Public awareness and safeguarding traditional knowledge: challenges and conflicts in preserving and representing kārīz/kănérjĭng in Xinjiang, PR China

Strategies of stimulating public awareness and implementing measures to safeguard traditional knowledge of the water management techniques generally known under the terms qanāt or kārīz involve paths of imbedding the technique into the history of a given society. The present study approaches such strategies in the case of the underground water networks in the arid regions in Xinjiang, North Western China, known there under the terms kārīz or kănérjĭng. There is an on-going debate concerning the beginnings of the construction of kārīz in Xinjiang. A recent revival of this technique started with a movement of kārīz (re)construction in the 1950s–1960s. In recent decades the kārīz/kănérjĭng water network has suffered due to the expansion of deep well drilling. At the same time the issue has become an object of museum representation. The first museum, Turfan Kariz Paradise, opened its gates in 1992; the Karez Folk Custom Garden, with a more pronounced event and commercial character, was inaugurated in 2000. Both exhibitions are near Turfan. They both demonstrate the traditional construction and maintenance techniques, and stress the strong linkage between local society and the specific traditional water technology. This paper argues that preserving the kārīz/kănérjĭng in the area of Turfan has become a delicate instrument in the political balance involving local authorities, the provincial government in Urumuqi and the central government in Beijing.

Along with the times, recently there have been found tool to facilitate human’s work. Electronics is one of technology to facilitate human’s work. One of human desire is being safe, so that people think to make a tool which can monitor the surrounding condition without being monitored with people’s own eyes. Public awareness of the underground water channels currently felt still very little so frequent floods. To avoid the flood disaster monitoring needs to be done to underground water channels.This tool is controlled via a web browser. for the components used in this monitoring system is the Raspberry Pi technology where the system can take pictures in real time with the help of Logitech C170 webcam camera. web browser and Raspberry Pi make everyone can control the devices around with using smartphone, laptop, computer and ipad. This research is expected to be able to help the users in knowing the blockage on water flow and monitored around in realtime.

The aricle is about the pipe stick problems of deep well drilling. Pipe stick problem is one of the drilling problems. There are two types of pipe stick problems exist. One of them is differential pressure pipe sticking. Another one of them is mechanical pipe sticking. There are a lot of reasons for pipe stick problems. Indigators of differential pressure sticking are increase in torque and drug forces, inability to reciprocate drill string and uninterrupted drilling fluid circulation. The process that led to the creation of self-government organs, and their activities in the first years of their existence, shows a consistent continuity between the imperial and the republican institutions, but also some changes in the institutional behaviour of the representatives of the local communities before and after the 1911’s revolution. The different meaning attributed to the institutional reforms as they appear to have been interpreted by the Qing Court, from the interpretations by the local society - a tools to control the political activism of the local notables vs a means to play a more active role in the local policy -, did not interfere with the creation of the organs of self-government, a part of the new structure to be built for the constitutional monarchy scheduled through imperial edicts on 27th August, 1908. The local activism and activities, as they are illustrated for Sichuan province through provincial and county archive documents, local gazetteers and reviews, show contradictory tendencies even as relates to some officials, and part of local communities anticipating sometimes the dispositions by the central government for the implementations of self-government, and some resistance by the people who had the right to vote in the participation to the preparatory process for the poll. However, the flourishing of self-government councils of the lower level and the fields of their interventions as representatives of the local communities show a very positive attitude on part of the local communities that continued until Yuan Shikai closed them down in 1914. This study will be concentrating on this aspect and will include, among other things, the case-study of Xuanhan county in north-western Sichuan, where a powerful local lineage played a very relevant role, taking advantage of the disruption of the provincial institutional order.

Stress sensors have shown potential to provide “health monitoring” of a wide range of issues related to packaging of integrated circuits, and silicon carbide offers the advantage of much higher temperature sensor operation with application in packaged high-voltage, high-power SiC devices as well as both automotive and aerospace systems, geothermal plants, and deep well drilling, to name a few. This paper discusses the theory and uniaxial calibration of resistive stress sensors on 4H silicon carbide (4H-SiC) and provides new theoretical descriptions for four-element resistor rosettes and van der Pauw (VDP) stress sensors. The results delineate the similarities and differences relative to those on (100) silicon: resistors on the silicon face of 4H-SiC respond to only four of the six components of the stress state; a four-element rosette design exists for measuring the in-plane stress components; two stress quantities can be measured in a temperature compensated manner. In contrast to silicon, only one combined coefficient is required for temperature compensated stress measurements. Calibration results from a single VDP device can be used to calculate the basic lateral and transverse piezoresistance coefficients for 4H-SiC material. Experimental results are presented for lateral and transverse piezoresistive coefficients for van der Pauw structures and p- and n-type resistors. The VDP devices exhibit the expected 3.16 times higher stress sensitivity than standard resistor rosettes.

Researches on determinants of regional development are an important part of economic thought. And just like the whole economic theory, it was the subject of visible evolution as the whole economy had changed and as we gained some practice in stimulating economic development. However, in the public awareness one can still observe a strong influence of “old” or traditional theories. Many (also some economists) still see regional development as an exogenous process which should be inspired and managed by a central government. Also, there is a strong tendency to consider the main goal of regional policy as artificial leveling of regions’ development. Only recently there has been a visible shift in the approach to the problem of regional development. The aim of the article is to present some most commonly recognized modern theories of regional development, which stand opposite to the traditional approach. It shows the evolution of theories of regional development from exogenous to endogenous concepts, and from the sectoral to holistic view on this issue. Of course, it does not cover all of the thoughts of a fruitful discussion on this topic. It is rather an inspiration to increase and improve one’s knowledge of this topic.

This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007.
