The analysis of the problems of public administration in the field of taxation of Ukrainian agriculture at the present stage is carried out. The scientific works devoted to these issues are analysed. Theoretical principles of public administration are considered. The category "public administration" in the context of modern scientific thought is reviewed. The system and legal bases of tax administration in the domestic agro-industrial sector are studied. The most problematic issues of the tax burden in the agricultural sector are highlighted. The urgency of the issue of reducing the tax burden is indicated. It is noted that tax administration in the domestic agricultural sector of the economy is extremely important and requires the development of a system of effective regulators and optimization mechanisms by the state. At the same time, the direction of such state support should concern first of all small agricultural enterprises and the provision of an appropriate investment and innovation platform for the development of the domestic agricultural sector. It is concluded that the current public administration priorities in the field of taxation of the agricultural sector of Ukraine's economy should be the formed state position, aimed primarily at implementing: simplified, but at the same time, fair and transparent taxation procedure; taking into account the specifics and features of domestic agricultural business depending on the natural and territorial components; ensuring the need to update the active part of the material and technical base, taking into account the relevant tax regulation of agricultural production (development of a simplified tax mechanism).

The article examines the historical experience of the creation and operation of machine-technological stations, taking into account the peculiarities of their development in each period of their activities. The advantage of creation of machine-technological stations at city united territorial communities at the present stage as one of means of the maintenance of agricultural commodity producers from the area of the earths to 500 hectares of a full complex of technical means is outlined, the growth of which will contribute to the development of the market of agro-technological works and services. Among the main advantages - the proximity of technical means to the agricultural lands of farmers is a significant factor, given that the average size of the united territorial community is about 225 km2. In addition, the newly created machine-technological stations, whose activities will be aimed at working with small areas of agricultural land, will be equipped with appropriate technical means, which will save money. Restraining factors of development of machine-technological stations at the present stage are revealed, among which the main ones are limited financial resources at the stage of their creation, insufficient level of state support, lack of integration of machine-technological stations with agricultural enterprises that are consumers of their services. It is proposed to create a fund to support the newly created machine- technological stations at the city's united territorial communities to provide start-up capital in the form of interest-free loans on a competitive basis, which can be used for investment in technical means and equipment, working capital or expansion of agro-technological works. In addition, the improvement of programs of financial support for agricultural producers will promote the development of machine-technological stations in the agricultural sector. The implementation of the proposed proposals will contribute to the development of the market of agro-technological works and services in the direction of providing agricultural producers of small forms of management with a full range of quality technological services in a timely manner.

Abstract. Introduction. The current stage of functioning of the world economic system is characterized by the desire to ensure sustainable development, the essence of which lies in the unity of economic, social and environmental components. The most important tool for its implementation at the level of enterprises, companies, firms is the concept of corporate social responsibility. Purpose. The purpose of the article is to substantiate the essence and analyze the main directions of introducing social responsibility of the domestic agricultural business, as well as the system of objective and subjective factors that influence it. Results. The features of the implementation of the social responsibility system in the domestic agricultural business as an important component of the further development of agricultural production have been investigated. The necessity of activating the social orientation of the agricultural business in connection with the insufficient development of the social sphere of the village and the presence of significant social problems in rural areas has been determined. The essence of social responsibility of business as a voluntary contribution of entrepreneurial structures in solving problems of social, economic and environmental spheres, which is carried out outside the regulatory requirements, has been substantiated. The need to implement an effective management system using modern innovative tools has been pointed out. It has been proven that most agricultural enterprises focus their activities on ensuring decent working conditions for personnel, cooperation with local communities, and solving environmental problems. The directions of implementation of social responsibility of agricultural companies in Ukraine have been shown. The structure and volumes of social investment of the leading agricultural holdings have been characterized. New ways of doing agribusiness and promising areas of social responsibility in the internal and external environment have been formulated. Conclusions. Expanding the scale and improving the mechanisms of social responsibility, increasing the level of motivation and interest of agribusiness to improve the quality of life of rural residents and the development of rural areas will contribute to the intensification of production and social infrastructure. Ultimately, all this will reveal a significant positive impact on the socio-economic development of the regions and the country as a whole.

This study establishes a multi-sector dynamic computable general equilibrium framework that integrates energy intensity module to explore the reverse feedback effect of energy intensity control on industry structure. The results indicate that (1) the tightening effect of energy intensity constrains on the Industrial sector is most significant, followed by the Tertiary Industry, with the least impact on Agriculture; (2) when there is no technological progress in the departments, the change of industrial structure is mainly reflected in the sharp decline in the proportion of Industry and the significant increase in the proportion of Tertiary Industry. When technological progress exists in high energy-consumption departments, the tightening effect of energy intensity constraints on the industrial sector will be reduced; when there is technological progress in all departments, the industrial structure will have a smaller change, and the technology progress can alleviate the tightening effect of the energy intensity target on various sectors; (3) under the constraint of energy intensity, the high energy-consuming industry shifts to the Equipment Manufacturing with low energy-consumption and high-added value. The increasing proportion of Tertiary Industry mainly comes from two industries including Wholesale, Retail, Hoteling and Catering, and Transportation, Storage, and Post.

Bangladesh faced a substantial growth in primary energy demand in the last few years. According to several studies, energy generation is not the only means to address energy demand; efficient energy management practices are also very critical. A pertinent contribution in the energy management at the industrial sector ensures the proper utilization of energy. Energy management and its efficiency in the textile industries of Bangladesh are studied in this paper. The outcomes demonstrate several barriers to energy management practices which are inadequate technical cost-effective measures, inadequate capital expenditure, and poor research and development. However, this study also demonstrates that the risk of high energy prices in the future, assistance from energy professionals, and an energy management scheme constitute the important drivers for the implementation of energy efficiency measures in the studied textile mills. The studied textile industries seem unaccustomed to the dedicated energy service company concept, and insufficient information regarding energy service companies (ESCOs) and the shortage of trained professionals in energy management seem to be the reasons behind this. This paper likewise finds that 3–4% energy efficiency improvements can be gained with the help of energy management practices in these industries.

We examined the effect of ischemia on nerve conduction in experimental diabetic neuropathy (EDN) and related electrophysiological changes to nerve adenosine triphosphate (ATP), creatine phosphate (CP), and lactate under anoxic conditions. Rats rendered diabetic with streptozotocin had a resistance to ischemic conduction block (RICB). Caudal nerve action potential (NAP) was well maintained for 10 min in controls and for 15 min in EDN, after which time NAP declined in both groups but more rapidly in normal rats. Time to 50% reduction in nerve ATP and CP was 10 and 3 min, respectively, in controls and delayed to 20 and 8 min in EDN. Rate of utilization of high-energy phosphate (approximately P) was linear for 5 min in controls to be followed by a progressive decline. In EDN rate of utilization of approximately P was linear to 15 min to be followed by a more gradual decline than in normal nerves. These findings suggest that the maintenance of nerve transmission in anoxic-ischemic states depends on anaerobic metabolism and that RICB in EDN is due in part to the ability of diabetic nerves to maintain a higher level of anaerobic glycolysis and for a longer time than normal nerves.

The solid waste generated from the apple juice industry (apple bagasse (AB)) was characterized as a fuel, and the potential for its utilization as an alternative energy source was assessed through its combustion in a pilot scale cyclone combustor. A comparative evaluation of the AB and sawdust (SD) properties, as well as of the emissions during the combustion tests, was performed. The high energy content of AB (lower heating value (LHV) equal to 21.09 MJ kg−1), dry and ash-free (daf) basis, which is 26.9% higher than the LHV of SD (16.62 MJ kg−1, daf), and combined with the high volatile matter content (85.36 wt %, daf) improve the ignition and burning of the solids. The emissions of CO, SO2, and NOx and the total organic carbon (TOC) were compared with guideline limits established by Brazilian and international legislation. AB generated much lower CO than sawdust in spite of almost half of excess air levels (13% compared with 26%) and met even the stringent limit of the German regulation for waste incineration. The unburned carbon percentages found in the ash resulted from SD and AB combustion tests were 0.24% and 0.96% in weight, respectively. The absence of sulfur in AB composition represents an advantage with nondetectable SO2. The average level of NOx emission with SD combustion was 242 mg N m−3 and met all the regulation limits. The average NOx emission with AB combustion though was 642 mg N m−3 and met the U.S. EPA regulation but was marginally higher than the Brazilian norm by 15%. TOC concentrations remained below the limits considered even though the TOC level was higher in the AB combustion test. Polycyclic aromatic hydrocarbons (PAH) were not detected or were under the quantification limit of the equipment used in their analysis. Comparing the properties, the burning profiles of SD and AB, and the emissions from their combustion tests, it can be stated that the waste originating from the apple juice industry is suitable for direct combustion, constituting a renewable energy source for this industrial sector.
