countries in seven clusters, different in levels of development. During the period under review, there was a strong per capita GDP growth in PPP in the middle of the distribution, poverty in various countries declined markedly. At the same time, in 1992—2016, the difference increased not only between rich and poor groups of countries, but also between clusters.

The article contains a review of underlying concepts and definitions of non-observed economy which are formulated in the international standards on this topic and used by the CIS countries for computation of GDP and other key indicators of the System of National Accounts. The article considers the methods used for measuring non-observed economy and some figures on the share of non-observed economy in GDP of the CIS countries and other selected countries of the world. Perfection of methods of measuring non-observed economy and raising reliability of its estimates requires improvement of general level of work on compilation of national accounts.
