Public Engagement in Officials’ Stories about COVID-19 across Social Media, an Iraqi Case Study (Preprint)

BACKGROUND Background: The world has not attended a major challenge like coronavirus disease (COVID-19) pandemic for several decades. Effective two-way communication across social media facilitates public engagement in health authorities and officials in a positive way which contributes to minimizing damage, impacts, and victims. OBJECTIVE Objective: This study examines public engagement in officials’ stories about COVID-19 on social media. This examination is to realize public responses and engagement particularly during the lockdown which allows us to understand the efforts and contributions of health authorities and officials on social media to give instructions and preventive measures to the public and how the public engage. METHODS Method: This study adopted a survey method through an online questionnaire using 'Google Forms' (N= 511) with responses from adults aged 18 and over. The data collection was carried out from the first week of March until the mid of April 2020. This period was in the quarantine days ordered by the Iraqi government (the first week of March to the end of May). The duration of data collection was very important because the officials were focusing on the measures to prevent the disease and giving instructions across social media to communicate and interact with the public. RESULTS Result: We revealed that the fear of the pandemic led people to change their perception of the government authorities and officials, and this argument was statistically approved (r=0.171**, p < 0.000). We revealed that the fear of the pandemic led people to change their perception of the government authorities and officials because before the outbreak of COVID-19 the public was not satisfied with the government authorities and officials performance, but during the outbreak, the public engaged with the officials positively, (r= 0.156**, p <0.000), (r=0.127**, p <0.000). CONCLUSIONS Conclusion: The pandemic can be invested in restructuring the relationship between the government and the public positively, particularly to raise the public awareness of diseases, prevention, hygiene, and the practice of healthy behaviors. We found that only 191 (%38.2) of the participants did not try to consult the information from global sources about COVID-19. This indicates that through the internet and social media the public can potentially engage with global parties not only the local authorities.

Nowadays the role of social media as a communication tool is increasing. Information technologies and communication habits of society changes also the way and the form how to create communication between the government and the society in Latvia. The aim of this research study is to evaluate the role of social media in Latvian government communication by analysing the use of the social media and interaction with the public. The formation of relations between government institutions and the society is defined in different policy documents of the Latvian government. Such research methods as document analysis, content analysis and comparative analysis to measure Latvian government profiles and followers’ involvement were employed to determine how social media use contributes to co-operation between the government and the public and effective exchange of information and coordination. The ways of communication in state administration performance have been changed. It is possible to mark two important changes – firstly, the government communication goal is not just to increase public awareness, but also interaction and involvement of the public in state administration, and secondly, development of information technology and public communication habits expands and makes varied methods and forms of government communication. Different Latvian government policy documents increase the role of communication in state administration, but the communication which is implemented by Latvian state institutions is unable to overcome public distancing and the lack of interest in the state administration.

The purpose of this research is to provide education to increase public awareness of the dangers of covid-19. In addition, this study found the importance of raising public awareness to adhere to health protocols to avoid the dangers of Covid-19.  The research target is the government of Gampong Aneuk Glee, Indrapuri Sub District. This study uses a qualitative method that aims to determine the Gampong government’s strategy in increasing public awareness about the dangers of Covid-19. The data was obtained through three data collection methods, including interviews, observation, and analysis. The results showed that the Gampong Aneuk Glee government had carried out many strategies in increasing public awareness, such as placing banners and appealing to the public about the dangers of Covid-19. It is intended to increase public awareness regarding the dangers of Covid-19 optimally.

.The problem of corruption in Indonesia is at an alarming point. Corruption often occurs in fairly complex public services, such as licensing issues, procurement of goods and services, etc. Those kinds of services are considered 'profitable' which triggered the opportunities for corruption. This problem needs to be overcome through a new solution that can become the best. The object of research is the anti-corruption campaign conducted by the Corruption Eradication Commission (KPK) through Instagram and Facebook. The purpose of this research is to find out, analyze, and discuss the involvement and actions of anti-corruption campaigns on social media Facebook and Instagram. This research uses a survey method through a descriptive-analytic study approach. The data is taken through a questionnaire by comparing Instagram and Facebook. The result shows that the campaign through Facebook is generating more active comments with a more flexible duration of time and diverse targets than Instagram. This research can be a stimulus to bridge public awareness of the importance of anti-corruption. A further implication is that people will get a better awareness of the importance of anti-corruption knowledge and are able to spread it to the public.

People have felt afraid during the outbreak of coronavirus disease 2019 (COVID-19), because a virus is an invisible enemy. During the pandemic outbreak, society has become worried about the spread of infections and the shortage of protective equipment. This common fear among the public subsequently deepens each person's fear, increasing their belief in the content reported by the media and thus actively compelling these individuals to engage in the behavior of panic buying. In this study, we explored the effects of the public's risk perception, state anxiety, and trust in social media on the herding effect among individuals. The study was based on an online questionnaire survey and convenience sampling. The results showed that the public's risk perception increased their state anxiety and then deepened their willingness to wait in line for a purchase. In addition, the more people that trust the message delivered by the media, the more actively they will join the queue to buy goods. This study also found that anxiety had a greater impact on the public's willingness to wait for a purchase than trust in social media. Therefore, the top priority for the government should be to reduce the public's state anxiety and then reduce the herding effect.

The existing Kai Tak Nullah flows from Po Kong Village Road along Choi Hung Road and Tung Tau Estate into Kai Tak Development Area before discharging into the Victoria Harbour. Historically its upstream has been subject to flooding under storm conditions and this has had serious repercussions for the adjacent urban areas. A study has been commissioned by the Drainage Services Department of the Government of the Hong Kong Special Administrative Region (HKSAR), China to investigate the flood mechanisms and to provide flood alleviation measures by improving the capacity of the Kai Tak Nullah. In addition to flood alleviation, there is a strong public aspiration to rehabilitate the Kai Tak Nullah by a comparatively natural river design. Since the Kai Tak Nullah is located within a heavily urbanized area, traffic and environmental impacts are also highly concerned. The final flood alleviation scheme has thus had to strike a balance among the aforesaid factors with assistance from the hydraulic modelling utilizing InfoWorks Collection Systems (CS) software. This paper presents the public engagement exercise, design considerations, methodologies, and recommendations regarding the reconstruction and rehabilitation of the Kai Tak Nullah.

Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.

Tujuan dari penelitian ini untuk mengetahui peningkatan kemampuan koneksi matematika mahasiswa/i melalui pembelajaran metakognitif di Semester IV Jurusan Matematika Tahun Pelajaran 2014/2015. Penelitian ini merupakan Penelitian Tindakan Kelas (PTK). Subjek penelitian ini adalah mahasiswa/i semester IV matematika. Objek dalam penelitian ini adalah pembelajaran matematika dalam usaha peningkatan kemampuan koneksi matematika mahasiswa/i melalui pembelajaran metakognitif. Teknik pengumpulan data dengan cara: Observasi, tes, dan dokumen. Instrumen penelitian ini menggunakan: RPS, LKS, Tes dan Lembar Observasi. Penelitian tindakan kelas ini dilaksanakan dalam 2 siklus, yang masing-masing siklus terdiri dari tahap perencanaan, pelaksanaan, pengamatan dan refleksi. Hasil penelitian menunjukkan bahwa untuk untuk siklus I untuk indikator 1, indikator 2, dan indikator 3 berdasarkan kategori Sangat Kurang (SK), Kurang (K), Cukup (C),  Baik (B) dan Sangat Baik (SB) berturut-turut ada sebesar 63,88%, 77,76%, 80,55%, 63,88%, dan 5,54%. Setelah dilakukan pemberian tindakan dengan model pembelajaran Metakognitif, banyak mahasiswa/i yang berhasil meningkatkan kemampuan koneksi matematika pada akhir siklus II, untuk indikator 1, 2 dan 3 kategori Sangat Kurang (SK), Kurang (K), Cukup (C),  Baik (B) dan Sangat Baik (SB) berturut-turut ada sebesar 13,88%, 44.43%, 33,32%, 116,65%, dan 91,65%. Dari penelitian ini dapat diperoleh simpulan bahwa melalui pembelajaran Metakognitif dapat meningkatkan kemampuan koneksi mahasiswa/i semester IV matematika Universitas Labuhanbatu. Kata Kunci: Kemampuan Koneksi Matematika, Pembelajaran Metakognitif. This study was conducted to determine the effect of household waste to the environment in terms of aspects of biology at the housing complex kel housekeeping earth. nevertheless compass excl. southern shoreline. The type of waste that is often seen is composed of organic waste and garbage in the complex non organik.Setiap day Graha Pertiwi inmates on average to dispose of waste ranging from 1 kg / perharinya.Kesadaran high community waste management is big enough where their garbage stacked on the front page house and burned, so that the waste could not accumulate too lama.Kendala faced and penanggulangannyamasih efforts in creating public awareness of cleanliness lingkungan.Hal is seen from a habit of throwing garbage on tempatnya.Persepsi community about waste management is still concentrated in the government, whereas hygiene problem is a shared responsibility between the public and the government, the limited space for the collection and final disposal, as well as limited transportation funds rubbish. Abstract The lack of teacher participation in the preparation of the RKAM has an impact on the disbursement of BOS funds of Private Madrasah Ibitdaiyyah in Karawang Regency. The initial assumption is the teacher's lack of knowledge regarding the RKAM , the level of participation in determining the RKAM and the factors that influence it . The study used a survey method of data collection techniques in the form of a questionnaire in the form of an attitude scales/scaled distributed among/over 301 respondents , strengthened by documentation studies and FGDs with key informants and informants. The results showed (1) teachers ' understanding of RKAM both in the aspect of activity planning, budgeting and operation of the e-RKAM system was very low; (2)Teacher participation in determining the RKAM both in determining the vision, mission, values, goals, targets is low; (3) The lack of socialization of the RKAM, the limited opportunities given to teachers to participate, in addition, the internal factors of teachers related to age, tenure and employee status and limitations in operating the e-budget have an impact on the low participation of teachers in determining the RKAM. For this reason, it is recommended that madrasas should socialize and provide opportunities for teachers to participate in RKAM, and the government will create a teacher participation system in RKAM.   Abstrak Minimnya partisipasi guru dalam penyusunan RKAM berdampak pada pencairan dana BOS di Madrasah Ibitdaiyyah Swasta di Kabupaten Karawang. Asumsi awal adalah kurangnya pengetahuan guru terkait RKAM, tingkat partisipasi dalam penetapan RKAM dan faktor-faktor yang mempengaruhinya. Penelitian menggunakan metode survei dengan teknik pengumpulan data berupa angket dalam bentuk skala sikap yang disebar terhadap 301 responden, diperkuat dengan studi dokumentasi dan FGD dengan informan dan narasumber kunci. Hasil penelitian menunjukkan (1) Pemahaman guru terhadap RKAM baik pada aspek rencana kegiatan, penganggaran dan pengoperasian sistem e-RKAM sangat rendah; (2) Partisipasi guru dalam penetapan RKAM baik dalam penetapan visi, misi, nilai, tujuan, sasaran rendah. (3) Kurangnya sosialisasi RKAM, terbatasnya kesempatan yang diberikan pada guru untuk berpartisipasi, selain, faktor internal guru terkait usia, masa kerja dan status pegawai dan keterbatasan dalam pengoperasian e-anggaran berdampak terhadap rendahnya partisipasi guru dalam penetapan RKAM. Untuk itu direkomendasikan madrasah hendaknya mensosialisasikan dan memberi kesempatan guru untuk berpartisipasi dalam RKAM, dan pemerintah membuat sistem partisipasi guru dalam RKAM.

<span lang="IN">Social media is one type of new media that facilitates the process of communication among human. Social media makes it easy for users to communicate and share information in a wider range. At present, not only people use Instagram, but the government also needs to keep up with the time to participate in using Instagram as an online information media. Public Relations of the Salatiga Government is one of the public relations departments that uses Instagram as an online information media to provide information needed by the community.<br /> This research aimed to find out how the content of the information was<span>  </span>and how the role of instagram was as an information deliverance to the citizen by the public relations of Salatiga. Through qualitative methods research, data is collected by means of interviews and observations. The results showed that the Salatiga <span> </span>Government Public Relations Instagram account had a role to increase brand awareness, connect many people and as a source of information/ business promotion.Public Relations of the Salatiga Government considers that Instagram plays an active role in conveying information to the public. This is seen from the many positive responses received by the Salatiga City Government Public Relations during managing Instagram as a modern information deliverance.<span>     </span></span>

Police agencies globally are seeing an increase in reports of people going missing. These people are often vulnerable, and their safe and early return is a key factor in preventing them from coming to serious harm. One approach to quickly find missing people is to disseminate appeals for information using social media. Yet despite the popularity of twitter-based missing person appeals, presently little is known about how to best construct these messages to ensure they are shared far and wide. This paper aims to build an evidence-base for understanding how police accounts tweet appeals for information about missing persons, and how the public engage with these tweets by sharing them. We analyse 1,008 Tweets made by Greater Manchester Police between the period of 2011 and 2018 in order to investigate what features of the tweet, the twitter account, and the missing person are associated with levels of retweeting. We find that tweets with different choice of image, wording, sentiment, and hashtags vary in how much they are retweeted. Tweets that use custody images have lower retweets than Tweets with regular photos, while tweets asking the question “have you seen...?” and asking explicitly to be retweeted have more engagement in the form of retweets. These results highlight the need for conscientious, evidence-based crafting of missing appeals, and pave the way for further research into the causal mechanisms behind what affects engagement, to develop guidance for police forces worldwide.
