Wartime forest energy policy and practice in British West Africa: social and economic impact on the labouring classes 1939–45

AbstractThe recent resurgence of interest in the impact of World War II on African populations has, to date, neglected the theme of forest energy (firewood and charcoal) production, consumption and exchange. This needs to be rectified, for several reasons: (1) wood fuel accounted for the lion's share of wartime forestry output by volume and value, prompting (2) an unprecedented degree of intensity in, and variety of, state emergency intervention in wood fuel ‘markets’ which had (3) important equity implications, which have gone largely unreported, with the risk that (4) current and future attempts at (emergency) wood fuel resource management may be deprived of the lessons of this experience. This article is thus an essay in the dynamics and consequences of crisis management in colonial forestry. It evaluates wartime forest energy policy and practice in British West Africa, with special reference to their ‘invisible’ social consequences. The regional political, economic and military context of forest energy activity is first summarised. This is followed by detailed case studies, which assess policy impacts on the labouring classes in the Sierra Leone colony peninsula and the Jos Plateau tin mines in northern Nigeria. The main aim of these studies is to show how war-induced demands on subsistence products like firewood and charcoal weighed inordinately heavily on the poor. Even those who belonged to sectors of society which benefited from preferential treatment in the allocation of scarce supplies of consumer products were not spared. Recently, concern has increased over the equity implications of current and proposed (peacetime) domestic energy policy and practice in Africa. This suggests that the issues of distributive justice raised by this study are of wider relevance than the specific historical context within which they have been discussed.

The recognition that ensuring the welfare of children is not possible without addressing the welfare of their female caregivers is notably missing from the child welfare literature. This article seeks to correct this omission by analyzing the welfare of children in the context of societal structures for caregiving. The author places the gender analysis of child welfare in historical context, discusses current themes of gender bias, and analyzes the impact of child welfare policy and practice on several categories of women. Policy implications and practice guidelines for improving the well-being of children are discussed.

Much has been written and assumed about the impact of World War II on the political consciousness of African soldiers. It has been stated that as a result of their military service the veterans developed a new political awareness, and that consequently they played a singnificant rôle in the nascent nationalist movements of the post-war period. This argument has been presented more persuasively for East Africa, although some of the evidence produced to support the thesis appears at times rather thin. It has been strongly contested for West Africa.

Japan and the Republic of Korea have been going through a painful process of reconciliation since World War II. But with the momentum created by the FIFA World Cup and the high popularity of Korean pop culture in Japan, the trend shifted and the two countries seem to be enjoying a more amicable relationship. This paper aspires to understand when and how the steps toward reconciliation were taken between the two countries. The overarching research questions are: what steps were taken, and what channels of communication contributed to or hindered the process of reconciliation? Section 1 first lays the historical context of the dispute, and Section 2 assesses the diplomatic steps taken toward reconciliation by applying Assefa's reconciliation model, which leads to an analysis of discrepancy between the governments and the civil societies. Section 3 considers the impact of the FIFA World Cup in 2002, when momentum for friendship was reinforced by the various exchange activities at civil society level, as well as the Korean pop culture. The in-depth interview adds insights and public opinion polls clarify the perceived status of reconciliation. Section 4 concludes by returning to the more generalized issue of how communication between the two nation states has changed with the information technology, which is key to understanding the dynamism of the lingering reconciliation process.

<p>The current thesis aimed to extend existing research on intergroup forgiveness by considering historical context as an important element. The clear victim and perpetrator roles in the European and East Asian post World War II settings provided the context for this research. Social representations of history provided the theoretical framework for four studies. Study 1 employed a meta-analytical approach to explore the impact of contextual variables on interpersonal forgiveness across 13 societies. Based on Berry's ecocultural framework and Inglehart's affluence theory it was expected that socio-political, societal well-being and socio-economic variables are linked to interpersonal forgiveness. Significant differences in interpersonal forgiveness between the 13 societies emerged, which could be explained by conflict potential, socio-economic and socio-political context variables, societal peacefulness, societal well-being, and negative societal evaluations of historical calamities. Study 2 explored conceptualisations of interpersonal and intergroup forgiveness using a qualitative approach with interviewees from Japan, Germany and the Philippines. Facets, antecedents and outcomes of forgiveness were identified as main themes. Differences in the relevance of forgiveness as a means of conflict resolution were revealed across cultures. An illuminating concept was identified and labelled as "historical closure", signifying an attitude towards historical issues as relevant or irrelevant to present and future relationships between groups. Study 3a and 3b included victim perspectives from three formerly victimized European nations (France, Poland, Russia) and three formerly victimized East Asian nations (China, Taiwan, Philippines). Study 3a examined differences in intergroup forgiveness across the six societies. Between-society differences were found. Chinese participants were less forgiving compared to French participants, pointing to the different historical contexts as an explanatory source. Study 3b investigated the ability of historical closure and other group-based constructs to predict intergroup forgiveness. In both settings, historical closure was a consistent significant predictor and contributed to explain unique variance. A cross-level operator analysis revealed that political apologies by the perpetrator country during the last 20 years was negatively associated with intergroup forgiveness, indicating that external context related variables can contribute to explain intergroup forgiveness. Study 4 investigated perpetrator perspectives from Japan and Germany, with focus on the cognitive and behavioural components of the willingness to make amends. Japanese and Germans differed significantly on the behavioural component: it was predicted by lack of closure in the Japanese sample; whereas in the German sample guilt and shame were positive predictors. Lack of historical closure consistently contributed to predicting the cognitive component of the willingness to make amends. Japanese experienced more guilt and shame feelings than Germans. Stronger national identification did not contribute as expected and had a reversed effect in Japan by being a positive predictor. Historical closure is an intriguing concept, as it is a positive predictor for intergroup forgiveness among participants from formerly victimized nations, but a negative predictor for the willingness to make amends among participants from formerly perpetrating nations. This is an interesting interdependency in coming to terms with history: closure seems to be needed by victims to be ready to forgive, whereas the lack of closure for perpetrators seems to drive the willingness to make amends.</p>

This chapter places the concept of targeted development in historical context, starting with an overview of the time immediately following the end of World War II. Interestingly, the logic for targeted development today has much in common with the decision to target development resources to Europe, rather than the developing world, in the second half of the 1940s. As the Cold War unfolded and the strategy of containment took hold, the chapter demonstrates how development promotion was sidelined in favor of a more direct approach to pursuing geopolitical goals in developing countries. The chapter then traces the rise of interconnections between industrialized and developing countries since the end of the Cold War and the impact of the September 11, 2001, terrorist attacks for focusing attention on spillovers associated with underdevelopment.

The Historical Context: The Crisis of Political Order, 1680–1750In the late seventeenth and early eighteenth centuries the ‘Slave Coast’ of West Africa suffered increasingly severe problems of disorder, which seem to have been in large part a consequence of the impact of the Atlantic slave trade. These disorders involved not only wars among the major states but also (in at least some cases) the weakening of political authority within states. The most obvious aspect of this dissolution of authority was the decline in the power of the kingdom of Allada, which had earlier exercised some degree of suzerainty over most if not all of the other states in the area. Among the tributaries of Allada which repudiated its authority was the kingdom of Whydah (Hueda), on the coast to the south-west, which was already effectively independent by the 1680s, and which even went to war with Allada in 1691–92 and again in 1714–17. The kingdom of Fon, or Dahomey, in the interior north of Allada, was originally also a dependency of Allada, but is recorded to have revolted and asserted its independence in 1715.

The new wave of populism that has emerged over the last five years in Europe and in the US urgently needs to be better understood in a comparative and historical context. Using Italy – including the experiment of a self-styled populist coalition government – as a case study, this book investigates how populists in power borrow, use and manipulate categories of constitutional theory and instruments of constitutional law. Giuseppe Martinico goes beyond treating constitutionalism and populism as purely antithetical to dive deeply into the impact of populism on the activity of some instruments of constitutional democracy, endeavoring to explore their role as possible fora of populist claims and targets of populist attacks. Most importantly, he points to ways in which constitutional democracies can channel populist claims without jeopardizing the legacy of post-World War II constitutionalism. This book is aimed at academics and practicing lawyers interested in populism and comparative constitutional law.
