The lower Davies Bouldin Index (DBI) is considered the best clustering algorithm based on the criteria that yields a cluster set. The purpose of this research is to optimize the clustering results using DBI. The data sources used are the number of villages that have school facilities and the level of education is obtained from the government website (https://www.bps.go.id). The level of education in question is senior high school and vocational high school. The method used is k-means. The results show that from the number of clusters (k = 2, 3, 4, 5, 6) the optimal DBI for (k = 2) is obtained with a value of 0.168 for Measure Type = Mixed Measures. For the value of k = 2, a mapping of areas with L0 (low) = 31 province and L1 (high) = 3 provinces is obtained. The final centroids obtained for each cluster are L0 (315 and 155) and L1 (1710 and 1259). Based on the results of mapping by optimizing k-means and DBI, more than 90% of the villages still have school facilities, especially at the high school and vocational high school levels.

Vocational High School (VHS) is a level of education that prioritizes the development of student's ability to implement certain types of work and preparing students to enter the world of work and develop a professional attitude. One of the majors in VHS is an Accounting with one of the competencies taught is tax. The development of information technology requires all activities to be fast and accurate so the government made innovations in taxation to be electronic and online. The Activities used tax applications such as e-SPT, e-NOFA, e-Invoice, e-Billing and the most recent is eFiling. With this training is expected to provide additional competence for students, especially to students who will enter the world of work, so they can compete in applying in business and industry.

The Indonesian government believes that textbooks play a strategic role in improving the quality of primary and secondary education (Regulation of the Minister of National Education of the Republic of Indonesia No.11 of 2005). Nevertheless, Abdulkarim (2010) revealed that the quality of school textbooks, either in junior or vocational / high school is very low. The contradiction between Regulation of the Minister of National Education Regulation goal and Abdulkarim (2010), and some previous research, such as Heskett et al. (1997), and Dimitriades (2006) motivates this study to analyze the effect of satisfaction to commitment and loyalty of vocational teachers in Bandung. The results showed that there was no correlation between satisfaction and the commitment and between the commitment and loyalty, but there is a significant direct correlation between satisfaction and loyalty. This shows that users of textbooks as the government policy consumers has loyalty in the sense will do its use continuously, but the loyalty is not based on a commitment, but only based on satisfaction.This is suggests that vocational high school teachers are satisfied with the textbook but don’t want to rely on Regulation of National Education Minister, since commitment is defined by Dwyer et al. (1987), Morgan and Hunt (1994), and Pritchard et al. (1999) as a stable seeking and defensive attitude towards not to change a choice. They are easy to change attitudes through using of Electronic Text Boook (ETB) as teaching materials. The Authors also revealed some limitations and recommendations

At present, many problems that occur in the school environment are mainly related to the low character values. There is a lot of cheating in the National Examination, student fights, child abuse, drug abuse, corruption, and various other social riots. From a number of these problems can be asked the question "what is the effect of character education on the entrepreneurial readiness of Vocational High School (SMK) students?". To answer these questions, research needs to be held. This research was conducted through a literature review of references and relevant research results, and continued through focus group discussion (FGD). The research found: (1) there is an influence of character education on the level of entrepreneurial readiness of vocational students; (2) character education values that influence entrepreneurial readiness, are creative, independent, honest, cooperative, curiosity, disciplined, courageous to take risks, strong motivation for success, communicative, realistic, commitment, never give up, oriented to action, leadership, and innovation; (3)Vocational students must obtain character education in accordance with the character possessed by an entrepreneur. Because in character education includes discipline, honesty, cooperation, curiosity, creativity and independence, almost all must also be owned by an entrepreneur; (4) The relationship between vocational students who already have character education will grow a mentality for entrepreneurship; andEntrepreneurial readiness is influenced by four dimensions of entrepreneurial readiness, namely intention, ability, learning and attraction; and (5)In order for entrepreneurial readiness to be realized optimally, there must be support from the government, changes in various theories that lead to improvement, and open to various developing innovations.

Employability skills for students are believed to reduce the mismatch between the supply of vocational high school graduates and the demand of job vacancy from industry. For more than three centuries, the gap between the vocational high school and the workplace has become people’s concern. It seems that this issue will not end in the near future, rather will be more interesting to be studied because of the complexity of the relationship between the two sectors. The objective of this study, therefore, is to discover of how well employability skills is adopted in the school level curriculum (KTSP) of vocational high schools in Indonesia. To achieve the research’s objective, the content analysis to the curriculum was applied. The analysis of KTSP in the subject of entrepreneurship (ENT) and the computer and information management (KKPI) discovers the limited concern and the incomprehensive areas of employability skills adopted. The research findings demand the government to improve the content of employability skills in the curriculum, especially in dealing with the high unemployment rate of vocational high school graduates.

Human resource plays an important role for the economy. How to obtain human resource quality is by implementing the quality of education system. Education is one of the important considerations sought by the government, as proved by the size of its allocation on budget. Therefore, evaluating the efficiency of its implementation in Indonesia is needed by using the Data Envelopment Analysis (DEA) method. This paper attempts to develop a new efficiency model of Indonesian education system and implement it to all school’s levels: primary school, junior high school, senior and vocational high school, in 34 provinces in Indonesia. The results show provinces that already have achieved cost, technical and overall efficiency are only 1 and 2 provinces at each levels of education. Regarding the managerial implications, teacher’s equity is a top priority in improving the quality of education system in Indonesia.

This study aimed to ascertain measures to enhance teachers' ability to teach online during the covid 19 pandemic. Action research is the research approach used in this type of research. The research was qualitative, describing the efforts to improve teachers' abilities to incorporate online learning into the teaching and learning process. This study was conducted at the MGMP for geography teachers at the senior high school and vocational high school level in Aceh Tamiang Regency. This study shows that teachers' competency in online learning is increasing, with the first cycle having a value of 0.45 per cent and the second cycle having a value of 0.80 per cent; hence, the two cycles predict growth in instructors using online learning in the future. Teachers can utilize a variety of technology-based online learning platforms, including Google Classroom, Edmodo, Quizizz, and Schoology.

The objectives of this research aimed at (i) finding out the causes of the problems in teaching English at vocational high schools and (ii) finding out the possible solution toward the problems of the teachers in teaching English subject at vocational high schools. The researcher applied purposive sampling technique in selecting the participants. The participants consisted of two advanced teachers and two beginner teachers at vocational high schools in Somba Opu sub-district. The additional participants were two headmasters that focused on the possible solution dealing with the problem found by the English teachers at VHS. This research under applied descriptive approach and qualitative method. The data were collected by using two instruments namely semi-structured interview and observation checklist. The data were analyzed by using the framework of Miles and Huberman’s (2012) namely data reduction, data display, and drawing then verifying conclusion. The results of this research mentioned nine causes of the problems on the professional competence of English teachers in teaching at vocational high school and the possible solution toward the causes. The outline of the causes of the problems on professional competence are the less effort of the English teachers to improve the linguistic aspects, lack of English for Spesific Purpose knowledge, less of communicative competence, less preparation of teaching contents, less in using ICT as a teaching method and lack in managing the time and managing the class. The possible solution can draw in this research that the English teachers at VHS have to consider the students’ need, prepare the teaching planning and involved in the teaching training. Thus, this research might become a recommendation to the government and the Educational trainer for facilitating the English teachers at VHS with education training of ESP knowledge and supporting the teachers in developing their professional competence.

This study aims to determine the reasons for conflict between the female and male students attending 11th grade at the vocational and technical Anatolian high school in Bağcılar, Istanbul in the school year of 2016-2017, and to understand whether such reasons significantly vary depending on sex, age, the field of study, the level of satisfaction with the field of study, academic achievement, level of education of parents and the level of income of the family. The study uses survey model. It was conducted on 339 subjects, consisting of 178 females and 161 males were selected by stratified sampling method.The study used, as data collection tool, “Scale of Reason of Conflicts Between Students” to determine the reasons for conflict between students. The data collected were analyzed for arithmetic mean, standard deviation and by using t test, Anova test and Kruksal Wallis analysis, employing SPSS package software. As shown by the results from the study, among the reasons for conflict between vocational high school students, the level of the reasons for conflict which is related to school and school administration is “low”, the level of those which is related to teachers and those which is related to self and other students is “high” while the level of these reasons combined is “moderate”. An examination of the reasons for conflict between vocational high school students showed that the teachers-related reasons for conflict have the highest values while the lowest values were for the school- and school administration-related reasons for conflict. The reasons for conflict between high school students do not significantly vary depending on the variables such as age, father’s level of education and level of income of the family while they significantly vary depending on the variables such as sex, field of study, the level of satisfaction with the field of study, academic achievement, mother’s level of education. Accordingly, it was revealed that there is a significant difference between the levels of the perceived reasons for conflict between female and male students, which is in favour of female students. The reasons for conflict perceived by the students studying in the field of social sciences is more positive than those perceived by the students studying in the field of sciences. The vocational high school students whose answer was “very satisfied” with the reasons for conflict were more positive than those whose answer was “not satisfied at all”. The vocational high school students who responded with the answer of “very successful” were more positive than those who responded with the answer of “very unsuccessful” in terms of reasons for conflict. The vocational high school students whose mothers are university graduates were more positive than those whose mothers are illiterate. This research aims to measure the effect of teacher competencies on student learning outcomes. This was a quantitative research by conducting hypothesis testing. The research sample consisted of 60 teachers and 60 students at Muhammadiyah Bambanglipuro Vocational High School, Bantul, Yogyakarta, Indonesia. The data was collected through a questionnaire method. The collected data were analyzed using simple regression with SPSS. Based on calculations with the SPSS Statistics application, it showed the determination result of the independent variable that the determination coefficient showed the direct effect of the teacher competencies variable on learning outcomes stated in percentages. In this case, the calculated result is 0,084. It means that the teacher competencies variable directly affects the student learning outcome variable by 8,4%, while the (100% - 8,4%) 91,6% is influenced by other factors beyond the teacher competencies variable. The findings of this research recommend the importance of teacher competencies development programs, both by the government and schools, because increasing teacher competencies will increase the student learning achievement.
