The inter-American system, initiated in 1826 at Panama with the First Congress of American States called by Sim6n Bolivar, the Liberator, and definitely established in 1899 by the First International Conference of American States at Washington, has experienced throughout its long history a sound, steady growth. No system of international organization in the world can claim a similar record. In spite of great obstacles encountered at various times, the inter-American system has made continuous progress and has emerged with greater strength after passing through each of its many stages of gradual development.

For more than half a century, the states of the Western hemisphere have coöperated for the promotion of their mutual interests by means of a loose form of organization which is unique in the categories of political science. Step by step, the organization has proclaimed its principles and strengthened the machinery of its conferences and its consultative meetings of Foreign Ministers; step by step it has enlarged its functions and developed new agencies for their administration. But at no time have the American states sought to draw up a formal charter defining the status of their collective membership as constituting a corporate international person. Rather they have preferred to coöperate along practical lines and to develop their organization progressively as the circumstances of the time appeared to demand. In consequence, while the inter-American system exists as a fact, while it functions as an association or “union” of twentyone American states, its precise juridical character as a regional organization has never been defined. Whether the establishment of the new international organization contemplated by the Dumbarton Oaks Proposals will call for such a definition, in order to establish more accurately the relations between the two systems, is a question for speculation, now that the Conference at Mexico City is in progress.

The Ninth International Conference of American States convened in Bogotá, Colombia, on March 30, 1948, to consider a seven-topic agenda: 1) reorganization, consolidation, and strengthening of the Inter-American system; 2) regulation of the dependent organs and specialized Inter-American agencies; 3) economic cooperation; 4) recognition of de facto governments; 5) “defense and preservation of democracy in America in face of the possible installation of undemocratic regimes on the continent”; 6) European colonies in America; and 7) development and improvement of inter-American social services.

Despite the fact that the Ninth International Conference of American States was overshadowed in press and popular mind by the dramatic explosion that rocked the conference city of Bogota in April, there can be little doubt that the outstanding achievement of the conference was not the largely sterile anti-Communist resolution, but rather the new Charter of the Americas. With their signature to this Charter the delegates of the twenty-oneindependent republics have completed a reorganization of the inter-American framework which was begun at least fifteen years ago

The inter-American system represents the first attempt to implement the idea of regional cooperation. Regardless of general world opinion about the system's success, since its inception at the beginning of the nineteenth century the nations of the Americas have tried to establish a juridical order capable of solving their mutual problems, to jointly face the defense of the hemisphere, and to preserve peace in the region. In fact, however, these policies, initially expressed by the Monroe Doctrine of 1823, were first pursued unilaterally and later, after the First International Conference of American States in 1889–1890, through an ineffective collective body. They did not achieve the desired objectives and in fact only led to such violent forms of imperialism as the “big stick policy” and interventionism.

Seventy-five years ago (1945), the United Nations (UN) was founded in San Francisco by 50 nations. There, a small archives unit served to assemble the first records of the organization; this was the first iteration of today’s Archives and Records Management Section (ARMS). Throughout its history, the fortunes of the UN Archives have waxed and waned, while its role has continuously evolved. Trying to carve out a place for itself within the largest international organization in the world, its physical and administrative structures have undergone profound changes, as has its mission, number of staff, the type of records it holds and its users. This paper examines significant events in the development of the UN Archives, the challenges it has faced and what may be learned from them.
