The article analyzes the Polish reason of state in changing international order understood as the loss of hegemon position by the United States. The author defines the reason of state as an analytical operant and relates it to the security and sovereignty of a state in the international environment. The text also outlines possibilities of development of Poland's reason of state in the region and global geopolitics.

The article covers the period of implemetation of the leading US universities and the Foreign Policy Association as elements of US public diplomacy wchich their impact in economic, political and cultural influence all over the world. The author methodically and consistently cites analytical, historical facts proving an indirect and direct impact on the foreign policy of countries. The relevance of the article is due to the high significance and influence of non-state actors on world politics nowdays. The author points out that the political course of the leadership of the United States from the second half of the 20th century was focused on more active inclusion of the country in international politics and the rejection of isolationism, which was primarily reflected in the departure from the postulates of the Monroe Doctrine and the entry of the United States into the First World War. This, in turn, had a great influence on the development of public diplomacy in the United States as a tool to promote the interests of the country, the creation of the necessary information support for foreign policy actions of the state, as well as a favorable image of the United States in other countries. Thus it required the active involvement of the leading US universities in US public diplomacy, as well as the creation of new non-state institutions.

How does the extension of party conflict to a foreign policy issue affect the ability of Americans to form an opinion about the issue? We test this using elite references and longitudinal public opinion data about the Israeli–Palestinian conflict, a salient foreign policy issue in the United States that is increasingly characterized by partisan divisions. Our findings demonstrate that since the turn of the 21st century, the availability and clarity of party cues have increased, as well as the share of Americans who hold an opinion about the issue. Applying regression models to individual-level data, we reveal that the extension of party conflict to this issue has made it easier for more Americans to form an opinion.

O objetivo deste artigo consiste em retratar um dos principais debates intelectuais que produziu cisões no pensamento diplomático brasileiro a partir dos anos 90, especialmente durante os governos Fernando Henrique Cardoso (1995-2002) e Lula da Silva (2003-2010), a saber: o tipo de relacionamento a ser estabelecido com os Estados Unidos. Para tanto, mostraremos de que forma este debate se manifestou, as correntes de pensamento por ele engendradas no interior do Itamaraty, o conjunto de crenças e percepções que sustentaram tais correntes no período em estudo bem como as estratégias de política externa delas oriundas. Os resultados da pesquisa apontam que, neste período, duas tendências se mostraram dominantes no Itamaraty, embora em momentos distintos. A primeira, que damos o nome de acomodacionista, teria predominado durante a administração Cardoso e defendia uma posição de maior aproximação aos EUA, no marco de uma estratégia de acomodação à ordem internacional liderada pela potência hegemônica. A segunda corrente, que chamamos de revisionista, teria ganho proeminência na administração Lula, e preconizava maior autonomia frente à potência hegemônica, com quem o relacionamento brasileiro devia se sustentar na igualdade irrestrita, dentro de uma lógica de equilíbrio de poder. Essa posição de distância relativa frente os EUA se enquadrava em uma estratégia de “multipolarização” ou desconcentração do poder mundial e de revisionismo da ordem internacional vigente. O desenvolvimento da pesquisa ancorou-se fundamentalmente na investigação de discursos, entrevistas, depoimentos, livros e artigos das principais autoridades a frente do Itamaraty (chanceleres e embaixadores) no período em estudo. Palavras-chave: Pensamento Diplomático; Política Externa Brasileira; Estados Unidos.     Abstract: The objective of this article is to portray one of the main intellectual debates that produced divisions in Brazilian diplomatic thought starting in the 1990s, especially during the Fernando Henrique Cardoso (1995-2002) and Lula da Silva (2003-2010) governments, namely: the kind of relationship to be established with the United States. To do so, we will show how this debate manifested itself, the currents of thought generated by it within the Itamaraty, the set of beliefs and perceptions that underpinned these currents in the period under study as well as the foreign policy strategies that came from them. The results of the research indicate that, during this period, two tendencies were dominant in Itamaraty, although at different moments. The first, which we call the accommodationist, would have predominated during the Cardoso administration and advocated a position of greater approximation to the United States, within the framework of a strategy of accommodation to the international order led by the hegemonic power. The second current of thought, which we call revisionist, would have gained prominence in the Lula administration, and advocated greater autonomy against the hegemonic power, with whom the Brazilian relationship should be based on unrestricted equality, within a balance of power logic. This relative distance from the US was part of a strategy of "multi-polarization" or deconcentration of world power and revisionism of the current international order. The development of the research was fundamentally based on the investigation of speeches, interviews, testimonies, books and articles of the main authorities in front of the Itamaraty (chancellors and ambassadors) during the period of study. The chapter explores Denmark’s post–Cold War reorientation in foreign policy, where a previous emphasis on laying low and a reluctance to engage in military actions has been replaced by a willingness to support activist military engagement. The transformation has entailed a fundamental reappraisal of the Cold War past, where a once comfortable and ontological-security-affirming narrative has been recast as a betrayal of Denmark’s true being and its responsibilities for upholding a norms-based international order. The chapter argues that such self-shaming is designed to elicit anxiety and ontological insecurities that can only be salved through activist engagement. However, lacking sufficient resources itself, Denmark’s redemption is possible only by establishing a vicarious bond with the United States and partaking in American wars. In Denmark’s case, vicarious identification has therefore been central to driving change and reconstituting selfhood anew, rather than reaffirming extant identities as might be expected.

The Role of Iran, Iraq and Syria in the Policy of the BelarusianRelations between Belarus and Iran, Iraq and Syria after 1998 took on the nature of political alliance. The factor connecting Belarus with these countries was their isolation by the West because of the policy of internal or foreign. Sanctions or restrictions imposed on these countries on the initiative or with the participation of the United States created an additional platform for Minsk agreements with Tehran, Baghdad and Damascus. Anti‑Americanism four countries has become a common feature of their foreign policy and defense cooperation. Closeness of political relations was accompanied by a desire to establish a broad economic cooperation between the four countries. At the beginning of 21st century it grew by leaps and bounds each year, the volume of trade between Belarus and Iran, Iraq and Syria. Level exchanges with Iran and Syria, however, quickly reached a level corresponding to the potential capabilities of the parties and far removed from the expectations of leaders. Any dealings with Iraq were interrupted as a result of the occupation of that country by the United States and the coalition.

One the most powerful evangelical Christian sentiments is that one is potentially imbued with the divine mandate and capacity to enact the will of God on earth. Since becoming president in 2000, George W. Bush’s sense of calling has encompassed the responsibility of the United States to bestow and/or protect freedom, which he has deemed “God’s gift to humanity.” The American president’s rhetoric, with regard to American exceptionality in its domestic and foreign policy, however, betrays a “sovereign” conception of time wherein nothing happens except the forestalling of its end. Following the philosophical inquiry of Philip Goodchild’s Capitalism and Religion and the political critique of Giorgio Agamben’s State of Exception, this article will examine the nature of American exceptionality, namely the degree to which President Bush’s rhetoric of the call co-opts its biblical precedents in a speculative maneuver that is unconcerned with the subsistence/lived level of reality, and whose aim is ultimately to perpetuate the creation of political capital.

There are a host of issues facing us today which pose an ethical problem in the field of foreign policy. What kind of international order will prevail in the future? Will it be one compatible with ideas, principles, and political structures such as those we enjoy in the United States while offering a place within that structure to Communist states? Or will it be an international structure designed by and compatible with the objectives of the Communist states while offering a possibility of coexistence to us and to other states similarly organized?Under what types of circumstances, if any, should we continue nuclear tests? Under what circumstances, if any, should we actually use nuclear weapons? Under what circumstances, if any, should we use nuclear weapons to enforce our views of what is just and equitable in the relations between nations? Under what circumstances, if any, should we use firm measures to keep our allies from engaging“ in unjust or imprudent actions?

This chapter summarizes the book’s main argument, outlines its contribution to international relations scholarship, and applies the argument to current debates about the rise of China. Two positions dominate current debates about US foreign policy and the rise of China: engagement, which calls for integrating China deeply into the global economy and institutional architecture of the international order; and containment, which sees security competition as an inevitable outgrowth of Chinese power, and calls for the United States to preemptively increase its military presence in the region. This chapter argues that by focusing narrowly on China’s economic and military interests, the current debate misses an important aspect of China’s rise because it fails to consider the social motivations of rising great powers. Building on the core argument of this book, it suggests that only by accepting China’s recognition-claims can the United States facilitate China’s peaceful rise. The chapter concludes by exploring how the United States might navigate a foreign policy that both approaches China as a recognized partner in leading the international order and also protects its regional and global interests—and if such recognition is even possible.

The bunkerization of Europe is a Cold War story that has continued to resonate into the 21st century through foreign policy, the built environment, and cultural traces both material and imaginary. This essay explores the physical, ideological, and cultural bunkerization of Switzerland, one of the most heavily fortified countries in the world, through its military and civil defense history, the spatial manifestations of that history, and the cultural responses to these manifestations during and after the Cold War. The essay compares the unusually democratic process of the Swiss civil defense infrastructure and its ramifications for thinking about the spatial legacy of the Cold War with the bunker fantasy in the United States and the rest of Europe.
