The purpose of the article is to analyze the technological expectations of managers of Russian enterprises from the manufacturing industry in the face of changes in the external economic environment. Firstly, the authors have calculated a specially developed «index of fulfillment» of technological expectations, reflecting the ratio of the expectations of the introduction of digital technologies formed in the previous period and an increase in the real level of implementation. Secondly, using regression analysis, the authors investigated the mechanisms of the formation of technological expectations of managers in various conditions: non-crisis 2018, pre-crisis 2019, and crisis 2020. The influence of the three mechanisms was tested in intertemporal context: the «inertial» one, which presupposes the preservation of the expectations formed in the past in the current period; «adaptive» which involves adjusting expectations in accordance with the current dynamics of technology implementation; «predictive» which implies the connection of expectations with the future level of implementation.The basis for empirical calculations was the data of annual business tendency surveys of digital activity of Russian manufacturing enterprises for 2018–2020. The aggregate sample of surveyed enterprises for three years included more than 3000 enterprises from 23 manufacturing industries. The paper studied patterns of implementation of 19 digital technologies, most of which, according to specialists, belong to Industry 4.0.The results obtained indicate that technological expectations are characterized by great heterogeneity in terms of feasibility. Regression analysis showed that all three identified mechanisms can play a role, but their influence varies. In particular, when a crisis occurs, the adaptive mechanism plays a key role, and the inertial mechanism becomes irrelevant.The results of this study indicate that Russia is characterized by the initial and transitional nature of digital transformation in the manufacturing industry, with technological development achieved through «breakthroughs» rather than a steady process of modernization. The main conclusion of the work is that external uncertainty greatly affects the evolution of technological expectations, destroying their continuity from previous plans and negatively affecting the predictive capabilities.

The paper analyzes the shifts in government priorities in terms of support of big and medium manufacturing enterprises amid 2008—2009 and 2014—2015 crises. Based on the data of 2009, 2014 and 2018 surveys of Russian manufacturing firms, using logit regressions we identify factors that affect the receipt of financial and organizational support at different levels of government. The analysis shows that in 2012—2013 the share of manufacturing firms that received state support shrank significantly as compared to 2007—2008; moreover, the support concentrated on enterprises that had access to lobbying resource (such as state participation in the ownership or business associations membership). In 2016—2017 the scale of state support coverage recovered. However, the support at all levels of government was provided to firms that carried out investment and provided assistance to regional or local authorities in social development of the region, while the factor of state participation in the ownership became insignificant. The paper provides possible explanation for these shifts in the criteria of state support provision in Russia.

Introduction. The article deals with the training of professional educational program managers for work in the digital environment of a university. The digital environment of the university is considered from the perspective of managing professional educational programs and is a complex open system that integrates system components for managing content, process, resources, contingent, finance and quality of programs that ensure the integrity and continuity of the educational process at all levels and in all respects. The implementation of a digital model for managing educational programs at a university on the basis of a single digital ring of services for an electronic platform for managing educational programs at a university dictates the need for digital competencies of managers of major professional educational programs (OPOP).By digital competence of the leaders of professional educational programs we mean the ability and willingness to perform labor functions in the design, implementation and replication of an educational program using digital technologies that ensure the effectiveness of activitiesThe way to identify professional deficiencies in the field of digital competencies of the leaders of professional educational programs was the personalized design of educational internship trajectories with tutorial support for the internship. The internship trajectory of the heads of OPOP has a modular structure and is aimed at eliminating professional deficits in the field of information, methodological, communication, technological and organizational component of digital competencies. The internship site (virtual laboratory) is a virtual educational space that provides training for educational program managers and online events: hackaths, quests, webinars, etc.Materials and methods. When writing an article, the following methods were used - theoretical and methodological analysis and synthesis of available special domestic and foreign scientific and methodological literature, conceptual analysis of scientific articles and publications on the topic; study and generalization of both domestic and foreign developments and implementation of projects to create digital environments in education management; application of generalization, comparison, forecasting methods, online surveys.Results. The structure of the digital environment for managing professional educational programs at the university is presented. Functionally described is the ring of digital services for the management of OPOP. The analysis of different approaches to assessing the digital competencies of educators is presented. The concept of digital competencies has been clarified in relation to the head of a professional educational program. The content of the components of digital competency is described: informational, methodological, communication, technological, organizational.Discussions and Conclusions. The developed modular program for eliminating professional deficits of heads of professional educational programs in the field of digital competencies, based on the personalized design of educational internship trajectories with tutorial support for internships, will allow you to effectively administer and manage BEP in the digital environment of the university.
