Penelitian ini bertujuan untuk memahami pelestarian nilai-nilai civic culture dalam memperkuat identitas budaya masyarakat Batak Toba melalui makna simbolik ulos dalam pelaksanaan upacara perkawinan. Fokus penelitian ini adalah upaya yang dilakukan oleh masyarakat dalam melestarikan nilai-nilai civic culture, dan mengapa masyarakat Batak Toba perlu untuk melestarikan nilai-nilai civic culture tersebut. Desain penelitian yang digunakan adalah kualitatif dengan metode studi kasus. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dokumentasi, dan partisipasi langsung. Hasil penelitian menunjukkan bahwa: (1) ulos tidak bisa lepas dari kehidupann orang Batak Toba karena merupakan warisan nenek moyang sejak dahulu kala, ulos juga sebagai simbol kasih sayang di antara keluarga, yaitu antara orang tua dan anak, dan juga antar sesama anggota masyarakat; (2) upaya yang dilakukan oleh masyarakat dan pemerintah dalam melestarikan nilai-nilai civic culture tersebut adalah dengan cara memberikan pemahaman dan penjelasan kepada generasi muda dan membangun sebuah cagar budaya; (3) alasan mengapa masyarakat Batak Toba perlu melestarikan nilai-nilai civic culture tersebut adalah agar warisan nenek moyang tetap terjaga karena di dalam makna simbolik ulos tersebut terdapat nilai-nilai luhur Pancasila, seperti nilai ketuhanan, kemanusiaan, persatuan, kerakyatan, dan keadilan.  Preservation of The Value of Civic Culture in Strengthening The Cultural Identity of The Community: Case Study on The Symbolic Meaning of Marriage of Ulos in The Implementation of Batak Toba Society in Sitorang). This reseach aims to understand the preservation the value of civic culture in strengthening the cultural identity of Batak Toba society through the symbolic meaning of ulos in the implementation of the marriage. This research focuses to have the efforts made by the community in preserving the value of civic culture, and to find out why the people of Batak Toba need to preserve the value of the civic culture. The study uses a qualitative case study method. The techniques of data collection are done through interviews, observation, documentation, and direct participation. The reseach results show that: (1) Ulos is not separated from the life of Batak Toba, because it is a heritage since a very long time ago, ulos is also as a symbol of affection among family,between parents and children, as well as among members of society; (2) The effort made by the public and the government in prevising the value of the civic culture is to provide an understanding and explanation to the younger generation and build a cultural heritage; (3) Reasons why people of Batak Toba need to preserve the value of the civic culture is that the heritage is maintained, because the noble values of Pancasila can be found in the symbolic meanings of ulos, as the value of divinity, humanity, unity, democracy, and justice.

Just when Tongan Democratic Party leader ‘Akilisi Pohiva stumped the public by saying he admired Fiji’s Prime Minister Frank Bainimarama because “he has been able to make things happen and take development to the people,” the Government of Tonga’s Minister for Lands, Lord Ma’afu, came right out of the blue and trumped him (Tonga Daily News, 2014a, 2014b).  Ma’afu topped Pohiva at causing public bamboozlement. By this, Pohiva was the progenitor of Tonga’s thirty year old pro-democracy movement.  Why would he over romanticise about the former military commodore Frank Bainimarama, the hard-line originator of Fiji’s third coup to take place in a period of twenty eight years?  Pohiva’s swinging politics from democracy in Tonga to an overthrow of democracy in Fiji baffled readers (Naidu, 2014; Graue, 2014).  But Ma’afu took centre stage as the show stopper. Momentarily, people were gobsmacked and did not know what to make of him.  Was Tonga’s Minister for Lands and Survey who was a senior noble in the Tu’ivakano cabinet courting mischief or dead serious?  Fiji’s permanent secretary for foreign affairs Amena Yauvoli was certain, we “would just have to wait for the Tongan government’s proposal” (Tonga Daily News, 2014a).  But as Tongan journalist Kalafi Moala put it, “they will be waiting for a very long time” on that geopolitical front (Moala, 2014). This essay explores the geopolitical storymaking about Tonga and Fiji instigated by Tonga Daily News publishing online that Lord Ma’afu had said, “In good faith I will propose to the Minister of Foreign Affairs in Fiji that they can have Minerva Reef and we get Lau in return” (Tonga Daily News, 2014a).  The very thought of drawing up a new map instantly ignited outrage from Fijian readers.  How then, might Tonga and Fiji’s argument over ownership of the Minerva Reefs play out this time around?  Could the region’s geopolitical atlas ever be imagined differently when its cartography was permanently cemented to the era of Western European colonial empire?  When the media fooled people to believe Lord Ma’afu wanted the Lau Islands for the Minerva Reefs, what did this signal about how news sites can manoeuver shock advertising and manipulate what politicians say to up their ratings?

This study analyses and examines in detail the impact of public sector innovation to improve public satisfaction level, it is about changing the traditional government into a more integrated and efficient one. Innovation is actually the engine of economic growth. Innovation in the public sector is an under-researched area. It deals with governance, political and human issues which are very difficult to solve. Since much of the topic and studies on innovation are focusing on the private sector, it is the aim of this study to analyse the process of innovation, mainly in Information and Communication Technology (ICT) in the public sector. This study will eventually be able to give e-government model/ guidelines that encapsulates the reality of innovation by the government. Innovation in government is not only about bringing a new breakthrough product to the people, but also to bring in changes to the culture in the organisation, the way a decision is made, and perhaps more importantly, how it can use technology to strengthen its role as the provider of social and economic welfare to the people. This study has also compared the findings of the e-government case study to the literature of innovation mainly in the area of process innovation. There is SWOT analysis with weight rating to judge the e-governance challenges, which Pakistan is facing as a developing nation. The study concludes that the public sector needs to overcome its traditional characteristics of poor agenda setting, unclear objectives, lack of transparency, and bureaucratic layers of decision-making processes. A case study which comprehensively elaborated the role of Porsea people movement and its surrounding to urge the present of government policy and decision series, considering with the establishment of PT. Inti Indorayon Utama in Porsea, Toba Samosir, North Sumatra. Data collecting was through literary works, institutional publishing, research documents, chronology, contact report and investigation, news clipping, letters, press release and statement, and last but not least was the participative observation and deep interview. Afterwards, the data was analyzed and interpreted with reference to social movement theories and their relationship with the public policy change. The finding of this research reveals that there has been no single factor or certain theoretical approach monopoly in explaining social movement comprehensively. The movement also has shown up two contributions all at once: trigging and influencing the government newly released policies and stimulating the company's new management to be more active in serving and developing the surrounding people. Both of these were possible to happen because of the people movement, without great expectancy to the complex and distortive state actors parliament and bureaucracy.

<strong>English</strong><br />Currently, almost every single ‘conflict’ in the society is followed by demonstration. It seems that the demonstration is a popular trend after the New Order era and more specifically such fenomenon has been reflected in the modern democracy life of the society.  Understanding about democracy is heavily depending on the eliteness maturity of someone (politic, economy, and government)  In the present ‘transitional situation’ and the absence of the ideal socio-culture-politic level, understanding about democracy will invite pros and cons among the concerned people. To express disagreement on certain public policies through demonstration could be accepted because it is in lione with “democracy”.  However, such protest along with anarchy actions and radicalism should create undesirable situation.affecting the public.  Traditionally, protest (by the people) which is responded wisely (by the government) has been long time exist within the old society (such as Java’s kingdom in the past, 16-19 century), long before the “westernization” of Indonesian community.  Coping with demonstration is no less than good attitude responses, and far from enemy impression.  Good communication and compromise based on respectful between the two sides will open an elegant solution and parallel with the constitution objectives. <br /><br />  <br /><strong>Indonesian</strong><br />Dewasa ini hampir setiap terjadi “perselisihan” di masyarakat diikuti dengan aksi unjuk rasa dari pihak yang merasa dikalahkan. Aksi unjuk rasa setelah tumbangnya Orde Baru seakan-akan telah menjadi hal yang trendy dan dinilai sebagai cerminan kehidupan peradaban masyarakat modern yang demokratis. Pemaknaan terhadap istilah demokrasi sangat tergantung pada kematangan elit (politik, ekonomi dan pemerintah) dalam memahami demokrasi. Dalam situasi “transisional” dan belum ditemukannya bentuk ideal tatanan sosio-budaya-politik sesuai amanat konstitusi pemaknaan terhadap istilah demokrasi akan mengundang pro dan kontra. Sebagai bagian dari ekpresi tidak setuju dan protes terhadap kebijakan publik, di satu sisi aksi unjuk rasa merupakan hal yang dapat diterima dan sejalan dengan tuntutan “demokrasi”; namun di sisi lain tidak jarang aksi ini diikuti dengan tindakan anarkhis dan radikalisme yang menimbulkan suasana mencekam di ruang publik. Aksi unjuk rasa secara santun (oleh rakyat) dan disikapi secara arif (oleh penguasa) telah dikenal dalam tatanan masyarakat tradisi (misalnya dalam masyarakat kerajaan di Jawa pada abad 16-19), jauh sebelum peradaban demokrasi barat (“westernisasi”) merasuki kehidupan masyarakat Indonesia. Penanganan aksi unjuk rasa yang baik adalah dengan dilandaskan pada sikap yang jauh dari saling bermusuhan, antara pengunjuk rasa dan sasaran atau yang menangani pengunjuk rasa. Melalui musyawarah yang dilandaskan pada sikap saling menghormati akan membuka jalan penyelesaian yang elegan (dan sejalan dengan tujuan konstitusi) terhadap aksi unjuk rasa.

AbstractTransmission of the Covid-19 epidemic is a State problem categorized in the defense aspect in the public health sector. Covid-19's handling policy as a health emergency accompanied by a civil emergency policy is considered inappropriate, with reasons for interpretation, problem context, situation, conditions and ways of handling that are completely different. The research method used is Normative-Empirical, which combines facts with legal events that have been arranged in such a way in the context of the problem under study, using the Live Case Study approach, which is a review of cases or the implementation of regulations into events that are still ongoing until now this. The handling of Covid-19 requires serious collaboration between the Government and the people, in Siyasah al-Syar'iyyah this problem can be categorized as a form of jihad. On the one hand the Government must take an appropriate decision and policy for the benefit of the community and on the one hand the community is required to show the attitude of obedience and discipline in carrying out the policies that have been set, by ruling out political primodialism, religious fanaistem and others. AbstrakPenularan wabah Covid 19 merupakan permasalahan Negara yang dikate­gori­kan pada aspek pertahanan pada bidang kesehatan masya­rakat. Kebijakan pe­na­­nganan Covid-19 sebagai keadaan darurat kese­hatan yang didampingi de­n­g­an kebijakan darurat sipil dinilai kurang tepat, dengan alasan interpretasi, kon­teks masalah, situasi, kondisi dan cara penanganan yang berbeda sama sekali. Metode penelitian yang digunakan yaitu Normatif-Empiris, yakni meng­gabung­kan antara fakta dengan peristiwa hukum yang telah diatur sedemikian rupa dalam konteks permasalahan yang dikaji, dengan menggunakan pende­ka­tan Live Case Study, yakni penelaahan terhadap kasus atau implementasi per­atu­ran ke dalam peristiwa yang masih berjalan sampai dengan saat ini. Pena­nga­nan Covid-19 membutuhkan kerjasama yang serius antara Pemerintah ber­sama dengan rakyat, dalam Siyasah al-Syar’iyyah masa­lah ini dapat dika­tego­ri­kan se­ba­gai bentuk jihad. Pada satu sisi Peme­rintah harus mengambil sebuah ke­­pu­tusan dan kebijakan yang tepat demi kemaslahatan masyarakat dan pada satu sisi pula masya­rakat ditun­tut untuk menunjukkan sikap keta’atan dan ke­di­­­siplinan dalam men­jalanakan kebijakan yang telah ditetapkan tersebut, de­ng­an menge­sampingkan primodialisme politik, fanaistem agama dan yang lain­nya.

<p><strong>Abstract</strong></p> <p>Mosque Architecture is a part of Islamic architecture. Mosque should be fused with elements of nature because its function as a place to pray to God who created the universe. Al Markas Al Islamic Makassar mosque is used as a center of Islamic aspirations of the people and the government to accommodate all the activities of moslems in Makassar. Through this function, the provision of Al Markas Al Islamic mosque began from the desire of Islamic societies in Makassar, which wants the Islamic center to be equipped with facilities and infrastructure as well as architectural, monumental buildings and structures that can be last for hundreds of years (continuous), blend with the environment, and also can be used by the public. Having regard to the function of a mosque especially at the Al Markas Al Islamic Makassar mosque, then the problem that arise is how the Al Markas Al Islamic mosque can be survived/sustainable  in order  to function  as a place  of worship  and  as a center  of Islam.  This research  is a descriptive qualitative research that is trying to generate data in the form of systematic and accurate picture of the object of study. The sustaiprophetlity  of Al Markas AL Islamic mosque can be known through the concept of Islam  in accordance with the view of Islam as well as the sustaiprophetlity of the buildings that seen in the spatial pattern of the mosque, appearance, natural lighting, natural ventilation, and user behavior of the mosque.</p> <p><strong>Keywords: </strong>mosque architecture, sustaiprophetlity, view of Islam</p> <p> </p> <p> </p> <p><strong>Abstrak</strong></p> <p>Arsitektur masjid merupakan bagian dari arsitektur Islam. Masjid Al Markas Al Islamic Makassar merupakan kompleks kegiatan Islam yang digunakan sebagai pusat aspirasi masyarakat  dan pemerintahan  yang dapat menampung  seluruh kegiatan  umat Islam di Makassar. Melalui fungsi inilah maka  pengadaan masjid Al Markas Al-Islamic bermula dari keinginan masyarakat Islam di kota Makassar, yang mana menginginkan pusat kegiatan Islam yang dilengkapi dengan sarana dan prasarana juga bangunannya monumental yang secara arsitektur dan struktur bisa bertahan sampai ratusan tahun (berkelanjutan), dan menyatu dengan lingkungannya  serta dapat digunakan  oleh masyarakat  luas. Dengan memperhatikan  fungsi masjid terutama pada masjid Al Markas Al Islamic Makassar maka permasalahan yang muncul adalah bagaimanakah arsitektur  masjid  Al  Markas  Al  Islamic  dapat  bertahan/berkelanjutan   agar  dapat  difungsikan  sebagai  tempat beribadah dan sebagai pusat kegiatan Islam. Penelitian ini merupakan penelitian deskriptif yang bersifar kualitatif yaitu penelitian yang berusaha menghasilkan data berupa gambaran yang sistematis dan akurat dari objek kajian. Keberlanjutan  masjid Al Markas Al Islamic dapat diketahui melalui penyatuan konsep masjid Al Markas Al Islamic sesuai  dengan  pandangan  Islam  serta  keberlanjutan  dilihat  pada  bangunan  yakni  pola  tata  ruang  masjid, penampilan, pencahayaan dan penghawaan alami serta perilaku pemakai masjid.</p> <p><strong>Kata Kunci </strong>: Arsitektur masjid, keberlanjutan, pandangan Islam</p>

Akhir tahun 2017, masyarakat Indonesia ramai dengan maraknya kematian pada anakanak dan orang dewasa akibat penyakit Difteri. Ditemukan sebanyak 12 orang meninggal dunia dari 318 kasus Difteri menurut catatan Dinas Kesehatan Jawa Timur. Padahal di tahun 2016 kasus Difteri di Jawa Timur tercatat sebanyak 4 orang meninggal dunia dari 209 kasus. Hal tersebut menjadi perhatian bagi pemerintah dan tercatat sebagai kejadian luar biasa (KLB). Kenaikan angka kasus Difteri ini disebabkan karena kurangnya kesadaran masyarakat akan pentingnya imunisasi. Semakin banyaknya kasus Difteri yang terjadi dan minimnya pengetahuan masyarakat tentang Difteri, maka dibutuhkan suatu sistem pakar yang mampu membantu masyarakat maupun pemerintah dalam mendiagnosis penyakit Difteri. Penelitian mengenai Difteri ini menggunakan metode algoritma K-Nearest Neighbour (K-NN) dimana dilakukan perhitungan similaritas pada kasus lama dengan kasus baru. Penelitian penyakit Difteri ini disempurnakan dengan menggunakan penalaran berbasis kasus atau Cased Based Reasoning (CBR) agar hasil diagnosis lebih akurat. Output dari penelitian ini yaitu berupa hasil diagnosa penyakit Difteri berdasarkan gejala-gejala yang dialami dengan hasil akurasi pengujiannya sebesar 95,17%.End of 2017, the people of Indonesia enlivened so many of deaths in children and adults due to Diphtheria. Found 12 people died from 318 cases of Diphtheria according to East Java Health Office records. Whereas in the year 2016 Diphtheria cases in East Java recorded and reported as many as 4 people died from 209 cases. It's of particular concern to government and is noted as an extraordinary event (KLB). The increase in the number of Diphtheria cases is due to a lack of public awareness of the importance of immunization. Increasing number of Diphtheria cases and the lack of public knowledge about Diphtheria, it needs an expert system capable of assisting the public and the government in diagnosing Diphtheria. This research on Diphtheria uses the K-Nearest Neighbors (K-NN) algorithm method in which a similarity case study in the old case with new cases is used. The research of Diphtheria disease is enhanced by using casebased reasoning or Cased Based Reasoning (CBR) to make the diagnosis more accurate. The output of this research is the result of diagnosis of Diphtheria disease based on the symptoms experienced by the result of the accuracy of the test is 95,17%.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

After a long time was not heard to the public area, lately death penalty toward the criminal cases that classified as extraordinary crime are appear. The author discovers electronic article about the execution of the death penalty which is the prosecutor prepares to execute death penalty toward the drugs dealer. The president of Republic of Indonesia stated that it is necessary to give a deterrent effect to the convicted  criminal and keep the morality of Indonesian teenagers. According to my opinion, the author argues that it will be better and wiser if we discuss about renovating all of the Penitentiary in Indonesia than debating whether death penalty could be done in Indonesia or not, because it will be displeasure many parties, death penalty infringed the human rights of the convicted criminals and cause psychological burden to them, families, the executor of the death penalty, and other parties. Because if we have to improve the quality of the Penitentiary, if the function of Penitentiary for fostering moralily has been optimal or properly enough to the convicted criminals, Indonesia will be no longer need the death penalty option as sanction to the convicted crimanals including for the extraordinary crime (especially for drugs trafficking in our country). Penitentiary is one of the public services which aims for fostering the people that initially have bad habits (commited to the crime), so that they will have the awareness to change their bad attitude into the be better ones, will not harm others, and positively contributed to the society. Already Penitentiary’s conditions should be designed in such a way and as good as possible, so that the inmates feels like at their own home (like having a second home after his own home), and feel humaner to spend their days in the Penitentiary. The author believes that if the Penitentiary has been improved and optimized its function well, then the real purpose of Penitentiary will definitely achieved. As stated in Law Number 12 Year 1995 regarding to Penitentiary Article 2 which states "sanction system are organized in order to fostering the convicted criminals in order to be the real man, aware of their fault, improve themselves, and not to repeat the criminal act so that they can be friendly received by the community, can actively participated in the development of our country, and can socialize themselves as good citizen."Article 3 on this regulation also intensifies the function of Penitentiary "the function of Penitentiary is to prepare convicted criminals to be able to properly integrated to the society, so they can be accepted again as members of the public who are free and responsible ones."

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.
