The end of the Cold War left the USA as uncontested hegemon and shaper of the globalization and international order. Yet the international order has been unintentionally but repeatedly shaken by American interventionism and affronts to both allies and rivals. This is particularly the case in the Middle East as the wars in Afghanistan and Iraq as well as the nuclear negotiations with Iran show. Therefore, the once unquestioned authority and power of the USA have been challenged at home as well as abroad. By bringing disorder rather than order to the world, US behavior in these conflicts has also caused domestic exhaustion and division. This, in turn, has led to a more restrained and as of late isolationist foreign policy from the USA, leaving the role as shaper of the international order increasingly to others.

In light of seemingly growing divergence between the so-called ‘West’ and the Rest regarding the maintenance of international order, this paper seeks to sort through the conceptual muddle of ‘internationalism’ that still characterises much discussion of foreign policy today, especially with reference to emerging states. The leading states of the Global South have sought to respond to the crisis of conceptualisation and implementation that has attended Western practice of internationalism since the end of the Cold War. This paper seeks to analyse the alternative they claim to propose.

The article analyzes the Polish reason of state in changing international order understood as the loss of hegemon position by the United States. The author defines the reason of state as an analytical operant and relates it to the security and sovereignty of a state in the international environment. The text also outlines possibilities of development of Poland's reason of state in the region and global geopolitics.

Abstract This article explores the link between populism and hierarchies in international relations by examining the recent foreign policy-making in Turkey and Hungary—two countries run by populist leaders. We argue that when populists bring populism into foreign policy, they do so by contesting the “corrupt elites” of the international order and, simultaneously, attempt to create the “pure people” transnationally. The populists contest the “eliteness” and leadership status of these “elites” and the international order and its institutions, that is, the “establishment,” that these “elites” have come to represent by challenging them both in discourse and in action. The creation of the “pure people” happens by discursively demarcating the “underprivileged” of the international order as a subcategory based on religion and supplementing them with aid, thus mimicking the distributive strategies of populism, this time at the international level. We illustrate that when populist leaders, insert populism into foreign policies of their respective states, through contesting the “corrupt elites” and creating the “pure people,” the built-in vertical stratification mechanisms of populism that stems from the antagonistic binaries inherent to populism provide them with the necessary superiority and inferiority labels allowing them to renegotiate hierarchies in the international system in an attempt to modify the existing ones or to create new ones.

This final chapter analyzes current geopolitical challenges, and offers US foreign policy recommendations. Leading reasons for existing discontent with the rules-based liberal international order are delineated, and a more realistic understanding proposed. Today’s geopolitical circumstances are outlined, region by region. Policy recommendations then follow, based upon the premise of regionally differentiated strategies of pressure. In sum, the chapter argues for a forward-leaning US foreign policy realism, based upon an understanding that the post–Cold War quarter-century and its competing optimisms are now officially over.
