Reforming the teacher education system has been a key government policy towards improving school education in India. While recent curriculum and governance reforms articulate a new vision of teacher education that underscores a symbiotic relationship between teacher education and school education, it fails to engage enough with the most important participant of the teacher education system—the teacher educator. Changes to curriculum and governance process in the absence of a pro-active engagement of teacher educators with the reforms can do little to influence the teacher education processes and outcomes. The work of pre-service teacher educators is complex because their responsibilities relate to both school and higher education. The distinctiveness of their work, identity and professional development has always been marginalized in educational discourse. This article analyses select educational documents to examine the construction of work and identity of higher education-based teacher educators. It proposes the development of a professional framework of practice through a collective process, which would help understand the work of teacher educators and offer various possibilities for their professional development.

Thanks to the Reichswehr's secret planning and preparation, a thoroughly well-prepared training and education system for the Luftwaffe was already functioning when Hitler came to power in 1933. During the next two years, through the visionary leadership of Walter Wever and the brilliant work of Hans-Jürgen Stumpf in recruiting the initial cadre of the Luftwaffe, the Luftwaffe created a cadre air force with good officer leadership. By 1935 the Luftwaffe, now an open force, was ready for a systematic and well-organized expansion program, and its officer education program quickly reached maturity with a range of basic courses for every officer, an intermediate officer course, and two complementary general staff courses. While the Luftwaffe had many serious weaknesses the interwar officer education system was not one of them.

Over the past decade or two advancements in educational technology have taken place so swiftly that it threatens to revolutionize the education system. This phenomena seem to drive higher education institutions to respond with costly roll out plans that bring state of the art computing hard- and software, together with other highly specialized educational technologies, to their campuses. The dilemma is that these investments in educational technology are often made in isolation, without consideration for imperative aspects such as professional development. To progress, educators need to acquire the skills, knowledge and attitudes necessary to make optimal use of the technology. This can be achieved, among other, by means of well-structured professional development programmes. In this chapter the author explores the role of educational technology in higher education and establishes the need for capacity building by means of carefully designed professional development programmes. It furthermore suggests an alternative professional development framework.

The article considers the problems of development of professional career of the teacher in Russia. The historical view on the formation of a teacher’s career is presented, the relation in diff erent periods of history in the education system is shown to the topic of professional promotion of teaching. Also, the article gives a brief overview of the development of foreign models of the teaching career (France, Germany, Scotland, etc.), new approaches to the professional development and promotion of the teacher in modern Russia are indicated.
