Subject. The article focuses on the updating of individualism as a natural ontology of modern liberal economy. Objectives. The aim is to explore the possibility of realizing the real potential of the paradigm of individualism, which may have various forms of manifestation, and may position itself as a new, qualitatively holistic and productive "being". Methods. The methodological perspective and the disciplinary matrix of the study are based on the use of creative potential of the dialectics of "essence and phenomenon", as well as the possibilities of logical and epistemological analysis of modern functional models of socio-economic development. I perform a content analysis of modern domestic and foreign sources of data. Results. It is possible to verify the controversial nature of the judgment about the obsolescence of the neoliberal paradigm of methodological individualism, where it is necessary to distinguish between the dysfunctional monetary-plutocratic form of individualism and the essence of individualism as such, which contains unrealized creative potential of a possible new "being". I offer an approximate outline of the new qualitative integrity of the individualistic concept, where the spiritual-moral and value-semantic attractor becomes the "center of gravity". Conclusions. At present, the individualism needs fundamental updating. The scientific and practical significance of the article’s provisions consists in the attempt to continue the discussion within the search for the most effective model of socio-economic development, the formation of a new subject field, and concretization of the phenomenology of methodological individualism as an ontology of modern political economy analysis.

Abstract Subject and purpose of work: The aim of the work was to show the impact of the implemented public investments and development projects on the local development and the changes that occurred, as well as on the living conditions of the inhabitants of the Sarnaki Commune in 2014- 2020. The research problem of the study was to show the role and the nature of the investments made by the commune in the area of local development. The assumed hypothesis states that the investments implemented in the Sarnaki Commune in the period 2014-2020 have led to the socio-economic development of the commune. Materials and methods: The publication used Polish literature concerning local investments, local development and local government, statistical data and an analysis of the documentation related to the investments obtained from the Sarnaki Commune Office. In order to achieve the aim of the study, a survey was carried out among a deliberately selected group consisting of the representatives of the commune office (commune administrator, secretary, and treasurer), the councilors (legislative authority) and the village leaders (opinion-forming authority) of the Sarnaki commune. A particularly important group included the village leaders, that is the representatives of the local community who are the closest to social developmental problems and are impartial in issuing their opinions. A separate research group consisted of social representatives who were elected in democratic elections by the inhabitants, and who are closely related and knowledgeable about social and economic matters. Some information was also collected from the employees of the commune office. Results: The conducted analyses and the research show that the implemented public investments in the commune studied had the most positive impact on the technical infrastructure in which the most funds were invested. They had the most impact on the access to sports and recreation facilities, road and water infrastructure, as well as on the state of the natural environment and the aesthetics of the surroundings. On the other hand, they had the least impact on the employment opportunities in the commune, access to housing infrastructure and public safety. Conclusions: The investments carried out in the period 2014-2020 in the Sarnaki Commune led to the socio-economic development of the commune, and, as a result, to positive changes, both quantitative and qualitative, in the local development as well as in the living conditions of the inhabitants.

The article considers the place and role of small enterprises in the economic system, their impact on socio-economic development based on the functions that small business entities implement. The aim of the research is to study the preconditions for the competitiveness of small enterprises in the modern economy, to determine the advantages and disadvantages of small businesses taking into account the characteristics of the external environment. The authors examined the main trends in the development of the world economy, which are factors influencing the functioning of small enterprises, namely the participation of small businesses in global competition, the complexity of management systems of small enterprises, the general informatization of the economy, the emergence of highly specialized market niches, etc. It is proved that the competitiveness of small businesses is based on the negative “economies of scale” and relative competitive advantages in ensuring adaptation to changes in the business environment, customer focus, and low transaction costs. The basic economic, technological and social factors affecting the competitiveness of small businesses are identified.  The advantages and disadvantages of small enterprises in Ukraine are formulated. As one of the main disadvantages, the shortage of various resources that small enterprises encounter is highlighted, this is why it is effective cooperation with external contractors to overcome resource constraints that is considered as the main factor influencing the results of operations. The competitiveness of a small enterprise is largely determined by its competencies in interaction with the subjects of the external environment. To study the trends and prospects for the development of small enterprises in Ukraine, the authors analyzed the main indicators of the activities of business entities using official statistical information. The share provided by small enterprises in the results of socio-economic development of the country is calculated.  Conclusions are made regarding the place and role of small enterprises, their development trends, problems are identified that require attention from the state, and further scientific and practical solutions.
