Community Structure and Innovation: The Case of Public Housing

Innovation can be defined as “… the generation, acceptance, and implementation of new ideas, processes, products, or services.” We mean here an activity, process, service, or idea that is new to an American city. We do not restrict it to mean only the first appearance ever of something new (i.e., an invention) or only the first use by one among a set of social actors. We are concerned neither with the diffusion of innovation nor with internal stages in the adoption process, but rather with the characteristics of cities that have successfully implemented innovations in federally financed public housing. We focus on three aspects of community innovation: (1) the presence or absence of a federally financed public housing program in the city, (2) the speed of innovation of such a program, and (3) the level of output or performance of this innovation activity.Most of the studies of innovation have used as units of analysis either individuals or organizations, and little attention has been given to innovation in community systems, although community systems are continually introducing new ideas, activities, processes, and services. For example, the form of government may be changed from a mayor-council to a city-manager type. In fact, two studies of such innovations were carried out prior to World War II, but these were primarily concerned with describing the rate of diffusion of this social invention among American cities, not with characteristics of innovating cities. The addition of a new planning department to the city administration or a decision to fluoridate its water system are community innovations as we have defined the term, But innovations are not limited to actions of city government, although these may be the most frequently observed types of innovations.

RESUMOOs desastres relacionados às águas, ocorridos no Brasil, aprofundaram e ampliaram as pesquisas sobre tais fenômenos. Este artigo analisa os conflitos decorrentes da resposta do governo da cidade de Campos dos Goytacazes/RJ às consequências dos desastres: o programa de habitação popular “Morar Feliz”. Realizaram-se levantamentos bibliográficos, coleta de dados em órgãos públicos e entrevistas com moradores reassentados. Os resultados indicam a existência de conflito de interesses que opõem os moradores que reivindicam ficar no bairro em que residem, ou próximo a ele, e o governo municipal, que promove a expansão urbana em áreas com insuficiência de infraestrutura urbana.Palavras-Chave: desastres ambientais, habitação popular, risco.RESUMENLos desastres relacionados con el agua que ocurrieron en Brasil profundizaron y ampliaron las investigaciones sobre estos fenómenos. Pekanbaru City as one of the cities in Indonesia that is experiencing rapid development and growth in the development of various fields. This reality shows that the City of Pekanbaru must be ready to face all forms of population problems that will arise, one of which is the housing needs of the urban poor. The purpose of this study is to comprehensively analyze regional development policies through housing programs for the community in Pekanbaru City. This type of research is qualitative research with a case study approach that uses key informants and supplementary informants as a source of information. Data collection is done through observation and interviews, then after the data collected will be used triangulation methods with data sources and then analyzed and interpreted by providing conclusions. The results of the study found that the form of housing policy for the people in Pekanbaru City consisted of the livable housing program (RLH), the city program and the house renovation program. Furthermore, the implementation of housing policy for the people in Pekanbaru City has run quite well. This means that every urban poor community is indeed a priority for the Pekanbaru City Government as a target group that must accept programs in the housing sector. However, the constraints of housing quota intended for the poor have not been able to fully meet the existing needs, so the Pekanbaru City Government has to make a turn system so that all urban poor communities can receive housing programs provided.

Public housing advocates argue that the nation should expand the federal public housing program as part of an effort to increase the supply of affordable rental housing. This paper examines federal public housing construction in the largest US cities over the period 1937–1967, a period during which the public housing program was the primary program to provide low-income households with affordable rental housing. Public housing is found to depend upon the population level of the city, factors that characterize the housing stock as of 1950, the poverty level in the city, and the size of the nonwhite population in the city. The National Commission on Urban Problems (National commission on urban problems 1968, page 128) found that this supply response meant that “… the great need of the large central cities for housing for poor families was largely unmet.” Changes in racial segregation from 1940 to 1960 are found to be unrelated to public housing construction. While the current situation is different in many respects from circumstances of these earlier decades, a renewed effort to supply public housing might produce similar outcomes.

This research is based on time problem which has no certainty. in the House Unfulfilled House program in Bogor City there are still problems in terms of development, implementation that is not in accordance with the appropriate program. The purpose of this research is (1) To know the implementation and Program In Program House Not Eligible Hunidi Bogor City, (2) To know the inhibiting factors in the implementation of Program Housing Incomplete Bogor City, (3) Formulate the strategy of construction of Unfit House in Bogor city. This research uses qualitative method that is research that produce descriptive data in the form of oral or oral words from people and behavior that can be examined. The results of this study indicate that 1) Implementation and procedures in the program RUTILAHU In the city of Bogor, has not run well as in the development stage and community programs that are not evenly distributed and many homes that have not been realized in home improvement. 2) Unfit Housing Program in Bogor City that has not been equitable in terms of development, information and socialization and unfavorable process. 3) The formulation of the results of this study responsiveness in the needs of the people of Bogor City Government research results are sufficient to provide programs that can help the poor, one of which is RUTILAHU program. Keywords: Development Strategy, Inhabitable House, Slum Area.

This article discusses the struggles of urban social movements for a de-neoliberalisation of housing policies in Poulantzian terms as a “condensation of the relationship of forces”. Drawing on an empirical analysis of the “Berliner Mietenvolksentscheid” (Berlin rent referendum), which was partially successful in forcing the city government of Berlin to adopt a more progressive housing policy, the article argues that urban social movements have the capacity to challenge neoliberal housing regimes. However, the specific materiality of the state apparatus and its strategic selectivity both limit the scope of intervention for social movements aiming at empowerment and non-hierarchical decision-making.

After changing its city branding several times, Semarang now has a new city branding, namely "Semarang Variety of Culture." However, the city branding reaped contra from academics and cultural figures because Semarang was considered not sufficient yet in terms of representing its cultural diversity. Responding to this, the Semarang City Government and the Semarang City Public Works Department created a public service advertisement on CCTV socialization for flood control in the city of Semarang with a transgender figure as the ad star. This research was qualitative research designed with Seymour Chatman's Narrative Analysis. The research found a commodification and objectification of transgender people who imitated the feminine style of women in the advertisement. In other words, the public service announcement of Semarang CCTV socialization lowered the femininity, which is synonymous with women.The public service advertisement also violated the moral codes adopted by the majority of the Indonesian people.

Young people are important to cities, bringing skills and energy and contributing to economic activity. New technologies have led to the idea of a smart city as a framework for city management. Smart cities are developed from the top-down through government programmes, but also from the bottom-up by residents as technologies facilitate participation in developing new forms of city services. Young people are uniquely positioned to contribute to bottom-up smart city projects. Few diagnostic tools exist to guide city authorities on how to prioritise city service provision. A starting point is to understand how the youth value city services. This study surveys young people in Braamfontein, Johannesburg, and conducts an importance-performance analysis to identify which city services are well regarded and where the city should focus efforts and resources. The results show that Smart city initiatives that would most increase the satisfaction of youths in Braamfontein  include wireless connectivity, tools to track public transport  and  information  on city events. These  results  identify  city services that are valued by young people, highlighting services that young people could participate in providing. The importance-performance analysis can assist the city to direct effort and scarce resources effectively.

The article describes the structural characteristics of the urban communities of the city of Krasnodar and the related features that impact their participation in urban conflicts. This issue is considered in a number of scientific publications, but there is a need to expand the empirical base of such studies. On the base of expert interviews conducted with both city activists, their counterparty (representatives of the municipal government) and external observers (journalists), the parameters of urban communities functioning in the process of their interaction with other conflict actors are revealed. The communities characteristics such as the predominantly territorial principle of formation, the overlap of online and offline communications in their activities, the presence of a “core” with a relatively low number of permanent participants and others are determined. Their activities are dominated by neighborly and civilian models of participation in conflicts. The possibilities of realizing one’s own interests through political interactions (participation in elections, the activities of representative bodies of power, political parties) are not yet sufficiently understood. Urban communities, as a rule, operate within the framework of conventional forms of participation in solving urgent problems, although in some cases it is possible to use confrontational methods, in particular, protest ones. In this regard, the most often used compromise, with the desire for cooperation, a strategy of behavior in interaction with opponents. The limited activating role of conflicts in the activities of communities has been established. The weak manifestation of the civil and especially political component in their activities determines the preservation of a low level of political subjectivity. This factor restrains the growth of urban communities resources and the possibility of applying competitive strategies in interaction with city government and business.
