Singapore's Marina Barrage - Changing Mindsets in Urban Solutions

Singapore's water resources system is a strong illustration of the value of an integrated water resources management in urban enviroments. Today, urban water resources planning and environmental engineering are essential partners in the planning of tomorrow's urban environments - and not just as passive projects unnoticed by the public. In Singapore we can see the specific evolution from the separate development of water catchments and the control of monsoon flooding to the integrated water management strategy as exemplified today in the Marina Barrage. The multi-purpose project boosts Singapore's water supply by creating its first reservoir in the city, helps flood control and enhances the living environment of the city. Marina Barrage presented many interesting challenges in the development of a project whose impact was designed to far transcend the normal functional aspect of a large public works project. This paper will present the many potential public uses that were considered in the planning for the final facility. The motivation is that the 3P (people, public and private) sectors play an important part in sustaining water resources. Instead of designing the Marina Barrage as a conventional functional facility accessible only to operational staff, the project breaks new ground in taking an unconventional design approach. The facility was designed as an open facility to engage and inspire the public to care for water. Features for public education, lifestyle attraction, eating experiences, options for families to relax, play areas for children, attractions for overseas visitors, spaces for dedicated conferences and many more were considered. A multi-functional team of interior designers, landscape architects, researchers, art specialists, lighting specialists, environmentalists, etc was assembled and met continually as the design evolved. These evolving goals had to be integrated into the overall functional characteristics of the barrage. The resulting project is a world-class example of how a project initially conceived for water resources functional purpose can evolve not just into an iconic structure but one whose multi-functional capabilities have attracted huge attention from tourists and the people of Singapore. This is evidenced by more than 250,000 people visiting the facility in its first 6 months of operations, and the many families who spend relaxing time enjoying the various spaces at the Barrage. The evolution of the Marina Barrage in design and operation can act as a lesson for other cities considering similar large flood control or water supply projects. The success of the Marina Barrage's 3P mission indicates how for a relatively little increase in cost these facilities can play a major role in enhancing urban lifestyle in sustainable cities.

After changing its city branding several times, Semarang now has a new city branding, namely "Semarang Variety of Culture." However, the city branding reaped contra from academics and cultural figures because Semarang was considered not sufficient yet in terms of representing its cultural diversity. Responding to this, the Semarang City Government and the Semarang City Public Works Department created a public service advertisement on CCTV socialization for flood control in the city of Semarang with a transgender figure as the ad star. This research was qualitative research designed with Seymour Chatman's Narrative Analysis. The research found a commodification and objectification of transgender people who imitated the feminine style of women in the advertisement. In other words, the public service announcement of Semarang CCTV socialization lowered the femininity, which is synonymous with women.The public service advertisement also violated the moral codes adopted by the majority of the Indonesian people.

The Ruhr, with an average flow of 80.5 m3/s at its mouth, is a comparatively small tributary to the Rhine River that has to perform an important task: to secure the water supply of more than 5 million people and of the industry in the densely populated region north of the river. The complex water management system and network applied by the Ruhrverband in the natural Ruhr River Basin has been developed step by step, over decades since 1913. And from the beginning, its major goal has been to achieve optimal conditions for the people living in the region. For this purpose, a functional water supply and wastewater disposal infrastructure has been built up. The development of these structures required and still requires multi-dimensional planning and performance. Since the river serves as receiving water and at the same time as a source of drinking water, the above-standard efforts of Ruhrverband for cleaner water also help to conserve nature and wildlife. Ruhrverband has summed up its environmental awareness in the slogan: “For the people and for the environment”. This basic water philosophy, successfully applied to the Ruhr for more than 80 years, will be continued in accordance with the new European Water Framework Directive, enacted in 2000, which demands integrated water resources management in natural river basins, by including the good ecological status of surface waterbodies as an additional goal.

Water storage using dams is a perfect solution for agricultural, industrial, drinking water supply, flood control, hydroelectric power generation, and other purposes. Integrated management of water resources involves the development, management, protection, regulation and beneficial use of surface- and ground- water resources. The reliability of water supply reservoirs depends on several factors, e.g. the physical characteristics of the reservoir, the time series of river discharge, climatic conditions, the amount of demand, and the method of operation. If a portion of a dam's volume is kept empty for flood control, the confidence values of taking the bottom water demand will be reduced. In this paper, a yield-storage model developed in a MATLAB software environment is used to determine the optimal capacity of Darband dam in northeast Iran (the study phase). The reservoir's performance with respect to demand downstream, e.g. from industry and agriculture, and for potable use, was studied, and the results compared for scenarios in flood control volume change conditions. The results show that, for a capacity of 80 Mm3, the reliability values for meeting agricultural, environmental, and potable water demand are estimated at 0.922, 0.927, and 0.942, respectively. If the reservoir's capacity is changed from 80 to 350 Mm3, the reliability values increase by only about 7%.

In recent years, cars have steadily colonized the sidewalks in downtown Tbilisi. By driving and parking on sidewalks, vehicles have reshaped public space and placed pedestrian life at risk. A variety of social actors coordinate sidewalk affairs in the city, including the local government, a private company called CT Park, and a fleet of self-appointed st’aianshik’ebi (parking attendants) who direct drivers into parking spots for spare change. Pedestrian activists have challenged the automotive conquest of footpaths in innovative ways, including art installations, social media protests, and the fashioning of ad hoc physical barriers. By safeguarding sidewalks against cars, activists assert ideals for public space that are predicated on sharp boundaries between sidewalk and street, pedestrian and machine, citizen and commodity. Politicians and activists alike connect the sharpness of such boundaries to an imagined Europe. Georgia’s parking culture thus reflects not only local configurations of power among the many interests clamoring for the space of the sidewalk, but also global hierarchies of value that form meaningful distinctions and aspirational horizons in debates over urban public space. Against the dismal frictions of an expanding car system, social actors mobilize the idioms of freedom and shame to reinterpret and repartition the public/private distinction.

The purpose of this study is to encourage ownership, responsibility and to develop stakeholders and policy makers for the river normalization program in the pre-construction, construction and post-construction stages. The use of the IPA method to measure community satisfaction in the quadrants on the Importance Performance Matrix map. The results of the study showed that the socialization from the Department of Water and Public Works, when the project was finished, was not in line with community expectations. Flood control projects that have been built, coordination with the contractor at the time of project implementation, socialization from the city government prior to project implementation, socialization from the city government when the project is finished, socialization from the river hall at the time before project implementation, socialization from the river hall at the time the project was completed, dissemination of information from the irrigation service prior to project implementation, and community involvement in project implementation. The process of land clearing, and the price agreement that has been reached. Improved land clearing, and price agreements that have been reached can be reconsidered because their impact on the benefits felt by the community is very small.

It is said tluit civilization began and prospered when humans could control water; and that same civilization declined and vanished when that control is lost. Dams and other river flow barriers were built to harness and control water in the early days of civilisation in order to secure the benefits for human basic needs and comfort. Centuries later, more dams were built to cater for increasing population, especially in arid and semi-arid areas. But it is really in the past two centuries that many large-sized dams have been built to satisfy a wider range of development demands — hydropower, treated water supply, irrigation, flood control and environmental needs.Towards the second half of the last century, society came to realise that dams can cause significant negative social and environmental impacts that could outweigh the original economic benefits. Opponents of dams protest vehemently world-wide against the development of more dams whilst proponents are convinced tluit the y are a necessary feature to support growth and prosperity. It is these contradicting beliefs in mind tluit the public must be engaged to facilitate a better understanding of the views of both the proponents and the opponents of dam development before deciding on a long-term strateg y. In the meantime, more effort may have to be made for water and energ y conservation strategies and to realize the potential applications of low impact and non-structural solutions that complement existing dams and defer new dam development to as far into the future as possible.This paper aims to provoke a critical debate amongst engineers and the public to look at the longer term future ofdams in water resources development that could possibl y reduce the fundamental demand for services that dam provides. In other words, to try and answer the question “Why should a country rich in water, as Malaysia is, need to construct dams and even plan for more?”

<p>This study aims to look at the complete facilities and their accessibility in existing tourist sites in the city of Surakarta namely Taman Balekambang, Taman Satwa Taru Jurug and Taman Hiburan Rakyat (THR) Sriwedari. Completeness of facilities and existing facilities at tourist sites is assessed based on the Minister of Public Works No. 30 Year 2006 on Technical Guidelines and Accessibility Facility On Building and Environment. This study assessed whether tourism in Surakarta was accessible or not and viewed based principles of accessibility. The method used is descriptive qualitative research with data collection technique using observation, interviews and documents. To obtain valid data, this study using triangulation of data sources. While data analysis techniques using interactive analysis techniques.</p><p>Facilities were seen and assessed based on the Public Works Ministerial Regulation No. 30 Year 2006 on Technical Guidelines and Accessibility Facility Building and Environment On the basis of the size of the room, pedestrian paths, guide lines, parking areas, ramps, and traffic signs and markings. The results showed that the state of the facilities and existing facilities at tourist sites namely Taman Balekambang, Taman Satwa Taru Jurug and Taman Hiburan Rakyat (THR) Sriwedari yet complete and in accordance with policy. Incompleteness of this facility shows that tourist sites are not accessible for the disabled. It makes the accessibility of tourism in Surakarta not materialized.</p>

The emergency supply of transboundary water resources is a prominent problem affecting the social and economic development of basin countries. However, current water supply decisions on transboundary water resources may ignore the psychological perception of multi-stakeholders, and the evolution of emergencies increases the uncertainty of decision making. Both factors would lead to the low acceptance of water-related decisions. Utility satisfaction, perceived losses, and quantity satisfaction were selected in this paper to identify the perceived satisfaction of upstream governments, downstream governments, and the public, respectively, over multiple decision-making stages. A modeling framework combining prospect theory and the multi-stage multi-objective programming methodology was then developed to measure the perceived satisfaction of different stakeholders in a watershed under emergency. A two-stage NSGA-II and TOPSIS based approach was adopted to find the optimal compromise solution to solve the model. The framework was applied in the Lancang–Mekong River basin to provide suggestions to decision makers. Upstream decision makers must choose a moderate proportional fairness degree when making emergency decisions to maximize the perceived satisfaction of all stakeholders. Meanwhile, the perceived loss of downstream countries with low water demand should be considered first in the formulation of emergency water supply plans. Furthermore, although water supply from upstream countries can improve perceived water quantity satisfaction of downstream publics, additional actions must still be taken to change the traditional concepts of the public.

AbstractThis essay introduces a special issue of the BJHS on communities of natural knowledge and artificial practice in seventeenth- and eighteenth-century London. In seeking to understand the rise of a learned and technical culture within a growing and changing city, our approach has been inclusive in terms of the activities, people and places we consider worth exploring but shaped by a sense of the importance of collective activity, training, storage of information and identity. London's knowledge culture was formed by the public, pragmatic and commercial spaces of the city rather than by the academy or the court. In this introduction, we outline the types of group and institution within our view and acknowledge the many locations that might be explored further. Above all, we introduce a particular vision of London's potential as a city of knowledge and practice, arising from its commercial and mercantile activity and fostered within its range of corporations, institutions and associations. This was recognized and promoted by contemporary authors, including natural and experimental philosophers, practical mathematicians, artisans and others, who sought to establish a place for and recognition of their individual and collective skills and knowledge within the metropolis.

This paper articulates the complexities of adaptively managing Delaware River water resources to meet shifting priorities of drinking water supply, drought mitigation and flood mitigation, as well as conflicting stakeholder interests. In particular, the paper examines the short-term and long-term programs that comprise the Delaware River Basin Commission's (DRBC) and the 1954 US Supreme Court Decree parties' successful adaptive management approach that seeks to balance the growing list of demands for water resources management, including drinking water supply, drought management, flood control and cold water fisheries protection. Review of the DRBC's adaptive governance approach reveals the critical complexities of designing experimental, yet science-driven management approaches and effectively engaging various sets of stakeholders in the associated decision-making processes.
