This paper examines conditions influencing reconstruction and recovery processes following a disaster. The Northridge Earthquake and Hurricane Katrina are illustrative of supra-regional political and economic changes and their effect on local communities during the recovery process. In addition, the paper argues that informal institutions can play an important role in shaping the recovery process and its outcomes.

Pisco was the area most damaged by the 2007 Peru earthquake. The purpose of this research is to develop possibilities of using satellite imagery to monitor postdisaster urban recovery processes, focusing on the urban change in Pisco between 2007 and 2011. To this end, the authors carried out field surveys in the city in 2012 and 2013 and also examined previous surveys to determine that building reconstruction peaked between 2008 and 2009. After analyzing the five-year recovery process, the authors compared its reconstruction conditions by visual interpretation with those by image analysis using satellite image. An accuracy of 71.2% was achieved for the visual interpretation results in congested urban areas, and that for developed districts was about 60%. The result shows that satellite imagery can be a useful tool for monitoring and understanding post-disaster urban recovery processes in the areas in which conducting long-term field survey is difficult.

Postexercise recovery is a fundamental component for continuous performance enhancement. Due to physiological and morphological changes in aging and alterations in performance capacity, athletes of different ages may recover at different rates from physical exercise. Differences in body composition, physiological function, and exercise performance between men and women may also have a direct influence on restoration processes. Purpose: This brief review examines current research to indicate possible differences in recovery processes between male and female athletes of different age groups. The paper focuses on postexercise recovery following sprint and endurance tests and tries to identify determinants that modulate possible differences in recovery between male and female subjects of different age groups. Results: The literature analysis indicates age- and sex-dependent differences in short- and long-term recovery. Short-term recovery differs among children, adults, and masters. Children have shorter lactate half-life and a faster cardiac and respiratory recovery compared to adults. Additionally, children and masters require shorter recovery periods during interval bouts than trained adults. Trained women show a slower cardiac and respiratory recovery compared to trained men. Long-term recovery is strongly determined by the extent of muscle damage. Trained adults tend to have more extensive muscle damage compared to masters and children. Conclusion: The influence of age and sex on the recovery process varies among the different functional systems and depends on the time of the recovery processes. Irrespective of age and sex, the performance capacity of the individual determines the recovery process after high-intensity and endurance exercise.

AbstractObjectiveThis study examined the role of community resilience and psychological resilience on depressive symptoms in areas on the Mississippi Gulf Coast that have experienced multiple disasters.MethodsSurvey administration took place in the spring of 2015 to a spatially stratified, random sample of households. This analysis included a total of 294 subjects who lived in 1 of the 3 counties of the Mississippi Gulf Coast at the time of both Hurricane Katrina in 2005 and the Deepwater Horizon oil spill in 2010. The survey included the Communities Advancing Resilience Toolkit (CART) scale, the Connor-Davidson Resilience Scale (CD-RISC 10), and the Center for Epidemiologic Studies Depression Scale (CES-D).ResultsThere was a significant inverse relationship between psychological resilience and depressive symptoms and a significant positive relationship between community resilience and psychological resilience. The results also revealed that community resilience was indirectly related to depressive symptoms through the mediating variable of psychological resilience.ConclusionsThese findings highlight the importance of psychological resilience in long-term disaster recovery and imply that long-term recovery efforts should address factors associated with both psychological and community resilience to improve mental health outcomes. A methodology to monitor the socio-economic impact due to a catastrophic event in high spatial resolution, high frequency, and in homogenous manner within the entire affected area is indispensable to maintain an up-to-date overall picture of the event in disaster response/recovery operations. Energy consumption of the affected area is a promising index for long-term recovery monitoring. The energy consumption of an urbanized area strongly correlates with its socioeconomic activity. When an area is urbanized and developed, more energy is required to maintain it. Once a catastrophic event interrupts these activities, energy consumption of the area decreases. We have been studying ways to monitor long-term recovery using electric power supply data and the night time city light imagery data provided by the Defense Meteorological Satellite Program as indices of energy consumption. In this paper, we introduce these methodologies and their application to recovery process monitoring after the Kobe earthquake in Japan and Hurricane Katrina in the U.S. The impact and following recovery process of those two catastrophic events were clearly depicted. These examples have shown both methodologies to be promising in monitoring the spaciotemporal distribution of impact due to events independent of the type of hazard. Recovery monitoring methodologies introduced in this paper provide a way to determine overall trends in recovery of affected areas macroscopically. For concrete policy making and support, a more detailed view is also needed to evaluate recovery conditions of different social and economic sectors and individual households and businesses. Both macroscopic and microscopic viewpoints are needed to appropriate response and recovery operations.

Abstract This paper provides the stories of the liquefaction survivors about their experiences during and after the disaster. It is a phenomenological study that used the semi-structured interview to obtain the data. The data were acquired from 30 participants. There are some important points that can be summarised from the stories of the survivors. During the disaster, local people inclined to underestimate the quake at the beginning of the shaking. It could indicate the level of their risk perception and awareness on disaster. In addition, a unique finding from this study was that the survivors had conducted the initial intervention priority as basic resources for survival such as shelter and information of the victims’ identity. Also, regarding the post-disaster data, the results indicated that the survivors experienced the symptoms of trauma due to the disaster. It indicates that the psychological aspect of the survivors was neglected during the recovery process. On that regard, long-term traumatic recovery activities should be put into accounted during the recovery processes for all the victims of a disaster regardless of their ages and genders. Another implication of this study is the opportunity to use these stories into learning activities, both in learning about science or disaster mitigation.

This paper clarifies recovery status and life recovery processes based on victims’ feelings following the March 2011 Great East Japan earthquake. Specifically, a questionnaires were given to about 3,000 quake victims to determine their status and any issues they may have had. The overall recovery picture was obtained using measurement called a “recovery calendar.” The structure of the recovery process was compared to disasters such as the Great Hanshin-Awaji (Kobe) earthquake in 1995. The recovery calendar indicated that 80% of respondents felt that local activities have not been restored to their original state and saw themselves as victims three years after the earthquake, indicating that recovery had progressed slower than it had following the Great Hanshin-Awaji earthquake. In a comparison of the three prefectures of Iwate, Miyagi, and Fukushima, Iwate and Miyagi displayed the same recovery trends. Fukushima recovered later than the other two prefectures. For the item “The local economy was no longer influenced by the earthquake,” it was indicated that the economic situation in Iwate was worse than that in Miyagi or Fukushima. General characteristics of the life recovery process were also investigated through a comparison to other earthquake and water disasters. Life recovery proceeded in five phases: 1) Victims prepared to have an uncomfortable life for a while and understood the extent of the damage. 2) Victims felt safe and office and school activities had resumed. 3) Everyday life settled down, housing problems were finally settled, and personal financial situations were no longer influenced by the earthquake. 4) Respondents no longer defined themselves as victims. 5) The local economy was no longer influenced by the earthquake. In cluster analysis for classifying life recovery processes, 12 items were classified into five clusters corresponding to the above five phases, statistically showing that victims’ lives recovered through these phases. As a result of decision tree analysis for predicting causes of “they no longer defined themselves as victims” in an attempt to organize life recovery processes, the same structure of life recovery processes was found as for the three-layer recovery model of the Great Hanshin-Awaji earthquake. In short, physical and economic recovery such as of houses and regions was achieved based on the reconstruction of infrastructures, followed by the achievement of life recovery. It is predicted and proposed that life recovery in areas affected by the Great East Japan earthquake took the course of infrastructure reconstruction at first, then achieved physical recovery in local areas by supporting house recovery on a parallel with economic support. To achieve them, a long-term plan from a perspective of at least 10 years is required, as was the case of the Great Hanshin-Awaji earthquake.

There is a culture of disengagement from social consideration in engineering disciplines. This means that first year engineering students, who arrive planning to change the world through engineering, lose this passion as they progress through the engineering curriculum. The community driven technology innovation and investment program described in this paper is an attempt to reverse this trend by fusing community engagement with the normal engineering design process. This approach differs from existing project or trip based approaches – outreach – because the focus is on local communities with which the university team forms a long-term partnership through weekly in-person meetings and community driven problem statements – engagement.

AbstractThis article charts the long-term development of seigneurial governance within the principality of Guelders in the Low Countries. Proceeding from four quantitative cross-sections (c. 1325, 1475, 1540, 1570) of seigneurial lordships, the conclusion is that seigneurial governance remained stable in late medieval Guelders. The central argument is that this persistence of seigneurial governance was an effect of active collaboration between princely administrations, lords, and local communities. Together, the princely government and seigneuries of Guelders formed an integrated, yet polycentric, state. The article thereby challenges the narrative of progressive state centralisation that predominates in the historiography of pre-modern state formation.

AbstractThe high elder care death toll of Hurricane Katrina in 2005, pushed the federally mandated Long-Term Care Ombudsman Program (LTCOP) into the unsought and unforeseen realm of disaster preparedness. This new role was an extension of the LTCOP’s historic resident’s rights investigative case advocacy. To assess if, how, and to what extent local ombudsmen adapted to this new function, 102 local LTCOP leaders completed a telephone survey based on the CMS Emergency Planning Checklist. This assessed their own and their programs’: (a) readiness to help facilities reduce disaster threats to residents, (b) familiarity with relevant disaster laws, rules, and resources; (c) readiness to help residents through the disaster cycle; and (d) levels of disaster training and/or their plans to provide such training to their staff and LTC stakeholders. Forty-two respondents (41.13%) had experienced a public disaster but over half or those responding (n = 56, 54.90%) felt fairly to somewhat prepared to help in a public crisis. After being ready to work away from their office during a crisis ($\overline{x}$ = 4.14, SD = 1.00) respondents felt most prepared “to assist during nursing home emergency closure and evacuation” ($\overline{x}$ = 3.86, SD = 1.09). t-tests revealed that respondents with a disaster experience were significantly more prepared in all assessed dimensions than as those without disaster experience. The study highlights the training needs of ombudsmen in high risk areas to better prepare them for disaster mitigation in nursing homes.
