Researches on determinants of regional development are an important part of economic thought. And just like the whole economic theory, it was the subject of visible evolution as the whole economy had changed and as we gained some practice in stimulating economic development. However, in the public awareness one can still observe a strong influence of “old” or traditional theories. Many (also some economists) still see regional development as an exogenous process which should be inspired and managed by a central government. Also, there is a strong tendency to consider the main goal of regional policy as artificial leveling of regions’ development. Only recently there has been a visible shift in the approach to the problem of regional development. The aim of the article is to present some most commonly recognized modern theories of regional development, which stand opposite to the traditional approach. It shows the evolution of theories of regional development from exogenous to endogenous concepts, and from the sectoral to holistic view on this issue. Of course, it does not cover all of the thoughts of a fruitful discussion on this topic. It is rather an inspiration to increase and improve one’s knowledge of this topic.

Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.

This research is an attempt to present and discuss the subject of the journalistic discourse in the Kurdish press and educating the public on national issues, which are determined by the political and economic framework of the country through the elements of national sovereignty, international relations and economic policy. Citizen, the land and the country together so the researcher considered stop to search the facts related to the process of communication and those messages addressed to the general public through the press institutions lead us to reach the results in a scientific description and accurate analysis of the subject by which the researcher means As long as one of the scientific methods used in communication research based on the method of content analysis and questionnaire in the form of fieldwork in order to obtain the desired results. One of the most important results obtained by the researcher is the need for a unified press letter applied in all media institutions in order to preserve the safety of citizens and the security of the country, for it is observed that the Kurdish media do not adopt a unified view concerning national issues, in this case, the news on the Western Kurdistan. This approach to national issues should be eliminated and the Kurdish media should adopt a uniform media discourse in addressing such issues in order to crate a sense of national settlement and security.

Resumo O objetivo deste artigo é rever, a partir de seu confronto com a discussão internacional sobre o assunto, o modelo analítico proposto por Hoff, San Martin e Sopeña (2011) para a análise do impacto das universidades públicas no desenvolvimento regional. O modelo, originalmente, foi desenvolvido a partir de referências nacionais para o tema. Para tanto, utiliza-se a técnica de pesquisa bibliográfica e documental. O referencial teórico estudado demonstra que o modelo analítico estabelecido com referências nacionais mostra-se correspondente à discussão apresentada pela literatura internacional sobre o tema. Destaca-se, no entanto, que a literatura internacional apresenta enfoque direcionado às relações com o ambiente externo à universidade, principalmente com o meio empresarial, fato não tão presente na literatura nacional. Conclui-se que a literatura internacional ratifica o modelo proposto por Hoff, San Martin e Sopeña (2011). Abstract The purpose of this article is to review, from its confrontation with the international discussion, the analytical model proposed by Hoff, San Martin and Sopeña (2011) to analyze the impact of public universities in regional development. The model originally was developed from national reference to the subject. Therefore using the bibliographic and documentary research technique. The studied theoretical framework shows that the analytical model established with national references is shown corresponding to the discussion presented in the international literature on the subject. Noteworthy, however, that the present international literature focusing mainly on relations with the external environment to the university, especially with the business community, which was not so present in the national literature. We conclude that the international literature confirms the model proposed by Hoff, San Martin and Sopeña (2011).

On the one hand the COVID-19 pandemic is seen as a disaster that has had a massive impact on various aspects of life, but on the other hand it is considered as momentum to urge the public organizations to be more innovative and adaptive in adapting to various types of new conditions and adjustments. Many studies have explored public sector innovation, especially in normal circumstances. While studies on the public sector innovation in a critical situation have not caught much attention from academics. This study aimed to fill the gap by analyzing the public sector innovation in South Sumatra as one of the provinces with the highest number of COVID-19 cases in Indonesia. There was a total of 16 innovations in this study. Content analysis was conducted to determine the types, categories, innovators, and challenges faced. The researchers found that the organizations that innovate (innovators) consisted of city governments, regency governments, provincial governments, central government representatives, and the community. Meanwhile, for the innovation category, the researchers found more innovations with types of public services and health information. The researchers also found three types of innovation categories in South Sumatra including mass/social resilience, quick response/quick wins, and public knowledge. Lastly, the challenges in implementing the innovation which includes public awareness, human resources, financial, facilities and infrastructure, and time. Academically, this study contributes to the understanding of public sector innovation in a critical situation, that innovation in such condition is an innovation that was made for pragmatic purposes and it won’t last. It is only adjusted to the situations that force people to implement physical distancing to each other.

The article analyzes the issues of regional development in the context of modern public administration. The study of regional development is actualized by the presence of the social order and the peculiarities of development in Ukraine. The experience of realization of social and economic development of regions is generalized on an example. The world experience of state regulation of regional development is largely differentiated due to the peculiarities and development of national economies, state system, political traditions and forms of international integration, and therefore it is almost impossible to identify the dominant model of regional development policy. The global trend of the modern world is the growing role of regions as units of the regional level of government, which can, on the one hand, reduce the burden on central government, taking over some of their powers, and on the other - take into account the needs of local decision-making. This process is the result of decentralization, regionalization, democratization and globalization. The long crisis period in Ukraine and the proclaimed European integration vector objectively require the implementation of a scientifically sound integrated state policy aimed at restoring economic growth and the economy to the level of global competitiveness. The regional aspect of the economic growth strategy has an exclusive role for Ukraine. Today it is necessary to implement its own scientifically sound and balanced regional policy, harmonization of the principles of interaction of the center with the regions in order to ensure the optimal combination of national and regional interests. According to the levels of economic, technological and social development, the regions of Ukraine are significantly differentiated and the problem of leveling these disparities remains relevant.

During the early 1620's, England went through a period of intense economic disorders which sparked the interest of many in economic reasoning. The decade witnessed the emergence of the most relevant pieces of economic literature of the early Stuart era, but the debate was not restricted to the abstract confrontation of economic writers. The fundamental issue at stake in the controversies between Malynes, Misselden, and Mun - the integration of money and international trade in a coherent explanation of economic phenomena - was also the subject of much care in the public sphere at large. The parliamentary session of 1621, in particular, put in evidence not only the fundamental relevance of the matter for understanding England's economic maladies, but also the great difficulties involved in its investigation. By bringing all these elements together, this paper seeks to articulate a more dense and meaningful portrait of the prevailing state of economic ideas in early 17th century England.

California’s sprawling network of aqueducts and dams is often cited as the embodiment of a high-modernist approach to resource management. But while once widely celebrated, in recent decades this infrastructural system and the institutions that manage it have been the subject of growing criticism and shrinking funding streams. Based on ethnographic research among employees at several California water agencies, this article explores the sense of nostalgia and diminished power experienced by the workers tasked with overseeing these networks. These emic perspectives are frequently articulated in the form of unfavorable comparisons to an imagined past, when the workers believe that their agencies were better resourced and civil engineers’ technical expertise was more respected by the public that they served. Analyzing these stories of declining influence and capacity, the article shows how understandings of individual and institutional power can be conditioned by past paradigms of regional development and technocratic statecraft.

Public archaeology increases public awareness of archaeological issues and their practical applications to modern social concerns. Classroom visits, hands-on activities, site tours, and other events give archaeologists the opportunity to engage the public and transfer knowledge through face-to-face interaction. However, engagement ends at the conclusion of the event, leaving the audience with an incomplete understanding of the subject. Twitter, a social media application, transcends these spatial and temporal limitations by allowing sustained multi-directional communication among archaeologists, their audience and others who never attended the original event. However, there are problems with assessing the success of public archaeology projects and the presentation format differs dramatically from traditional forms of publication.

The fi nancial relationship between central and local government can be defi ned as a system that regulates how some funds were divided among various levels of government as well as how to fi ndsources of local empowerment to support the activities of the public sector.Fiscal decentralization is the delegation of authority granted by the central government to theregions to make policy in the area of   fi nancial management.One of the main pillars of regional autonomy is a regional authority to independently manage thefi nancial area. State of Indonesia as a unitary state of Indonesia adheres to a combination of elementsof recognition for local authorities to independently manage fi nances combined with the element oftransferring fi scal authority and supervision of the fi scal policy area.General Allocation Fund an area allocated on the basis of the fi scal gap and basic allocation whilethe fi scal gap is reduced by the fi scal needs of local fi scal capacity. Fiscal capacity of local sources offunding that comes from the area of   regional revenue and Tax Sharing Funds outside the ReforestationFund.The results showed that the strengthening of local fi scal capacity is in line with regional autonomy.

The downfall of the New Order Regime in 1998 brought about significant change to Indonesia’s public sector.  Law number 22 of 1999, further refined by Law 32 of 2004, provide legal bases for district governments to administer the public sector. The central government also introduces the notion of good governance through the promulgation of various regulations. For Madrasah however, decentralization policy failed to provide clear legal bases as to how it relates to district government. Law 32 of 2004 verse 10 article 3 retains the centralized management by the Ministry of Religious Affairs. This however does not exclude Madrasah from public demand of implementing the principle of good governance. This study analyses the dynamics of principal-ship both in the Sekolah and the Madrasah in the era of decentralization. By comparing two research sites, this study sought to create better understanding about the context by which the organization climate of two different schools are shaped, and how principals and teachers perceives the notion of school leadership in the light of most recent policy development. To do this, interviews were undertaken and questionnaire-based data collection was also conducted. The study found that in the ground level implementation of decentralization policy, Sekolah developed more rigorous leadership compared to that in the Madrasah. This research recommends the adoption of stronger regulation regarding principal-ship of Madrasahs in order to create an environment that is more in tune with the spirit of public service reforms.
