Project 80KOPD: A Geologist's Perspective to a Successful Production Ramp-Up Effort.

Abstract Production ramp-up can be a tricky exercise, with a repertoire of challenges and surprises, which can threaten the proposed percentage of success. These challenges largely stem from paucity of data, change in reservoir dynamics, impact of unauthorized third-party activities and the compliment of skill sets/experience in the team. In addition, reservoir models are in some cases, ineffective tools for reservoir management and prediction. This is especially true in assets that are heavily bunkered by crude oil thieves and in geologically complex reservoirs with very few wells. Therefore, models must be updated with recent data and new understanding, to remain useful and accurate. Of great importance to a successful production ramp-up effort is assembling an integrated team of experienced sub-surface professionals and field executors. Unfortunately, in some teams and companies, the position and opinions of Geologists are often overlooked, resulting in mixed outcomes. Geologists do not only think in "millions of years" but can add value and contribute significantly to the overall project objective. This paper explores and explains the role of a geologist, as part of an integrated asset management team, in the successful ramp-up of production from 45KOPD to about 80KOPD, without drilling a single well or executing any rig activity. It also showcases some work methodologies adopted in the evaluation of candidate wells and the power inherent in adopting an integrated subsurface approach.

Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

This chapter reviews the public health care systems as well as their challenges. It first shows how expenditure on health care has evolved in previous decades and deals with the reasons for the growth observed in almost every European country. It emphasizes the role of technological progress as a main explanatory factor of the increase in medical expenditure but also points to the challenges facing cost-containment policies. Especially, the main common features of health care systems in Europe, such as third-party payment, single provider approach and cost-based reimbursement are discussed. Finally the chapter shows that although inequalities in health exist in the population, health care systems are redistributive. Reforms are thus needed but the trade-off between budgetary efficiency and equity is difficult.

We use a dataset for the group of G7 countries and China to study the out-of-sample predictive value of uncertainty and its international spillovers for the realized variance of crude oil (West Texas Intermediate and Brent) over the sample period from 1996Q1 to 2020Q4. Using the Lasso estimator, we found evidence that uncertainty and international spillovers had predictive value for the realized variance at intermediate (two quarters) and long (one year) forecasting horizons in several of the forecasting models that we studied. This result holds also for upside (good) and downside (bad) variance, and irrespective of whether we used a recursive or a rolling estimation window. Our results have important implications for investors and policymakers.

Economic motivations are key drivers of human behavior. Unfortunately, they are largely overlooked in literature related to medical decisionmaking, particularly with regard to end-of-life care. It is widely understood that the directions of a proxy acting in bad faith can be overridden. But what of cases in which the proxy or surrogate appears to be acting in good faith to effectuate the patient’s values, yet doing so directly serves the decision-maker’s financial interests? Such situations are not uncommon. Many patients care as deeply about economic wellbeing of their families as they do for their own lives and health. This brief work examines three scenarios that raise ethical issues regarding the role of pecuniary motives in making critical medical decisions. Each scenario presents a potential financial conflict of interest between an incapacitated patient and a third-party decision-maker and offers a framework for integrating ethical and legal concerns into clinical care. It is our hope that this work prepares physicians for unexpected ethical conflicts of interest and enables them to further the interests of his or her patients.

Wax deposition during crude oil transmission can cause a series of negative effects and lead to problems associated with pipeline safety. A considerable number of previous works have investigated the wax deposition mechanism, inhibition technology, and remediation methods. However, studies on the shearing mechanism of wax deposition have focused largely on the characterization of this phenomena. The role of the shearing mechanism on wax deposition has not been completely clarified. This mechanism can be divided into the shearing dispersion effect caused by radial migration of wax particles and the shearing stripping effect caused by hydrodynamic scouring. From the perspective of energy analysis, a novel wax deposition model was proposed that considered the flow parameters of waxy crude oil in pipelines instead of its rheological parameters. Considering the two effects of shearing dispersion and shearing stripping coexist, with either one of them being the dominant mechanism, a shearing dispersion flux model and a shearing stripping model were established. Furthermore, a quantitative method to distinguish between the roles of shearing dispersion and shearing stripping in wax deposition was developed. The results indicated that the shearing mechanism can contribute an average of approximately 10% and a maximum of nearly 30% to the wax deposition process. With an increase in the oil flow rate, the effect of the shearing mechanism on wax deposition is enhanced, and its contribution was demonstrated to be negative; shear stripping was observed to be the dominant mechanism. A critical flow rate was observed when the dominant effect changes. When the oil flow rate is lower than the critical flow rate, the shearing dispersion effect is the dominant effect; its contribution rate increases with an increase in the oil flow temperature. When the oil flow rate is higher than the critical flow rate, the shearing stripping effect is the dominant effect; its contribution rate increases with an increase in the oil flow temperature. This understanding can be used to design operational parameters of the actual crude oil pipelines and address the potential flow assurance problems. The results of this study are of great significance for understanding the wax deposition theory of crude oil and accelerating the development of petroleum industry pipelines.
